EXECUTIVE SUMMARY Introduction and Purpose
Beaufort County School District (BCSD) educates about 22,000 students in South Carolina’s second-fastest-growing county. The demand for high performing student-athletes has been increasing, and with the increasing number of performing athletes, the quality of facilities must be able to give the student-athletes the facilities they need to compete against athletes across the nation. The BCSD has recognized the challenges of meeting the basic standards of athletic facilities and is working to equalize the quality of facilities across all schools in the district. McMillan Pazdan Smith Architecture (MPS) was retained to evaluate all of the School District’s High School and Middle School athletic facilities for guiding decision-making for developing a strategy to make all school facilities equal. The Athletic Assessment will help set priorities on how to improve existing athletic facilities as well as identifying the need for additional capacity to support equity and growth. Process
The MPS team began the assessment by taking inventory of all the athletic facilities at the middle and high schools in the Beaufort County School District. The assessment was performed through on-site evaluations and analysis of data collected by the MPS team with the assistance of BCSD Staff. The outcome desired by BCSD is a working Athletic Assessment to outline the needs and improvement areas for the district athletic facilities. The goal of this assessment is to maintain the same high standards of quality and endurance for the best performance of the student-athletes. The assessment involved on-site review by MPS of all existing fields that were performed to evaluate the current conditions, functionality, special features, and capital improvement needs. Current maintenance standards, as well as standard high school and middle school facility requirements, were used to complete the assessment. A detailed inventory of the facilities was created including an allocation process for determining the equivalent field count based on multiple uses of facilities. The following pages detail each segment of the athletic complexes in regards to the National Federation of State High Schools Associations (NFHS). The following report presents a summary of findings and analysis.

OVERALL ATHLETIC FACILITIES ASSESSMENT
The following are findings that represent most of the facilities. The standards and requirements in this assessment developed with MPS professional sports design experience, and the National Federation of State High School Associations (NFHS) is the body that writes the rules of competition for most high school sports and activities in the United States.
MULTI-PURPOSE PRACTICE FIELDS
Multi-purpose practice fields are in short supply across the District. The popularity of soccer and lacrosse are placing increased stresses on current facilities. These stresses can negatively affect a team’s performance and create safety issues for the student-athlete. Most districts across the state require that all AAAA & AAA schools have three official practice fields and AA & A schools to have a minimum of two official practice fields. The requirements for each site are: AAAA & AAA
• Minimum of 200,000 square feet of open, playable practice area per the following.
• Minimum of three fields, 360 feet long by 160 feet wide (plus 12-foot safety zones) • Crowned along field centerline where feasible at 1% grade (minimum), 1.5% preferred.
AA & A
• Minimum of 150,000 square feet of open, playable practice area per the following.
• Minimum of two fields, 360 feet long by 160 feet wide (plus 12-foot safety zones) • Crowned along field centerline where feasible at 1% grade (minimum), 1.5% preferred.
LIGHTING
Standard requirements for typical schools have one field lit for practice purposes. Having a lighted practice facility reduces the need to utilize the stadium field for evening practices. It also creates a potential site to host certain Junior Varsity and B-Team competitions, thus reducing additional stresses to the stadium field. The requirements for lighting a multi-purpose practice field are:
• Lighting for one practice field • Foot-candles = 50 maintained
There was no test performed in this part of the assessment to see which facilities hit target numbers.
STADIUM FACILITIES
FIELD DRAINAGE
Ideally, all playing fields need the installation of sub-surface drainage to their stadium fields. Moderate rain events (>0.5”) cause these surfaces to be unplayable for 24-48 hours. Substantial rainfall (>1”) can cause significant downtime and loss of scheduled contests. When scheduled events cannot be postponed, the result is significant turf loss. The district should get fields tested to evaluate if they meet drainage standards. The Education Specifications have requirements in terms of Grading/Drainage for the Stadium facilities. They are as follows:
• One percent grade (minimum) with a crown.
• Water must run to designated drainage areas off the playing surface and away from the stadium.
SCOREBOARDS
Every stadium should have a scoreboard. Eventually, a new modern scoreboard that has the following requirements for stadium scoreboards:
• LED fixed panel board • Must have two play clocks • Wireless
The estimated cost for a modern LED football stadium scoreboard is $20,000, plus labor.
BASEBALL FACILITIES
WARNING TRACKS
Not all district fields have a warning track. Warning tracks are playing surfaces located on the margins of the playing area to provide a warning to the player that he or she is approaching a hazard (commonly a fence) or out-of-bounds area. Below are the measurements within the requirements for a standard warning track. The specs are:
• Behind home plate –10’ wide • Sidelines –15’ wide • Outfield –15’ wide
FIELD DRAINAGE
Similar to the stadium fields, water needs removal from the playing surfaces. The baseball fields most of the schools currently do not meet these requirements. The ponding of water in the playing fields causes hazards for the athletes, and the uneven surfaces can potentially cause injuries. The maintenance of
these conditions causes unforeseen labor cost. The condition of each field reduces the team’s ability to practice and the school’s ability to generate revenue. SCOREBOARDS
All the schools still have “old bulb-type” scoreboards at their baseball facility. New standards for baseball scoreboards are:
• LED fixed panel board • Wireless
COVERED BATTING CAGE
Some schools are now requiring that one covered batting cages for each school. The cover allows for practice in inclement weather. The batting cage is for both the baseball and softball teams. The specification requirements are:
• Located near competition fields • (2) cages minimum • Concrete floor covered with artificial turf • Power for lighting and hitting machines • Permanent roof covering the entire area
CONCESSIONS/RESTROOMS
Good design practice recommends that each facility has a minimum of one concession stand to service both baseball and softball. Recommendations include the following:
• Concession stand shall be a minimum of 499 square feet including restrooms. • Major modifications to existing concession stand over 499 square feet must meet current building
codes. (OSF and IBC Codes) • Must meet OSF and IBC Codes
Currently, some stadiums use a central concession and restrooms for all field sporting events. A centralized stadium concession works well where all the fields are within close proximity. However, when the fields are more spread out and this creates potential code violations regarding attendance volume and restroom items proximities. The addition of permanent concessions and restrooms would alleviate code concerns and potentially increase concession revenue. OTHER STANDARD MISSING FROM SOME OF THE STADIUMS ARE:
• Fence windscreen (or windscreen, privacy screen) can provide help with wind blockage but also gives you a visual separation and background for your ballfield with team branding, sponsorship, or advertising potential. • Fence safety cap adds safety, reduce player injuries, increase visibility, and beautify any field. • Accessibility to parking, and additional parking • Dugout storage • Home and away bullpens
• Press Box • Solar Orientation - Ideally, you should try to keep the sun out of the batter’s line of sight. It is very
difficult, not to mention dangerous, for a batter to try to pick up a pitch when looking either directly or indirectly into the sun. In other words, it is best to keep the sun entirely behind the batter’s head, so it does not present a problem during play.
• Ample Seating
SOFTBALL FACILITIES
WARNING TRACKS
The specifications for softball warning tracks and baseball are identical, with regards to dimensions. There is not one warning track at a softball field within the District. SCOREBOARDS
All of the schools within the District still have “old bulb-type” scoreboards at their Softball facility. Requirements for softball scoreboards are:
• LED fixed panel board • Wireless
The cost for a modern LED softball scoreboard is $10,000. PRESS BOXES
If not shared a press box with baseball, most of the softball stadiums do not have one. These new standards implemented in other districts that each facility should have a press box meeting the following requirements:
• Raised behind home plate (4-person minimum) • Power, P.A. System and scoreboard controls • The minimum size of 499 square feet • Must meet OSF and IBC codes
The cost to construct a press box can vary depending upon specifics.
SEATING
Each softball class designation has a different seating capacity assigned. Requirements regarding seating capacity are:
• AAAA –250
• AAA –200 • AA –150 • A –100
The district is currently deficient at most of the schools.
OTHER ITEMS

TENNIS FACILITIES
WINDSCREENS
Windscreens are required to surround the entire length of the tennis court fencing. As of this assessment, none of the schools with tennis courts meet this requirement. The cost for each school depends on the length of the screening required. SEATING
The minimum seating requirements for all schools should be 100-person capacity.
TRACK & FIELD FACILITIES
POLE VAULT
No pole vault runways are at the majority of the facilities. The specification requirements for pole vault are:
• One runway minimum (preferably not crossing prevailing winds) • Runway length –40 meters • Concrete pad for the mats • Surface –Basement structural spray (min.)
Building a pole vault runway and landing area for the four schools would be estimated at$80,000. DISCUS/HAMMER THROW
Typical high school requirements for discus and hammer throw events are:
• One NFHS approved discus/hammer cage and dedicated landing sector.
CONDITIONS ASSESSMENT
FACILITY CONDITION ASSESSMENTS This facility condition assessment conducted in February of 2019. Each site was visited, photographed and documented based on existing conditions. The conditions were then assigned a grade with a condition classification of color and terminology as:
Great Condition No attention needed for 10 + years
Good Condition Needs attention within 4 - 9 years
Fair Condition Needs attention within 2 - 3 years
Poor Condition Needs attention within 0 - 1 year
Adequate No Count attention needed for 10 + years
Not Adequate Count needs immediate attention within 0 - 2 years

The field is in Poor Condition. Noticeable drainage issues. It is shared with soccer and Lacrosse.

ATHLETIC ASSESMENT CONCLUSION
CONCLUSION In conclusion, this assessment looked at all athletic facilities throughout the district. The approach to this assessment was to look at 1) the sports provided at each middle and high school currently offered and 2) the existing facilities at these schools in the District, and The assessments evaluated both facility existence and their conditions. Currently, the existence of facilities and the level of quality in the facilities provided by BCSD are not equal. Highlighted in the assessment were areas that were most inconsistent in facilities. The type of athletic facilities ranged from newly designed and constructed schools to schools converted/remodeled from other schools. In touring the facilities, it was obvious that the newer facilities were noticeably better environments. Maintaining a new facility over a facility that is old and dated will leave just that; a facility that is neither new or old. The schools and their staff have made the individual athletic facilities work for years despite the aged conditions. To make facilities across the district equal in type and quality, making district-wide improvements is the right thing to do for the Beaufort County School District. Currently, there is a gap between the athletic facilities each school provides, and also a gap in what each school has to maintain yearly at both new and old athletic facilities. The funding will need to be identified to move forward, but this assessment helps identify priorities to improve the system as funding becomes available, along with addressing some operational, management, and marketing improvements.
