Phase 1 Cost Summary: Nate Will provided an updated copy of the Phase 1 Cost Summary to the PAC. He noted that additional cost breakdowns for discretionary items were noted in the Hennepin County and City of Orono columns. Nate recalled at the previous PAC meeting a discussion about whether the PAC preferred to have a chain link fence (black vinyl coated) or ornamental railing (matching the other railings in Phase 1) to be installed along the trail adjacent to the lake shore. He noted that a fence is required to protect trail users from the steep slope along the lake shore. It was noted that a guardrail is no longer proposed along the

lake since the roadway was shifted farther south to provide space for the trail and boulevard. Nate noted that the cost for a fence would be paid for through the County’s turnback agreement with MnDOT. However, the upcharge cost to construct an ornamental railing would not be covered by the turnback agreement. Nate noted the additional cost for the ornamental railing was approximately $160,000 to $180,000. Kristy Morter noted that the County would expect the City of Long Lake to cover this additional cost if the City selects the ornamental railing versus the chain link fence. Councilmember Olson requested that the Phase 1 Cost Summary be updated to include the estimated costs for the ornamental railing and the redesign cost for the trail. Kristy requested the PAC to review the Phase 1 Cost Summary and provide decisions at the next PAC meeting regarding the sidewalk along Symes Street and either to use chain link fence or ornamental railing.

Old Long Lake Road Overlay: Kristy noted that mill and overlay of a city street (Old Long Lake Road) is not eligible for turnback funding. She noted that the official project detour route is planned for TH 12 or alternatively County Road 6; therefore, county funding would not be available on a city street since other detour routes are available.

4. Discussion Items:

a. Staging / Traffic Control Matrix

Nate Will opened the discussion with a brief review of the staging discussion and direction received at the previous PAC meeting. He noted that further review of the eight options including costs, right of way impacts, duration of bypass, and graphics were developed and posted to the CSAH 112 project website in advance of this meeting. Nate provided a copy of the Staging Matrix and graphics to the PAC and several copies were provided to the public that attended the meeting. A copy of the matrix and graphics are attached to this meeting record. Nate presented the options in order from one through eight. He noted that Options One and Two (single lane) resulted in the same anticipated impacts, issues and construction costs. The general feeling was that Option One (westbound) would be preferred over Option Two as it brings traffic into the Long Lake/Orono area versus carrying traffic out such as eastbound. Options Three and Four (single lane with pedestrian access) yielded impacts and costs that were equal to each other. Nate indicated Options Three and Four includes constructing pavement to accommodate one lane of traffic and a pedestrian walkway adjacent to the traffic lane. The walkway area would be separated from the traffic lane with a portable concrete barrier. Nate mentioned these options were reviewed; however, the proposed pavement width is nearly the same as proposed in Option Six. It was noted during the meeting, that a pedestrian detour route could be implemented to route pedestrians over Trunk Highway via the pedestrian overpass that connects to Stoneridge Circle. The pedestrian detour would continue to Orchard Lane and eventually connect to Brown Road north to CSAH 112. Based upon the similar pavement width as compared to Option Six, the PAC felt Options Three and Four should be dismissed since a viable pedestrian detour could be implemented. Nate described Option Five (Single Lane with Signal Control) which includes a single traffic lane with traffic signals at either end of the one-lane bypass. He mentioned that based upon a traffic analysis, significant queue lengths up to 1/4 mile are anticipated during the peak hour traffic volumes, even

with reduced traffic due to construction activities. Nate noted that based upon figures and past experience, the traffic reduction anticipated thru the CSAH 112 corridor may be 1/3 less than current traffic volumes. It was noted that this option has some potential safety issues and concerns resulting from the long queue lengths (traffic back-up) and potential for head-on collisions if traffic does not safely clear the construction area. Kristy noted that the County does not favor this option due to the additive risks and safety concerns. Option Six (two lane bypass) was discussed by the PAC. This option provides two lanes of traffic along the lakeshore and has the highest estimated cost as compared to the other seven options. Nate noted that impacts to the existing parking lot at 1605 Wayzata Boulevard are anticipated. He mentioned this option would result in traffic using the bypass during the 2017/2018 winter since the overall construction of this option plus the permanent pavement section takes longer to construct as compared to Option One, Two, and Eight. It was noted that this option has the largest impact to the existing berm along the south side of CSAH 112, including existing utilities that may need to relocate twice. Nate noted that utility companies typically relocate once in a project and have been known to charge the right of way owner (County) for additional relocates. Nate mentioned that Option Six requires construction of a temporary steel sheet pile retaining wall to hold back the existing berm along the south side of CSAH 112. He noted that City of Long Lake staff had inquired about the possibility of making this temporary sheet pile wall permanent and what the estimated cost differential might be. Amber Klein mentioned the estimated additional cost to make the wall permanent would be approximately $750,000 to $850,000. Kristy noted the additional cost for the permanent wall would be the City of Long Lake should they decide to proceed with a permanent wall. Nate presented Option Seven (single lane AM/PM switch) which includes constructing a single lane bypass and allowing the traffic to go eastbound through the AM peak traffic then switch the direction to WB in advance of PM peak traffic flow. He noted several potential safety concerns with this option including U-turns, complex electronic signing and traffic control, daily traffic switches by the contractor, and increased risk to both the contractor and County. Option Eight (full closure) was briefly discussed. Nate mentioned that a temporary driveway would be need to provide access to 1605 Wayzata Boulevard and to serve the Southwood Shores Town Homes complex. The PAC discussed the eight options and agreed to focus primarily on two options (Option One and Option Six). The PAC requested additional breakdown of the bypass duration for each of the preferred options and a better understanding of the potential for additional costs for private utility relocations.

b. Revised geometry – Phase 1

Nate Will presented a layout showing the proposed Phase 1 project corridor with the revised location of the trail east of Martha Lane. A copy of the layout presented is attached to this meeting record. He noted that based upon a previous decision, the trail was relocated from the south to the north side of CSAH 112 east of Martha Lane. It was noted that the centerline of CSAH 112 was shifted south from the existing alignment in order to move the trail to the north while holding the proposed lake shore at the previous location. Nate mentioned that the retaining wall planned along the south side of CSAH 112, west of Wolf Pointe Trail, would be moved to the north side at Long Lake Creek.

Nate Will noted that final design is temporarily on hold until the trail relocation revisions are incorporated into the final design drawings. Anticipated design process to begin in October pending a few remaining decisions.
