senator Ferdinand R. Marcos, Jr. will be the guest of honour and speaker during the 8th Monthly Business Meeting of the Chamber of Real Estate & Builders’ Associations, Inc. (CREBA) to be held at noontime of August 25, 2011, Thursday at the Hotel Intercontinental, Makati City.

As chairman of the Senate Committee on Housing, Urban Development and Resettlement Committee of the 15th Congress, Sen. Marcos is expected to highlight the status of several pending bills creating a Department of Housing and Urban Development (DHUD) which CREBAhas been advocating for close to two decades, and will provide updates on

other real estate and housing-related legislative measures.

embodied in the TIEZA Law, the entertainment cities, medical & wellness tourism and retirement havens for the world’s baby boomers, among others.

According to Charlie A. V. Gorayeb, CREBA National President, the Convention, dubbed as the 2011 CREBA Tourism & Real Estate Congress with the theme “Tourists Today, Real Estate Investors Tomorrow”, shall provide the needed perspectives on these global concepts and tap into the unlimited opportunities of these emerging and fast expanding markets. To achieve this objective, local and foreign speakers have been lined-up to deliver a comprehensive and balanced perspective of the opportunities the convention can offer.

Purita R. Soliven, chairman of the confab and past national president of CREBA, said that for the last 19 years of its 38-year history, CREBA has been holding an Annual National Convention every October, declared by government as the national housing month. This year’s focus on the synergy of tourismand real estate development, Soliven said, underscores “CREBA’s commitment towards advancing land and housing development as

a primary catalyst for economic and social progress.”

Avelina P. Acuña, convention co-chair, addedthat aside from the learning sessions, the Convention will include an Investmentand Exhibit Center for interested investorsand buyers highlighting selected propertydevelopment projects and government agencies to guide participants through the investment process, the first CREBA Founder Manny Serrano Golf Cup and daily fellowship programs featuring the Kundiman Chorale Competition for Chapters and the CREBA Gala and Recognition Night.

The Department of Tourism encourages its partners and stakeholders to explore the various possibilities of the Conventionto their associations and businesses and acknowledged CREBA’s dynamic initiativesin promoting tourism and providing an assembly for working relations among stakeholders from various industries.

Through the years, the Philippine real estate market has cautiously soared and even weathered the worst global economic fall-out of modern times, thanks to the sound and wise policies of government and the bullish persistence of investments and businesses. The challenge for the private sector is finding ways on helping to sustain its growth. CREBA now looks at various ways to meet that challenge.

As CREBA aims to scale up its assistance through its network of industry and professional associations and many of the top development companies in the country, it is expected to help market the distinct advantages of world-class Philippine tourism sites and facilities and vigorously find new markets and investorsthrough its 2011 National Convention to be held this October.

With the pump-priming effects of real estate developmenttranscending at least 65 industries and professions, it is envisioned that these initiatives from within will resound and deliver high-impact and long-lasting effects to society.

The Convention theme is both assertive and prescriptive: “Tourists Today, Real Estate Investors Tomorrow”. This theme has become more prescient as it has been a worldwide phenomenon to see first a multitude of tourists, domestic and foreign, that will spawn into investments sooner or later. This has been observed in the emerging countries of East-Asia such as Thailand, Singapore, Malaysia, and even lately Vietnam.

Here at home we can now see and feel the many local and foreign industry players and some local government units (LGUs), shuffling their cards into new airlines, fleet expansion, new seaportsand airports, new hotels , residential and commercial condominiumsand subdivisions, world-class wellness, leisure, resort and sports facilities, among so many value-added infrastructures.

With the inherent and numerous business and social linkages resulting from the natural synergy between the real estate and tourism industries, we can truly say that this is a happy coincidence - or shall we say - convergence for a more prosperous economy and vibrant society.

CREBA National President

The Chamber of Real Estate & Builders’ Associations, Inc. (CREBA) gladly supports the passage of Senate Bill No. 2757 amending, among others, Section 28(a) of RepublicAct No. 9646 or the Real Estate Service Act (RESA). CREBAis objecting this particular provision which effectively prohibitsreal estate developers from practicing real estate in the Philippines. We are grateful to note that our proposalswere taken into consideration in this amendatorybill introduced by Senator Antonio F. Trillanes IV.

While it does not oppose the entirety of the law which serves to regulate the practice of the country’s real estate service professionals, CREBA maintains that prohibiting real estate developers from engaging in real estate service violates their property rights enshrined in Section 1, Article 3 of theConstitution. There remains no logic in exempting naturalor juridical persons directly performing by himself acts mentioned in Section 3 of the RESA with reference to his own property, from licensing or registration requirements - yet cover real estate developers. It likewise impinges on their jus ponendi or the right to dispose their property under Article 428 of the Civil Code.

We submitted a follow-up on our recommendations to Sen. Ferdinand R. Marcos Jr., Sen. Juan Miguel F. Zubiri, Sen. TeofistoD. Guingona III and Sen. Manuel B. Villar Jr., as well as to our honourable friends in the Lower House to share our cause: Cong. Rodolfo G. Valencia, Cong. Amado S. Bagatsing, Cong. Joseph Victor G. Ejercito and Cong. Francisco T. Matugas.

Along with food and clothing, shelter is considered one of mankind’smost basic needs. For indeed, how can one expect a personto live a decent existence without nutrition, clothingon his back, and a roof over his head. We are talking about decent, well-built homes, apartments, or other types of shelterwhere individuals and their families can grow and thrive as asocial unit.

While the issue of availability is somehow being addressed by various government agencies and private sector groups, there is still a “snag”, if you will, that’s causing a bit of a

problem for many of our countrymen who simply want to have a roof over their heads. This is the issue of land.

We often hear horrendous accounts and traumatic stories about land titles, registration, and even distribution fraud, from peoplewho purchase a house and lot or even a piece of land.

While there is a way to resolve a land title mix up, for instance, it usually involves going around circles or being passed around by various government agencies’ offices. As if that’s not enough, the process of finding answers and accomplishing things at such offices can take a lifetime.Thus, the person who simply wants to purchase the land ends up wasting precious time and money,until solutions get too late and the buyer may simplyhave no need or no interest with such property.

As the country’s largest umbrella group of real estate stake-holders, CREBA puts forward a proposal to try and solve the problems of land administration, registration, and titlingthat are plaguing our housing sector. We are submittingto Senate CREBA’s proposal on the enactment of the Land Administration Reform Act (LARA) which creates for the purpose the Land Administration Authority (LAA).What is the LARA, you ask? It is an act that essentiallyaims to continually institute reforms to land registration,administration, and titling in an “organized manner”that is in keeping with global standards. Moreover, it seeks to protect the rights of legitimate land ownersby ensuring the integrity and reliability of land titles.

While this is all well as good, it doesn’t and should not stop there. Because the real problem is not with the fake titles; it stems from a mix-up on who issued that land title in thefirst place.

With our country made up of so many parcels of land scattered across 7,100-plus islands, the task of issuingland titles, for instance, can indeed be confusing. The LARA therefore, goes on further and proposes the creation of a body to ensure that its thrust is brought to fruition. And this comes in the form of the LAA.

In a nutshell, the Authority is an inter-agency body under the Officeof the President that aims to prescribe and regulate the use of land by defining the physical boundaries in order to avoid confusionas well as ensure that the objectives of LARA are met.

Aside from the various government agencies (includingthe League of Provinces, DOJ, DENR, DOF, NEDA) the LAA will likewise be comprised of representatives from the privateland sector, the basic sector, geo engineers, the IT Sector,representatives from the various local land offices, and a Director General to oversee everything.

Yes, the problems are many and far greater than the ones citedabove. But remember that such a proposal as LARA and the LAA are not meant to solve the problems at hand nor is it the reform process itself. It is merely the long-awaited start. As they say, it all starts with one small step in the right direction.

With such a step, we in CREBA hope to see the day when there will be equal opportunity for all and everyone to get the food, clothing, and decent shelter that Filipinos rightfully deserve.

The Chamber of Real Estate and Builders’ Associations Inc. opened its sixth course offering for the year entitled “Real Estate Financing, Investments, and Tax Holidays” last August 20, 2011 at the 11th floor of the CSB School of Design and Arts (SDA) Building located along P. Ocampo Street in Malate, Manila. The course will run for six consecutive Saturdays until September 24.

This was announced by CREBA National President Charlie A. V.Gorayeb and Professor Roque A. Magno, vice-president for academic affairs. Leida F. Rustia is course director.

The course forms part of a full-year Diploma Program in Real EstateManagement. It will cover the topics: Feasibility Studies; Real Estate Investment Trust (REIT); Loans, Mortgages, Foreclosures & Remedies; Housing Finance Models; Development & Buyers’ Financing through PagIBIG Fund, banks, and other fund sources; Real Estate Incentives & Tax Holidays; Philippine Equities and the IPO Process; Asset-backed Securitization; Financial Feasibility Analysis; Joint Venture Packaging & Partnerships; Investment Guidelines and IPP; and Credit & Collection Management. Sessions are held from 1:00pm to 7:30pm.

Attendance in the course will merit a certificate issued jointly by CREBA and the De La Salle College of Saint Benilde through its School of Professional and Continuing Education (SPACE). Completion of six courses will merit the graduate a Diploma in Real Estate Management, the first of its kind being currently offered as a form of real estate education in the Philippines.

On the same occasion, CREBA held the launching of its 2011 Annual National Convention in partnership with the DOT, dubbed as the “Tourism and Real Estate Congress” to be held from October 6-7, 2011, at the Marriott Hotel Manila, Newport City Complex, Pasay City. This year’s convention theme is “Tourists Today, Real Estate Investors Tomorrow”.

Besides being a public servant, Corpuz is a tourism expert, event planning advisor, marketing consultant, and educator. Prior to his appointment as undersecretary in January 2011, Corpuz served as the Executive Director of the Philippine Convention and Visitors Corporation. Earlier in his career, he worked with the then Ministry of Tourism as a tourism officer rising to the position as head of the Philippine Convention Bureau.

The Chamber of Real Estate & Builders’ Associations, Inc. (CREBA) held its sixth monthly business meeting at noontime of June 30, 2011, Thursday at the Bahia Ballroom of the Hotel Intercontinental, Makati City with Hon. Daniel G. Corpuz, Undersecretary for Tourism Planning and Promotions of the Department of Tourism (DOT) as guest of honour and speaker. During the

Corpuz was associate professor at the Asian Institute of Management at the University of the Philippine in Diliman, where he served a three-year stint as college dean.

Corpuz likewise served in the boards of a number of other tourism,convention and travel associations and institutions, both public and private, among them the Intramuros Administration, Philippine International Convention Center, Hotel and Restaurant Association of the Philippines, Philippine Tourism Authority and Pacific Asia TravelAssociation. He holds a masteral degree in urban planning from the UP School of Urban and Regional Planning, with special training from the Institute of Tourism and Hotel Management from Salzburg, Australia.

Nationwide Pabahay Caravan

The Chamber of Real Estate and Builders’ Associations, Inc. led members and local chapters in supporting the 2011 Pabahay Caravan – a nationwide effort to promoteLGU housing initiated by the Housing & Urban DevelopmentCoordinating Council (HUDCC). The series of meetings was graced by the presence of Vice-President and housing czar Jejomar C. Binay, along with the heads of the variouskey shelter agencies. Each event featured a CREBA Developers’ Forum launching the “Housing Loan ReceivablesPurchase Program” (HLRPP) of the National Home MortgageFinance Corporation (NHMFC) which is now revivingits role as buyer of residential loan receivables, eitherthrough real estate mortgage or contract-to-sell.

The 5th Pabahay Caravan was held at the Stotsenberg Hotel in Clark Field, Pampanga June 27. The CREBA delegation led by Techie P. Bautista, vice-president for chapter affairs, included presidents of CREBA Angeles, Bataan, Bulacan, Pampanga, Pangasinan and Tarlac chapters and their delegations.

The 6th Pabahay Caravan was held at the Garden Orchid Hotel in Zamboanga July 7-8. The CREBA delegation was led by Techie P. Bautista, vice-president for chapter affairs, together with Engr. Michael Abubakar, President of the CREBA Western Mindanao Chapter.

CIFI OFFICERS FOR 2011-2013 INDUCTED. The Officers and Trustees who will serve the CREBA International Foundation, Inc. I have been away for three weeks, and it seems like months! I thank the Lord for guiding us throughout this trade mission to Europe from July 1-24, 2011.

CREBA inaugurates CARAGA ChapterDavao City, Philippines – Charlie A. V. Gorayeb, national president of the Chamber of Real Estate & Builders’ Associations, Inc. (CREBA)led the inauguration ceremonies of the CREBA CARAGA, Inc., a new chapter in Southern Philippines which covers the provinces of Agusan del Norte, Agusan del Sur, Surigao del Norte, Surigao del Sur and Dinagat Islands, as well as the Cities of Butuan, Bislig, Tandag, Bayugan, Cabadbaran and Surigao. Techie P. Bautista, CREBA vice-president for chapter affairs, and officers from the other Mindanao chapters, were in attendance.

CREBA has more than 30 chapters all over the Philippines, seven of which are based in key areas in Mindanao: Cagayan de Oro;

Davao; Iligan; Ozamis; Western Mindanao-Zamboanga; Malaybalay, Bukidnon; and CARAGA.

CREBA holds Western Visayas regional meet

The Chamber of Real Estate & Builders’ Associations, Inc. (CREBA)held a series of consultation meetings and dialogues with real estate and housing industry stakeholders in Western Visayas led by its chapters in Negros Occidental, Iloilo, Capiz and Aklan. The CREBA national delegation was headed by Charlie A. V. Gorayeb, national president and Techie P. Bautista, vice-president for chapter affairs.

CREBA is the Philippine umbrella organization of professionals and entities engaged in real estate and housing development, tourismfacilities, building and construction, technical consultancy, marketing and other related services. With its advocacy programs

and initiatives, it has become government’s strongest ally in pursuing a truly rational and affordable national housing program.

CREBA likewise maintains chapters in Cebu and Bohol as well as in more than 20 other key cities and provinces spread out in northern and central Luzon and in Mindanao.

The two-day stretch of activities kicked-off by the holding of the regular membership meeting of the CREBA Negros Occidental Chapter based in Bacolod City with Harish N. Nandwani as president.

A regional cluster meeting followed on the next day at Iloilo City, hosted by the CREBA Iloilo Chapter led by Valerie Maravilla, chapter president.

According to Gorayeb, the CREBA leadership is actively pursuingdialogues and consultation with members and other industry stakeholders nationwide to consolidate its advocacy initiatives as the “voice of real estate” in the Philippines. Among property developers’ major concerns, he said, are new policies for developmental loan application and release of fund take-outs by the Home Development Mutual Fund (Pag-IBIG Fund). Aside from this, developers are interested to gain updates on recently-enacted rules and standards of the Housing and Land Use Regulatory Board (HLURB).

On the same occasion, the 4th Pabahay Caravan for Regions 11 and 12 initiated by the Housing & Urban Development Coordinating

Council (HUDCC) was held. The 2-day event was graced by the presence of Vice-President and HUDCC Jejomar C. Binay together with the heads of the various key shelter agencies. Among the highlights of the 2-day event was the CREBA Developers’ Forumlaunching a new housing program called the “Housing Loan Receivables Purchase Program” or HLRPP of the National Home Mortgage Finance Corporation (NHMFC). The Pabahay Caravanmarked NHMFC’s return to the housing market as buyer of residential loan receivables, whether through real estate mortgages(REM) or contract-to-sell (CTS). NHMFC presented the program guidelines to the real estate and housing stakeholders present.

Founded in 1982, the CREBA Davao chapter has been undertaking socio-civic activities designed to help the local communities which its member developers have established in the area. The chapter has launched several projects to help the local economy with the assistance of allied organizations.

CYMC celebrates 1st Year Anniversary

The CREBA Young Members’ Council, Inc. (CYMC) marked its first year anniversary at fun and learning-filled celebration held last July 28, 2011 at the Max’s Restaurant, Scout Tuazon, Quezon City. Mr. Wilfredo H. Tan, president and CEO of one of the leading and most-awarded property developers in Central Luzon, Hausland Development Corporation, graced the affair with his presence as guest of honour and speaker.

Established as a CREBA subsidiary association in July 2010, the CYMC is the association of second-generation CREBAns. It serves as a venue where young professionals can network, find business matches, learn, develop, contribute, serve and fulfill their fullest potential as future entrepreneurs and leaders of the Philippine real estate industry and the country.

Members gain the opportunity to meet new friends, develop business partners, build professional linkages, and in the process,participate in creative and exciting learning experiences with industry leaders that will provide present and future career and business opportunities, in a setting they will enjoy. Among the long line of activities and accomplishments that marked CYMC’s first year are mentorship exercises with seasoned real estate personalities, sports activities, seminars on business start-ups and other property fundamentals, outreach and community service,and active participation and support for CREBA INC.’s various programs and activities.

CYMC gears up for a busy calendar for the rest of the year with the following flagship events: September and October Real Estate Seminar series, September Mooncake Festival and December Christmas Party. The CYMC is supporting the “Ateneo Diamond Blue Race”, a benefit fun run to be held on August 28, 2011 at the SM Mall of Asia grounds to fund feeding programsfor school kids, disaster relief operations and other legal, medical, livelihood and educational support for indigents.
