The mission of the Texas Citizen Police
Academy Alumni Association is to as-
sist and educate the various Citizen
Academy Alumni Associations within
the State of Texas to better serve their
communities by more effectively part-
nering with and supporting the law
enforcement agencies in their area.
Once a year an alumni steps up to host
a convention for police officers and
everyone who is a member of a Citizen
Police Academy Alumni Association in
Texas. The commitment that this
alumni takes upon themselves says
much for their dedication to all the
police departments and all the alumni
members of the Citizen Police Acade-
my Alumni Associations in the State of
Texas.
We have another convention sched-
uled for August 4-7 at San Marcos. If
you have attended before, you will not
be disappointed if you choose to
attend again this year. If you have
never attended, come join us. I prom-
ise you will be rewarded with new in-
formation, new friends, and a renewal
of your own commitment to the
CPAAA.

New Years Eve is a special event for the last several years as MCP4CA Alumni host the NO REFUSAL for East Montgomery County. This year we served 87 law enforcement from 5 different agencies, cooking breakfast for them all night and into New Years day. No safer place to be than in a police building when the ball drops!! Sgt. Gene Barnett was awarded an Appreciation Plaque for His support of the alumni.
Everyone enjoyed playing the old “White Elephant” game at the alumni Christmas Party and we had some of the command staff join us.

Texas City CPAAA Texas City Citizen Police Academy Alumni sponsors Texas City Police Department’s Christmas with the Blue and Christmas with
the Blue II. Blue Santa was an incredible experience with officers visiting homes and delivering gifts …and sometimes trees… to
homes that otherwise would have done without. Just to be sure no kids were missed, Chief Stanton invited kids to come by the
Texas City Police Department for a visit with Santa and food, gifts, games and more gifts. And well over 400 young families did
just that! The day was such a success, we decided to do it again in La Marque and we topped 300 that day too! It was a fun and
rewarding experience for everyone involved.

On January 12 Seagoville CPAAA hosted the Region 2 meeting with 80
alumni members in attendance. Officer Dickerson introduced our guest
speaker, Texas Ranger David Armstrong. Trooper Armstrong presented a
power-point and video tape of a DPS encounter at the DPS Driver’s License
Officer on Northwest Hwy. and ensuing chase at a mall including gunfire.
Trooper Armstrong explained how they determined who fired and from what
angle. He also explained the role in law enforcement for the Texas Ranger.
Dorris Murdock, 4th Vice-President of the state board, encouraged everyone
to register for the 2019 TCPAAA Convention and Law Enforcement Annual
Training in San Marcos and make their hotel reservations.

The Garland CPAAA assisted the Police Department by working barricades
and other duties at Christmas on the Square event. We had a Christmas tree
lighting, singing by local school choirs,
snow slides for the kids, plenty of food
and ice-sculpture exhibit. It was a lot of fun, and the
weather was very cooperative this year! The evening was
topped off by a visit from Santa Claus, who hung around
to hear our Christmas wishes!

We were proud to have the GPD
We closed out 2018 with our annual Holiday Dinner. This
is the only meeting of the year where we allow each member to bring an adult guest. We had 85 members, 30 guest
and 5 officers in attendance, so 120 packed into our meeting room which was beautifully decorated for the season.
The association provides the ham and turkey and members bring delicious side dishes and desserts. It is always a fun
time to sit back, relax, and hear from the Police Department with current events.

Our Chief of Police, Chief Mitch Bates, is transitioning soon to be Deputy City Manager, so our city is in the process of
selecting our next Chief. We are honored that the City Manager and Chief Bates requested two of our Board members
to be on a citizen panel to interview the four finalists.
In January we heard an interesting presentation from the Game Warden. After the presentation the nominating com-
mittee also presented the nominees for the 2019-2020 Board of Directors. Each nominee introduced themselves and
give a brief resume of their qualifications to represent us next year. Elections of our new Board will be at our February
meeting.

Also, in February, we will host a pancake breakfast fundraiser at LaBella’s Restaurant. That is always a good time to
meet citizens from our city and get them interested in our Citizen Police Academy.
We will be assisting the Garland Police Department and the Garland ISD with a Wellness Expo in February – we will
collect old and outdated medicine, to keep the drugs out of our children’s hands and out of our sewer system. We col-
lect it and the Police Department along with DEA, dispose of it properly.
In March, some of our members will be volunteering to assist in an active shooting incident training exercise with the
Irving Police Department. We are always excited to meet with members from other cities and to assist law enforce-
ment in this important training.
We are very busy with planning the 21st Annual Garland Police Awards Dinner, that we are hosting at the Hyatt Hotel
on April 6. The Alumni works hard to put on this event and we are looking forward to recognizing these Officers.
The Police Department has started the second Youth Citizen Police Academy and some of our members will be serving
a meal at their first meeting.
The Garland Police Department is hosting a Shooting Day for us at their range, and to show their appreciation for our
hard work throughout the year, they will be preparing and serving lunch for us that day! We are looking forward to
that!

On November 19, 2018 Brother Ken Ashlock passed away. A finer man you will never meet.
Brother Ken was the Garland Police Department Chaplain for more than 50 years. He served other agencies
as well such as the Garland Fire Department, the Constables Office, Department of Public Safety and the
Texas Rangers. He was the Pastor of New Liberty Church in Garland for over 50 years.
Brother Ken was known for his love of people, for building lifetime relationships, for big hugs, always having a
story to tell, his laughter and for supporting the ones he loved when he was needed. This man laughed with
us, cried with us, and was always available at a moment’s notice for Police Officers, their families and citizens
of Garland (and others) in their times of need. He presided over the weddings of many Officers and the funer-
als of our fallen brothers and the funerals of family members of Police Officers. He never refused a call for an
Officer or citizen needing comfort, counseling or guidance.
A true man of God and of the Officers and citizens he so loved and served with his heart and entire being. He
bore the burdens we could not, and he never wavered in his commitment, dedication and love to and each
and every one of Garland's finest.
Brother Ken will truly be missed. The Garland Citizen Police Alumni and the Garland Police Department and
the citizens lost a true brother and friend that day, but God has gained a warrior.

IRVING CITIZEN POLICE ACADEMY ALUMNI ASSOCIATION
Halloween Inspirations 2018
Irving Mall has organized trick-or-treat events on the Halloween day for several years. Candy collection in the
halls of the malls serves as an alternate and safe op-
tion for the kids. At the Irving Police sub-station located
inside the mall, our Alumni members treated hundreds
of junior Jedi Knights, Disney Princesses, and kids
donned ensembles of future first responders. Our vol-
unteers also inspired these kids to better themselves
by presenting them with Junior Officer badges along
with the candies.
December brings out the best in people
On the 1st of December, Santa visits the 1st Main Street
Irving to kick start the Christmas celebrations. Our
Alumni members supported the Chili cook-off and Blue
Christmas fundraiser events organized on this day to
help raise money for the toys and food to be given to less fortunate families at this time of the year. Two of
our members also volunteered to be the judges for the chili cook-off.
Irving Family Advocacy center supports our at-risk community members all year round. ICPAAA supported
the Christmas Celebration at the center by setting up fingerprinting station for the kids and helped organize
game-prize events for the children. Hundreds of kids
went home with their fingerprinted identification cards
that will come in handy in times of emergency.
With the help of generous donations from the alumni
members and the support of retail stores we were able
to make a dozen of large Christmas baskets filled with
food and groceries. On the night of December 13, our
Alumni members paired with Irving Police officers and
rode with them on night patrol looking for families that
could use a little help around this time of the year. As
the saying goes, we can do small things but with great
love, our officers felt good about participating in such
activities. ICPAAA believes such activities will foster the
relationship between the Police and the residents of our
community.

MESQUITE CPAAA
The weather may be cold but that doesn’t stop Mesquite Cit-
izens Police Academy Alumni Association (MCPAAA) volun-
teers teaching high school students the dangers of driving
while under the influence and texting and driving a vehicle.
Students wear goggles immediately giving the sensation of
being intoxicated as they solve puzzles, attempt to drive
through an obstacle course, walk the line,
and other exercises testing compromised
eye hand coordination.
December is a busy time for MCPAAA members who support and contribute volunteer hours, and toys to the MPD annual Santa Cop program providing Christmas for Mesquite children and youth who otherwise might
not have Christmas. This year the event included pictures with Santa Claus, refreshments, live music and a great day of Christmas celebra-tion for families. Santa Cop provided gifts for 1,012 children and youth and supported 330 Mesquite families.

THE COLONY CPAA The Colony CPAA volunteers served breakfast for the officers
on the night shift and first shift on Christmas Day as most all
restaurants are closed in our little city.

WYLIE CITIZEN POLICE ACADEMY ALUMNI ASSOCIATION
The Wylie CPAAA held their annual Christmas party and board elections at Napoli’s Italian Restaurant on December 4th. After a
meal provided by the association to the members, we exchanged $10 gift cards while laughing and having a lot of fun “stealing”
cards from each other. The votes were unanimous and the same
officers were voted in.
On January 19th, we toured the new Public Safety Training Center,
home for the Fire Science and Law Enforcement academies at
Collin Collage. It is an amazing new training facility for police and
fire trainees. After a brief explanation by our tour guide of how
the new facility works, we were shown state of the art training
classrooms, shooting ranges that could bring in a police car to
train how to do traffic stops using night time lighting and police
flashing lights, and a tactical training room with Big Ass fans to
regulate the temperature. The grand finale was a huge room
with actual storefront scenarios. There were street lights, stores
like a bank, check cashing store, a school, apartments upstairs, a
balcony for
possible jump-
ers to be talked down, and the ability of trainers to observe all the action from
a catwalk. Our guide explained that several scenarios take place at the same
time where a holdup may be occurring at
the bank while hostages may be held at
the school. With the ability to dim the
lights to night time vision or a power
outage where flashlights had to be used
and the ability to bring in a police car
with flashing lights, it makes the training
as real as possible. And then there were
the outside facilities on the 25 acre
grounds with a four story apartment
complex to do building searches, a burn
house for the fire academy to train but
can also be used to train police officers
when NOT to attempt to rescue someone
due to the toxicity of the smoke coming
out of the building. It was a fantastic
facility. Lunch at Blue Goose followed
the tour.

KERRVILLE CITIZENS POLICE ACADEMY
ALUMNI ASSOCIATION
December’s Blue Santa again brought together the community of Kerrville. Many individuals, associations, neighborhood groups, and businesses contributed money and toys. The Rotary Club provided food and distributed it at our Blue Santa event, which hosted thirty-four families and seventy-eight children.
We benefited from the help of 22 willing and able Schreiner Uni-versity students. They helped us shop, carry, and transport toys and clothes from Wal-Mart to Ronnie Bock’s RV service bay. Then,
they helped stuff and transport gift bags. On Blue Santa Day these students and Tom Whiting’s grandson brought gifts to Blue Santa and to the vehi-cles of the Blue Santa recipients.
Three days later the Schreiner stu-dents helped with organizing donated toys at the Doyle School Community Center for its Blue Santa event. After about 70 children received gifts from Blue Santa, the university students helped pack up and load the leftover toys. Their labor and injection of extra pep and fun energized all of us.
These toys were used to provide Christmas gifts for the twenty children at the K’Star Emergency Youth Shelter and for birthday gifts to children who will be there in 2019. Seven children at the Hill Country Crisis Council’s Domestic Violence Shelter also received toys. School Re-source Officers, patrol officers and calls directly to KPD accounted for another 20 children who received toys. Some of these families also needed food, which KCPAAA purchased.
Thank you to these KCPAAA members, some of whom worked until a few days be-fore Christmas to make sure all of the nearly 200 children mentioned above had Christmas gifts: Bonnie and Bob Amburgey, Glori Ball, Rose Bradshaw, Jeanette Cafferty, Toni and Jim Caldwell, Stephanie Clarke, Jo Hancock, Bill Heinert, Gail John-son, Linda McBroom, Amy McNatt, Bev Nyitrai, Norma Rister, Jeff and Page 3 Bren-da Smith, Helen Stockton, Betty Trejo, Olive Truitt, Gloria Valentine, Terri Vollrath, and Tom Whiting

WACO CITIZEN POLICE ACADEMY
ALUMNI ASSOCIATION
WCPAAA and WCOP received recognition in the local newspaper,
Waco Tribune-Herald with the following quotes from an article
dated January 22, 2019, by Kristin Hoppa. The cards are funded
by the Waco Citizens’ Police Academy Alumni Association and the
Citizens on Patrol as an opportunity for positive police interaction
with young residents.
They provide Waco officers a means to make a greater impact on
the youth they encounter in the city. About 30 officers requested
the customized cards for 2019 as a way to build bridges with the
youth they encounter. The cards are a twenty-two year tradition
at the Waco Police Department meant to foster community out-
reach. Waco Police started the trading card program in about
1997 under former chief, Gilbert Miller.
“This is pretty neat, because we get to hand them out to kids,” said Officer
Steven Borho, posing for a card outside police headquarters. “It lets them
keep a picture of you to create that interaction with them that maybe they
will remember.”

ward to having the cards for presentation at local schools with Hondo. “This is
the best job in the department, being in this position. Cards will be great, es-
pecially when we do all the programs
with Red Ribbon Week, and give kids something to take home to remember.”
Officer Weiser said.
Crime Prevention Specialist, Candice Ortiz, said she worked with the officers to
coordinate photos, safety tips and officers’ information to go on each officer’s
card. “Our group just thinks this is something officers can build relationships off
of with kids, but adults like them as well. It gives officers something to present
to a child and make a memorable moment that maybe that child will not forget
for the rest of their life.”

CORPUS CHRISTI: Corpus Christi wrapped up its Shoe Donation for the year. We collected over 4,000 pairs of gently worn, and in some cases new shoes! It is a little work, but well worth the effort! We issued challenges among our group, and in the community. One Girl Scout troop challenged other troops and when we did our TV drop off at a news station it was awesome! CC also did their annual Shop With A Cop volunteer program.
This year, over 500 kids had Christmas thanks to the gener-osity of the community for the program, which is sponsored by the Fraternal Order of Police (FOP). The children interact with police officers from multiple agencies and learn that they are trustworthy and can be their friend and safe ha-ven. In December, the CPAA hosted it's annual end of year din-ner, installing the new Board for 2019 and presenting gifts to the police department. Members bring an officer as their
guest and it is a great way to make the CPAA known to all officers and is a great fellowship for all. The po-lice department Command Staff attends and Chief Mike Markle is always a joy to be around. 2019 is going to be busy as a new shoe drive is beginning! The Cadet Class will graduate inf February and it is our honor to participate and serve at their reception. Many officers are retiring this year and the retirement ceremony is also in February where the CPAA helps to serve the retirees and their families lunch and des-sert. We also us both the Cadet Graduation and the Retirement Ceremony as a fund raising opportunity by having our shirts, coins, throws, etc. on site and for sale. Also, the CPAA is doing Bark In The Park as a fund raiser. It is a dog walk and the community interest already generated is a good sign. This will be done in April. HARLINGEN: Harlingen assisted their PD at Halloween handing out over $1,000 worth of Candy. They also participate on a regular basis for the Friday Night Art Walk, held the last Friday of each month. They walk the sidewalks being a second pair of eyes for the PD. They also do Shop With A Cop and do so each year. They assisted with HPD recruit training and getting those rookies ready for the street. They have a new CPA class starting and also a new Chief of Police that they are excited about. SAN ANTONIO: San Antonio CPAA assisted in a Cadet graduation and an Explorer competition that was held in Corpus Christi. San Antonio Explores brought home the overall award from the competition. In September they held a COP (Citizens on Patrol) class.

TCPAAA Award Nominations Procedure
The 2019 Texas Citizen Police Academy & Alumni Annual Training and Convention in San Marcos will be honoring those people who have made unselfish contributions to the concept of the Citizen Police Academy and its respective Alumni Association at the Awards Banquet. Please tell us who you feel has truly contributed to further the Association and Alumni spirit and idea by completing the enclosed nomination forms and mailing them to the address below. We need your nominations for the following:
RAY RAMON AWARD Peace Officer of the Year 2019
This award is in honor of the officer who hosted the first Convention in 1993. The award will be presented to the Texas peace officer deemed to have contributed the most to the development of the CPA program during 2018-2019.
BILL ENNIS AWARD
Alumni Member of the Year 2019
This award is in honor of the Officer who brought and held the first Citizen Police Academy Alumni to Texas. This award will be presented to the Texas Citizen Police Academy Alumni Member deemed to have contributed most to the success of the Alumni program for 2018-2019.
ALUMNI ASSOCIATION FOR 2019
This award will be presented to the Alumni Association considered to have advanced and used new programs to enhance the citizen-police partnership by either actions or deeds during 2018-2019.
ALUMNI MEMBERSHIP FOR 2019
This award will be presented to the Alumni Association which has increased its membership and increased the percentage of membership participation during 2018-2019.
