CRITERION III: RESEARCH, CONSULTANCY AND EXTENSION

3.1 Promotion of Research

3.1.1 Does the university have a Research Committee to monitor and address

issues related to research? If yes, what is its composition? Mention a few

recommendations which have been implemented and their impact.

Yes. The University has Subject Research Committee (SRC) for different

subjects under faculty of Science, Humanities and Commerce & Business Studies and

University Research Committee (URC) to address the different issues related to

research.

Composition of SRC:

• Two faculty members from PG Department of Fakir Mohan University

• At least one faculty member from affiliated college having PG Course

• At least one member from the same subject from other University

Composition of URC:

• Vice-Chancellor as Chairman

• Chairman PG Council

• Director-Academic and Research

• Controller of Examination

• Two Academician nominated by Vice-Chancellor

The Major decision taken by the URC is adoption of UGC (Minimum Standard

and Procedure for award of Ph. D Degree) Regulation of 2009. The committee has also

sorted all the pending matters related to Ph. D/D.lit by holding a Grievance Cell.

Besides, the above committee the University has made a Professor in-charge of

Director (R&D) to look after the following issues

• To monitor and regulate research activities of Faculty members, research

scholars and departments

• Diffusion of information to the faculty members for submitting the proposals for

projects.

• To conduct workshops for project awareness, research sensitization and issues

involved in the project implementation.

• Identification of the funding agencies to support research work

• Quick and prompt disposal of project money through simplified procedure

• Taking necessary steps for appointments of research scholars/associates for

projects.

3.1.2 What is the policy of the university to promote research in its affiliated /

constituent colleges?

For promoting research in the affiliated Colleges, the University has the following

policies:

• Recognizing the affiliated college as place of research where Honours Teaching

or PG teaching is available.

• Recognizing the eligible faculty members of affiliated colleges as Supervisor

and/or Joint Supervisor in Ph.D. programmes in various departments.

• Membership in different research committees like Board of Studies and Subject

Research Committee

• Regular monitoring of research activities through inspections and expert visits.

• Encouragement of teachers from the constituent/affiliated colleges to join M.

Phil and Ph. D. programmes.

3.1.3 What are the proactive mechanisms adopted by the university to facilitate

the smooth implementation of research schemes/ projects?

Advancing funds for sanctioned projects:

University releases Projects funds to Principal Investigators in time to procure

equipments, consumables, and to meet expenditure on contingencies. In case of delay

in releasing the funds by the agencies, the University pays fellowships to the project

staffs.

Providing seed money:

The University is yet to introduce the system of providing seed money. However,

newly recruited faculty are provided with computer and internet facility, laboratory space

with furniture, distilled water, chemical/consumables and other basic requirements from

the fund annually allocated to the departments to initiate research.

Simplification of procedures related to sanctions/purchases to be made by the

investigators:

The University has adopted a simple procedure related to sanctions/purchases

of chemicals and equipments. All the purchase related matters with regard to various

projects/schemes are decentralized, and purchases are done by Departmental Purchase

Committees.

Autonomy to the principal investigator/coordinator for utilizing overhead

charges:

Supply orders for procurements of equipments, chemicals and other

consumables are issued by the investigators themselves. At least 80 per cent of the

overhead/ institutional charges are made available to investigators for strengthening the

laboratories in terms of furniture, computers, water facility, air conditioning of culture

room and other essential items for conducting research mandated in the project.

Timely release of grants:

The University has developed a mechanism that ensures timely release of funds

of projects sanctioned by various funding agencies. Grants are immediately released to

the investigators upon receiving request for the release.

Timely auditing:

The University has created a proper mechanism to expedite the audit procedure

for each completed project on time so that the utilization certificate can be submitted on

time

Submission of utilization certificate to the funding authorities:

Finance department of the University is maintaining and monitoring the accounts

of all research projects/ schemes sanctioned to the staffs. Finance department also

ensures timely submission of audited Utilization Certificates for every project as per

requirement of the funding agencies.

3.1.4 How is interdisciplinary research promoted?

Between/among different departments /schools of the university

To promote interdisciplinary research between/among different departments/

schools, the university has taken the following measures:

• The university encourages Ph.D. work that requires expertise from two or more

departments and schools.

• Planning and execution of interdisciplinary R&D projects involving project

leaders, principal investigators, post-doctoral scholars/ RAs and students from

two or more departments/schools is appreciated.

• The university has the Opportunities for faculty to work with students of different

disciplines and departments. 4. Organizing interdisciplinary seminars/workshops

by two or more departments/schools.

• Publication of interdisciplinary university journal - Anvesa.

Collaboration with national/international institutes / industries

Visit to various national/ international laboratories/ institutes by faculty members

under different projects/ post-doctoral fellowships/ overseas schemes of Govt. of India.

The university has a provision for joint supervisor ship with other universities/

institutes for Ph.D works. The university has collaboration with national/international

institutes / industries. MoUs have been signed with several government and

intergovernmental bodies to promote research in the University.

Between/among different departments /schools of the university

The subject Environmental Science is interdisciplinary in nature. The faculty

members of the Department are engaged in carrying out research work in the areas like

Environmental Physiology, Eco-toxicology, Bioremediation, Resource Management,

Pollution Monitoring, Environmental Biotechnology etc. by giving project works to M. Sc.

students and dissertation to M. Phil. and Ph. D. scholars.

The P.G. Department of Social Science offers M.A., M.Phil and Ph.D

programme in Political Science, Economics and Sociology with two semester integrated

course work has been the laboratory of interdisciplinary research. The PG student of the

Department pursue integrated semester course in 1st Semester and 4th Semester. In

1st Semester subject like Computer Application, Global Political Economy, Indian

Economy, Society in Modern India and Government and Politics in India represents the

interdisciplinary character and spirit of the department. Similarly in 4th Semester subject

like Research Methodology, Social and Political Movements in India and Project work

encourages the scholars of the department to engage in interdisciplinary research work.

The faculty members of Department of Business management guide the

research project at M.Phil and Ph. D level having interdisciplinary relevance in

Commerce and Management.

Collaboration with national/international institutes / industries

Department of Bio-Technology has undertaken the following research

programmes

• Molecular analysis of haemoglobin mutations among some selected tribes of

three Northern districts of Orissa funded (Rs.8.02 Lakh) by the Director

Biotechnology, Department of Science and Technology, Govt. of Orissa.

• Characterization and assessment of potential target compound(s) having anti-

sickling activity from some plant extracts of Orissa funded (10.628 Lakh) by the

University Grants Commission (UGC), New Delhi.

• Industrial Products from Waste: Bromelain production of native pineapple grown

in tribal belts of Orissa funded (4.68 Lakh) by the Director Biotechnology,

Department of Science and Technology, Govt. of Orissa.

• Isolation, purification and characterization of chitin and chitosan from the

carapace of the Indian horseshoe crab for anti-bacterial and anti-oxidant

activities funded by the Board of Research in Nuclear Sciences, Bhaba Atomic

Research Centre, Mumbai.

• Sea-ranching for stock enhancement of the Indian horseshoe crabs and

characterization of peri-vitelline fluid of its fertilized eggs for biomedical uses”

Approved (Rs. 35 Lakhs) by Department of Biotechnology (DBT), Govt. India. (To

be started soon).

In department of ICT Dr. Satchidananda Dehuri is working on Brain Science

Research in collaboration with Prof. Sung-Bae Cho of Yonsei University, South Korea.

3.1.5 Give details of workshops/ training programmes/ sensitization programmes

conducted by the university to promote a research culture on campus.

The department of Business Management undertakes research work at three

level viz. PG, M.Phil and Ph.D Level. At post graduate level the department sensitizes

which provides input to the students to choose a research problem that affect industry.

issues on Population studies. The department has also conducted a NSSO Data

activities of the university?

Eminent Scientists/ Academicians/ Social Workers from other

Universities/Institutes/NGOs are periodically invited to visit the University/ Departments

to deliver talks. The University also invites eminent personalities from different sectors to

deliver Extramural lectures. Steps are taken to invite eminent researchers as adjunct

professors in near future.

The University receives funds from different funding agencies to carry out

research, make provision fellowship to conduct seminars, conferences and work shop.

3.1.8 In its budget, does the university earmark fund for promoting research in its

The University is not having any special funds for its affiliated colleges. However,

the University facilitates and support affiliated colleges for sending proposal to the

respective funding agencies for getting funds for carrying out research, conducting

seminars etc.

3.1.9 Does the university encourage research by awarding Post Doctoral

Fellowships/Research Associate ships? If yes, provide details like number of

students registered, funding by the university and other sources.

Though the university does not allow Post-Doctoral Fellows and Research

Associate ship such provision supported by various funding agencies like UGC, DST,

CSIR, DBT, etc. are effectively worked out in the university. They are provided with

necessary infrastructural facilities and administrative support. One of such facilitation

process has resulted in appointment of Research Associate Dr. Dhanesh Kumar in Dept.

of Bio-Science and Biotechnology under DST-BIF.

3.1.10 What percentages of faculty have utilized the sabbatical leave for pursuit of

higher research in premier institutions within the country and abroad? How does

the university monitor the output of these scholars?

Though the provision of sabbatical leave is there no faculty members have

availed such leave till now.

3.1.11 Provide details of national and international conferences organized by the

university highlighting the names of eminent scientists/scholars who participated

in these events.

The university has conducted 26 national and international seminars/conferences

by various PG departments in different emerging disciplines. Different eminent

scientist/researcher/industry experts/subject experts have participated in such events.

The details are enclosed in annexure I

3.2 Resource Mobilization for Research

3.2.1 What are the financial provisions made in the university budget for

supporting Students’ research projects?

The University has a provision to provide Research Fellowship to support the Ph. D

research of a scholar. Each Department of the university is offered with one University

Fellowship with a monthly stipend of Rs 2000/-.

Budgetary provisions are made for Field trips are arranged for students to visit

institutions of Higher Learning, Industries, National Laboratories and places of Historical

Importance.

3.2.2 Has the university taken any special efforts to encourage its faculty to file for

patents? If so, how many have been registered and accepted?

As the University is a young institution, at present, many of its faculty members

are newly recruited. Some of the faculty members are currently doing active research

while others are yet to establish their research niche. Thus, so far, no faculty members

have filed any patents yet. However, all faculty members are provided with necessary

infrastructural facilities and administrative support for filing patents in future.

Till now, no such projects are handled by the department. However, at

department level few departments are having industry-institute interaction cell where

The departments of Bio-Technology, Applied Physics & Ballistics and Social

Science have been recognized by national agencies. The details are given below.

Department of Bio-Technology has been recognized by Department of Science

and Technology, Govt. of India, New Delhi through assistance received under DST-FIST

project of an amount Rs. 35 lakhs. Through such assistance the department’s laboratory

has been strengthened by procuring the following instruments from this grant (30 lakhs):

• Thermal Cycler, PCR (Ependrof make)

• Dual PAM photosynthesis analyser,

• Up gradation pumps for HPLC (Waters)

• Plant Growth chamber (Weber)

• CO2 Incubator (Weber)

• Electrophoresis Power pack and tank

• 2D gel electrophoresis (Bio Rad)

One computer laboratory has been established by procuring ten numbers of

desk tops, CPUs with UPS units from this grant of 5 lakhs.

Department of Bio-Technology has also been recognized by Department of

Biotechnology, Govt. of India, New Delhi, through assistance received under DBT-BIF

project of an amount Rs. (20 lakhs + 8.8 lakhs). The department has established an

exclusive Bioinformatics laboratory for the benefit of the students of the department and

other departments such as Environmental Sciences and Information and Communication

technology of the university with biology related courses in their curriculum. The

laboratory has been equipped with one high-end server, one medium-end server and ten

numbers of computer sets with Internet facilities. Three numbers of manpower have

been sanctioned by the funding agency and the following personals have been recruited

and engaged to carry out the bioinformatics based research activities:

Department of Applied Physics and Ballistics is supported by DRDO, Govt. of

India. The Department is recognized for the research activities. The Department has

organised seminar with Grant-In-Aid from DRDO, DST etc.

Department of Social Science has got grant-in-aid from ICSSR-ICCR-ICWA to

conduct an International Seminar, from ICSSR to conduct National Seminar and from

IIPA, New Delhi to conduct a national seminar.

3.3 Research Facilities

3.3.1 What efforts have been made by the university to improve its infrastructure

requirements to facilitate research? What strategies have been evolved to meet

the needs of researchers in emerging disciplines?

Many departments are having a separate seminar library where seating

arrangements are made for research scholar like the department of Business

Management has 11 computers (desk top) out of which four computers are loaded with

SPSS package for conducting research analysis. Besides, the department has a library

with seating capacity for 15 students which is used by research scholars. The

department subscribes Economic Times and few Business Magazines which are

regularly used by the research scholars and students. Department of ICT also have

similar facility for the students.

3.3.2 Does the University have an Information Resource Centre to cater to the

needs of researchers? If yes, provide details of the facility.

The University has a full-fledged library having periodicals, Journals, Books and

Unpublished Ph.D thesis. The library remains open in evening time for the access of

researcher. Currently a new librarian is appointed who is taking step to create adequate

facility for the researcher to meet their informational requirement.

3.3.3 Does the university have a University Science Instrumentation Centre

Though the department is not having a centralized Science Instrumentation

Centre, each department is well equipped with many instruments which are always

available to research scholar. The list of equipments and instruments available to each

department coming under Science and Technology is given in annexure II.

3.3.4 Does the university provide residential facilities (with computer and internet

facilities) for research scholars, post-doctoral fellows, research associates,

summer fellows of various academies and visiting scientists

(national/international)?

Few residential facilities are available to research scholar in the hostel.

3.3.5 Does the university have a specialized research centre/ workstation on-

campus and off-campus to address the special challenges of research

programmes?

The department of Bio-technology has established an exclusive Bioinformatics

laboratory for the benefit of the students of the department and other departments such

as Environmental Sciences and Information and Communication technology of the

university with biology related courses in their curriculum.

Till now the university has not created any such center. However, in future the

University will make some initiative in this regard.

department level and the details are mentioned below.

Anvesa is the official interdisciplinary research journal consisting of research

articles in the field of Science, Arts and Commerce/Management published twice in a

year (June and December) by Fakir Mohan University, Balasore, Odisha (India).The

editorial board comprises faculty members from different department of Fakir Mohan

University, other Universities and editorial advisory board comprising Vice-Chancellor of

Fakir Mohan University and Other Universities.

Sabarni, the Odia Research Journal published by Fakir Mohan University, Balasore.

FMU Journal of Management is published by Department of Business

Management, Fakir Mohan University, Balasore. The editorial board comprises

department faculty members and faculty members from other reputed Universities. The

articles received are blind reviewed at editorial level and final publication decision is

made in consultation with the editorial board.

The Subject research committee (SRC) carefully examines all the proposals

submitted by the research scholars and the researcher gives a declaration regarding the

Originality of the research work. Till date no such plagiarism case is detected.

Yes, the university promotes inter-disciplinary research by recognizing faculty

members of other department as Supervisor and Co-Supervisor. Many of the Ph. D

projects are interdisciplinary involving Department of ICT & Business Management,

Department of Population Studies and Bio-Technology and Department of ICT and

Department of BSBT and Department of ICT.

3.4.9 What are the incentives given to the faculty for receiving state, national and

Faculty members getting recognition from state, national and international bodies

for their research work is felicitated by the University in different forum like Annual Day,

Foundation Day and Academic Council. Such faculty members are encouraged by

providing with necessary administrative and infrastructural facility to carry out further

research work.

3.5 Consultancy

3.5.1 What is the official policy of the University for Structured Consultancy?

List a few important consultancies undertaken by the university during the last

four years.

The interdisciplinary nature of the PG programs have created opportunity for the

industries in and around Balasore to provide consultancy services particularly through

Environmental Science, ICT and Business Management department. The collaboration

of APAB department with DRDO has created some special expertise for the faculty

members of APAB department which in future can create consultancy opportunity in

defence industries .Bio-Technology department has created expertise Agro and

Pharmaceutical Industry. Similarly Social Science and Population Studies department

have the capacity to support Corporate Social Responsibility activities of different

industries located in and around Balasore. Steps are taken by different faculties to

accept consultancy assignments in future.

3.5.2 Does the university have a university-industry cell? If yes, what is its scope

and range of activities?

The department of Business Management is having a cell to promote better

interaction with the industries. For this purpose the cell is headed by a senior faculty

member. Besides, the cell inducts some industry personnel as its member. Recently, the

University has signed an MOU with NOCI, Balasore which will further strengthen the

linkage between industry and the Department The activities of the cell is to promote

research, consultancy and project work. Frequent participation of the industry personnel

as speakers helps us to increase the practical approach of the subjects. The department

has conducted one national Seminar on Industry-University Interface: Issues and

makes regular liasioning with industry for students’ summer placement and final

placement. In this regard the department publishes a placement bulletin.

The Department of Environmental Science is planning to apply for a project to

Emami Paper Mills Pvt. Ltd. Balgopalpur, Balasore on Paper mill Waste (Sludge)

Management through Vermi-composting as a part of Industry-Institute partnership .The

Department of Environmental Science is also planning to provide environmental

consultancy services to farmers for organic farming, vermi-composting, mushroom

cultivation etc. In view of the growing industrialization of the state the Dept is committed

to produce skilled men power for the preparation of EIA reports, providing pollution

control and environmental management plans for the industries.

In the University website the expertise of the faculty members are displayed and

the same is periodically highlighted in University News Letter.

The university has shown its interest an institutional Social Responsibility, which

is quite evident in supporting an all social related problems in and around the F.M.

University Jurisdiction i.e., Balasore and Bhadrak district. Our university has also

adopted several villages for their holistic developments. Frequently the faculties and the

students (Boys & Girls) are participating it through the active NSS program i.e.,

elimination of illiteracy, sanitation and Cleanness, skill development, self-defense, Yoga,

Water shed management, Disaster management, etc. In conducting such programs the

students and faculties are learning from practical situations that moulds their personality

in positive ways.

3.6.2 How does the university promote university-neighborhood network and

student engagement, contributing to the holistic development of students and

sustained community development?

The university has taken responsibility for development in neighborhood.

F.M.University is situated in tribal and remote place in the northern-part of Orissa. The

demographic condition of this place is more of tribal in natures. The university has also

taken steps to protect their tribal culture.The university is located in strategically vital

position. This is surrounded by the places like Enchudi, Erram, Bio-diversity area, and

the birth place of Fakir Mohan Senapati, a famous Odia writer of modern Odisha and a

place of great freedom fighter named BhghaJatin (1815).The different concerned

Departments are like Social science, Population Studies, Environment Science, Bio-

particular( University and affiliated Colleges) in participating in youth development

program conducted in collaboration with district authorities like youth development

program, leadership program, Paragliding, air balloon, disaster management programs

etc, from time to time in different locations of Balasore and Bhadrak districts.

various social movements/activities which promote citizenship role?

F.M. University has also a full- fledged NSS division monitored by Program

coordinator. The NSS activities of this university and its affiliated colleges are directly

monitored from this section/division. The activities of NSS are directly coming under the

Ministry of Social and Youth Affairs and financed by central and state funding.

There is an effective mechanism in operation for the selection of volunteers

(Boys and Girls) in among university students. The selection of the volunteers are based

on their past social service records and attitude. The selection of the Program Officers

(Male and Female) are based on above criteria and relatively young in age (Rotation).

They must be recommended by their respective Principals, Chairman PG Council of the

university. The university encourages by sending the program officers for refreshers

/orientation courses on new social domain.

We have also developed a special NSS wing (Open) of taking former students

and use their expertise in different social related problems and headed by a program

officer, a regular faculty of this university.

3.6.6 Bearing in mind the objectives and expected outcomes of the extension

activities organized by the university, how did they complement students’

academic learning experiences? Specify the values inculcated and skill learnt.

University has a pursuit of continuous engagement in extension activities to

augment the purpose of holistic development of the students. The academic curriculum

prepares the students for their domain expertise and their suitability for intensely

competitive employment market. At the same instance, the extension activities develops

inclination and awareness on social issues pertaining to poverty, sanitation, health,

The university is frequently organizing adult literacy programs in the nearby

villages. The programs are generally guided and monitored by our faculties. This

program is very much appreciated and participated by the locals. The mega Blood

Donation camps are organized by our university with help of local authorities. The mega

Plantation programs are conducted by putting local people. The university has also

conducted Pala (Based on Local Culture), Muslim Tamasha, Poetry conclaves/ Shaitya

aasharas etc. In conducting such programs it has been observed that, the local people

are shown their keen interest to participate. A lot more can happen to eradicate social

evils through this. Keeping this in view, we are involving the people from different

community.

of Horseshoe Crab which is a significant step in the conservation of this Living Fossil

found in the Eastern coast of India.

The University-Industry interactions have resulted in boosting cross-functional

approach in developing students skill as all the PG programs are inter-disciplinary in

nature. Many of the students are placed in various research organisation/lab, institutes

and industries. Many of the students are able to pursue research in emerging discipline

due to frequent interaction between industry and University. Some specific outcome in

different department has already been obtained which is given below.

• PG Department of APAB department has a specialized research centre on

Advanced Research Lab for research in Nano-science and Nano-technology &

Advanced Computational Physics Lab to address the special challenges of

research programme

• Many of the departments are recognized for research activity and collaboration

work by DRDO like Department of APAB, I&CT, Environmental Science and

Business Management. One of the research outcome of ICT department through

CARS project is development of a software tool (MAKE Tool 0.3).Another

outcome by APAB department is development of 6-DOF Model for 76MM Naval

• Department of Environmental science has tried to address many industrial issues

like production of bio-diesel from Jatropha economically and Utilization of fly ash

and secondary sludge for agricultural and plantation work and reclamation of

waste land.

• A full-fledged Bio-informatics lab is being created in Department of Bio-

Technology.
