This letter isto request $250,000 in funding for the Military Enhancement Comm ittee . This committee is t hegoverning body through which the local gove rnments in Beau fort County a nd the business community partneron advocating to kee p a nd grow our thr ee military installations.

The MEC is typica lly most active during Base Realignment and Closure proceedings and has successfully workedto mainta in the three installations. In rece nt months, the Secretary of Defen se has requested Con gress toauthorize BRAe roundsin 2013 and 2015.

Our thre e local inst allations have an a nnual combine d eco nomic impact of more than $1.2 bill ion for our county.Our ot he r major eco nomic driver is tourism, which is significantly impa cted by grad uations at Parr is Island .Marine Corps gradua tions acco unt for nearly half of a ll visitors to northern Bea ufort County.

leaders in North Carolina, and othe r ne ighborin g states, are we ll underway in efforts to de fend theirinstallat ions from the thr eat of BRAe. South Carolina is well behind ou r neighbors, and competitors, but hasbe gun to take strides towards catching up. In February, Governor Haley stood up th e Military Base Task Force .The MEC has also continued Its effo rts to sta y informed on the issues facing our insta llations, but the time hascome to increase those efforts to include local public re lat ions a nd pote ntia lly lobbying efforts in Washington.

We will be ap proac hing a llour loca l governme nts for financial support in maintaining and e nhancing theseimportant economic drivers in Bea ufort County and ou r community's ro le in our national defense. We will a lsobe engaging our local business comm unity for financial and community support of our e ffo rts.

Sec. 66-26. - Purpose. ,pThe purpose of Ihe accommodations tax board shall be to advise the county council in

matters concerning Ihe expenditure of revenues received by the county by means of a two-percentstate tax on tourist lodging facilities; provisions of Ihe stale act require the council to comply w ithspec ified criteria for the expenditure of revenues derived from the tax, and the council wishes tocomply with the provisions of the state act.

Sec. 66-27. - Members hip . rPMembership on the accommodations tax board shall be compose d of the following:

(1) Four members shall be selected from the hospitality industry of the county.

(2) Two members shall be selected at the pleasure of the council.

(3) One member shall be selected from a cultural organization.

(Code 1982. § 7·2 1(b)(1 )-(3 ))

Be in compliance with the Ordinance No. 89·9 ; however, the first $25,000.00 ofrevenues receive d from the accommodations tax will, by law, be placed in thecounty's general fund with no restrictions on the expenditures.

Five percent of the balance must be allocated to the general fund with no restrictionson expenditures.

Thirty percent of the remaining balance is split with half going to the Beaufort RegionalChamber of Commerce and half going to the Hilton Head - Bluffton Chamber of

Commerce as the council hereby designates the Beaufort Regional Chamber ofCommerce and the Hilton Head - Bluffton Chamber of Commerce as the designatedmarketing organizations (DMOs).

At the end of each fisca lyear, an organization rece iving funds shall render an accounting of theexpenditure to the county . The final reports from the two DMOs shall bepresented at the August finance comm ittee meeting.

(b) Advertising expenditures using these county funds cannot be spent within

Beaufort County exce pt for notificat ions of festivals or other events similar innature.

Adoption of this section goes into effect immediately; however, any changes tothis section of the Code after initial adoption shall go into effect one year fromdate of ado ption.

The remaining balance plus earned interest received by the county must beallocated to a special fund and used for tourism-related expenditures. These

expenditures shall be dispersed through a grant process of which theAccommodat ions (2% State) Tax Board eva luates requests and makesrecommendations to County Council. Grant requests must not be used as anadditional source of revenue to prov ide services normally provided by thecounty, but to promote touri sm and enlarge its economic benefits through

advertising, promotion, and providing those facilities and services whichenhance the ability of the county to attract and provide for tourists. Tourism­related ex penditures include:

i. Advertising and promotion of tourism so as to develop and increasetourist attendance through the generation of publicity ;

H Promotion of the arts and cultura l events;

iii. Construction, maintenance, and operation of faci lities for civic andcultural activit ies including construction and maintenance of access andother nearby roads and utilities for the faci lities;

iv. The criminal justice system, law enforcement, fire protection, solid waste

collection , and health facilit ies when required to serve tour ists and touri stfacilities. This is base d on the estima ted percentage of costs directlyattributed to touri sts;

v. Public facilities such as restrooms, dress ing rooms , parks, and parkinglots ;

vi. Tourist shuttle transportation;

vii. Control and repair of waterfront erosion;

viii . Operat ing visitor information centers .

Allocation must be spent within two years of receipt.
