    AS ON JAN 20 2015 1:15PM : (i) The StateGovernment has to first proactively sort out theproblems related to Patna rail-cum-road bridge in theabsence of which there is no point in approving moredownstream projects on the assumption of increase intraffic. The State Government of Bihar should also sortout outstanding issues such as commissioning ofPatliputra station. Measures to combat increase intraffic can only be considered once the rail-cum-roadbridge is completed. These projects need to be seenholistically rather than separately. (ii) This issuepertains to Ministry of Statistics & ProgrammeImplementation and no action is pending in NITIAayog. (iii) It has been checked in the Office, it seemsthe proposal of the State Government was notreceived in the Planning Commission / NITI Aayog.This issue with the approval of Shri B.D.     AS ON MAR 26 2015 5:08PM : No approvalcommunicated by NITI AYog till date. Total projectcost- 391 cr. The State Govt. has proactively sortedout the problems related to construction of approachroad of Rail-Cum-Road Bridge, Digha. NHAI hasrefused to take up this proposal. On request ofPlanning Commission, the State Govt. has taken upthe construction of the approach road. The work is tobegin very soon to complete it at the earliest. As suchthe relevance of traffic input from this source stillstands. At present this scheme (Construction of multiunder pass at Bailey Road) is meant for traffic solutionat main Baily road at Patna between Lalit Bhawan andBoring Road junction. During the peak hours,commuters have to wait at signal at the interval ofvery short distances. The GoI has decided to continuethe Special Plan for Bihar with a total allocation ofRs.12000Cr. for the 12th Five year Plan. The decisionof GOI was communicated vide DO No.-13053/2/1/2013 MLP dated 01.05.2013 by Sri B.D.Virdi,Advisor, Planning Commision. In the meeting of theEmpowered Commitee held on 12th July 2014, underthe Chairmanship of Secretary, Planning Commission,it was decided that after allocation of Rs.1500Cr. forongoing projects,Rs.10500Cr. was available formeeting the cost of new projects in the remaining fouryears of the 12th five Year plan. Only eight newprojects of Energy Sector costing Rs.8308.67 Cr. andone project of Road sector costing Rs.1289.25 Cr.(total nine projects costing Rs.9597.92 Cr.) have beenapproved by the Planning Commission against totalavailable fund of Rs.10500Cr. so far. There is stillbalance amount of Rs.902.08 Cr. available for newprojects.Under Implementation

State of Jharkhand has filed O.S. No.1/2012in the Supreme Court of India to address their requestin which Union of India has been made RespondentNo.2. At the time of signing ofMOU with Postal Department it was decided that atthe end of every financial year Postal Departmentwould give account of expenditure of the precedingyear. But it did not give any account of expenditure tillfinancial year 2011-12 and not even the number ofbeneficiaries among whom pension was distributed.Moreover it was agreed at the beginning of Postaldisbursement of pension that in case ofnon-availability of fund, Postal Department would bebound to disburse the pension amount and PostalDepartment would claim the money from Director,Social Security later on. But this provision was alsonot abided by the Postal Department. There was aprovision of service charge of Rs. 18/- per beneficiary/ year. Service charge was duly paid to the PostalDepartment from financial year 2006-07 even thoughno account of the same was provided by the PostalDepartment. Postal Department failed to provide thenumber of accounts opened under different pensionschemes and the amount transferred to differentaccounts from 2006-07 to even 2011-12. Duringfinancial year 2011-12 the then Secretary convenedseveral meetings with Postal Department but nohigher officials turned up for the meeting regardingcontinuation of disbursement of pension through PostalDepartment. Ultimately a high level meeting underthe chairmanship of Chief Secretary, Bihar wasconvened in the month of December 2011 with CPMGBihar. But even in that meeting no body from PostalDepartment turned up. In such a situation it wasdecided to discontinue disbursement through PostalDepartment and so Pilot Project in four districts Buxar, Jehanabad, Purnea and West Champaran was taken up from January 2012 to March 2012 forcash distribution of pension at Panchayat Level. Priorapproval of the Chief Minister was obtained in January2012 for cash disbursement of pension at PanchayatLevel. From April 2012 cash disbursement waslaunched in all 38 districts on the basis of successfulresult of Pilot Project launched between January 2012and March 2012. From financial year 2012-13 severalletters were sent to the Postal Department forfinalization of account from 2006-07 to 2011-12 butnot account was provided by Postal Department and

At present this scheme (Construction of multiunder pass at Bailey Road) is meant for traffic solutionat main Baily road at Patna between Lalit Bhawan andBoring Road junction. During the peak hours,commuters have to wait at signal at the interval ofvery short distances. The GoI has decided to continuethe Special Plan for Bihar with a total allocation ofRs.12000Cr. for the 12th Five year Plan. The decisionof GOI was communicated vide DO No.-13053/2/1/2013 MLP dated 01.05.2013 by Sri B.D.Virdi,Advisor, Planning Commision. In the meeting of theEmpowered Commitee held on 12th July 2014, underthe Chairmanship of Secretary, Planning Commission,it was decided that after allocation of Rs.1500Cr. forongoing projects,Rs.10500Cr. was available formeeting the cost of new projects in the remaining fouryears of the 12th five Year plan. Only eight newprojects of Energy Sector costing Rs.8308.67 Cr. andone project of Road sector costing Rs.1289.25 Cr.(total nine projects costing Rs.9597.92 Cr.) have beenapproved by the Planning Commission against totalavailable fund of Rs.10500Cr. so far. There is stillbalance amount of Rs.902.08 Cr. available for newprojects.Under Implementation

As such State Govt of Bihar may also considerto issue a notification for exemption of VAT on ATF.The domestic air services have been deregulated bythe Government and it has laid down Route DispersalGuidelines with a view to achieve better regulation ofair transport services taking into account the need forair transport services of different regions of thecountry. It is, however, up to the airlines to provideair services to specific places depending upon thetraffic demand and commercial viability.   • Jammu & Kashmir, Andaman &Nicobar Islands and Lakshadweep,with effect from 1st November,2006. Recently, this Ministry hasissued a Gazette Notification on2nd January, 2013, directing OilMarketing Companies (OMCs) tosell ethanol blended Petrol withpercentage of ethanol upto 10% asper BIS specification to achieve5% ethanol blending across thecountry as a whole. Accordingly,OMCs are procuring ethanol forblending with petrol under the EBPProgramme by floating tenders inthe open market. 2. However,OMCs have been facing constraintin inter-state movement of ethanolfor the EBP Programme due torestrictions imposed by someState Governments on inter-statemovement of Ethanol and/ orrefusal to issue storage andblending licences/ otherclearances, taxation issues etc. 3.MoPNG has been taking up thematter with State Governmentstime to time to simplify proceduresand expedite clearances related tothe roll out of the EBP Programme,in order to help OMCs achievetheir targets under the EBPProgramme. A letter was writtenin May 2011 to the StateGovernments in the EBPProgramme implementing Statesto reduce/ rationalize duties, taxesand other impediments in theprocess of supply for the EBPProgramme and to bringuniformity in procedure/ taxationpolicy in various States/ UTs onthe usage of ethanol. Thereafter,wherever the problems havearisen regarding inter-statemovement of ethanol in variousStates like, Delhi, Gujarat, UP,Bihar, Karnataka etc., MoPG hasfollowed up the matter withrespective States time to time. Inthis regard, this Ministry haswritten letters to Chief Secretariesof Gujarat Government and Delhion 15.11.2011, to BiharGovernment on 12.4.2012, toKarnataka Government on31.10.2013 and 19.05.2014 and toUP Government on 25.7.2011. 4.Recently, a letter was also writtenby AS, MoPNG to Chief Secretary,UP on 16.05.2014 requesting forrestoration of the method of givingexport permissions from quarterlybasis to annual basis for ethanolsupplies for use by OMCs.However, UP Government has notaccepted the proposal, saying thatissuing one time permission onannual basis does not seemsuitable as verification of theimport permits/ NOC receivedfrom importing State, is necessaryfor keeping check on the exit ofethanol from State on fakepermits, which may be used formaking illegal liquor which maycause loss of human life.Under Implementation

According to the comments givenby the Excise Commissioner to prevent the misuse ofthe NOC obtained by the sugar mills from theImporter state, the verification of the NOC isnecessary. If the NOC is not verified the Fraudulentlifting may take place and ethanol can be used inmaking of illicit Liquor causing harm to the people.Petroleum depose are allotted Annual quota in thestate and they lift their quota from distilleries at thetime when they need. Thus exemption fromverification of NOC and allowing the sugar mills is notjustified. Accordingly Ministry of Petroleum andNatural Gas, Government of India, has been informedvide U.P. Govt.     subsidy burden was nearly Rs. 1,

    40,000 crore in the last financial

    year. The OMCs have no option but

    to pass on the burden to the

    consumers. In order to ensure that

    revenue demands of these States

    do not become a burden on

    consumers across the country, the

    Government had introduced a

    scheme of State Specific Costs

    (SSC) on 24th July, 2012 to recover

    such irrecoverable levies from the

    consumers of the respective

    State/Municipal Area levying such

    state specific taxes. The consumers

    in the respective State/Municipal

    Area are accordingly burdened with

    higher prices. 2. In order to create

    a level playing field for the OMCs

    operating in the concerned States

    and to provide relief to the common

    man, it is essential that all such

    irrecoverable taxes be abolished in

    the larger public interest. This

    would ensure playing field for all

    companies/ refineries operating in

    the respective States and would

    also remove the market distortions

    caused by the levy of such taxes. 3.

    Accordingly, Additional Security

    (P&NG) vide D.O. letter dated 9th

    July, 2014 has requested the Chief

    Secretaries of the respective States

    to consider abolition of all

    irrecoverable taxes in larger public

    interest. No response has been

    received so far.

    more than 60 days is Nil. However, the total dues as on

    31.05.2015 of NHPC with Govt of Bihar is Rs. 25.57 Cr.

    which includes surcharge of Rs. 4.14 Cr. Also, Bihar

    (NBPDCL and SBPDCL) have not opened the LC of

    requisite value of Rs. 18.69 Crs. (SBPDCL Rs. 11.90 Crs.

    and NBPDCL Rs. 6.79 Crs.) in spite of regular

    persuasion. The signing of bulk power supply agreement

    in respect of Ranjit and Teesta-V Power Stations, PPA of

    Teesta Project State-IV and Tawang Stage-I and II

    AS ON FEB 10 2015 11:23AM : (i) Outstanding dues of

    NHPC with Govt of Bihar more than 60 dayes is 1.289

    crores Payment of Outstanding dues will be made and

    LC will be opened shortly as per availability of fund

    required for margin money. Letter of Credit has not

    been opened due to shortage of fund. (i) Copy of the

    Draft PPA has been received from NTPC on 17.01.2015.

    Signing of PPA is under Process (ii) As regard to the

    signing of PPA with NHPC (for Teesta HEP and Rangit)

    BSPHCL has already executed the BPSA with them. Now

    the NHPC has requested to execute PPA on the basis of

    new mechanism came into effect after implementation

    of PoC methodology in the Country w.e.f. 1st July, 2011.

    BSPHCL has already filed a writ against the PoC

    mechanism in the Patna High Court, which is presently

    pending before Delhi High Court. However, BSPHCL

    agree to execute PPA on the basis of current mechanism

    soon,subject to final decisionof Delhi High Court.

    prevention and control of HIV.

    NACO releases funds to State

    Treasury for onward release to

    SACS. Co-operation is needed from

    State Treasury to ensure timely

    release of funds to SACS. However

    there is delay in release of funds by

    State Treasury. This delay hampers

    the implementation of key

    prevention activities potentially

    posing a risk to the control of HIV.

    To state an example, NACO

    released funds in June 2014 to all

    the SACS but states like Bihar and

    Jharkhand have not received funds

    from the respective State Treasury

    till date. Other states like Arunachal

    Pradesh, Assam, Chhattisgarh,

    Haryana, Manipur, Rajasthan and

    Tamil Nadu received funds after

    much delay only in 2nd week of

    September 2014.

    central has decided to release the grant through State

    from Govt. of Punjab and clearance of bills in treasury in

    2 installments (as approved) of Rs. 1260 Lacs on

    30.08.14 and Rs. 237.11 Lacs on 29.09.14. Further the

    2nd Installment of Rs. 812.38 Lacs was released by DAC

    (Govt. of India) in Sept 2014. The process for

    withdrawal taken up with State Government and after

    approvals, as confirmed from Department bills have

    been submitted on 25.11.14 in treasury for release and

    grant of Rs.2649.41 lakh sanctioned by NACO on

    13-5-2014 was cleared by RBI on 23-5-2014 against

    which G.O. by Administrative Department for release

    through re-appropriation was issued on 17-6-2014 and

    funds were received in SACS bank account through

    treasury on 30-6-2014. The second instalment of grant

    of Rs.275.92 lakh was sanctioned by NACO on 16-6-2014

    but was communicated to SACS at the time of sanction

    of another grant of Rs.300.00 lakh on 4-8-2014. Against

    these sanctions Rs.490.00 lakh were received in the

    SACS bank account on 22-10-2014 through treasury. Till

    date, a total of Rs.3139.41 lakh has been received by

    SACS against a total sanction of Rs.3225.33 lakh by

    NACO from the total approved Annual Action Plan budget

    allocation of Rs.8953.96 lakhs. Balance fund of Rs.85.92

    lakh is under process and likely to be received soon.
