1 Introduction

1.1 Background

This Construction Traffic and Access Management Plan (CTAMP) has been prepared for the Croom Regional Sporting Complex (CRSC) reconfiguration, which forms Stage 1 of the Albion Park Rail bypass (APRb) project.

The APRb Environmental Impact Statement (EIS), as amended by the Submissions and Preferred Infrastructure Report (SPIR), assessed the impacts of construction of the CRSC on traffic. This CTAMP has been prepared to address the requirements of the conditions of approval (CoA) set out in the Infrastructure Approval (SSI 6878 dated 30 January 2018), the Revised Environmental Management Measures (REMMs) and all applicable legislation.

1.2 Purpose

The key objective of the CTAMP is to ensure that traffic impacts during construction are minimised and are within the scope permitted by the Infrastructure approval. This includes minimising delays, ensuring consideration is given to the needs of all road users and maintaining safety for both workers and the general public. To achieve the objectives, the following are identified in this CTAMP:

the local roads required to be used for the delivery of the Project due to the absence of any alternatives

controls and procedures to be implemented during construction activities to avoid, minimise or manage potential adverse traffic impacts within and adjacent to the reconfiguration works, including those on local roads

measures to address the relevant Planning Minister’s conditions of approval (CoA) and REMMs

measures to comply with all relevant legislation and other requirements as described in Section 2 of this CTAMP.

The CoA and REMM which apply to the CTAMP are listed in Table 1-1 and Table 1-2 below respectively, together with a cross-reference to where the requirements are addressed in this CTAMP.

Copies of the Road Dilapidation Report must be provided to the Relevant Council within three weeks of completing the surveys and no later than one (1) month before the use of local roads by project vehicles.

E76 If damage to roads occurs as a result of works associated with the SSI, the Proponent must rectify the damage so as to restore the road to at least the condition it was in pre-works, unless otherwise agreed by the Relevant Council(s).

1.3 CRSC reconfiguration works

The CRSC reconfiguration involves the reconfiguration of sporting fields and associated buildings and amenities directly impacted by the extension of the Princes Motorway. The CRSC reconfiguration masterplan is provided in the APRb SPIR (Roads and Maritime, 2017).

The key features of the CRSC reconfiguration works include:

a new combined AFL/cricket oval and cricket pitch with associated irrigation, drainage and earthworks

new practice cricket nets

six new grass netball courts

reconfiguring the junior rugby league fields to the south of the present location

constructing three internal roads, pedestrian/cycle paths, car parking facilities associated with the netball court, cricket, hockey and junior football fields including associated earthworks and supporting infrastructure including stormwater drains

reconfiguring the existing equestrian area to cater for Pony Club and public usage

amenity buildings for the AFL/cricket club and the junior rugby league club

utility adjustments and the installation of a sewer rising main to connect the complex to the existing sewer network

landscaping and establishment of playing field surfaces.

Ancillary site AS10 will be utilised to support the CRSC reconfiguration works and includes:

an access road off Croom Road to the south of the existing access

office accommodation

staff amenities

light vehicle parking

equipment, material and chemical storage.

1.4 Consultation

The masterplanning for the reconfiguration of the CRSC was developed by Roads and Maritime in consultation with Shellharbour City Council and the CRSC user groups.

In accordance with CoA E69, consultation regarding the off-road shared path pedestrian and cyclist facilities connections was undertaken with Shellharbour City Council and Bicycle NSW.

Consultation with Shellharbour City Council regarding pedestrian and cyclist facilities connections was undertaken in July 2017 in a Health and Safety in Design workshop.

Consultation with Bicycle NSW was undertaken during the preparation of the SPIR. Roads and Maritime also undertook extensive consultation with the Illawarra Bicycle Users Group (IBUG), who are affiliated with and supported by Bicycle Australia.

Further consultation will be undertaken with Bicycle NSW prior to the implementation of the shared path pedestrian and cyclist facilities described in the SPIR.

3 Existing environment

3.1 Existing road network

The existing road network in the vicinity of the Project is shown in Figure 3-1 and described below. All roads not shown as either state or regional roads are local roads.

3.1.1 State and arterial roads

The CRSC is located in the suburbs of Albion Park and Croom, which are situated in the Illawarra area approximately 18 kilometres south-west of Wollongong. The Princes Highway / Motorway provides the key road transport route for the region, including for the suburbs of Albion Park, Albion Park Rail, Oak Flats, Yallah and Dapto.

The Princes Motorway (M1) to the north of the Illawarra Highway is a four-lane motorway with a divided carriageway which operates at a maximum speed limit of 100 km/h. Grade-separated interchanges provide access to and from the motorway for surrounding areas, residential and commercial properties.

The Princes Highway (A1) between the Illawarra Highway and the Oak Flats Interchange is a a four-lane carriageway with a speed limit varying between 60 km/h and 100 km/h. Direct access to the highway is available, and signalised and priority at-grade intersections also provide access points.

The Princes Highway south of the Oak Flats Interchange is a four-lane motorway with a divided carriageway that operates generally with a speed limit of 100 km/h. Access to and from surrounding areas is via grade-separated interchanges.

The Illawarra Highway (A48) consists of a two-lane undivided carriageway with a maximum speed limit of 90 km/h for the majority of the route. It provides a key regional connection between the Hume Highway and Princes Highway, and is the primary route for the Albion Park township.

Tongarra Road provides east-west connectivity between Albion Park, Oak Flats and Albion Park Rail, and meets the Princes Highway at a signalised intersection. The road consists of a two-lane carriageway between Terry Street and the Princes Highway, and a four-lane carriageway west of Terry Street.

3.1.2 Local road network

Key local roads in the vicinity of the CRSC are shown on Figure 3-2 and include:

Croome Road – a two-lane undivided local road that runs from Ashburton Drive in the south to Tongarra Road in the north. Croome Road provides access to the CRSC just north of its intersection with East West Link

East West Link – a two-lane undivided carriageway that connects Croom Road to the Princes Highway at the roundabout with New Lake Entrance Road (Oak Flats Interchange)

Hughes Drive – a two-lane undivided local road which runs from Terry Street in the west to Terry Reserve in the east, providing access to the CRSC soccer fields and horse recreational area.

3.1.3 CRSC road access

Existing road access to the CRSC is via three unnamed sealed roads as shown on the CRSC Masterplan (Figure 3-3). This includes two roads off Croome Road that provide access to the northern and southern parts of the sporting complex, and a road off Hughes Drive that provides access to the soccer fields in Terry Reserve. An existing road circumnavigates Croom Reserve, providing two connections to Croome Road. Several unnamed unsealed roads intersect with this road to provide access to various facilities within the complex including:

the Shellharbour City Stadium, the netball courts and the hockey fields on the eastern side of the CRSC

the rugby league fields and cricket ground on the western side of the CRSC

the athletics grounds and BMX area in the northern section of the CRSC.

Informal parking areas exist at the majority of the fields.

Frazers Creek bisects the CRSC, with the horse recreational area and soccer fields in Terry Reserve located to the west of the creek, and all remaining sporting complex facilities located to the east of the creek. There is no vehicle crossing of Frazers Creek and access from east-west across the complex is prevented by the creek. An existing shared path provides pedestrian and cyclist access over Frazers Creek.

3.2 Car parking

The existing car parking areas at the CRSC comprise two formal parking areas and several informal parking areas. Formal car parking areas are located adjacent to the Shellharbour Stadium and the soccer fields in Terry Reserve. The majority of parking at the remaining existing sporting facilities consists of informal parking on roadsides and in grassed areas.

3.3 Existing road network performance

Network traffic demands in the vicinity of the CRSC based on analysis of 2014 traffic survey data indicate the following traffic volumes:

Princes Highway at Macquarie Rivulet bridge (59,000 vehicles per day on average)

Princes Highway between the Illawarra Highway and New Lake Entrance Road (46,000 - 47,000 vehicles per day on average)

Illawarra Highway south of the Princes Highway (15,000 vehicles per day on average)

Tongarra Road / Illawarra Highway east of Terry Street (12,000 vehicles per day on average)

East West Link (15,000 vehicles per day on average)

north-south traffic movements on the Princes Highway has followed a consistent pattern of growth from 2000 - 2014

traffic conditions are relatively consistent from Monday to Friday

traffic volumes during the weekday morning (7am – 10am) and afternoon (4pm – 7pm) peaks have similar profiles

weekend traffic volumes are lower than weekday traffic volumes

traffic increases along the Princes Highway during holiday periods, with an increase of approximately 25% over normal weekly periods.

three intersections with the Princes Highway (Illawarra Highway, Tongarra Road and East West Link) and the Terry Street / Tongarra Road intersection operate at a generally poor level of service during peak periods.

3.4 Public transport network

Local bus routes operate standard services in the area surrounding the existing CRSC. Figure 3-45 shows the existing bus network in the surrounding area. Bus route 76 / 77 travels between Albion Park and Shellharbour, with bus stops located at Croome Road and Tongarra Road in the vicinity of CRSC. Bus Route 75 travels between Shellharbour and Tullimabar and Calderwood along Tongarra Road to the north of the CRSC.

3.5 Pedestrian, cycle and equine infrastructure

The existing pathway network through the CRSC is relatively informal, with only one major concrete pathway running from Hughes Drive over Frazers Creek to the northern side of the grounds. From here it heads north, running in between the Senior and Junior Rugby League Clubs, onwards past the existing cricket and athletics field passing underneath the motorway. The path then meanders through the Croom Reserve past the BMX and Model Car Club ending at Croome Road.

The other main track through the CRSC is the equine route where rider and horse cross at the Frazers Creek culvert under Croome Road, riding on further through to the CRSC. Recreational users may also choose to take an alternative route by crossing Croome Road and using East West Link. This route would not be impacted by the CRSC reconfiguration works. The existing equine access from the Horse Recreational Area along Frazers Creek to Croome Road is currently managed by Shellharbour City Council and will not be impacted by the Project.

The underpass at Frazers Creek will be designed with a clearance of 3.5 metres to allow access for pedestrians, cyclists and cars. This would also provide sufficient clearance for horses with riders to use the underpass, without riders being required to dismount.

Figure 3-5 (Figure 3-8 and 3-9 of Appendix A of the SPIR) shows the existing and proposed shared path and bicycle network in the vicinity of the Project area.

4 Construction impacts

4.1 Traffic generating activities

The main traffic generating construction activities during the CRSC reconfiguration works comprise:

mobilisation, site establishment and initial environmental works

establishment and use of temporary ancillary site AS10

clearing, demolition and decommissioning

utility adjustments

earthworks (cut, fill or import) for establishment of new sporting fields and courts, new buildings and amenities, new internal roads, car parking facilities and pedestrian/cycle paths

drainage works

establishment of new sporting fields, new buildings and amenities and pavement works for internal roads, car parking facilities and pedestrian/cycle paths, including fitout of buildings and amenities and line marking of internal roads and car parking facilities, landscaping and finishing works including site clean-up.

The following may be required to support these construction activities:

temporary partial road closures

traffic diversions

speed limit restrictions around construction zones

temporary traffic switches

temporary reductions in road shoulders

temporary road barriers

temporary reduction or relocation of parking areas.

4.2 Construction traffic impacts

A small temporary increase in traffic volume is expected during the construction period as a result of commuting workers and management staff to site, deliveries of equipment and the haulage of materials to and from the work sites. Construction activities and vehicle movements during peak periods will be planned to avoid impacts on the road network.

Construction activities may result in the following impacts:

temporary increases in travel times for vehicles and cyclists due to road works restrictions and reduced speed limits around the construction site

temporary increases in travel times due to increased truck and construction machinery movements

temporary increases in travel times due to potential rerouting/diversion to alternative routes

possible increased travel times for bus journeys

short-term alteration to existing facilities access points

The following arterial roads are expected to be directly impacted by increased traffic movements during CRSC reconfiguration works:

Princes Highway

Illawarra Highway.

Local roads expected to be impacted by increased traffic movements during construction of the Project include:

Croome Road

CRSC access roads

Tongarra Road

East West Link

Hughes Drive

Ashburton Drive.

No road closures are expected to occur during construction.

4.3 Construction routes

4.3.1 Ancillary facility access

Ancillary facility AS10 will be established during construction of the reconfiguration works. The location of AS10 is shown on Figure 4-1. Vehicle access to the ancillary facility will be via Croome Road, which is a local road. This is justified as no suitable alternative route is available. In addition, traffic movements to and from the ancillary facility are expected to have limited or minor impacts to the local road network. There may be an increase in heavy vehicle movements associated with deliveries to and from the ancillary facility, which may result in minor increases in travel time in the vicinity of the CRSC.

Increased construction traffic associated with movements to and from the ancillary site is expected along Croome Road during construction. An assessment of construction traffic impacts for the CRSC reconfiguration works resulted in a preliminary estimate of two-way daily construction traffic movements for the ancillary site of 150 vehicles movements per day. This would equate to an increase of 4.1% on existing daily traffic movements on Croome Road. Light vehicle movements would comprise the majority of the construction traffic movements for the ancillary site.

The use of Croome Road to access AS10 has been identified in accordance with the requirements of CoA E65.

4.3.2 Access to new horse facilities

Access to the construction of new horse facilities will be via the local road network of Terry Street and Hughes Drive, as there is no suitable alternative.

The use of Hughes Drive to access the new horse facilities has been identified in accordance with the requirements of CoA E65.

4.3.3 Haulage routes

A short term (approximately four month) increase in heavy vehicles movements on East-West Link, Croome Road, Illawarra Highway and Tongarra Road associated with the movement of cut and fill trucks is expected during construction. Two material haulage routes have been proposed for construction:

Route 1: via Illawarra Highway, Terry Street, Ashburton Drive and Croome Road

Route 2: via East-West Link and Croome Road.

Material haulage will result in an estimated 340 heavy vehicle movements per day on average during the construction period. The timing of vehicle activity on these haulage routes will avoid vehicle movements in the peak traffic periods to minimise impacts on traffic operations. Heavy vehicle construction traffic is unlikely to result in a significant increase in daily traffic movements, with potential increases anticipated to be less than 3% for the roads identified above.

4.3.4 Pedestrian and cyclist access

The reconfiguration works will have impacts on access to pedestrian and cycle paths in the vicinity of the CRSC. An existing pedestrian path and an existing cycle path through the sporting complex will be removed for construction of the new motorway and local roads as part of the APRB. The existing paths will be replaced by a new network of shared paths which will run parallel to the new roads within the CRSC.

4.3.5 Public transport

The level of disruption on bus services during construction of the CRSC reconfiguration works is expected to be low. The construction work and traffic management measures will not require relocation of any bus stop locations. However, two existing bus routes which use Tongarra Road and Croome Road (bus routes 76 and 77) will be affected by temporary traffic control measures that may increase journey times for passengers.

4.3.6 Impacts to parking

The reconfiguration works will result in temporary alterations to parking access at the CRSC. Where possible, alternative parking areas will be provided. Consultation with the CRSC user groups will be undertaken to allow for major events and fluctuations in parking need.

4.3.7 Property access

There are no anticipated impacts to property access during construction, however any property access arrangements required will be undertaken in consultation with affected landowners or businesses.

Access will be maintained to Shellharbour City Stadium throughout construction.

5 Environmental management measures A range of traffic requirements and management measures are identified in the CoA, EIS, SPIR. Details of the requirements to address traffic impacts are provided in the following sections.

5.1 Construction traffic management

5.1.1 Construction site traffic management

The CRSC reconfiguration works will be planned to minimise disruption to traffic flow in the area. All construction activities will be completed while maintaining through traffic on either existing roads or detour routes. Construction deliveries will be timed to occur outside peak traffic periods when feasible and reasonable, to minimise impacts on road network.

Detailed Traffic Control Plans (TCP) will be prepared by the Contractor to identify measures that will be installed to warn traffic and guide it around or past the site. TCPs will include a Vehicle Movement Plan (VMP) and pedestrian movement plan. They will also identify any property access issues related to the reconfiguration works.

TCPs will be submitted to Roads and Maritime before the commencement of any activity which affects traffic conditions in the vicinity of the works. TCPs will be prepared in consultation with all relevant stakeholders including Shellharbour City Council and local bus companies. Emergency services will be notified in advance of changes to traffic conditions (e.g. partial or total road closures).

The VMP is a diagram that illustrates the travel paths for vehicles entering, leaving or crossing the traffic flow. It describes measures to ensure the safety of pedestrians and local traffic associated with the reconfiguration works. It describes access points, traffic movement routes, turning areas and parking areas for construction vehicles, delivery vehicles and workforce vehicles.

5.1.2 Ancillary facility traffic management

The location of ancillary facility AS10 is shown in Figure 4-1. The ancillary facility will only be used for works associated with the CRSC.

Traffic management for the ancillary facility will be planned to minimise effects on existing traffic flows. Dedicated light and heavy vehicle turning areas will be developed and detailed with the VMP. Access points will be via Croome Road. Temporary traffic management measures will be refined during detailed design. Use of local roads by construction vehicles accessing the ancillary facility will be monitored and minimised as far as possible.

The ancillary facility area will be rehabilitated on the completion of the reconfiguration works. The construction access road near Swansea Farmhouse will be rehabilitated to its pre-construction condition, unless otherwise agreed with Shellharbour City Council, on completion of the works.

5.1.3 Traffic management measures

Temporary traffic management required during the reconfiguration works will be identified in the TCP and will be implemented in accordance with Traffic Control at Worksites (Roads and Traffic Authority, 2010). The Contractor will obtain all necessary approvals from Roads and Maritime and Shellharbour City Council for the temporary traffic arrangements as necessary.

Temporary traffic management measures required for the reconfiguration works may include:

traffic switches

temporary speed zones

lane adjustments

reduced shoulders

detours

safety barriers.

Traffic switches

Traffic switches will be required at different locations within the vicinity of the CRSC. A TCP will be prepared for each traffic switch implemented. Traffic switches will be planned and designed in accordance with relevant guidelines, including Roads and Maritime Specification G10, Australian Standard 1742 and AUSTROADS Guide to Traffic Engineering Practice to ensure the temporary traffic control devices used are appropriate for the traffic switch. Approval for traffic switches will be obtained from Roads and Maritime and Shellharbour City Council. The Emergency Services and local community will be informed of upcoming changes to traffic. An independent safety audit of the traffic switch and inspection of all traffic switch control devices and related infrastructure will be carried out prior to its implementation.

Lane adjustments, reduced shoulders and detours

Temporary adjustments to lanes, road shoulders or traffic detours will be designed in accordance with Roads and Maritime Specification G10 and Traffic Control at Worksites Manual by a suitably qualified designer who is experienced in the design of roads to Roads and Maritime standards.

Safety barriers

Temporary safety barriers will be implemented to protect the work areas and pedestrian areas from construction and other traffic. Barriers will be used in accordance with Roads and Maritime Specification R132 – Safety Barrier Systems and the Austroads Guide to Road Design Part 6: Roadside Design, Safety and Barriers, giving due consideration to design traffic speed, angle of departure from the road, separation between work areas, pedestrians and through traffic plus dynamic clearance requirements.

5.2 Road safety audit

Roads and Maritime will conduct a road safety audit as part of detailed design to identify and address potential safety issues associated with the CRSC reconfiguration works.

5.3 Road maintenance

The Contractor will maintain existing or temporary roads used by construction traffic during the Project. Maintenance activities will include repairing potholes, removing debris and overgrown vegetation, cleaning kerbs and gutters and re-applying line-marking.

The Contractor will co-operate with Roads and Maritime, Shellharbour Council and its personnel or contractors in carrying out maintenance of existing roads outside the CRSC reconfiguration works.

A Local Road Dilapidation Report was prepared by ARRB Group (Pre Construction Road Surface Condition Report (PSS18042), February 2018) for the local roads and associated infrastructure) to be used by construction vehicles during the reconfiguration works. ARRB is a suitably qualified company with access to advanced technology and qualified, experienced personnel with specific knowledge in pavement data collection and the latest standards.

The Dilapidation Report was prepared in February 2018 and provided to Shellharbour City Council on 26 February 2018, which was within three weeks of completing the survey and one month before the use of the local roads by construction vehicles.

Any damage to roads as a result of works associated with the CRSC reconfiguration works will be rectified so as to restore the road to at least the condition it was in pre-works, unless otherwise agreed by the Shellharbour City Council.

5.4 Road occupancy

A Road Occupancy Licence (ROL) will be obtained by the Contractor if an existing road is to be used in such a way that it affects traffic flow within the vicinity of the reconfiguration works. This will include installation of temporary traffic controls or devices and occupying any part of the road network, such as lane or shoulder occupancies or closures.

Applications for ROL for arterial roads will be prepared by the Contractor in accordance with the Roads and Maritime Road Occupancy Manual and will comply with the road safety and traffic management principles, objectives and targets outlined in this CTAMP. Applications will be submitted to Roads and Maritime at least 10 working days before the planned commencement of the work activity that requires road occupancy.

Appropriate approvals for the local road network will be submitted to Shellharbour Council for comment at least 10 working days prior to road occupancy. The submission will include a description of the work to be conducted, design drawings if relevant, a program of the works, a TCP, vehicle management plan, details of Speed Zone Authorisation (SZA) submission (if applicable), and contact details of the Traffic Control Site Manager (TCSM) or representative.

5.5 Speed management

A reduced roadwork speed zone will only be implemented where it is warranted. The TCSM will assess whether roadwork speed zones are necessary to assist in controlling vehicle speeds. Roadwork speed limits and zoning in road occupancies will comply with the Roads and Maritime ‘Traffic Control at Work Sites’ manual and the Roads and Maritime NSW Speed Zoning Guidelines.

The key principles for the effective implementation of roadwork speed limits are:

they are self-enforcing or will be enforced

they are not be used alone but with other traffic control signs and devices

they are not be used in place of more effective means of traffic controls

they are only to be used while roadworks are in progress or there are temporary safe road conditions

Authorisation will be applied for prior to implementation of temporary speed zones, as part of the ROL application process described above.

If approved, a copy of the SZA will be provided to the local NSW Police Highway patrol Office and Shellharbour Council, and a copy kept on site at the road occupancy. The community will be informed of any SZA to be implemented via advertising and signage.

5.6 Signposting and delineation

Temporary directional signs, advisory signs and variable message signs will be used where necessary. Changes to directional signage will be shown on TCPs. Information signage will be consistent with the Guide: Signposting (RTA, July 2007) and Tourist Signposting guide (RMS and Destination NSW, 2012).

Signage will be used to provide warning of upcoming construction works within the vicinity of the reconfiguration area, information regarding adjustments to traffic speeds or flow or any other temporary traffic management adjustments.

Variable message signs (VMS) may be implemented to publicise pending changes in traffic arrangements and will be placed on Croome Road as required to inform road users and the community of changes to road conditions. The messages displayed on the VMS will be approved by Roads and Maritime. VMS will comply with relevant Roads and Maritime guidelines and Australian Standards AS 4852.2.

5.7 Pedestrians and cyclists

The masterplanning for the reconfiguration of the CRSC was developed by Roads and Maritime in consultation with Shellharbour City Council and the CRSC as outlined in Section 1.4. The proposed pedestrian and cycling infrastructure shown in Figure 3-5 was developed in consultation with Shellharbour City Council, IBUG and Bicycle NSW.

The reconfiguration works will result in improved access for pedestrians and cyclists to and from the CRSC. The existing path through the CRSC which will be severed by the new motorway will be replaced by a new network of shared paths to provide access around the complex and across the new motorway.

Ongoing consultation during the reconfiguration works will be undertaken by the Contractor with CRSC user groups and Shellharbour City Council in accordance with the CRSC Community Communication Strategy (CCS) so as to minimise impacts on the ongoing use of the complex during construction. Key pedestrian movements (formal and informal), where safe, reasonable and feasible, will be maintained during construction. Cycle paths will be affected during the reconfiguration works. Details of diversions or changes to pedestrian and cycle movement will be included in the TCP.

5.8 Property access and parking

Roads and Maritime and the Contractor will maintain ongoing timely communication with affected landowners and businesses on timing, changes to traffic conditions and access arrangements, using the methods described in the CCS. Property access affected by the construction works will be maintained or alternative arrangements made in consultation with the affected landowners.

Unencumbered access to private property will be maintained during construction, unless otherwise agreed with the landowner in advance. A landowner’s access that is physically affected by the Project will be reinstated to at least an equivalent standard, in consultation with the landowner.

The Project will be delivered in a manner that minimises intrusion and disruption to agricultural operations/activities in surrounding properties (e.g. stock access, access to farm dams, etc.), unless otherwise agreed by the landowner.

There are no private landholders adjoining the CRSC and therefore no private landholders will be directly impacted during construction of the CRSC reconfiguration works. There are residential areas in the surrounding localities of Albion Park and Albion Park Rail (some approximately 120 metres away). Roads and Maritime will carry out consultation with any nearby private landholders who may be impacted by the reconfiguration works and implement mitigation measures as required. The key stakeholders for the reconfiguration works are identified in the Project Community Communication Strategy.

Kerbside parking restrictions for designated zones are not expected to be required. The loss of space associated with shoulder reduction or tie-in work may impact informal parking in some areas. Should there be a need to close, remove or relocate existing parking areas, the Contractor will liaise with Roads and Maritime, Shellharbour City Council and any other authorities or stakeholders to ensure any change in use is agreed and the community remains informed. Generally, there will be only minor impacts on parking.

Roads and Maritime and the Contractor will maintain access to the CRSC where feasible. Directional signage in accordance with relevant Roads and Maritime and Government guidelines will be implemented. Some areas may be restricted during construction periods.

5.9 Special events

A special event in traffic management terms is defined as any planned activity that is wholly or partially conducted on a road, requires multiple agency involvement, requires special traffic management arrangements and may involve large numbers of participants and/or spectators.

The Contractor will develop a specific TCP for special events, if appropriate, in consultation with the event organisers, other relevant stakeholders, Shellharbour Council and the Police. The plan will be developed in accordance with the NSW Government guide The Guide to Traffic and Transport Management for Special Events. Special events may include:

local festivals and celebrations including Wings Over Illawarra Air Show

annual local events such as the Illawarra Convoy

sporting events

parades and marches

daylight savings changes

seasonal variations in traffic volumes

holiday periods for NSW.

5.10 Incident management and response

Should an emergency incident occur within a TCP area of the reconfigurations works, the Contractor will assist Roads and Maritime and the Emergency Services. For non-emergency

incidents, the TCSM will attend the location of the incident and provide assistance if required in co-ordination with the relevant authorities or Emergency Services.

The Contractor will provide Roads and Maritime with the names and contact details of nominated personnel (including the TCSM if applicable) responsible for attendance at traffic incidents where required to do so by the Police and emergency services, and for maintenance of traffic control devices and temporary roadways outside normal working hours.

6 Compliance management

6.1 Roles and responsibilities

The Contractor will nominate a suitably qualified TCSM for the duration of the reconfiguration works. The TCSM will liaise with Roads and Maritime and other regulatory authorities when planning and implementing traffic management proposals. The TCSM will also be responsible for:

ensuring that the approved traffic management measures are implemented and maintained in accordance with the approved plans

conducting regular inspections of the traffic control measures to ensure that they are effective

amending and updating the plans to ensure that they remain current as the works progresses

identifying situations where traffic congestion, or unsafe conditions for vehicles, cyclists, pedestrians and workers, are occurring and providing recommendations for improvement

maintaining current copies of the CTAMP, Traffic Staging Plans, TCPs, VMPs, Pedestrian Movement Plans, ROLs and SZAs, and their controlled distribution

liaising with Roads and Maritime and other authorities such as local Police and Shellharbour City Council on traffic management

facilitating traffic awareness and giving toolbox talks to site personnel.

6.2 Training

All employees, contractors and utility staff working on site will undergo site induction training relating to traffic and access management issues. The induction training will address elements related to traffic management including:

existence and requirements of this CTAMP

relevant legislation

roles and responsibilities for managing impacts on traffic and access

temporary and interim traffic arrangements

response procedure for dealing with traffic incidents.

If traffic control is to be undertaken, traffic controllers will be required to be registered under the Roads and Maritime Registration Scheme Category G “Traffic Control” and have completed Roads and Maritime accredited Traffic Controller training.

6.3 Monitoring and inspections

Monitoring and inspections of activities with the potential to cause traffic impacts will occur for the duration of the reconfiguration works.

As a minimum, the Contractor will check that all required traffic control measures and signs are in place as shown on the TCP at the commencement, during the shift and at the conclusion of each day’s work. Records of the results of the inspection checks will be required.

The person conducting inspections must be qualified in the Roads and Maritime “Implement Traffic Control Plans” course.

7 Review and improvement

7.1 Continuous improvement

Continuous improvement of this CTAMP will be achieved by the ongoing evaluation of environmental management performance against environmental policies, objectives and targets for the purpose of identifying opportunities for improvement.

The continuous improvement process will be designed to:

identify areas of opportunity for improvement of environmental management and performance

determine the cause or causes of non-conformances and deficiencies

develop and implement a plan of corrective and preventative action to address any non-conformances and deficiencies

verify the effectiveness of the corrective and preventative actions

document any changes in procedures resulting from process improvement

make comparisons with objectives and targets.

7.2 CTAMP update and amendment

This CTAMP may be revised as required during the Project. In the event that a revised CTAMP is prepared, a copy of the updated CTAMP and changes will be distributed to all relevant stakeholders.
