Govt launches Letter of Recommendation module for street vendors to avail PM SVANidhi Scheme benefits

On 07th August 2020 Housing and Urban Affairs Secretary Durga Shanker Mishra launched Letter of Recommendation module for PM SVANidhi Scheme.

-The module is designed to give access to street vendors who do not have Identity Card and Certificate of Vending and are not in the surveyed list for availing benefits under the scheme.

-The module provides for an end to end, digitally enabled process wherein an eligible vendor can request for a Letter of Recommendation from the Urban Local Body and on receipt of the same he can apply for loan under PM SVANidhi.

-The vendors possessing Letter of Recommendation shall be issued Certificate of Vending or ID Card within a period of 30 days.

-This provision will help in extending reach of the Scheme to the people who were hitherto unable to avail these benefits.

About PM SVANidhi Scheme :

The PM SVANidhi scheme was launched by the Ministry of Housing and Urban Affairs, on June 01, 2020. What is Rashtriya Swachhata Kendra ?

It was first announced on 10th April 2017, the occasion of the centenary celebrations of Mahatma Gandhi‟s Champaran Satyagraha.

It is an interactive experience centre on the Swachh Bharat Mission and will introduce future generations to its successful journey as the world‟s largest behaviour change campaign.

A balanced mix of digital and outdoor installations in the RSK will impart information, awareness and education on Swachhata and related aspects.

The complex interplay of processes and activities will be presented through assimilative learning, best practices, global benchmarks, success stories and thematic messages in an interactive format.

It will impart information, awareness and education on Swachhata (sanitation) and related aspects and the installations at RSK will include audiovisual immersive shows, interactive LED panels, hologram boxes, interactive games etc.

About Swachh Bharat Mission or Swachh Bharat Abhiyan or Clean India Mission was a country-wide campaign from 2014 to 2019.

AIM : To eliminate open defecation and improve solid waste management in urban and rural areas in India.

PM to inaugurate submarine Optical Fibre Cable connecting Chennai and Port Blair on Monday 10th August





Prime Minister Narendra Modi will inaugurate and dedicate the submarine Optical Fibre Cable (OFC) connecting Chennai and Port Blair to the nation on 10th August 2020 through video conferencing.

The submarine cable will also connect Port Blair to Swaraj Dweep, Little Andaman, Car Nicobar, Kamorta, Great Nicobar, Long Island and Rangat.

AIM : This connectivity will enable delivery of faster and more reliable mobile and landline telecom services to Andaman and Nicobar Islands, at par with other parts of India. At present, Andaman and Nicobar Islands have very weak telecom systems, that hamper communications with mainland and within the islands. Background : Foundation stone for this project was laid by the Prime Minister on 30th December 2018 at Port Blair. Internet has become a fundamental need today and is connected to the daily work of every person. Prominent businessman and former President of the Andaman Chamber of Commerce Girish Arora expressed happiness over the project and said this will help in the promotion of tourism in Andaman and Nicobar.

Now tour operators will be able to take their booking from anywhere.

FSSAI awarded the Food Systems Vision Prize for its ‘Eat Right India’ movement

-The award recognizes organisations that have developed an inspiring vision of the regenerative and nourishing food system that they aspire to create by the year 2050.

-Union Minister for Health and Family Welfare, Dr Harsh Vardhan stated that the award is a strong recognition of FSSAI‟s holistic and path breaking approach towards food safety and nutrition.

-It also provides the vision for its growth path, he added. He said that “the vision of Health for All can be achieved through the twin measures of ensuring physical exercise and choosing nutritious food in our daily lives.

-The „Eat Right India‟ vision is about creating a culture of safe, healthy and sustainable food involving all stakeholders and leveraging technology in food production, processing, distribution, quality and traceability and to empower consumers to adopt right eating practices”.

Dissemination regarding Food and Nutrition

AIM : The MOU aims towards collaborative research and information dissemination in the area of food and nutrition.

Highlights :

This MOU will enable identification of technologies and programs to be developed in the area of food safety and nutrition research, along with recognition of innovative technologies available with CSIR for deployment by the Indian businesses and/or for regulating compliances.

It will also seek collection of data regarding food consumption, incidence and prevalence of biological risk, contaminants in food, identification of emerging risks, their mitigation strategies and introduction of rapid alert system.

The two organisations will collaborate towards strengthening the quality assurance of laboratory network across the country aimed at development



and validation of methods for reliable reporting on quality and safety of food products, he stated.

The MoU is a very significant step that will create a brighter future for India seeking collaborative research and information dissemination in the area of food & nutrition, and food and consumer safety solutions in India. The collaboration between these two premier institutions of India will contribute in fulfilling the vision of New Food System 2050

Proposals for the construction of nearly 10.28 Lakh houses approved under PMAY(Urban)

The 51st Meeting of the Central Sanctioning and Monitoring Committee (CSMC) Under Pradhan Mantri Awas Yojana (Urban) was held on 7th August, 2020 in New Delhi. The Meeting was attended by 19 States/UTs.

In the meeting, 1589 proposals from participating States were approved for the construction of nearly 10.28 Lakh houses. These houses are proposed to be constructed across Beneficiary Led Construction and Affordable Housing in Partnership verticals.





Presiding the meeting, Shri Durga Shanker Mishra, Secretary, MoHUA said, “The progress made in PMAY(U) is significant. I urge States to work towards achieving the target of constructing 60 Lakh houses and grounding of 80 Lakh by the end of 2020.” Further, he also called for effective implementation of ARHCs by States/UTs. “ARHC is a transformative scheme. It will improve the quality of life of beneficiaries,” he said.

This was the first CSMC meeting during the COVID-19 pandemic. This reflects the importance the Government has attached to the objective of providing pucca houses to all eligible beneficiaries of Urban India by 2022 with the vision of „Housing for All‟. Ministry of Housing and Urban Affairs (MoHUA) has laid renewed emphasis to accelerate housing construction and completion across the country within stipulated time under PMAY(U).

The states also put in their proposals for revision of projects due to various issues such as, of land, topographical hazards, inter-city migration, change of preferences of verticals, loss of lives etc.

With this, as on date, the total number of sanctioned houses under PMAY(U) is now 1.07 Crores as against the validated demand of 1.12 Crore.

About 67 Lakh houses are grounded for construction and more than 35 Lakh have been completed and occupied. Total investment under the Mission is Rs 6.32 Lakh Crore which has Central assistance of Rs 1.68 Lakh Crore of which Rs 72646 Crore of funds have been released.

The Meeting evinced tremendous response from the States/UTs on Affordable Rental Housing Complexes (ARHCs), a sub-scheme under PMAY (U) for Urban Migrants/Poor. The States/UTs were further familiarized with the Scheme and requested to take appropriate measures for its effective implementation. ARHCs are a major step towards fulfilling the goal of „AatmaNirbhar Bharat‟.

Pradhan Mantri Awas Yojana is an initiative by Government of India in which affordable housing will be provided to the urban poor with a target of building 20 million affordable houses by 31 March 2022.

Tribal Cooperative Marketing Development Federation of India (TRIFED) under Ministry of Tribal Affairs, has launched its own Virtual Office Network to Spearhead Tribal Socio-Economic Development on the occasion of its 33rd Foundation Day on August 6, 2020.

Key Points : – The TRIFED Virtual office network has 81 online workstations and 100 additional converging State and agency workstations that will help the team of TRIFED warriors work with their partners across India on Mission-mode with an aim to bring the tribal people closer to mainstream development. – It aims to gauge the level of employee engagement and streamline their efforts, an Employee Engagement and Work Distribution Matrix with Dashboard Links has also been launched. – TRIFED has also launched other digital software with an aim to enable the States and regions to work seamlessly.





– The move is to promote tribal commerce and map and link its village-based tribal producers and artisans to national and international markets by setting up state of art e-platforms benchmarked to international standards.

In the Union Territory of Jammu and Kashmir, 23 Kendriya Vidyalayas (KVs) would be set-up in an effort to augment the school education infrastructure.

Principal Secretary of School Education, Dr Asgar Hassan Samoon on 07.08.2020 said that J&K has 36 functional KVs and setting-up of 23 KVs are being pursued with Govt of India for augmentation of education infrastructure in the Union Territory.

He directed the Deputy Commissioners to expedite the process of identification of land for the purpose besides finalizing the temporary suitable accommodation for these KVs.

-The launch of mobile app would improve public grievances mechanism.

-The use of the app by general public would make the officers and officials more accountable and instill confidence among the people in district administration.

-The free of cost app would help the citizens register their grievances online and also track the status of their complaints.

-The app has been developed by a team of NIC, Rajouri.

IBBI amends the Insolvency and Bankruptcy Board of India (Voluntary Liquidation Process) Regulations, 2017

The Insolvency and Bankruptcy Board of India (IBBI) notified the Insolvency and Bankruptcy Board of India (Voluntary Liquidation Process) (Second Amendment) Regulations, 2020 on 05.08.2020.

The Insolvency and Bankruptcy Code, 2016 enables a corporate person to initiate voluntary liquidation process if it has no debt or it will be able to pay its debts fully from the proceeds of the assets. The corporate person appoints an insolvency professional to conduct the voluntary liquidation process by a resolution of members or partners, or contributories, as the case may be. However, there can be situations which may require appointment of another resolution professional as the liquidator. The





amendment made to the Regulations provides that the corporate person may replace the liquidator by appointing another insolvency professional as liquidator by a resolution of members or partners, or contributories, as the case may be.

The amended regulations are effective from 05.08.2020.
