CONCEPT, BENEFIT AND STRATEGY TO PROVIDE HIGHGRADE HIGHWAY IN SUMATERA

1.1. High Grade Highway is a concept to provide expressway in SumateHigh Grade Highway is a concept to provide expressway in Sumatera Island. ra Island. II2.2. 4. HGH Sumatera will be pass across eastern corridor of Sumatera (Masterplan Economic Corridor in Sumatera), total length 2.017 Km, Land clearing Cost estimate with minimum width 60 meter on 2011 price approximately : Rp. 9 Trillion while the estimate construction cost Rp. 77.8 Trillion and investment cost around Rp. 136.8 Trillion

5. Support by 720 km feeder road (Sibolga-Tebingtinggi, Padang-Pekanbaru and Bengkulu-Palembang) with cost estimate for Land acquisition Rp. 8 Trillion, Construction cost around: Rp. 51.8 Trillion and Investment Cost Rp. 60 Trillion

6. HGH as a result of MARS Project assist by KOICA KOREA (2008-2010) and also part of Feasibility Study also done by KOICA-Korea. The Feasibility Study Output is the ROW Plan to be used for Land Acquisition and as well financial mechanism.

FINANCIAL STRATEGY• Funding will be rely on the private sector if it is possible 

• Refer  to  law  no.  38/2004  on  road,  it  is proposed  to  set  up  SOE  on  toll  road (Government  Reg  no.  43/2013)  to  build sumatera 

• SOE  toll Road will be eligible  to be  finance by Ministry  of  Finance  thru  VIABILITY  GAP FUNDING(VGF).

Kebutuhan Dukungan Pemerintah

• Seksi I.A Medan - Kualanamu (18.615 Km) dibangun dengan loan China – Rp. 1.350 Milyar

• Seksi I.B Lubuk Pakam – Lubuk Pakam Barat (7.185 Km) belum teralokasi pembangunannya (kebutuhan konstruksi ±Rp. 540 M)
