MESSAGE FROM VICE PRESIDENT OF CONTINUING PROFESSIONAL DEVELOPMENT COMMITTEE (2015/2016), IIESL

Dear Member/Colleague,

The New Year marked as IIESL’S 2015/16 year of engineering professionalism emerges with the theme “YEAR OF PEAK PROFESSIONALISM THROUGH INNOVATIVE APPROACHES”. As the theme implies this year’s programs set for engineering professionals of all grades have their orientation in:

The passing of the Engineering act by the parliament of Sri Lanka will be expedited and upon its enactment the IIESL will gain recognition as a full professional body. This new development will enhance the recognition of the IIESL membership and elevate the status of its members to the desired level to be at par with other highly recognize engineering Institutions. The establishment of a training arm within the IIESL will be the next prompt innovative endeavor of the IIESL this will further improve the institute's capabilities in broadening member qualifications.

• Advancement of professional skills in all branches of engineering through tailor made innovative educational programs leading to certificate level courses.

• Obtaining government accreditation through a parliamentary act to recognize the IIESL as a professional body offering skill enhancement courses.

• Obtaining affiliation to GLOBALLY recognize engineering institutions and academic seats as a means to conduct globally recognized professional courses.

• Enhancing the value of engineering qualifications of members and non-members of the IIESL through offering courses that have nuclei that harnesses both theoretical and practical aspects concerning every branch of the engineering profession.

In retrospect the IIESL conducted –two CPD courses during the past year which were evaluated highly by the participants. The evaluation process manifested its brilliance and high participant rating thus: Excellent - 33% Good - 58% Satisfactory - 9%. The IIESL agenda for the new session contemplates the programming of a minimum of 7th educational sessions on the following realms which are indispensable to the new millennium engineering profession:

1. Civil Engineering

2. Electrical and Telecommunication Engineering

3. Mechanical Engineering

All preparations are under way for the implementation of the above said activities concerning the accessing of the required State authorization through a parliamentary act, affiliation with foreign bodies for accessing globally recognized qualifications and the launching of short/mid and long term courses for engineering professionals. The IIESL will participate in the next SDEF convention in Nepal scheduled to be held in Katmandu on 8th to 10th October 2015 at this important event we will gain admission to its technical committee. Such membership will enable the IIESL to broaden and enhance its technical education capabilities to an amazingly high degree. This outcome will be to the utmost benefit if the IIESL membership. It is my fervent hope that all members of the IIESL and its prospective members and other associates will make maximum use of the opportunities provided through the New Year program and brighten their professional scopes and elevate themselves to the desired professional status. CONTINUING PROFESSIONAL DEVELOPMENT (CPD) FOR ENGINEERS

The above Continuing Professional Development (CPD) was introduced to process continuous technical and engineering education enhancement throughout the professional career of engineering bodies in order to keep up with advancing new technologies while developing skills in the field and enabling true competition of the professional background.

CPD COMMITTEE OF IIESL & CPD PROGRAMS

CPD Committee, which is one of the Functional Committees of the IIESL is chaired by a Vice President. The Institution of Incorporated Engineers, Sri Lanka has been providing CPD programs for engineers and other professionals interested in their career and personal development since 2006 under the guidance and supervision of the CPD committee. The programs are coordinated by the Education & Training Division of the IIESL secretariat.

The CPD programs are conducted mostly at weekdays, so that the participants can attend the lectures and other activities with their duty leave and under the supervision of their management.

Introduction of Short Term Courses (STC) 1. Advanced Project Management + PMP Training The CPD committee specifically introduces a Short Term Course (STC) of Project Management which is leading to the PMP Examination. This will be targeted to Engineers, Managers and Executives who are directly involving for the management activities in their construction sites or in the factory floors. The proposed 35 hour Project Management program (5 days) is designed to enhance project management competence and skills of the individuals, and to increase projects success in the organizations, by introducing global standards in Project Management, most effective project management tools and techniques, and training Project Management to tailor them to any challenging project they undertake. This program is popular in the industry as a program with balanced mix of theory and practice. Program will guide project teams to think proactively, plan well and achieve continuous success in their projects through standard methodologies and world’s best project management practices. They will also be given training on Microsoft Office Project, with detailed focus on planning and controlling of scope, time, cost, and resources. While this program takes participants through the overall process of project management, the initiation to the conclusion of the project, covering all ‘ten knowledge areas’ in project management – including Scope, Time, Cost, Risk, and Quality, as identified by global project management standards institute, PMI USA, they will also have the opportunity to gain hands on approach to project management by applying it to their own projects. Case studies, role plays and simulations will be used to provide participants the best possible learning experience. At the end of the program participants will also have the required knowledge and will meet pre- requisites they need to sit for the PMI USA Project Management professional examination, the world’s most recognized credential for Project Managers. Program Structure and the Content:

Program Covers complete project management process from initiation to conclusion, taking real life projects as examples, and is structured around following ten knowledge areas specified in the PMI Global Standards,

• Project Integration Management • Project Scope Management • Project Time Management • Project Cost Management • Quality Management

• Human Resource Management • Communications Management • Project Risk Management • Procurement Management • Stakeholder Management

Assessment

At the end of the program participants will be required to present their projects they worked during the workshop, to demonstrate their understanding of the new knowledge they acquired. Participants may also sit for an MCQ exams to see whether they are ready to take up the PMP exam, the world’s most recognized project management credential. If any special areas need to be re-visited by participants more coaching and training to those individuals will be provided at no additional cost. 2. Documentations of Contract Management The second STC is also designed based on the high demand at the market. The Documentation on Contract Management is one of the most precious work need to be done on calling for bids, preparation of bid documents, bidding, contract evolution, work carried out during the project operation stage, project completion, handing over and in the maintenance period. In considering the above stages, it is noted that huge mistakes are happening because of the tied up with the processes. To streamline these processes the CPD Committee has decided to introduce the second STC with the above topic. This Short Term Course was designed to fifteen hours on weekends or evenings of the week days at three hours for each day. The CPD committee studied the feedback of participants and analyzed what they were lacking mostly and came into a conclusion to enhance the management capabilities of the relevant categories and raised their qualifications to the international standards. Therefore the all managers and engineers are invited to participate for this valuable opportunity which will be conducted for five (5) consecutive Saturdays.

Since this was specially introduced as a Short Term Course (STC) the CPD committee decided it to carry out it in Saturdays hence the participants will be able to do their home works in the following holiday. There are CPD programs available in specific subject areas as well as important common topics such as management, communication skill development, Health and Safety etc. which will cover most of the engineering fields.

The resource persons for CPD programs are carefully selected from the best available in the country, and the feedback from the participants is used to continually improve the programs over the years. The CPD and Short Term Courses (STC) are different from each other from duration, content, specific area of covering etc. while the CPD can be continued for further enhancement of the knowledge.
