BORACAYCROWN REGENCY RESORT AND CONVENTION CENTER, MALAY, AKLAN FROM : PHILIPPINE COUNCILORS LEAGUE Warmest greetings of LGU prosperity from the Philippine Councilors League! Boracay’s robust tourism industry and increase in internationally recognized and multi-awarded business establishments has made Malay as the richest municipality in Aklan in terms of income and annual budget and as the strongest municipal economy in the Region. Its tourism industry became the catalyst of its economic growth that brought many investors to come and helped transform the municipality into a cosmopolitan area. Its economy continues to grow at a rapid pace and currently makes up an important part of the Philippine GNP. The WTO (World Tourism Organization) stated that its growth is among the fastest in Southeast Asia.The Kalibo International Airport and Caticlan International Airport Development Projects, which are both under Public-Private Partnership (PPP), usher the influx of greater foreign investments. Boracay is also the venue chosen by the host Philippine Government for the 2015 APEC Ministers Responsible for Trade Meeting composed of 21 Asia Pacific economies with the agenda of expanding trade and spurring economic activity towards strong, sustainable and inclusive growth. The Philippine Councilors League is pleased to invite you to its 3RD Quarterly PCL National Board-National Executive Officers Meeting for 2015 and 6th series of Continuing Local Legislative Education Program (CLLEP) with the theme:“Instituting Good Local Governance Reforms And InnovationsTo Ensure Sustainable and Inclusive Economic Growth” to be held on September 9-11, 2015 at the Boracay Crown Regency Resort and Convention Center, Station 2, Main Road Bgy. Balabag, Boracay Island, Malay, Aklan.Focus of our Continuing Local Legislative Education Program will be on Business Friendliness and Competitiveness as an essential assessment area for the Seal of Good Local Governance. Lecturers from both public and private sectors shall be invited to share their expertise during the said program. A Registration Fee of Nine Thousand Eight Hundred Pesos (Php9,800.00) shall be collected per participant to defray the costs of the seminar. In the event that contracted hotel rooms are no longer available, a Registration Fee of Six Thousand Eight Hundred Pesos (Php 6,800.00) shall be collected per participant and the term “without accommodations” shall be stipulated in the Official Receipt. Php 6,800 Registration Fee shall NOT be accepted if rooms contracted by PCL are still available. Rebates are NOT allowed and only the ACTUAL amount paid shall be reflected on the Official Receipt. List of actual participants with corresponding Official Receipt Number can be viewed at www.philippinecouncilorsleague.org one month after the said event. Memorandum Circular No. 2014-101 issued by the DILG and tentative event’s Schedule of Activities are attached herewith in support to your travel and registration expenses which may be charged to your local funds, subject to the availability thereof and to the usual accounting and auditing requirements and to all pertinent laws, rules and regulations. Please be reminded that your early arrival (before September 9) shall be charged to your personal account. Hotel check-in time starts at 2:00 p.m. on September 9, 2015. We look forward to your participation in this capability-building program as part of our League’s continuous effort in making all councilors to be more effective and efficient local legislators.
