Countrywide Pet foods P/L (CWPF) is lodging an application for a Small Scale Wildlife Trade

Operation (WTO), for the ability to export Eastern and Western Grey Kangaroo skins

collected in Victoria. This is being done under the auspices of the Victorian Governments

two year trial which is facilitating the processing of these two species in controlled regions for

the production of Pet food. These special licences are issued by the Victorian Department of

Primary Industries) as individual Authority to Control Wildlife (ATCW’s) under section 28A of

the Wildlife Act 1975 for the control of Kangaroos that are damaging pasture, crops or other

property or impacting on biodiversity values.

CWPF has been issued a Wildlife Processor Licence (Licence No. 14360888) by the

Victorian Government (attached), to processes Eastern and Western Grey Kangaroos for pet

food, from private farm land that have been issued with the relevant ATCW. We are now

seeking to have approval for a WTO to allow the skins collected as part of this processing to

be exported under Part 13A of the Environment Protection and Biodiversity Conservation Act

1999 (EPBC Act) for species protected under the convention on international Trade in

Introduction

This management plan puts forward a mechanism to enable overseas export of

Kangaroo Skins collected as a by-product from Countrywide Pet Foods P/L (CWPF)

that have been processed as part of the Victorian Government’s Kangaroo Pet Food

trial for domestic pet food.

The Victorian Department of Environment, Land, Water, and Planning ( DELWP) -

previously Department of Environment and Primary Industries (DEPI)) issues

Authority to Control Wildlife (ATCW’s) under section 28A of the Wildlife Act 1975 for

the control of Kangaroos that are damaging pasture, crops or other property or

impacting on biodiversity values.

In order to do this it aims to satisfy the requirements for a small scale, approved

Wildlife Trade operation (WTO) under section 303FN of the Commonwealth

Environment Protection and Biodevesity Conservation Act 1999 (EPBC)

Scale of Proposed Operation

Under the EPBC Act and its associated regulations an operation is a small-scale

operation if it has a low impact on the survival or conservation status of the species

to which it relates. The proposed operation is considered small-scale because it is

only operating with a small area of Victoria. Kangaroos will only be taken from those

shires taking part in the Kangaroo Pet Food Trial as defined by the DELWP.

Historically DELWP issues 850 to 2,200 ATCWs for the lethal control of 30,000 to

70,000 Kangaroos annually. The shires nominated by the DELWP are indicated in

the document published by DELWP, Kangaroo Pet Food trial – Overview (attached),

CWPF will be primarily focus processing of Kangaroos taken from the eastern shires

(Hume), but also smaller numbers from the western shires (Grampians). In the first

year of the trial (2014/2015) the Victorian Government issued 253 special ATCWs

permits for processing, representing 23,000 Kangaroos, out of a total of 2,000

permits and 115,000 Kangaroos for lethal control in Victoria.

This WTO seeks to allow for the export of skins taken during the trial. CWPF expects

to process only a percentage of the total number of Kangaroos to be issued by

DELWP ATCWs, estimated to be no greater than 5,000. Given the Victorian DELWP

estimated number of kangaroos to be processed within the scope of the Kangaroo

Pet Food Trial and the relatively small size of the proposed export activity, the

operation is considered to be small scale.

The Proposed Wildlife Trade Operation

This plan presents an auditable process for CWPF to source Kangaroo skins for

export. The proposed WTO is based entirely on Kangaroo skins sourced from

animals within those shires listed in the Kangaroo Pet Food Trial for domestic pet

food and within the guidelines set out be the DELWP Kangaroo Pet Food Trial. The

Plan provides a process to ensure that the WTO operates in a manner that satisfies

government requirements and to minimise public concerns about welfare and

sustainability. The species covered by the Wildlife Trade Operation are Western

Grey Kangaroos (Macropus fulignosus) Species Code Number 1263 and Eastern

Grey Kangaroos (Macropus giganteus) Species Code Number 1265.

State Regulations

Until now Kangaroos shot under the control of DELWP and ATCWs have been left to

decompose on the property of origin, representing a waste of resources. The

Kangaroo Pet Food Trial of two years commencing on 1 July 2014 will enable

Licenced Operators to further process these Kangaroos. The Victorian Government

and its relevant governing departments have set out the guide lines required.

Kangaroos will be processed at CWPF Licenced Pet Meat Facility, located in

Stanhope Victoria. CWPF produces pet food under the control of PrimeSafe,

Victoria, (Licence No K00018),where it is required to meet conditions for the

Standard for the Hygienic Production of Pet Meat. PISC Technical Report 88 –

Amended 2009. As part of the trial program CWPF has also applied and been issued

by DELWP with a Wildlife Processors Licence (Number 1436088) for the processing

of Kangaroo Meat for pet food, in accordance with Regulation 23 of the Wildlife

Regulations 2013.

Region of Kangaroo Pet Food Trial

Western Grey Kangaroos (Macropus fulignosus) and Eastern Grey Kangaroos

(Magropus giganteus) occur with the designated shires shown on the attached map.

CWPF will only process Kangaroos from these areas, from land owners that have

applied and received valid Kangaroo Pet Food Trial – Authority to Control Wildlife

(ATCW) type 12 permits. All kangaroos processed will be able to be identified and

traced back to the property of origin. All Kangaroos will be identified with an

individual numerical tag that will remain on the skin.

Tags will identify the ATCW licence and the carcass number (the carcass number

being the next sequential number of kangaroos under control for that ATCW licence)

A documented control of tags will be maintained by CWPF and balanced against

ATCWs and kangaroos processed.

Skins

All skins for export will be sourced only from those areas identified within the

Kangaroo Pet Food Trial. All skins will be identified with a tag, which is attached by

the contract shooter prior to receival at CWPF the tag is remains on the hide during

processing. The wildlife Department with DELWP control the number of animals

sourced by the issuing of Permits, ACTWs thus ensuring that the abundance of

these animals are not threatened. Skins will be sold to a licenced Hide Dealers

(Skins).

Length Season

The operation will be undertaken throughout the Trial dates ending June 2016.

The Number of Kangaroos

Will be limited to the permits issued by DELWP. CWPF will only process a small

percentage of those permits. Actual numbers are not available, as this is the first

time kangaroos have been permitted to be used as pet food within Victoria.

Licenced Shooters

All shooters will be required to hold a current relevant State Government authorised

Shooters licence, which is recognised by the Victorian Goverment. A copy of which

is recorded in CWPF Quality Assurance Program. The Preferred Shooters are

required to operate under the guidelines set out in the National Code of Practice for

the Humane Shooting of Kangaroos and Wallabies for Commercial Purposes and

will be trained in food safety procedures to as outlined in the Standard for the

Hygenic production of pet meat , PISC Technical Report 88 – Amendment 2009, to

ensure company outcomes are met.

The Impact to species during the Kangaroo Pet Food Trial

Authorities to Control Wildlife (“ATCW”) permits have been issued within Victoria for

many years. DELWP has continued to issue such permits throughout these years

indicating that the rate of disposal has had no observable impact on the viability of

the Victorian Western Grey Kangaroos (Macropus fulignosus) and Easter Grey

Kangaroos (Macropus giganteus) population.

Controls

CWPF is controlled by Section 28A of the Wildlife Act 1975 and Wildlife Regulations

1992, existing PrimeSafe regulations and The Standard for The Hygienic Production

of Pet Meat. PISC Technical Report 88 – Amended 2009. CWPF has in place a

system of tagging the Kangaroos. Each kangaroo will have a tag attached to the skin

that is numerical and individual. The tags will be numbered in sequence displaying

the ATCW Licence number and sequential number controlled against that ATCW.

Only licenced Kangaroo processors can produce and sell meat and by-products in

Victoria. Protected Wildlife Record Books are issued by the Department of

Conservation and Natural Resources, Victoria. For the recording of all Kangaroos

through CWPF facility, and are required to be maintained as and when Kangaroos

are processed. An Annual Return Form, Wildlife Processor Licence is required to be

completed (copy provided as part of the Wildlife Processor licence.) CWPF has its

own controls regarding the issuing of tags and is documented in our Quality

assurance Manual (copy provided). Tags attached to the carcass (and remains with

the skins) will indicate (1) The ATCW permit #, and (2) the sequential number

(1,2,3,…) of the Kangaroo controlled from that ATCW permit.

Summary

CWPF has developed a program that will enable it to participate in the Kangaroo Pet

Food Trial and meet all statutory requirements set out by those Victorian

Government Departments. It is submitting an Application for Approval of a Wild Life

Trade Operation. The information set in this application aims to satisfy the

requirements for a WTO (Small-Scale).

APPENDIX 3

Requirements for the Euthanising and Collection of Wildlife (Kangaroo)Cadavers

For the collection and processing of Wildlife cadavers (Kangaroo), at Countrywide Pet Foods P/L facility Stanhope, the following procedures and guidelines will be adhered to by all suppliers, in meeting the requirements of the PISC Tech Report 88, and the National Code of Practice for the Humane Shooting of Kangaroos and Wallabies for Commercial Purposes:

A3.1- Requirements for Contract Shooters to CWPF A3.1.1 All contractors/Shooters will be approved by Countrywide Pet Foods management prior to acceptance of any product, and will have to be registered onto our Supplier list (Form #17) A3.1.2 For approval all contractors will have to prove that they are conversant with the requirements of the Australian Governments – National Code of Practice for the Humane Shooting of Kangaroos and Wallabies for Commercial Purposes. If they have a certificate issued by relevant State authorities this is to be registered on Form #17, and a copy retained on file. If not then the Contractor will have to display firearm competency, and ability to shoot within the guidelines of the Code of Practice, as per A3.1.3. A3.1.3 Internal certification for the Shooting of Kangaroos, will follow the guidelines of the National Code of Practice for the Humane Shooting of Kangaroos and Wallabies for Commercial purposes, where the contractor has to demonstrate the ability to place 5 shots within a 4 cm spread target from a range of 50 metres. They will also be required to answer a test paper (Form #16), testing understanding of the codes minimum requirements.

A3.1.4 Contractors vehicles will have to meet the construction and harvesting requirements as specified in PISC Tech Report 88 Clause 6.13. Prior to acceptance all Contractors will be given a copy, of both the National Code of Practice and PISC Tech Report 88 clause 6.13 to 6.17.

(h)The hanging frame, floor and equipment of a vehicle used in field harvesting shall be:

-durable

-non-toxic

-smooth surfaced

-corrosion resistant (Mild steel that does not come in contact with exposed

meat is acceptable if maintained rust free. Contact surfaces like pelvic racks,

spikes and hooks shall be corrosion resistant.)

-impervious

-resistant to, or protected from impact

-easily cleaned and drained to prevent ponding of water and blood, and

where necessary, capable of being dismantled for cleaning

-resistant to chipping, flaking or fraying

-of a finish that makes contamination clearly visible.

(i)To facilitate hygienic processing, each vehicle used in field harvesting shall have:

-a supply of suitable water sufficient to wash hands and equipment

throughout operations each day and/or night

-a hand wash facility equipped with taps and located near the normal

processing area

-an adequate supply of a suitable agent for sanitising hands

-if hands require drying during harvesting, hand drying facilities of a type that

do not contaminate the washed hands

-facilities for cleaning and sanitising equipment used during processing operations

(j)To facilitate hygienic processing, the field processor shall ensure:

-hanging frames, floors and equipment used in processing are

cleaned and sanitised at the end of each day and/or night’s

operations;

(k)The hanging frame used on a field harvesting vehicle shall be constructed to ensure:

-sufficient space is provided between carcases to allow effective cooling

-carcases are hung in a manner that does not jeopardise the

acceptability of the product

-contamination of exposed meat surfaces by other carcases is minimised

sufficient racks are provided to enable all eviscerated carcases to be transported

within the hanging frame

A3.1.5 Harvesting of Kangaroos will only be from the designated controlled areas specified by the Department of Environment and Primary Industries (DEPI), where DEPI have issued Authoriy To Cull Wildlife (ATCW’s) licences. Contractors will be required to supply a company supplied document (Form # 20) with each consignment, specifying the relevant Authority to Cull wildlife (ATCW) licence number, the Farm identification Number (PIC), the number culled against the ATCW, and date and time. A3.1.6 Contractors will meet the following requirements in the supply of Kangaroos to CWPF:

(a)At the commencement of harvesting, the field processor’s vehicle,

equipment and clothing shall be clean. (b) Pouch young including foetuses shall be killed humanely and not processed

(c) A person who harvests wild animals shall not:

(1) remove any serous membrane

(2) remove, modify or obliterate any evidence of disease or defect in any carcase

(3) remove any mark or identification from the carcase.

(d)Trimming of minor contamination may be performed when it does not impede

subsequent inspection or jeopardise the hygiene of pet meat.

(e)After shooting, the wild animal carcase shall be hung, bled and field dressed without undue

delay. Bleeding shall be as complete as possible. With the consent of the controlling authority

and subject to such conditions as it may approve, wild animal carcases may be conveyed to a pet

food processing establishment without having been bled and/or field dressed.

(f)The skin shall be retained on the wild animal carcase until processing.

(g)The wild animal carcase shall be:

(1)placed under refrigeration within two hours of being harvested, except where it is

harvested between sunset and sunrise in which case it shall be placed under refrigeration within

two hours of sunrise; and

(2)reduced to a deep muscle temperature of 7°C as soon as possible, but no later than 24

A3.2- Requirements for Documentation and Recording A3.2.1 All Wildlife cadavers will be recorded in Log books supplied by the Dept of Environmemnt and Primary Industries (DEPI), when received, and these log books will be maintained and available to random audit by relevant authorities at any time. A3.2.2 Contractors will be required to supply a company supplied document (Form # 20) with each consignment, specifying the relevant Authority to Control wildlife (ATCW) licence number, the Farm identification Number (PIC), the number controlled against the ATCW, and date and time. This document will be used to record to the supplied Log Book. A3.2.3 All incoming carcasses will be tagged with an internal company generated Tag, identifying the carcasses against the ATCW logged licence number, to allow for traceability.

A3.3- Processing of Kangaroos for Pet Meat A3.3.1 The processing of Kangaroos for pet meat will be consistent with the requirements as specified in PISC Tech Report 88 section 6.14 to 6.15. The processing will be as per the current controls operated by CWPF as detailed in this manual (Section 4).

Large kangaroos such as Eastern Grey Kangaroo (Macropus giganteus) and Western Grey Kangaroo (Macropus fuliginosus) are relatively abundant in Victoria. While they are a valuable part of our native wildlife, in some areas they may cause problems.

Managing kangaroos

The Department of Environment, Land, Water and Planning (DELWP) issues Authorities to Control Wildlife (ATCWs) under section 28A of the Wildlife Act 1975 for the control of kangaroos where they are damaging pasture, crops or other property or impacting on biodiversity values.

Wherever possible, DELWP advocates non-lethal management of problems with kangaroos. Some non-lethal methods must be authorised by DELWP before they can be carried out. Where non-lethal techniques are ineffective or impractical, lethal control may be necessary.

Appropriate non-lethal wildlife management options must be attempted before DELWP will issue an ATCW for lethal control.

Issued on a case by case basis, ATCWs for lethal control are issued for a specified period and for a maximum number of kangaroos. Kangaroos must be destroyed by shooting only, in accordance with strict conditions of the ATCW, to ensure animals are destroyed in a humane manner.

Landholders who are issued with an ATCW may arrange for shooters to control wildlife on their behalf. Before now landholders and shooters could retain the carcasses of kangaroos for personal use only.

Kangaroo pet food trial

DELWP issues 850 to 2,200 ATCWs for the lethal control of 30,000 to 70,000 kangaroos annually. The vast majority of kangaroo carcasses are buried or left onsite to decompose.

The kangaroo pet food trial is a two-year trial to facilitate the use of kangaroo carcasses controlled in accordance with an approved kangaroo pet food trial ATCW. The trial will not change the requirement for a landholder applying for an ATCW to demonstrate that kangaroos are causing property damage.

Only the carcasses of kangaroos controlled under a kangaroo pet food trial ATCW within the trial area may be used. Kangaroos controlled under the trial may be processed for pet food by licensed pet meat processing facilities that hold wildlife processor licences.

The trial will include landholders in the following local government areas: Ararat, Benalla, Horsham, Mansfield, Mitchell, Murrindindi, Northern Grampians, Pyrenees, Southern Grampians, Strathbogie, Wangaratta and Yarriambiack (Figure 1).

Use of kangaroos for pet food

The trial focuses on the use of kangaroos for pet food in the domestic market. The trial does not allow kangaroo meat to be used for human consumption. Kangaroo meat can still be kept for personal consumption by landholders and shooters.

The production of pet food is regulated under the Meat Industry Act 1993 by PrimeSafe.

Pet meat processing facilities must meet the outcomes of the Standard for the Hygienic Production of Pet Food (‘the Standards’) and have a food safety plan.

The Standards apply to the processing of all animals used in the production of pet food, including wild animals. They contain minimum requirements for hygiene in harvesting, transportation, processing, identification, packaging and storage. The Standards require compliance with the relevant codes of practice for the welfare of animals and federal and state wildlife protection legislation.

Landholders within the trial area will be required to have a Property Identification Code (PIC) to participate. The PIC is used to trace animals for pet food safety purposes and will identify which property the kangaroos came from.

Pet meat processing facilities must ensure that kangaroos are controlled by a person who has sufficient training in humane killing procedures and hygienic handling of pet food. Pet meat processing facilities must specify who will be supplying kangaroos (their ‘preferred suppliers’). Pet meat processing facilities are required to obtain wildlife processor licences issued by DELWP under the Wildlife Act 1975.

Who can process kangaroos for pet food?

Pet meat processing facilities may process kangaroos controlled under the trial provided they:

• meet the outcomes of the Standard for the Hygienic Production of Pet Food

• ensure they have a pet meat processing plant licence from PrimeSafe

• ensure they have an approved food safety plan that provides for kangaroos as a meat source

• obtain a wildlife processor licence from DELWP.

How can I participate in the trial?

To begin with you should contact PrimeSafe to discuss your food safety plan and licence requirements.

You will be required to list preferred suppliers of kangaroos in your food safety plan. These suppliers are the shooters who will control kangaroos on behalf of landholders issued with ATCWs in the trial area.

You must ensure your preferred suppliers are appropriately trained in humane killing procedures and hygienic handling of kangaroos for pet food. The preferred suppliers are required to comply with the conditions of the kangaroo pet food trial ATCW and your food safety plan.

You are also required to obtain a wildlife processor licence from DELWP. You should contact DELWP for information on how to apply for this licence.

DELWP will provide all participating meat processing facilities with the contact details of landholders who have been issued with Kangaroo Pet Food Trial ATCWs. If you are interested in receiving the kangaroos from a landholder you may contact them to make arrangements.

Record keeping requirements

When a pet meat processing facility receives kangaroos from a preferred supplier it must record in record books supplied by DELWP and PrimeSafe:

• the relevant ATCW number

• the relevant Property Identification Code (PIC) that identifies the property where the kangaroos were controlled

• the number of kangaroos received.

A summary of this information, known as a ‘return’, must be provided to DELWP by 30 March each year in accordance with the wildlife processor licence conditions.

Shooters must hold a current firearms licence (please contact Licensing & Regulation Division of Victoria Police to determine if you have the appropriate reason(s) on your firearm license) and be appropriately trained to ensure that they meet the requirements of the National code of practice for the humane shooting of kangaroos and wallabies for commercial purposes and the Australian standard for the hygienic production of pet food. The pet meat processing facility will arrange training.

Shooters will be required to control kangaroos in accordance with the conditions of the Kangaroo Pet Food Trial ATCW. They must retain a copy of the ATCW and carry it while shooting/transporting kangaroos.

Shooters must follow the requirements of the pet meat processing facility’s food safety plan when controlling, treating and transporting kangaroos to meet hygiene requirements.

Landholders who wish to participate in the trial should complete the Kangaroo Pet Food Trial ATCW application form. The application form requires the landholder to describe the property damage and to specify the number of kangaroos causing the damage.

DELWP will assess the application and issue an ATCW to the landholder if satisfied that it is necessary to manage the kangaroos. DELWP will then provide the landholder’s contact details to the participating pet meat processing facilities.

For kangaroos to be used for pet food, they must be shot by a person who is listed in the food safety plan of a licensed pet meat processing facility. Kangaroos shot by any other person, including the landholder, cannot be used for commercial pet food. Where there is sufficient demand for kangaroo meat, a pet meat processing facility will contact you and arrange for a shooter to come to your property on an agreed date.

The landholder must provide a copy of the ATCW to the shooter, which the shooter must keep on them while shooting and transporting kangaroos.

Landholders participating in the trial must note their Property Identification Code (PIC) on the Kangaroo Pet Food Trial ATCW application form. The PIC is used for pet food safety purposes. If you do not already have a PIC you should contact DELWP and enquire about this process.

Can I participate in the trial?

You may participate in the trial if:

• kangaroos are causing property damage and you have exhausted all non-lethal means of control

• your property is located in the trial area (see Figure 1)

• you are issued with a kangaroo pet food trial ATCW to control kangaroos on your property.

The person who shoots the kangaroos must be trained and named as a preferred supplier in the food safety plan of a licensed pet meat processing facility.

If the facilities are interested in your kangaroos they will contact you and make arrangements for a shooter to come to your property.

Do my details have to be passed on to a pet meat processing facility if I want to participate in the trial?

Yes. Kangaroos must be shot by a person who is listed in the food safety plan of a licensed pet meat processing facility.

If you don’t want your details to be passed on then you may apply for an ATCW using the standard form and follow the normal process.

Will the pet meat processing facility pay me?

You should discuss this with the pet meat processing facility if they contact you.

What happens if I’m not contacted by a pet meat processing facility?

If you are not contacted by a pet meat processing facility, you can control the number of kangaroos specified in the KPFT ATCW issued to you, but the meat cannot be used for commercial pet food. If you are unable to control the kangaroos yourself, you can engage a suitably licensed and equipped shooter to conduct the control on your behalf providing they meet firearm details on the Conditions page of your permit. There is no requirement under the KPFT ATCW to have these agents listed on your permit.

What if I don’t want to participate in the trial?

If you live in the trial areas you do not have to participate in the trial. You may apply for an ATCW using the standard form and follow the normal process.

DELWP provides your ATCW details, including contact details, to participating pet meat processing

facility
