RUGBY NEEDS YOUNG REFEREES Rugby, in common with many

sports, has a majority of referees in the 24 to 50 age bracket. Most are in the upper age

range and, while recruiting from the ranks of former, injured or retiring players is still

essential, it is clear that the sport must find, train, mentor and retain referees aged 14 to

24. This programme aims to engage 14-24’s in Match Officiating.

The programme aims to recruit young officials to the game and develop them as individu-

als, whilst also increasing the options they have to participate within the game and sus-

tain the future of our sport. School or house matches, university and college games, as

well as mini and junior matches and festivals, benefit hugely from having young officials

taking charge. Some will go on to referee adult games and those who enjoy the role will

want to continue refereeing Into adulthood.

On October 14, the RFU Council approved the proposals for a new competi-tion for the top tier of women’s club rugby – a league of up to ten teams to replace the existing 8 team Premiership. Admittance to this new competition will be open to clubs who are able to demonstrate that they can meet a set of mini-mum standards which have the objective of establishing standards at club level which will enable players to develop locally and become better able to cope with stepping up to international level Every member club, university and college was circulated with details. Anyone interested, or merely curious, was invited to submit an Expression of Interest (EoI) to a dedicated e-mail address by 5pm on Friday 11th November

Everyone (without exception) who submitted an EoI was sent a more detailed Re-quest for Proposals (RFP) on Monday 14th November.

Those who wish to be considered will have until January 9th 2017 to submit their detailed proposals

Part of those proposals will include a requirement that each application will be supported by a statement of support from their local CB. I’d be grateful if you will bring this to the attention of your relevant colleague(s) within your CB so that they will be able to provide this.

SAFEGUARDING CHILDREN IN RUGBY UNION.

Any player or young official under the age of 18 is classed as a child and must be

cared for in the correct manner.

All those who are involved with the game will be aware of rugby’s core value of

respect. When in the role of pastoral support for a young match official, if you or

the young referee feel that any behaviours directed towards them are inappropri-

ate, the safeguarding policy will offer support and guidance.

Within this document at annex I and annex J are the flow chart and incident report

form from the policy, please ensure you have read this document before complet-

ing the incident form and submitting it as part of the reporting process.

The RFU Safeguarding Policy Guidance & Procedures (PDF 372kB) set out the

key principles as well as providing best practice guidance. Everyone shares the

responsibility for safeguarding and creating safe environments in rugby union

whether as parents, coaches, spectators or club officials.

To provide children with the best possible experiences and rugby opportunities,

everyone must operate within an accepted ethical framework and demonstrate

exemplary behaviour to ensure the game makes a positive contribution to chil-

dren’s development, safeguards them and promotes their welfare, as well as pro-

tecting all personnel from allegations of abuse or poor practice.

NatWest RugbyForce launched Wednesday 23 November 2017

Please find information below on NatWest RugbyForce 2017 which officially launches today. Registration is now open online at: www.EnglandRugby.com/NatWestRugbyForce

This is the fifth year of the nationwide initiative that invites clubs to be part of

something special with England Rugby and NatWest. Over 600 clubs used the

very successful 2016 programme.

The programme offers a unique and carefully crafted programme for grass-

roots clubs across the country, including a wealth of advice and support to

ensure that clubs can thrive as strong and sustainable businesses away from

just the on-pitch action.

This year’s new and improved programme will offer clubs that register by 5

February 2017 the follow ing:

Support packages of £500 awarded to 200 clubs who are selected to at-

tend one of up to 35 NatWest RugbyForce workshops.

Invitation for up to 70 clubs to raise funds via a crowdfunding pro-

gramme w ith NatW est RugbyForce contr ibuting up to £750 as a

booster tow ards the project and cam paign follow ing a very success-

ful pilot last year.

60 pitch maintenance packages to include a visit from the

Twickenham Head Groundsman Keith Kent (or one of his team of pitch advi-

sors) to help devise a pitch maintenance schedule for the weekend.

Support packages of £2,000 to help put Keith ’s report into prac-

tice over the NatWest RugbyForce weekend.

Support collateral to help promote clubs’ NatWest RugbyForce weekend

event – set to take place on 24th and 25th June 2017.

The opportunity to access additional funding later on in the programme. Clubs that don’t register by the February deadline will still have access to a

NatWest RugbyForce support toolkit and are encouraged to participate in the

NatWest RugbyForce weekend.
