Canada – COVID-19: Government allows for reunification with extended family members, unmarried partners

What is the change?

Foreign nationals trying to reunite with an immediate family member in Canada

do not need written authorization from the government. They must meet all

traveling requirements, including a 14-day quarantine requirement once they

arrive in Canada. Immediate family members are defined as spouse or common-

law partner, dependent children of the person or the person’s spouse or common-

law partner, any dependent children of a dependent child, parents or step-

parents, parents or step-parents of the spouse or common-law partner, guardians

or tutors.

They must present one document showing their immediate family member’s

status as a Canadian citizen or permanent resident. They must show a second

document proving their relationship to that family member, such as a marriage

certificate, proof of common-law status, a birth certificate, or Confirmation of

Permanent Residence.

Foreign nationals who are in an exclusive dating relationship with a Canadian

citizen or permanent resident must have dated them for at least one year and

have spent time in their physical presence in order to be eligible for travel to

Canada with their dependent children.

Siblings and half-siblings of Canadian citizens and permanent residents are also

eligible to reunite with their family members under the extended family member

category.

The following requirements apply to foreign nationals seeking to reunite with a

dating partner or extended family member:

o The Canadian citizen or permanent resident must fill out the application for

authorization and statutory declaration form. The form needs to be signed

by the foreign national and returned to the Canadian citizen/resident.

o The signed form must be authorized as a solemn declaration by a

commissioner for oaths, justice of the peace, lawyer or notary public.

o A copy of the completed form must be submitted by the foreign national to

the Canadian government in order to receive written authorization before

travel.

o The foreign national must carry a copy of the application for authorization

and statutory declaration and the written authorization when they travel.

Travel to Canada must take place within six months of the form being signed

by solemn declaration.

Canada - COVID-19: Some foreign nationals may qualify for limited exemptions from quarantine

What is the change?

Foreign nationals traveling to Canada may now ask for partial exemption from mandatory quarantine requirements for compassionate reasons. Key Points:

A limited release from quarantine may be granted for the following

compassionate reasons.

o A need to be with a loved one for the final moments of life.

o An individual providing care for a person who requires medical support or

is critically ill.

o An individual wishes to attend a funeral or end-of-life ceremony.

Foreign nationals wanting a compassionate exemption must fill out an

application, and provide documentation such as a burial permit, a death

certificate, a Letter of Required Support or a medical certificate of death.

If approved, the limited release from quarantine will give the foreign national

permission to visit hospitals, funeral homes or a care facility. However, the

individual must obtain permission from the location they will be visiting by

completing a Site Visit Authorization application.

Additionally, the individual must obtain a quarantine exemption from the

specific province they will visit. It is important to note that not all provinces

allow quarantine exemptions, even if the federal government has approved it:

Canada - Permanent resident applications delayed because of pandemic

What is the change?

The Canadian government continues to accept and process permanent residence applications but says its ability to process applications is being hampered by COVID-19. Delays should be expected. Key Points:

The government says it is unable to process applications normally or provide

estimate processing times due to COVID-19.

Immigration officials are prioritizing applications from Canadians and

permanent residents returning to the country, vulnerable groups and those

providing or supporting essential services workers.

Applications in progress will not be closed or refused if the applicant is unable

to provide missing documents because of COVID-19.

Individuals residing outside of Canada who have received Confirmation of

Permanent Residence (COPR) but have not yet landed in Canada are not

eligible to land unless they are exempt from current travel restrictions, coming

to Canada to settle permanently and are able to quarantine for 14 days after

arrival.

In-person permanent resident landing appointments in Canada are canceled

until further notice because of COVID-19. IRCC will provide further instructions

to affected individuals.

If the COPR and permanent resident visa expire before the individual is able to

travel to Canada, the individual should notify IRCC of their date to move to

Canada permanently using the Web Form. IRCC will provide further

instructions at that point.

Travel to Canada is restricted at this time. Only travelers who are considered essential or have exemptions will be granted entry. The response to the COVID-19 pandemic continues to develop, and more information will be provided as it becomes available.

Saudi Arabia - Entry testing requirements changed for foreign nationals

What is the change?

Saudi Arabia has changed COVID-19 testing requirements for foreign nationals entering the country.

Key Points:

• Upon arriving, foreign nationals must now submit a negative test certificate

from a PCR COVID-19 test conducted at a verified laboratory outside Saudi

Arabia no more than 72 hours before departing. The previous requirement

was no more than 48 hours before departing.

• Travel restrictions were lifted on Sept. 15 for some Saudi citizens, citizens of

Gulf Cooperation Council (GCC) citizens and foreign nationals with valid exit

and re-entry visas, work permits, resident permits or visit visas.

• The testing requirement changes will allow foreign nationals who wish to enter Saudi Arabia more time to get tested and receive their results.

Ireland – All countries removed from ‘Green List,’ restriction of movement now required for anyone coming to Ireland

What is the change?

The Irish Government has removed all countries from its COVID-19 “green list.” Anyone entering the state must restrict movement in Ireland when they arrive from another country. Individuals will be required to restrict their movement in Ireland for 14 days immediately upon entry. Individuals travelling from Northern Ireland are exempt from the requirement to restrict movements or self-isolate.

• Implementation time frame: This change took effect Oct. 12.

• Who is affected: Anyone who is travelling to Ireland from another country is affected.

• Next steps: Employers should note that any employees entering Ireland need to restrict their movement for 14 days and will therefore be unable to work in any location other than their private residence.

The Irish government made this decision as part of their efforts to mitigate the spread of COVID-19 and the government’s general advice still states that non-essential travel is to be avoided at this time. Employers and employees should be aware that this restriction of movement may affect employment start dates should the employee be required to restrict their movement for 14 days in Ireland.

New Zealand - Current Alert Level

What is the change?

New Zealand is at Alert Level 1. Auckland joined the rest of New Zealand at

Alert Level 1 at 11.59 p.m. on 7 October 2020. Under Alert Level 1, face

coverings are no longer compulsory, but are encouraged on public transport

and when physical distance cannot be maintained. To help with contact tracing

if required, you are also encouraged to continue tracking where you have been

and who you have seen.

Controls at the borders remain for those entering New Zealand. This includes

health screening and testing for all arrivals, and mandatory 14-day managed

New Zealand - Changes to Skills Match Report

What is the change?

In response to the impact of COVID-19 on the labour market, the Ministry of Social

Development has announced several changes to the Skills Match Report scheme

(applicable to roles paying below the national median wage of NZ$25.50 per hour).

Effective from 7 October 2020, if the role employers filling is:

Oversupplied: No Skills Match Report will be issued; if employers want to hire a

migrant, they can still submit a work visa application to Immigration New

Zealand to be considered.

Undersupplied in the region: Employers will not need to get a Skills Match

Report to support the work visa application.

If the role is not oversupplied or undersupplied in the region, employers will

need a Skills Match Report to hire a migrant. The process to get a Skills Match

Israel - Some visas will be automatically extended because of pandemic

What is the change?

Israel’s Ministry of Interior (MOI) has announced that certain visas will be automatically extended until Nov. 30 because of the ongoing, nationwide COVID-19 lockdown.

The following visas will be extended if they have an expiration date of Sept. 24

or after:

o A-1 visas - temporary residency for eligible individuals under the Law of

o A-2 visas - interns, students, yeshiva students

o A-3 visas - religious clerks

o A-4 visas - dependents of A2 and A3 visa holders

o A-5 visas - temporary residents

o B-1 visas - general B-1 work

o B-1 visas - foreign experts

o B-4 visas - volunteers

There is no need for these visa holders to contact the MOI, as the visa

extensions are automatic.

Visa expiration dates have been extended previously because of quarantine measures and the closure of consular services. Israel is in the midst of a nationwide lockdown imposed last month after the COVID-19 infection rate began to rise. At this time, the Ministry of Interior will only accept urgent cases, and only for individuals who scheduled an appointment at the MOI prior to the lockdown.

India - Latest updates on state lockdowns

What is the change?

The following states have extended their lockdowns until 31 October 2020:

Maharashtra: This extension will enable the Central Railway to introduce eight

additional services in Mumbai to reduce overcrowding, with four running on

the main line and four running on the Thane-Vashi Trans-harbour line. More

Tamil Nadu: This extension comes with major relaxations, including the re-

opening of government training institutes. All relaxations will require

India - Scheduled commercial international flight remain suspended until 31 October 2020

What is the change?

Currently, all scheduled commercial international flight operations to and from India remain suspended until 31 October 2020. However, this restriction does not apply to international all-cargo operations and flights specifically approved by the Directorate General of Civil Aviation (DGCA).

India – Launch of India Visa Online portal

What is the change?

Visa applicants can now submit their applications on the newly launched India Visa Online portal. For more information on visa categories, visa provision, and other instructions, please refer to the link below. With effect from 5 p.m. EST on 14 October 2020, visa applicants no longer need to fill out new applications on the Cox & Kings Global Services website, as its contract with the Government of India is coming to an end. What is the change?

• With effect from 10 October 2020, Hong Kong and Macao residents can apply for the renewal or reissuance of their Exit-Entry Permit for travelling to and from Hong Kong and Macao (Home Return Permit) at any local Exit-Entry Administration Bureau (above the county level). This is a change from the previous arrangement, where Hong Kong and Macao residents had to first apply for a single-entry travel permit from the local Exit-Entry Administration Bureau, before travelling back to Hong Kong or Macao for the renewal or reissuance of the permit.

effective from 1 October 2020:

Foreign nationals holding the following types of visas will be allowed to enter

Indonesia through designated immigration checkpoints after undergoing the

required health protocol procedures: Official Visa; Diplomatic Visa; Visit Visa;

Limited Stay Visa; Official Stay Permit; Diplomatic Stay Permit; Limited Stay

Permit (ITAS); Permanent Stay Permit (ITAP); and Asia Pacific Economic

Cooperation (APEC) Business Card.

Visa exemption and visa on arrival facilities remain suspended; however, crew

members arriving in their vessels can still obtain a visa exemption facility when

entering Indonesia.

Visit visas will only be granted for a single entry for the following purposes:

emergency and essential work; business meeting; purchase of goods;

probationary period for foreign workers; medical, food, and humanitarian aid

work; and crew members joining a vessel in the territory of Indonesia.

Limited stay visas applications will also be open for new applicants conducting

selected activities:

o Work-related activities: technical experts; crew members joining a

ship, floating device, or installation operating within the territory of

the archipelagic waters, territorial sea, or continental shelf, as well as

the Exclusive Economic Zone of Indonesia; supervision of the quality of

goods or production; inspection or audit at a company branch office in

Indonesia; provision of after-sales services; installation and repair of

machinery; non-permanent construction activities; and work capability

assessments.

Non-work related activities: foreign capital investment; family reunion; and

senior foreign tourists.

Singapore - Latest updates on travel measures

What is the change?

All travellers entering Singapore from 14 October 2020, 11.59 p.m., onwards with a travel history in the past 14 days to Sabah will have to serve the 14-day Stay-Home Notice (SHN) at dedicated SHN facilities. The measure will also apply to returning Singapore-based travellers under the Reciprocal Green Lane scheme as well as Malaysian citizens and Permanent Residents (PR) entering Singapore under the Periodic Commuting Arrangement.

Any visitor with recent travel history to Indonesia or Philippines, who is not a Singapore citizen or PR, will also be required to present a valid negative COVID-19 test to enter or transfer through Singapore. This measure will take effect from 19 October 2020, 11.59 p.m. To reduce the importation of cases from these countries, travellers have to take a COVID-19 polymerase chain reaction test within 72 hours before departure. They will still be required to serve a 14-day SHN at dedicated SHN facilities and take a negative COVID-19 test before the end of their SHN.

In addition, Hong Kong will be added to the list of low-risk countries or regions, which includes Mainland China and Taiwan. Travellers from Hong Kong will be allowed to serve a reduced seven-day SHN at their place of residence instead of 14 days at dedicated SHN facilities. This takes effect from 14 October 2020, 11.59 p.m.

With effect from 26 October 2020 until further notice, France and Russia will be added to the list of specified high risk places. This is in addition to the other places currently on the list: Bangladesh, Ethiopia, India, Indonesia, Kazakhstan, Nepal, Pakistan, Philippines, South Africa, the United Kingdom, and the United States. Inbound travellers who have been to these places in the 14 days prior to their arrival in Hong Kong must provide a specific set of documents, including a negative COVID-19 nucleic acid test report, and a confirmation in English or Chinese of a room reservation in a hotel in Hong Kong for not less than 14 days.
