The crane display will be open all day on the 25 & 26 September, with a special crane display breakfast on the 26th. The crane display will be a very popular meeting location during the two days.

The countdown is on for CICA’s premier event of the year, the 2014 Conference, Exhibition and Crane

Display to be held at the Sydney Olympic Park on 24 – 26 September. The crane display will be held inside the Sydney Showground Dome and as

at the time of writing, there will be over 30 cranes on display, including two 6 axle All Terrain Cranes.

The conference sessions will be held in the Allphones Arena, a short walk from the Dome. Highlights of the conference will be the Manufacturers’ Panel, featuring senior representatives from the world’s leading crane manufacturers, the technical presentations on Synthetic Ropes and Variable Outrigger

Crane Support Systems, the Major Crane Inspection Panel and the CICA Lift of the Year Award entries. A major concern for the crane industry this year has been the introduction of the National Heavy Vehicle Regulator (NHVR), in particular the issuing of road travel permits for registered mobile cranes.

Other problems include the extensive delays in registering new cranes. The NHVR recently appointed a new CEO, Mr Sal Petrocitto and I am pleased to report that on Tuesday 5th August, Brandon Hitch, Brent Stacy (CICA) and branch representatives from Victoria, Tasmania, NSW and Queensland held a 5

hour meeting with Sal and John Gilbert (NHVR) at Universal Cranes office in Brisbane. We presented our problems and listed our concerns in going forward. We were very impressed with the responses of the NHVR. A highlight of the day was the demonstration of three All Terrain cranes, including a 5 axle crane with a three axle dolly. The meeting concluded with a commitment from the NHVR for regular

meetings with the crane industry. Brandon has further coverage in his report in the following pages. The Sydney Olympic Park has world class facilities and CICA has a world class conference ready for you with many overseas delegates in attendance. And there are the social events to attend, the Welcome

Reception followed by the Network Dinner on Wednesday, the various Manufacturers dinner on Thursday and the Gala Awards Dinner on Friday. I look forward to greeting you in Sydney.

A report by the CEO

Welcome. Thank you for taking valuable time to read this newsletter. Based on member feedback the CICA newsletters and emails are rated highly. Please check-out the CICA Annual Member Survey results on page 16. CICA has some great progress and highlights in this issue.

First of all, allow me to report on the recent CICA Board Meeting.

CICA Board Meeting Update: The CICA Board Meeting minutes are at all times confidential, but as usual I am able to share with you the many non-confidential matters discussed and progressed at the 17 July Board Meeting held in Adelaide, as follows:

- 23 new members were approved, taking CICA’s membership to 487 at 31/7, approaching 500! - Based on preliminary financials, CICA is on track to report a healthy annual surplus at the AGM - The Board was pleased with the ongoing business progress of the Strategic Plan - The Board agreed to improve the new membership assessment process, to promote the Member Code of Conduct

and to better emphasise the importance of quality members - The Board approved enhancing the CICA logo by adding a border around the logo, as well as adding the

Trademark symbol - The Board agreed to set up a sub-committee to further develop grant funding guidelines for states and members - The CICA Office has released the Board approved Volunteer (new) Handbook - The Board agreed to a cash Reserve Policy of approximately one year’s total employee wages (This cash reserve

is in addition to the long term reserve of the CICA owned building). - The Board approved a Director leave of absence policy to comply with the Constitution - The By-Laws have been updated and have been re-issued by the CICA Office

- The Board conducted the CEO’s annual performance and remuneration review - The Board reviewed the July NRG discussions and progress - The Board discussed the CICA Traineeship progress and further plans to progress/promote this - The Board reviewed the good progress for the 2014 Conference, as well as the 2015 event - The President and the CEO tabled a report on the successful 2014 CANZ Conference - The Board agreed to changes in the date and location for the November Board Meeting. Please note the new date

is 18 November, with the meeting to be held in Melbourne

Some Industry Issues and Highlights Those ‘active’ and ‘involved’ members, participating, attending meetings, volunteering or simply keeping track of industry progress will be aware of the many issues underway, but for those members who have yet to take that step, the following points are provided to assist you keep in touch:

The important CICA ‘State of the Industry’ research project championed in NSW, is progressing well. Preliminary feedback from members participating in this research is that the project is one of the best and most significant initiatives funded by CICA in many years. Member input and support has been strong. A session is planned at the CICA September Conference, for consultant Stuart Anderson to present the findings. Stuart attended the NSW Branch General Meeting on 2 July to share the early progress. CICA will develop a communication and industry action plan to share the results and the way forward, to all members after the Conference.

CICA organised a major crane industry forum / CICA meeting with the NHVR new CEO (Sal Petroccitto) on 5 August. Discussions were led by John Gillespie (President) and Brandon Hitch (GM, CraneSafe/CICA), along with several Branch representatives funded by CICA to attend the Brisbane meeting, held at Universal Cranes (kindly hosted by Albert Smith, CICA Director). This was a most significant forum and demonstrates to members the importance and success of CICA continuing to step up to raise our industry concerns. Congratulations to all those that attended and to Brandon for organising the meeting and the major preparations. See Brandon’s report on page 8.

As reported in the latest CICA e-Bulletin, CICA’s second National Reference Group (NRG) was held 16 July, with an issues-packed industry and technical agenda. CICA Board and Branch representatives were funded by CICA to attend this important meeting, including CAWA representatives (as per the CICA By-Laws). Key initiatives and projects underway include: the CICA Crane Crew Guidance Note – Bracing Installation Checklist; various Toolbox DVDs; the Accumulator Registration position paper; the Axle Weight Measurement Survey; the QLD Code of Practice; Articulated

Crane Operator Requirements; Using Excavators as Cranes; Major Inspections; some ICSA Projects; the Crane Operator Assessment project; CICA’s member Australian Standards ‘free’ access scheme; and the important discussions with the NHVR. Refer the detail of NRG Meeting notes issued to all members, or contact the CICA Office. The next NRG will be held 24 September during the Sydney Conference week.

NRG Meeting – July 2014

CICA’s progress on the CICA Industry Traineeship program is continuing to go forward, via the NSW pilot phase. Most NSW members (and members throughout Australia) fully support the Traineeship. The challenge now is to identify members and suitable trainees to sign-up to the program. Building on the recent months of development, support and activity, CICA has committed to a major short-term communication and marketing plan in NSW, leading up to the next NSW’s General Meeting being held 3 September. The target is to sign-up members to take on a trainee... and 15-20 trainees to secure the government funding for the Certificate III Traineeship program. Following

the CICA July Board Meeting discussions and the CICA Traineeship Committee further work, the Ai Group (as part of its ongoing support role) via its training arm AiGTS will assist CICA action this plan. Refer to the CICA website for more information on the Traineeship, or contact the CICA Office.

Congratulations to John Gillespie: As this will be the last Newsletter before the September Conference and the CICA 2014 AGM in Sydney, I take this opportunity to acknowledge and thank John Gillespie, CICA President, for achieving an amazing record of 10 successive years as CICA President. John has spent 45 years in the crane industry since joining his father in the family business Gillespies Crane

Services in 1969. John has contributed 28 successive years as a volunteer Director on the CICA Board (since 1986); 16 years in total as CICA President (3 terms: 1988-92; 1998-2000; 2004-2014). John is planning to step down as CICA President in September (as part of a succession plan), and continue on the Board (if re-elected). John was awarded CICA Life Membership in 2010; and CICA’s Con Popov Memorial Award in 2002.

CICA’s progress and growth under John’s leadership has been phenomenal (i.e. industry representation activities, member benefits, membership numbers, revenue and assets are at record levels). On behalf of CICA, John has been a strong advocate for and participant at International World Crane & Transport Alliance Meetings and more recently the International Crane Stakeholders Assembly (ICSA). John’s service, industry leadership and passion to improve the crane industry is record-breaking, legendary, with much respect within Australia and internationally. Well done John! I encourage Members to consider sending through any

congratulatory messages (for John) to myself or Lisa at the CICA National Office, so we can keep a copy for our historical records – and pass these on to John.

CICA Calls for Charity Nominations: The CICA Board is considering the value of an ongoing partnership with a suitable national charity in the future perhaps in 2015 onwards. Usually CICA fundraises for short period, once a year at the Conference and adopts a local state nominated charity to donate such funds to.

Although this is worthwhile and beneficial to the designated charity, it provides minimal value, kudos, cross-promotion and not much effort for and by CICA. The Board has asked the CICA Office to set up a project to identify possible charities for CICA to work with in future, to improve the fundraising and benefits for both parties. Accordingly, Members are encouraged to submit any nominations to the CICA Office in writing for

future consideration.

CICA Membership Fees Members may recall last year CICA announced a new membership fee structure applying from 1 July 2013, with an optional Transition Year fee ($25 + gst) for crane owner/hirers only. The fee structure was developed after long consultation and consideration by the CICA Board, so that the member fees applying from 1 July 2014 would be clearly advertised well in advance of the CICA One Association operation. CICA developed a membership fee based on the

number of cranes owned/operated, similar to most state associations’ approach. This has required the CICA Office requesting the number of cranes owned/operated by each member to allow them to self-calculate the fee applying. CICA is relying upon member honesty and integrity to advise CICA of their genuine crane numbers.

Crane owner/hirer Members are reminded that the CICA membership fee is not based on

cranes under CraneSafe, but all cranes owned/operated by the member. Currently the

Board takes the policy view that a crane is a crane whatever size or type, and has

instructed the CICA Office accordingly.

Should you have any queries or concerns, please convey this to the CICA Office. Any member feedback will be passed on to the CICA Board. Please note the item on the front page regarding the importance of complying with the Member Code of Conduct.

CICA Other Matters: � As members would be well-aware, the new Branches are now set up for CICA SA, CICA VIC and CICA NT from

1 July � As part of Victoria joining under CICA, Brent Stacey the full time VIC Liaison

Officer (funded by the Incolink VIC Grant) joined CICA from 1 July

� The new CICAASSIST program has been in operation since 1 July, with member inquiries on Workplace Relations (employment queries, wages, EBAs, etc) and Safety matters flowing through to the free advisory Help Desk. Assistance is being provided via Holding Redlich.

� The CICA 2014 / 15 Membership Renewals program is well-progressed with most members having paid on time and renewed their CICA membership. Final

reminders will be issued shortly with any members not paid by 31 August ceasing to be members (as per the Constitution) and losing all member benefits and discounts.

� The 2014 Board Election program is underway with the results to be announced at the AGM.

� CICA VIC Branch is progressing its project with the State Revenue Office and the purchase of Axle Load Scales � CICA Office upgrade projects are in place (i.e. MYOB EXO and the Internet / Phone system)

� Ongoing promotion of the benefits of the CICA Financial Benchmark Study is happening The CICA Staff Team look forward to seeing many of you at a future state meeting and at the CICA National Conference in Sydney.

New Zealand Crane Association – 2014 Conference

The CANZ 2014 Conference was successfully held 9-11 July at the iconic tourist and adventure, scenic destination Queenstown. Rod Auton CEO and the NZ Conference Team did a great job in delivering a wonderful event for delegates.

Grant Moffat was re-elected as President and Scott McLeod re-elected as VP - for the year ahead. Robyn Grooby is now officially working part-time for CANZ to assist Rod. Over 100 delegates enjoyed an informative and enjoyable program. The program included various technical presentations such as

Importing Cranes; CVIU; Safety; Root Cause Analysis; the Waterview Project; the Memorial Park update; plus Sharon Zollner/ANZ; Dr Paul Woods; and Nigel Latta. The NZ Training and Lifting annual awards were announced at the

Conference Awards Dinner. CICA President John Gillespie, Alan Marshall CICA CEO and Brandon Hitch (GM CraneSafe/CICA) attended the event representing CICA. CICA Director Andrew Esquilant also attended leading the Liebherr team.

John gave his usual informative CICA Update / Australian Scene presentation. Contact the CICA Office for a copy of John’s presentation. CANZ celebrated 40 years, releasing a special 40 year anniversary historical booklet. Congratulations to

CICA Technical Update

Many of us shriek when we remember 10 February 2014. The struggles in permit access that were created when the National Heavy Vehicle Regulator (NHVR) became the single point of

contact for Queensland, New South Wales, Victoria, Tasmania, and South Australia seemed insurmountable. Since that time, NHVR has delegated intrastate Special Purpose Vehicle permit issuing back to the relevant State Jurisdictions, except in Tasmania, where NHVR continues to issue permits.

In March 2014 the Board of the National Heavy Vehicle Regulator accepted the resignation of Chief Executive, Richard Hancock. Since that time the NHVR has been working on a remediation plan to identify their future role in the permit-issuing business. CICA remains in strong support of a standardised system for crane classes and permit applications. On the 5th of August CICA representatives where invited to meet with new NHVR CEO, Sal Petroccitto, and NHVR Industry Stakeholder Manager, John Gilbert, for an afternoon to discuss specific crane industry

requirements. Representatives from each state where asked to share how the permit process is working with State delegation. It was clear from the discussion that there still is a place for national harmonization of permit periods for various crane types and the classification of crane permits. Using CraneSafe data collected during assessments we were able to show the limited distance that cranes travel. Throughout the country, mobile cranes travel less than 10,000kms annually.

Following a discussion on the benefits of hydro-pneumatic suspension and a short video showing the articulation of a 6-axle crane’s suspension over obstacles, participants spent time reviewing a 4-axle and 5-axle crane in the flesh. The meeting also included a demonstration of a 5-axle crane with and without a dolly. Sal and John were both able to see the degradation in

manoeuvrability of a crane with a dolly. The tyre scrubbing and lifting could be heard as well as seen. The benefit of configuring the crane for road travel with the boom over the front minimizes pavement wear.

Sal’s interest in the crane demonstration and understanding the changes that are required with larger tyres and dollies affirmed his intent to engage with the industry. NHVR will continue to meet with industry in the form of a Crane Industry Operations Group led by John Gilbert. As an industry we need to assist NHVR in defining the required permit processing times in order for NHVR to understand their permit issuing performance requirements. Sal assured participants that future implementation plans will be based on readiness not a date. Sal and John’s willingness to dedicate five hours for an in depth review of the current state of the crane industry demonstrates the progress that has

been made since 10 February. Facilitated by the formation of the Crane Industry Operations Group, there was optimism that a mechanism for robust discussion is in place for future communication. Attendees included:

Manitou Australia will introduce its new MRT 2150+ to the Crane Industry at the 2014 CICA conference in Sydney.

THE MRT 2150+ provides new opportunities to increase productivity for our customers, being a 3 in 1 product: �

• A crane to move heavy and bulky loads with

the advantage of radio control;

• An all-terrain telescopic truck with large height and offset and the advantage of turret rotation = productivity assured, even on confined work sites for absolute precision;

• An access platform to lift personnel that can be extended and oriented, with up to 1,000 kg of

Liebherr Australia has announced the appointment of Mark Dowley, the new Sales Manager for South Australia & Northern Territory who joined the Mobile Crane Division in April 2014.

Mark has a Diploma in Business and has 15 years industry experience in numerous roles, being an on-site technician throughout major mining projects in SA, to in-house working on large tenders. Mark will be based in Adelaide and is looking

forward to being a member of the Liebherr family. With his experience and enthusiasm, Mark will undoubtedly be a valuable asset to the Mobile Crane Division.

In the final stages of development is the Worksite Radio Modem from LSI-Robway, with which users can wirelessly transfer the output signals from the LMI/RCI-8510 System and all other LSI-Robway systems (cable-based and wireless) to the Equipment Tracker Database. Along with all crane indicator sensor data, the Equipment Tracker Database can monitor engine/transmission data received from a J1939 input, for example.

Useful for maintaining equipment and worksite security, the Equipment Tracker Database can show users when their machines are low on fuel or need servicing, as well as if they have left their designated area without authorization (via GPS and geofencing). The highly user-configurable database will send messages via text or email not only when a crane indicator alarm is sounding, but also with the occurrence of mechanical issues, such as low tire pressure and/or engine malfunction. The alerts are based on the user’s preference.

Another advantage of LSI-Robway’s database is the ability to produce reports based on short-term and long-term data for anything from the crane indicator sensors to the crane’s mechanical performance. This type of data logging is extremely necessary when a crane accident occurs, but is also very useful in everyday

operation to keep up with maintenance and safety standards.

On 25 July 2012 an employee of Terex Australia, suffered a serious workplace injury while servicing a crane at the Wetherill Park premises.

The WorkCover Authority of NSW investigated the incident and subsequently alleged that Terex Australia contravened section 19(1) of the Work Health and Safety Act 2011 (the Act).

This notice has been placed under the terms of an enforceable undertaking made under the Act as settlement of the abovementioned alleged contravention.

The enforceable undertaking requires Terex Australia to undertake the following actions:

• Introducing additional working at heights solutions to its existing safety measures for the production assembly and servicing of the Terex Pick & Carry mobile articulated cranes

• Expand Terex Australia’s existing certified OHSAS 18001 (occupational health and safety management system) and ISO 14001 (integrated environmental system) of Terex Australia’s crane business operations in QLD to its NSW worksite

• Design and develop a counterweight sensing device to be incorporated into the Load Moment Indicator for the MAC25 Pick & Carry mobile articulated crane

• Design and develop of Load Moment Indicator system for the MAC25 Pick & Carry mobile articulated crane with improved safety features

• Design and develop a BOOM raise warning alarm to be incorporated into the Load Moment Indicator system for the Pick& Carry mobile articulated crane

• Share about Terex Cranes’ work safety at the Crane Industry Council of Australia National Annual

Conference, September 2014

• Share information about the benefits and outcomes from the above design projects with the crane industry

• Participate in a university linked training program, which provides an engineering student with the opportunity to complete an industry based project.

First CICA SA General Meeting: The first member meeting of CICA SA Branch will be the Annual Branch Meeting to be held on Thursday 28 August at the Lakes Resort Hotel, West Lakes. This will include the

election of the first Branch Chairperson, Vice Chair and Steering Committee. The Guest Speaker will be Alice Edwards – the CraneSafe Technical Project

Engineer. Alice will discuss a range of topics currently being addressed by CICA /CraneSafe, including, the Crane Code, Precast Panels, Wind Guidance Note, Power Lines and Standards. Members will also be

preparing for the GMUSG Resources Conference to be held in Whyalla this year on 3 - 4 September. CICA will have a crane industry promotional booth, manned

by SA Branch members at the event.

Final SACA General Meeting – June 2014

State News

Final SACA Meeting: The final SA Crane Association general meeting before the transition to CICA SA Branch, was held on Thursday 19 June at the Adelaide Oval in the SACA (SA Cricket Assoc) Committee room.

This was a fitting conclusion to the state crane association, which was incorporated on the 13 November 1992. Twenty one member firms attended the meeting, which included a presentation from Lawyer Tom Earls from the MBA on “Right of Entry” and the new “Building Code”. As with all

South Australian General meetings, members were also updated by the branch committee on association activities and an overview of current National CICA actions from CICA Board Member and SACA President Cheryl Woodhart.

SA Celebration Dinner: To acknowledge the winding up of the SA Crane Association and the start of a new era as the SA Branch of CICA, South Australian members celebrated the event with a Final SACA Dinner at the Lakes Resort Hotel on Friday 27 June 2014. A three course dinner with local SA wines topped off a month of reflection on the

history of the crane association in South Australia. Current members acknowledged the contributions made by past leaders of the SA Crane Association, a celebration on what had been achieved over the years.

Survey Results

Thank you to those members that responded to the annual CICA Member Survey which was mailed with the renewals notices. Responses were received from 58 member companies, representing 12% of CICA membership. In summary feedback indicated the following:

What are the key business issues for you? The Economy was identified as the most important member business issue, followed by Training / Skills Shortages, Sales / Hire Rates and Government Compliance / Red Tape rating equally to each other.

What are the key industry issues for you? A strong majority of members indicated that NHVR / Road Transport Regulations was the biggest issue, followed by Major Inspections and then WHS harmonisation laws.

What CICA services / benefits do you value the most? An Industry Voice (Representation and Lobbying) is viewed as the most valuable CICA service, followed by Emails / Information Sharing and then the CICA Newsletter / E Bulletin.

Which CICA products / services do you currently purchase? The most commonly utilised CICA product / service is the CraneSafe program, followed by CICA Log Books and then the Crane Safety Manual.

CICA Communications 48% of respondents regularly view the CICA Website, 93% of respondents read the CICA Newsletter and 88% of respondents read the CICA E Bulletin.

CICA Traineeship Of those members that responded to the survey, 66% indicated that they were aware that CICA is progressing an industry traineeship, 93% indicated that they would like to receive further information and 71% were interested in participating as an employer in the future.

Rate CICA’s Performance Members voted CICA’s performance at an average of 4 out of 5, which is, categorises as “somewhat satisfied” (Based on a scale 5 - Very satisfied, 4 - Somewhat satisfied, 3 – Neutral, 2 - Somewhat dissatisfied, 1 - Very dissatisfied)
