PROGRAM BACKGROUND

1.1. INTRODUCTION

Overview of the program

§This is a presidential initiative to be implemented by the Ministry of Information, Communication and Technology (MoIC) through the ICT Authority (ICTA).

§It is a partnership between the government and a number of stakeholders in the private and public sector.

§The programme is in line with the country’s Vision 2030, the Jubilee Manifesto and the ICT Master Plan developed by the ICT Authority (ICTA).

§The internship programme will offer participants an environment in which they can understand government services, and provide them with an opportunity to contribute towards improving service delivery to citizens.

§ It is a transformative initiative that should see ICT managed as a business in government.

Programme Objectives

1. The major goal of the program is to enhance government ICT capacity in two key areas:

a. ICT Strategic Leadership Program: The program is expected to grow ICT thought leadership and increase the relevance of ICT business principles in the management of public service delivery. The idea is to ensure ICT is fully integrated and aligned as an enabler to achieve the government’s business objectives – service delivery.

b. ICT Technical Capacity Program: The program is expected to develop ICT technical capacity in government for effective service delivery.

2. Develop a pipeline of future talent for government, who have experience and passion for ethical and accountable public service delivery. §Building, within government, capacity in ICT technical and ICT

management skills.§Enabling the government meet its service delivery objectives for

the citizen. §Transforming the manner in which ICT is employed in support of

effective service delivery.

Duties and Responsibilities

3. The purpose of this internship is to provide suitably qualified ICT graduates with the opportunity to work within an ICT unit in government.

4. The intern would provide assistance on various aspects of ICT, while learning practical skills pertaining to use of ICT for service delivery.

5. Areas include network management, database administration, website development, maintenance and support, information security, and data centre operations, among others.

6. Interns would also have opportunity to learn leadership skills and appreciate the value of public service.

7. It is expected interns would develop a thorough understanding of the target ministry, its service delivery objectives and the role of ICT in meeting those objectives.

8. In addition, the intern will be required to demonstrate that s/he has learnt and contributed to improvements in service delivery in their respective ministries. This will be done through monthly reports to their supervisors and mentors

Learning Goals 1. Understand the need for service delivery and service delivery objectives and how ICT enhances service delivery.

2. To appreciate the practical manner in which technology is employed to meet business needs, specifically in a government environment.

3. To gain insights into the practical manner in which technology components (databases, web, networks, etc.) are implemented to meet business processes.

4. To appreciate various implementation permutations for technology components and understand the associated design issues, including cost of implementation and maintenance.

5. Comprehend assessment approaches intended to identify gaps in technology use for service delivery and how to close those gaps.

6. To understand risks associated with ICT utilization for service delivery and how these risks can be mitigated through employment of industry best practices.

7. Learn ICT service management and associated standards and models for service delivery such as Information Technology Infrastracture Library- ITIL. They will appreciate ICT service delivery practices (.e.g. – ITIL) and how these are used for service delivery.

8. Comprehend the role of standards in ICT management, ICT governance and ICT risk management.

9. Appreciate the role of leadership and how technology leadership assures ICT effectively supports service delivery.

10. Develop innovative and problem-solving mindset intended for service improvement.

11. Appreciate the need for public service transformation

Supervision §Intern supervision is essential to assure that they get focused on assigned work.

§Interns will be under the supervision of Principal Secretaries in respective ministries. The Principal Secretary may delegate this responsibility, complete with controls that would assure there is effective supervision.

Mentors and Mentorship

§In addition to the supervisor, a mentor would be assigned to help guide the intern in better appreciating the realities in ICT.

§Mentor-intern interactions are essential to help answer general questions related to personal and professional growth, and sharing career knowledge in the field.

§Mentors will be both in the location of assignment and in the private sector

Duration §The internship attachment programme will be full time and continuous for a period of 12 months.

§At the end of which,the programme a certificate of participation would be awarded.

Intern Qualifications

§Meaningful learning experiences provide genuine opportunities for participants to learn about their desired career path outside of a classroom environment.

§ In order to maximize this gain, the participant must have demonstrated requisite qualification and knowledge.

§The intern must have an ICT-related degree from a recognized university with core focus in one or more of the following areas

o Applications, including database management systems, web, etc.o Networkso ICT security o Project management

§A reasonable understanding of all facets of ICT and its role in service delivery.

§In-depth understanding of ICT and its application in enhancing efficiency and effectiveness.

§Ability to perform a number of specialized and non-specialized tasks associated with improving service delivery through the use of ICT.

§Ability to critically assess and provide input towards improvement of business processes in support of improved service delivery.

§Shows promise of leadership and management. §Demonstrates a good understanding of the role of government and how

government functions, especially with respect to service delivery.§Has clear commitment to public service and improvement in service

delivery.§Appreciates the country’s cultural diversity as well as the diversity of

individual skills, knowledge and occupation, all of which are necessary for effectiveness and efficiency.

§Personable and demonstrated desire to work in public service and passion for ICT.

PROGRAMME ACTIVITY: Components

Activity Description

Weekly and Daily ICT activity work plan implementation

§The activities over the 12 month internship period will include :§Interns developing their 12 month work plan together with ministry

supervisors at the beginning of the assignment. -The work plan should focus on current ICT initiatives being undertaken by the ministry,*Providing practical ICT service delivery implementations and innovations and a final innovative project to be submitted at the end of the program.

Achievements and risk

§Weekly standing meetings between the intern and ministry mentor on achievements and challenges

Supervisor progress briefs

§Monthly meetings/briefs with the supervisor where interns in each ministry will present a summary of their work through the month, present their observations, any gaps identified and solutions thereof

Ministry Innovations

§Interns will have a monthly meeting to present on what they have been doing, experience gained and proposed innovations (if any) towards service improvement.

§For any session, a ministry would be chosen and those assigned to that ministry would make the presentation.

§This process would be done on a rotational basis and hence give a chance for participation to each of the ministries in the cluster

Mentors §Meeting with mentor to share experiences learn’t about ICT career and various growth paths, including the realities in the ICT skills market.

Thought leadership talks sessions and innovation

§Quarterly mandatory attendance at thought leadership talk sessions. §The talks would give a chance to ICT industry luminaries to share

their experiences and offer interns opportunities to learn from these successful leaders.

§Selected session topics would be relevant to career development, public service delivery and innovations

§An award will be provided to the best and implementable innovation

Training(Industry certification and eLearning )

§The internship program will be a combination of structured training, coaching and mentoring.

§It would target the ICT talent pool leveraging collaboration between the public and private sectors.

§Quarterly one day formal ICT service delivery training on best practices in service delivery, database management, network management, information security, ICT risk management, etc.

§The intern will choose a key focus area after 2 months attachment with private sector

§these sessions would be chosen to align with service delivery objectives and illuminate the path towards industry certifications relevant to ICT careers

Monthly Reports §Interns present summaries of work done, documentation of accomplishments, next action work plans etc.

§These reports would be shared with supervisors, mentors and filed online with the secretariat.

Evaluation §Mandatory quarterly evaluation of the programme by all (supervisors, mentors and interns, including feedback on areas of improvement

Project attachment:

§Interns will be attached to a government Rapid result initiative ICT project that cuts across the 47 counties

Site visits §Quarterly interns will visit both private and public ICT sites with best ICT innovations

Awards and certificate:

§Presentation by outstanding performers at collective plenary done once at the end of the programme

§Exit interview for those who choose not to take up employment in the public sector and private sector

Media & Public Relations

§Program Ambassadors: Interns will be expected to be good ambassadors of the programme through positive representation to peers, and professional groups. This may include speaking to students pursuing or interested in ICT careers in universities, colleges, high schools or some other forums where such interested career aspirants may be found

§Monthly newsletters: online monthly newsletters and public engagement on the program

§Interviews on progress shall be conducted in each ministry or cluster

MODULE1: ROLE OF ICT IN GOVERNMENT ORGANIZATION AND FRAMEWORK

Government Ministry and Private Sector experience

Description This module enables the interns to appreciate the overall role of government, its objectives and alignment of the ministry function to those objectives. Understand the specific technology implemented by the ministry and how to effectively manage the ICT resources. It will focus on the following topics:1. Government role and ministry alignment to those goals2. ICT organization in Government3. ICT and service delivery framework4. Specific technologies implemented by the ministries 5. Project 1 :Inventory and Documentation exercise

§Work collectively with the mentor at the ministry to capture the data§ Using standard forms collect Information collection At the end of the inventory exercise:§All rooms containing ICT infrastructure will have been named and labeled §All hardware items will have been named and labeled (including

photocopiers, telephones and other office equipment)§An updated digital inventory of all hardware, software, systems &

platforms, digitized data and databases will exist in each ministry§All software licenses will have been captured and their status documented§A master inventory will be updated at the ICT Authority§Procedures will have been developed and implemented to ensure that the

inventory is continuously updated

Project2 :Systems documentation exercise

At the end of the systems documentation exercise :§All citizen-oriented business processes will have been formally documented§All systems & hardware documentation will have been collected and a digital

copy stored at ICT Authority§Systems & hardware whose documentation is unavailable will have been

identified and a strategy developed to restore the documentation§A data dictionary will have been documented for each ministry database§Functional diagrams and flowcharts will have been drawn to explain the

functioning of each system resident in the ministry§ All systems and hardware contracts will have been digitized and a CD of

contracts for each ministry submitted to ICT Authority

MODULE 2: ICT DELIVERY BEST PRACTICES

Description This module will expose interns to the private sector settings and operations. It will explore best approaches and practices required in ICT service Management.

Description of activity

§The module covers critical issues in management of ICT projects. It will cover planning, monitoring, evaluation and control. It highlights the risk factors to be considered and human aspects.

§The project could will be on specific specializations that run across shared infrastructure and services in the National and county governments. Examples of such projects would include completion of ongoing initiatives such as the Huduma Centers, education systems, health system and development of applications, National and county initiatives and capacity for implementation of RRI initiative.
