At the November 7, 2013, State Board of Education meeting, the draft Georgia Performance Standards for Statistical Reasoning was approved to be posted for 60 days of public review and comment from November 8, 2013, - January 10, 2013.

Common Core Georgia Performance Standards (CCGPS) Contact: Pam Smith ([email protected]) Please be aware of the opportunity to speak at the joint House and Senate Education Committee listening sessions.

The 7th Joint Senate and House Education Committee’s Listening Session will be held in Savannah on November 19, 2013 at Savannah Tech which is located at 5717 White Bluff Road, Savannah, Ga. The format of the sessions include:

3:00 – 4:00 p.m. Meet with area school superintendents 4:00 – 5:00 p.m. Meet with local school board members 5:30 – 7:30 p.m. Town Hall meeting with the community The 8th Joint Senate and House Education Committee Listening Session will be held in Thompson, Georgia on December 3, 2013. Career, Technical and Agricultural Education (CTAE) Contact: CTAE Director, David Turner ([email protected]) A major goal for the Georgia Department of Education is the Career Clusters/Pathway Curriculum Revision Project to provide essential industry-validated technical knowledge and skills for Georgia’s students as they navigate toward greater college and career success. Using the Career Cluster model, the Georgia Department of Education partnered with Georgia's business and industry leaders to identify employability and technical skills suitable for high school courses. Additional advisory partners in the Career Clusters/Pathway Curriculum Revision Project included postsecondary and secondary instructors, and local educational agency leadership. This collaborative effort resulted in the development of courses two and three in each of the Career Clusters/Pathways listed below. Courses two and three for each pathway are aligned with the nationally-recognized industry credentialing exams and state-developed end-of-pathway assessments, as well as the academic Georgia Performance Standards. PROFESSIONAL LEARNING

The ELA team partnered with teachers from around the state to provide 4 training events during the month of July in Statesboro, Kennesaw, Macon, and Tifton. The workshops covered topics from close reading to the effective use of technology in the classroom to cutting edge writing strategies. For those who were unable to attend we have compiled all of the resources and presentations from those events into one convenient site for easy access.

A second series of workshops in a similar format - this year to focus on writing - is being planned for February, 2014. Watch this newsletter and the ELA Reporter for details to be announced. INSTRUCTIONAL RESOURCES ELA Sample Unit Frameworks – The Unit One sample framework of instructional material from each grade level has been upgraded based on the feedback received from users and the parameters of the Tri-State Rubric for Common Core unit planning. Resources connected to the units have not changed. The revised units have been posted on the Wiki (see link above). These units are for exemplar purposes only. Implementation at the local level is entirely optional. The units will be made available in editable format so that texts and lessons may be replaced or substituted if desired. Revised and/or new original sample units of instruction are presently in development for units 2, 3, and 4. This material is expected to be posted by mid-October.

Literacy Design Collaborative - Thanks to a grant from The Gates Foundation, GACIS and the GaDOE trained over a hundred teachers on Literacy Design Collaborative (http://www.literacydesigncollaborative.org/) in Savannah, GA on May 9th and 10th. Contact your local RESA for additional training opportunities. Webcasts - Our newest professional learning resources, the Common Core Tools Webcasts, are available for viewing on our GSO landing page (see link above). These webcasts feature Georgia educators from all grade levels discussing their instructional strategies and feature authentic student work along with all resources necessary to implement the lessons discussed. The webcasts can be watched at the viewer’s convenience and each features 5-8 short videos that can split into shorter sessions as desired.

Georgia Department of Early Care and Learning (DECAL) Georgia Early Learning and Development Standards (GELDS) Contact: Laura Evans, Standards Coordinator ([email protected]) or 404-656-4711 Bright from the Start: Georgia Department of Early Care and Learning (DECAL) began an alignment study and revision of Georgia’s early learning standards for children birth to five years in 2010. The new standards, Georgia Early Learning and Development Standards (GELDS), will replace the Georgia Early Learning Standards (birth through three) and Georgia’s Pre-K Content Standards in the fall of 2013. You can access the standards at www.gelds.decal.ga.gov. The revision process stemmed from a need for higher-quality standards for children birth to age 5 and a need for better alignment with the CCGPS for K-12. Top researchers in early childhood education conducted the alignment study that examined content, rigor, and age-appropriateness. These new early learning standards reflect Georgia’s commitment to prepare young children for success in K-12 and beyond. They address all areas or domains of children’s learning and development and will provide linkages between age groups that will help children effectively transition to Kindergarten. The GELDS are a resource not only for Special Education Preschool teachers, but also all K-12 teachers. Roll out of the GELDS will occur in phases over the next two years. CPR/AED for High School Students SB 212 (O.C.G.A. § 20-2-149.1) as passed during the 2013 legislative session and will include the addition of CPR and AED (Automated External Defibrillator) instruction requirements to the existing high school health and physical education program in the 2013-2014 school year. Requirements include that each local board of education which operates a school with grades nine through 12 shall provide instruction in cardiopulmonary resuscitation and the use of an automated external defibrillator to its students as a requirement within one of the required health or physical education courses, Health (17.011), Health and Personal Fitness (36.051), or Advanced Personal Fitness (36.061), to satisfy this requirement. Such instruction shall incorporate the psychomotor skills necessary to perform cardiopulmonary resuscitation and to use an automated external defibrillator. Each local board of education shall report adherence to this requirement as determined by the Georgia Department of Education. The instructional program shall include either of the following: 1) An instructional program developed by the American Heart Association or the American Red Cross, or 2) An instructional program which is nationally recognized and is based on the most current national evidence based emergency cardiovascular care guidelines for cardiopulmonary resuscitation and the use of an automated external defibrillator. Each local board of education will report adherence to this requirement to the Georgia Department of Education.

Home School Contact: Patrick Blenke ([email protected]) Home school parents/guardians are considered the school or Local Education Authority (LEA) official for most purposes. This means generally that they have the rights and responsibilities of a public local board of education, superintendent or principal when it comes to their children’s educational needs, including signing and providing any and all documents to the school should they decide to enroll their child back into public school. If a student decides to return to your school, there is not a withdrawal form from the GaDOE. The indication that the home-schooled student wants to return to or enroll in your pubic school is the only notification you need to enroll them in your school/system. Awarding credit and grade-level placement is a local school district decision. Each school district is required by State Board of Education Rule 160-5-1-.15 to have procedures regarding the enrollment of students transferring from a home school or non-accredited institution. Home school curriculums are not accredited even if the accreditation agency is approved by the state board of education. Rule: 160-5-1-.15 (b) Each local board of education shall adopt a policy for validating credit for courses taken at a non-accredited elementary or secondary school or home study program. GALILEO GALILEO Elementary, designed with user input by Georgia elementary students, includes many features to make the site usable and appealing to younger researchers. Features include:

Easy-to-use search box that retrieves content specifically targeted to an elementary user group. On the results page, students will find articles from magazines and reference sources, and some images.

Links to best databases for elementary research, including Britannica Elementary, SIRS Discoverer, and Britannica Animal Kingdom. Descriptions hover over database links to make it easy for students to decide which database to choose. Many databases include Lexile ranges.

Responsive web design. GALILEO Elementary provides an optimal viewing experience on any computer or device screen. The GALILEO Elementary interface, the search results, and Britannica resources are optimized for smartphones. Other resources work well on tablets.

Links to special content for educators. Middle and high school students have access to licensed resources that support the curriculum with content-rich nonfiction and text-complexity tools, such as Lexile scores assigned to articles. Yes! The Migrant Student Information Exchange (MSIX) is the technology that allows States to share educational and health information on migrant children who travel from State to State and who, as a result, have student records in multiple States' information systems. MSIX works in concert with the existing migrant student information systems that States currently use to manage their migrant data to fulfill its mission to ensure the appropriate enrollment, placement, and accrual of credits for migrant children nationwide. This rubric is used at the state and regional fairs, so all teachers need to be aware of the changes before their students begin their research projects. How Formative Assessment Items

Can Provide Detailed Insight on What Students Know and Can Do

The Division of Assessment and Accountability is very happy to announce that the second and final phase of item development for the Formative Item Bank is complete and that there are now over 1600 assessment items in level 2 of the OAS for teacher use. The purpose of the Formative Item Bank is to provide items and tasks that can be used by teachers to assess students’ knowledge while they are still in the learning stages of the state-mandated standards. The item bank provides Georgia educators insight on what to expect from students towards meeting the more rigorous expectations of the standards, provides students with practice with open- and constructed-response items, and gives educators access and experience evaluating open-ended response items. A preponderance of the items are constructed-response and are mostly at Depth of Knowledge (DOK) levels 3 and 4, meaning that success on these items requires a deep level of thinking and reasoning. The items exist for grades 3 – high school mathematics and language arts and can be found in the Georgia Online Assessment System (OAS) using the first search domain of “formative”.

Webinars on the newly released items will be presented to System Test Coordinators on November 20 at 1:00 pm and repeated on November 22 at 10:00 am. The focus of these webinars will be on using these items during instruction to assess student progress towards mastery of the standards. Updates to the Formative Item Bank webpage are currently in the works.

Georgia FIP Professional Learning Opportunity Contact: Kelli Harris-Wright ([email protected]) (404) 463-5047 The Assessment Division continues to encourage Curriculum, Assessment and Professional Learning Directors to collaborate and share with principals the blended learning model of professional development; Georgia’s Formative Instructional Practices (Georgia FIP). The course content of Georgia FIP is based on the research of Rick Stiggins and Jan Chappius that indicates use of FIP strategies increases achievement and is particularly helpful for struggling learners. There are a total of seven role-based online learning modules for FIP practices that are targeted for teachers, coaches and leadership personnel. The online learning content of FIP supports the 10 standards and associated performance rubrics for TKES and LKES. The term “formative” is a key concept because it means that FIP strategies are used during the teaching and learning process rather than at the end of instruction. Learning about FIP strategies enables leaders, teachers and students to make more appropriate decisions about how well students are learning content standards so that next steps for teaching and learning can be planned based on evidence of learning. To login to FIP, educators need an access code. District office and school-specific access codes to the Georgia FIP online learning system are in the GaDOE Portal Account of the district’s Test Director. There are two types of access codes: (1) administrative codes to take FIP courses and also monitor the online learning progress of staff, and, (2) learner codes for staff to take courses. School Climate Star Rating

As you are keenly aware, research demonstrates that a positive school climate is highly associated with academic achievement. In 2011, Georgia was the first state in the nation to include school climate as an early indicator in its proposed accountability system. The School Climate Star Rating, which can serve as a very helpful diagnostic tool, will be officially reported in the College and Career Ready Performance Index (CCRPI) in December 2013. There are four components that will be used to calculate the School Climate Star Rating. Each of the four components will be weighted equally at 25%. The four components include:

(1) School Climate which includes data from specific school climate questions on the Georgia Student Health Survey II (GSHS II), the Georgia School Personnel Survey (GSPS), the Georgia Parent Survey (new for school year 2013-2014) and the congruency of the three for middle and high schools or two for the elementary schools that don’t participate in the GSHS II; (2) Attendance which includes the average of the daily attendance for students, teachers, administrators and staff (with exceptions for long term illness or maternity leave); (3) Student Discipline which includes a weighted suspension rate based on student discipline data taken from the Student Record Data Collection System; and (4) Safe and Substance-Free Learning Environment which includes student discipline data from the Student Record Data Collection System and survey data from the Georgia Student Health Survey II regarding the percentage of discipline incidents not related to drugs, alcohol or violence and student survey responses reporting abstinence from drugs, alcohol, bullying and harassment.

Schools may also be awarded additional points or lose points based on additional considerations. Negative points will be given to schools that are designated as a “Persistently Dangerous School” pursuant to Georgia’s Unsafe School Choice Option (USCO) policy or schools that are Disproportionate in the area of discipline. Schools will be awarded additional points for implementing Positive Behavioral Interventions and Supports (approved by the GaDOE PBIS Department), Response to Intervention (RTI), and Evidence-based Programs (EBP) implemented with fidelity and approved by SAMHSA. Georgia Student Health Survey II The Georgia Student Health Survey II (GSHS II) has been administered to middle and high school students across the state since 2007. At least 75% of students in each grade level (6-12) must participate in the GSHS II to be eligible for the School Climate Star Rating. A Spanish version of the GSHS II will be available for the 2013-2014 school year. This will not affect the administration of the survey. The students will select whether they prefer to use the English or Spanish version. The GSHS II officially opened on October 1, 2013 and will remain open through January 31, 2014. Federal law requires that the survey be made available for review by all interested parties; therefore, copies may be reproduced and made available to parents or other parties upon request. Also, please make sure that your parents/guardians know about the survey and are given the option to opt out if so desired. Georgia School Personnel Survey The Georgia School Personnel Survey (GSPS) is an anonymous, statewide survey instrument that identifies school climate issues that have a negative impact on student achievement. The questions will mirror the school climate questions on the Georgia Student Health Survey II. Data from the GSPS will be used to calculate the School Climate Star Rating within the College and Career Ready Performance Index (CCRPI) to determine a correlation between the student responses on the Georgia Student Health Survey II and school personnel responses. The GSPS was administered for the first time during the 2012-2013 school year. All school personnel members were encouraged to participate in the GSPS but there was not a mandatory participation rate. Consequently, many schools did not participate or had very low participation rates. Schools that did not participate and schools with low participation rates will not be penalized when the School Climate Star Rating is reported in December 2013. However, a mandatory participation rate of 75% will be effective in the 2013-2014 school year and all subsequent years to be eligible for the School Climate Star Rating. All teachers, school administrators, certified staff members and classified/other staff members (paraprofessionals, office staff, cafeteria workers, custodians, etc.) should participate in the Georgia School Personnel Survey.  Schools that do not participate or have participation rates below 75% on either the Georgia Student Health Survey II or the Georgia School Personnel Survey will be given a zero in that area of the equation to determine their School Climate Star Rating. Most teachers should be able to participate in the GSPS using their classroom computer. The survey is also accessible using an iPad or smartphone. There are approximately 50 questions on the survey and it should take approximately 10-15 minutes to complete. Survey responses are anonymous and will be submitted directly to the Georgia Department of Education for analysis. Data results from the Georgia School Personnel Survey will not be available to the public and will not be posted online. The link to the Georgia School Personnel Survey is posted below. The Georgia School Personnel Survey officially opened on October 15, 2013 and will remain open through January 31, 2014. You may check the survey participation rates for each of your schools using the Georgia School Personnel Survey participation website at http://admin.doe.k12.ga.us/gadoe/sla/gsps.nsf/SystemParticipation.xsp. Simply enter your 3-digit school system ID number and it will provide you with the participation numbers for each of your schools.

Georgia Parent Survey The Georgia Parent Survey is new for the 2013-2014 school year. There is no minimum participation rate for the Georgia Parent Survey. The administration of the Parent Survey will be in the same format as the GSHS II and the GSPS. The questions on the Georgia Parent Survey will mirror the school climate questions in the Georgia Student Health Survey II and the Georgia School Personnel Survey. Data from the Georgia Parent Survey will be used to calculate the School Climate Star Rating within the College and Career Ready Performance Index (CCRPI) to determine a correlation between the student responses on the Georgia Student Health Survey II and school personnel responses on the Georgia School Personnel Survey. The Georgia Parent Survey will officially open on Tuesday, October 28, 2013 and will remain open through Friday, January 31, 2014. A Spanish version of the Georgia Parent Survey will also be available. The Georgia Parent Survey will be administered electronically. Parents will be able to complete the survey using their personal computers, smartphones or iPads. For parents that do not have access to the Internet, school administrators might consider scheduling dates and times to allow parents to complete the Georgia Parent Survey at school. The Georgia Parent Survey has 20 questions and it should take no more than 5 - 10 minutes to complete it. Survey responses are anonymous and will be submitted directly to the Georgia Department of Education for analysis. Data results from the Georgia Parent Survey will not be available to the public and will not be posted online. Statewide Underage Drinking Prevention Video Competition

Dear Administrator: On behalf of the Governor’s Office for Children and Families, I would like to thank you for your generous service and steadfast commitment to your community. The Governor’s Office for Children and Families (GOCF) is dedicated to serving communities throughout the state as they develop sustainable programs that are family-centered and outcome-focused. As part of our ongoing efforts to best serve Georgia, we are launching a statewide underage drinking prevention video competition, “Reel Change GA”, to celebrate the 86% of Georgia youth that choose not to drink (2011-2012 Georgia Student Health Survey) and provide them with the opportunity to tell us why—in a format they can share with their peers. Through viewing the videos of their peers, the competition seeks to educate on goal setting and how underage drinking may hinder youth from achieving their goals. 12-18 year olds will be given the opportunity to first submit an idea for a “Video Title” via a social tagging competition, and second, create a 30 second video telling why they choose not to drink. However, participants may submit a 30 second video without participating in the “Video Title” social tagging competition. The amount of times a video is viewed will be one of many criteria a panel of judges uses to determine the winning video. The winning video will be aired on several prominent television stations and in statewide movie theatres as a sponsored Public Service Announcement! School Counselors Online Professional Learning Opportunities

School Counselor Professional Learning Online Modules are being offered through the University System of Georgia’s College Access Challenge Grant. The modules are designed specifically for certified middle grade and high school counselors to improve effectiveness in preparing students for college and careers. TRL provides teachers a one stop shop for quality, aligned and vetted learning objects. Over 15,000 resources for all subjects grades K-12 are available through the course key on a teacher dashboard or by clicking on the tab labeled Resources in the menu. Resources available in TRL include GAVS, GSO, Thinkfinity, and Learning Village. The learning modules have been approved for professional learning units (PLUs). Four modules must be completed in order for 1 PLU to be awarded in addition to completing the assignments, maintaining a documentation log, and having these items approved by the PLU Coordinator. The Professional Learning Unit Course Completion form is located on the SRCL and must be signed by each participant and the PLU Coordinator.

Announcements Georgia FIP Professional Learning Opportunity Contact: Kelli Harris-Wright ([email protected]) (404) 463-5047 The Assessment Division continues to encourage Curriculum, Assessment and Professional Learning Directors to collaborate and share with principals the blended learning model of professional development; Georgia’s Formative Instructional Practices (Georgia FIP). The course content of Georgia FIP is based on the research of Rick Stiggins and Jan Chappius that indicates use of FIP strategies increases achievement and is particularly helpful for struggling learners. There are a total of seven role-based online learning modules for FIP practices that are targeted for teachers, coaches and leadership personnel. The online learning content of FIP supports the 10 standards and associated performance rubrics for TKES and LKES. The term “formative” is a key concept because it means that FIP strategies are used during the teaching and learning process rather than at the end of instruction. Learning about FIP strategies enables leaders, teachers and students to make more appropriate decisions about how well students are learning content standards so that next steps for teaching and learning can be planned based on evidence of learning. To login to FIP, educators need an access code. District office and school-specific access codes to the Georgia FIP online learning system are in the GaDOE Portal Account of the district’s Test Director. There are two types of access codes: (1) administrative codes to take FIP courses and also monitor the online learning progress of staff, and, (2) learner codes for staff to take courses. TEST-OUT OPTION and the NCAA FINANCIAL AID

Under NCAA legislation, units of credit earned through demonstration of subject area competency via testing out of courses using the End of Course Tests will not count as a core course credit for athletic aid for any student seeking NCAA Division I or II athletic scholarships. However, only 16 core units of credit are required for graduation based on NCAA Division I requirements. Division II schools will have the same 16 core course requirements beginning August 1, 2013. Therefore, since NCAA requirements of 16 core credits are less than the 23 units currently required for graduation from a Georgia public high school, Georgia’s high school student athletes will be able to participate in the opportunities earning units of credit through the “test out” option. Also, note that current Georgia code only allows each student to earn up to three units of credit through demonstration of subject area competency via testing out of courses
