DECEMBER 2018 THE INTERNATIONAL COUNCILOR President’s Message I would like to take this opportunity to wish you all the very best for this festive season and that 2019 brings you all good fortune and great prosperity. It is a time to spend with loved ones and celebrate the things that truly matter to us, like family, friends and work colleagues. It’s also a time to share with those who may be less fortunate than us and call on those who may not have anyone to share this special time with. I wish to share some news from our recent board meeting. When our long serving Executive Regional Director, Galen Clements, gave his report, he ended it by informing the Board to commence its search for his replacement. good of the Council.

Galen commenced as ERD in 2009 and has continued to date, throughout the reigns of presidents Nancy Barber, Roy Whitehouse, Brian King, Eddy Sigrist, John Sexton, Sheila Ponnosamy, Sachit Kumar and Brett Mikkelson, and I am now grateful to have had the opportunity to work with Galen.  

He has been instrumental in vetting over 160 applicants (that's approx. 20 per year) during his tenure, ensuring only the most suitable applicants are admitted.  His commitment has ensured that the CII brand remains synonymous with excellence.

Galen has also served on the Board between 2011 - 2015 and went through the chairs as 3rd, 2nd & 1st VP during his tenure.

A Special Committee has been assembled consisting of Melissa Kelley, Steve Kirby and Galen Clements, with the enviable task of find a suitable candidate with very large feet to fill the shoes that have been left behind.

The most important part of the ERD role is to do whatever is necessary to ensure all applicants meet the standards of the CII, agree to abide by our R&R, By-Laws & Constitution, are of excellent personal and professional credentials, are properly licensed and operate within the laws/rules of their respective Countries and will 'fit in' with the CII culture of excellence.  

The 2019 Regional meetings have been set between March and May, to be held in Costa Rica, Belfast, Chicago and Bangkok. Registration is already available for Belfast. Please check on the CII website for updates on the other meetings.

Once again, I encourage all to get along to your Regional meetings and get the most out of your membership. I have already booked for Belfast and Chicago and hope to see many of you there.

I am looking forward to an exciting 2019 for CII, with some amazing conferences being organised. I wish you all the best over this festive session and a prosperous 2019 for all.

Membership News Eddy McClain Newest Emeritus Member

The Executive Board is pleased to announce that Eddy McClain of California was granted Emeritus status in the Council. Eddy, who has been a member since 1986, was nominated by CII members Nancy Barber, Francie Koehler, and Barbara Burr. In their nomination letter, the three cited Ed’s many years of association with the Council, his dedication to the profession, his ethics, and him many years of leading the charge to prevent adverse legislation to the investigative profession. He is well known by legislators in Washington DC and Sacramento California for his persuasive yet cogent arguments in promoting standards and defeating bad laws.

Emeritus Status has only been granted to seven individuals in the history of the Council. There are currently five individuals with that esteemed class of membership.

Ed McClain, now retired, spent his entire career initially working for, and then owning, the venerable California firm of Krout & Schneider, which is now managed by Ed’s son Mark. The firm was established in 1927 and came into prominence investigating false injury and death claims during the construction of the Golden Gate Bridge. They are still a premier business to business firm in southern California, specializing in sub-rosa investigations, surveillance, undercover, and background investigations.

King, Cappiello Earn Certified Membership

The Board recently ratified the change in membership status from Qualified to Certified to Alice Cappiello of Milan, Italy and Jeremy King of Toronto, Canada. Both of these members have been active in Council affairs and bring a sense of energy and new ideas to the Council. Both are part of a second-generation management team in their respective countries and are both anxious to continue to contribute to the Council. Alice is in fact hosting the next AGM in Milan.

CII Membership Eclipses 400

CII membership continues to grow, and for the first time in the history of the Council has surpassed the 400 number. We now have 406 members on the ground in 70 countries, with associates and contacts in well over 100 locations. We have members on all six inhabited continents. Since 2013 we have increased our membership by 30%.

In 2018, 41 new members met the stringent standards of the Council and were admitted into memberships. The most recent are:

Meeting News Plans are on tap for “Milan 150”

Why “Milan 150?” Because we are hoping to set a record with 150 attendees at this year’s AGM.

With that in mind, the dates are set; the venue is locked; the city is perfect; and plans are in full force for the 65th Annual General Meeting in Milan, Italy, October 1 – 5,2019.

The venue is a cozy boutique hotel, The TOCQ, which is located on the north end of the tourist area, a short walk from the City Centre and the Duomo, Milan’s spectacular cathedral and plaza. Surrounded by street cafes, lounges, and shops, the TOCQ is the perfect size for our group and they are ready to host us with full Italian

Hospitality. Room rates are a very reasonable 150 to 170 Euro, which includes a full breakfast and internet.

Local host, Alice Cappiello, is making no small plans. She has spouse / partner outings in the works; a local pizza, wine and beer night for the charity auction; and a gala banquet that will be long remembered for its special venue and amazing entertainment ideas. Alice is even trying to secure tickets to La Scala for you opera buffs.

So, save the dates – October 1 – 5, 2019 for what will be an event full of education, networking, food, wine, and fun at the enchanting, classical city of Milan. Registration will open on the website in the next few months.

Regional meetings have become more popular and well attended as an alternative to those who, for one reason or another, are not able to attend the AGM. The Regional Meetings are designed to be quick, usually over a weekend; easy to travel to; and affordable. The 2019

Regional Meetings are no exception. At the recent Board Meeting held on December 5th, the Board approved the sites for four regional meetings to be held in 2019. The venues are:

Costa Rica – April 11-13

Seth Derish and Brett Mikkelson invite you to a Regional Meeting for South and Central America to be held in beautiful Costa Rica on April 12, 2019. They have arranged for some awesome guest speakers, a roundtable discussion and an optional excursion to the lush countryside. Somehow, they negotiated a fabulous room rate of $75.00 per day at the Hotel Barcelo, a centrally located four-star hotel in San Jose. That rate includes a buffet breakfast, airport transfers, and internet. They have blocked the rooms from April 8-15, 2019 for those that need some extra time to explore this amazing country.

The meeting will open on Thursday, April 11th with a hospitality suite and networking opportunities. Friday will be seminar day. On Saturday, there will be an optional tour of the Poas Volcano and Peace Waterfall.

Registration info will be posted on the website and sent out over the listserv but make your plans now to visit the amazing country of Costa Rica.

Belfast, Northern Ireland

In what is shaping up to be perhaps the best attended Regional Meeting of all time, Belfast welcomes you! John Withers has planned an exceptional meeting for April 25 to 27th at the Europa Hotel. John has arranged for a full schedule of events including two group dinners (one that the historic Crumlin Road Jail; seminars; and an optional tour to the Giants Causeway and the Bushmills Whiskey Distillery. Bangkok, Thailand

Peter Coleman has stepped up and is planning to host a regional meeting in exotic Bangkok, with the dates and venue to be scheduled. Watch your email and the CII website for more information as soon as available.

Chicago, USA

Set aside May 4th for a great time in the Windy City. With Jack Burke and Jim Kirby in charge you can bet that the Chicago AGM will be one that will include blues music, deep dish pizza, an amazing lakefront, over seventy-five diverse ethnic neighborhoods, a river that flows backwards, and iconic architecture. Jack and Jim lining up a meeting to be held Friday and Saturday at hotel venue to be established. Some of the most memorable AGMs have been held in Chicago as was one of the original regional meeting over twelve years ago. As the song goes,

“Chicago is Your Kind of Town” and Jim and Jack guarantee a great time. Watch your email and the CII website for more information.

Continuing Education Website Continues to Grow Have you checked out the CII Educational Website www.ciieducation.org lately? If not you should give it a look and when you do, take the time to maybe learn a few new tricks.

There are video presentations and Power Point presentations on GDPR compliance, marketing, best business practices, interviewing using the PEACE model, computer security and internet profiling. Presenters include Michele Stuart, Kelly Riddle, Kevin Ripa, Mick Symons, and panels of CII members.

Written essays include such topics as pre-employment screening, investigating in third world countries, ethics, accessing information using FOIA, and a doctorial thesis on legal regulations and practical implications of surveillance. Authors are Nancy Barber, Kitty Hailey, Jeff Williams, Bernhard Maier, and Bernarda Skrabar.

Access to the website is limited to CII members. To logon use ciimmembers and the password is cii1955.

Resource of the Month Time Travel from your Bookmarks Bar with World Imagery Wayback

There are plenty of things that make me want to travel back in time. I’d start with the moment I left my laptop out in the rain a few weeks ago (multi-tasking fail!). And while I can’t go back in time to correct my mistakes, I now can travel back in maps to view practically any position Earth using World Imagery Wayback.

World Imagery Wayback is a satellite mapping tool powered by ESRI (an international supplier of geographic information system software based in Redlands, California). I can think of about a million uses for this tool- but to summarize - anytime you need to evaluate a geographic location for when changes occurred, you could visit this site. Due to the frequency with which satellite images capture information about people’s lives beyond just their local geography (for instance, identifiable cars being parked in a certain location) there’s lots more here than immediately meets the eye.

Marketing Plans The new Chairperson of the Public Relations and Marketing Committee, Melissa Kelley-Hilton has hit the ground running with big plans to have quality and quantity marketing initiatives for the CII. With help from her team of Ryan Colley, Toine Goorts, and Bob Fenech, the committee is also looking forward to a CII presence at the Milipol Conference in Singapore; the International Trademark Association (INTA) in Prague; the Intellenet meeting in Charlotte NC, and the ACFE International Conference in Austin Texas in June.

There are plans for an increased cross promotion and relationship with our associates in the Alliance of Business Lawyers and Integra International. The committee is looking to leverage our relationship with these organizations to afford business opportunities for CII members. The committee notes that the ABL is hosting a conference in Prague May 1 to 4; and Integra is hosting regional conferences in Guadalajara, Mexico in May and Munich, Germany in June.

Aside from promoting our members skills and talents at the aforementioned meetings, the committee is working on refreshing and improving the look on the CII website homepage; auditing and analyzing the hits and visits to the primary and educational websites. Melissa looks forward to hearing from any members who have ideas how to market our association to new members and new clients.

World News

Santa Claus faces GDPR fines and labor trouble

Bureaucrats from the EU headquarters have notified Santa Claus that he is in serious violation of the GDPR for maintaining a list of so called “naughty and nice” children, not

only in member countries, but throughout the world. Furthermore, this list contains addresses and other personal identifying information, such as sweater size and toy preference, both strictly prohibited by GDPR. GDPR has reportedly informed Mr. Claus of the v io lat ion and is cons ider ing a fine of h is tor ic p ropor t ion . As ide f rom the possession of the list, EU officials worry about a data security and the possibility of a breach.

A source from the EU, speaking on the condition of confidentiality said, “Just because Claus runs the largest not for profit toy distribution business in the world doesn’t preclude him from following the law.”

Boris Johnson, leader of the Brexit initiative in Great Britain spoke in support of Claus. “Typical bureaucratic balderdash. First of all, the North Pole isn’t even a country, much less a member of the EU. Secondly a lot of people think the so-called list is a myth. I mean, has anyone actually seen that list?”

Aside from a merry Ho, Ho, Ho, Mr. Claus was unavailable for further comment. Speaking on his behalf, a spokesperson for Mr. Claus, who only identified himself as Mr. Elf stated that Mr. Claus was busy resting for an extensive travel plan over December 24-25.

This GDPR issue follows reports of labor disputes Mr. Claus’s reindeers, closely affiliated with the Teamsters, who object to the head of the reindeer union, Rudolf always getting to lead the sleigh, even when it isn’t foggy. The reindeer union also is concerned that the effects of global warming are causing polar bears to come in closer contact at the North Pole ice continues to shrink.

Still, the North Pole operation of Claus Enterprises is the envy of all logistics operations. Even Jeff Bezos of Amazon said, “I thought we could get packages out fast but we can’t hold a Christmas candle to this guy.”

Feature Article THE NEXT BIG THREAT WILL BE BIGGER THAN DRUGS BY 2021The true scale of the problem comes into view. By Lauren Sowers

Here’s a challenge: name a criminal enterprise that by 2021 will be more profitable than the global trade of all major illegal drugs combined.

If you guessed cyber crime, then congratulations- you’re probably keeping up with your reading these days. Cyberattacks are the fastest growing crime in the United States, and growing rapidly everywhere else. Currently, cloud computing services are on track to eradicate data centers within the next several years (according to Cisco, as soon as 3-4 years). Meanwhile, 111 billion lines of new software code are being produced annually. As this incredible deluge of information hits the cloud, we can only assume that the gross mismanagement of technical assets will scale with it. IT security spending is set to rise as companies experience the sting of bad press and big costs associated with the damage done by a major data breach.

Companies as well as individual consumers are now spending time and money fending off cyber attacks.. According to Kaspersky Lab, in 2016, businesses were falling victim to ransomware attacks as frequently as every 40 seconds. It has been predicted by Cybersecurity Ventures that this number will change- and not for the better. In the coming year, a company will be victimized by a cyber attack every 14 seconds- and every eleven seconds by 2021. The demand for quality cybersecurity professionals will need to adjust accordingly. Healthcare, Manufacturing, and Construction industries are considered

especially at risk, given that they are interesting targets for hackers. Government and transportation are two other consistently at-risk industries.

As our reliance on the IoT (Internet of Things) increases, our vulnerabilities increase in tandem. Last year, I attended a conference in which I watched a husband and wife hacker team illustrate, step by step, how they hacked their own video baby monitor with ease. The biggest roadblock for them was figuring out the system’s password- if I recall correctly, it was something like “0000” or the serial number of the item. It was within their first handful of guesses. And an eleven year old boy successfully hacked a replica of a Florida Voting Machine and tinkered with the outcome at a hacking conference. [Did I mention he d i d this in less than ten minutes?]

So keep in mind that all the new tech devices out there, designed and produced in the cheapest and most simple manner possible (hence, password 0000), probably don’t belong in the office or the home of anyone who values their privacy or relies on ultimate discretion for their livelihood [read: us!]. Not only do we need to abide by that rule, but we should be coaching our clients to that effect as well.

Before 2019, all investigators need a handle on the main types of attacks. Here’s a mini-glossary for your convenience:

DDoS Attacks - Wikipedia defines a DDoS attack as follows: “A denial-of-service attack is a cyber-attack in which the perpetrator seeks to make a machine or network resource unavailable to its intended users by temporarily or indefinitely disrupting services of a host connected to the Internet.” This is generally done by flooding the target system (website or network) with unwanted traffic to such a degree that the network ceases operation and/or site goes offline.

Ransomware - Defined on Google as “a type of malicious software designed to block access to a computer system until a sum of money is paid.” Recent newsworthy examples you can Google include Locky, WannaCry, and Bad Rabbit.

Zero Day Exploits - Two parts: #1 Information about a secret vulnerability within a given system. #2, Software that is made to take advantage of that weakness in order to deliver access, information, or control to the person who operates the software. This results in an all-out assault on a company’s record system.

Letter from the Editor Swan Song - A Sign Off from Lois Colley When Steve Kirby reached out to me a couple months ago about writing my “swan song” as Editor, I wasn’t ready to say goodbye. While collating our newsletter over the years has produced some angst, it has, for the most part, provided me with incredible satisfaction. Interacting with people from around the world is not only challenging and insightful, but it “upped” my game. It’s not posturing when I tell a client, ‘Yes, we can get you critical information” from India, Russia, Europe, Australia, etc. because we can.

This is an organization where regardless of your native tongue, everyone comprehends the meaning of private investigation, security, client issues and cash flow. On the personal side, some of my best memories have surrounded CII events. I remember my first CII AGM at a breathtaking hotel in Toronto. I remember riding a bike along the coast of Portugal and visiting ruins in Malta (i.e. Gozo). I remember Derek Nally kicking the CII soccer ball across the dining room in Kinsale, over the heads of all of the attendees, through the exit door, which was fortunately ajar. Although there were many meetings I could not attend due to family obligations, I can still impress my friends when I prattle off the places I have visited, most of which are attributable to CII events. When you attend a Regional meeting or an AGM, you don’t just visit a location, you embrace it thanks to the tireless effort expended by our various AGM hosts. Each meeting I’ve attended, and each new business connection forged within this organization has been a tool for me to expand my horizons- personally and professionally.

Yesterday I got a phone call from our new editor, Lauren Sowers, following up on the deadline to publish the newsletter. The conversation went like this. “Mom, are you going to

write your ‘swan song’ or shall I ‘ghost write’ it for you?” Nothing like being reprimanded by your daughter to meet a deadline. As my son, Ryan, constantly reminds me, “Mom, it’s not the 1990’s anymore.” I guess it’s not.

If I have to move on, there is no greater joy than passing the baton over to your children. My contribution to CII has been minor, but CII’s contribution to my life and the life of my children will prove to be monumental. And now that I don’t have to fret over our newsletter, it might be time to be more involved in person once again!

Watching the Detectives – Holiday Edition You better not pout or shout – Santa’s not the only one spying on CII members…Emeritus member Derek Nally is up and about after receiving an early Christmas present, a new hip, after taking a tumble in Greece at his daughter Laurena’s destination wedding. Derek is well on the way to recovering and holding court at Redmond’s…We all knew Kathy Kerr is multi-talented but if you were lucky enough to receive one of her homemade Christmas cards you now know of another aspect of her creativity…Senior member Jim Kerins is about to have not just one, but two,

new grandchildren, as both his daughter and daughter-in-law are expecting…Steve

& Jeanne Kirby also recently had another grandchild added to the brood # 8, Josie…CII’s grandest member, Walt Atwood took time to send a message to the CII office wishing all his friends and members of the Council Happy Holidays. Walt will

be celebrating his 97th birthday in February…Francie Koehler was honored with the Outstanding Service Award, from NCISS in November for her many years of heading

the Legislative Committee…Mike Duffy and Per Mar Security celebrated their 65th year in business. Founder of Per Mar, John Duffy was also a founding member of CII way back in 1955…Also celebrating a business anniversary was Pawan Ahluwalia

and Premier Shield, founded by Pawan’s father. Interesting how many firms in CII and our profession are now second and even third generation…. In closing, Watching the Detectives would like to thank retiring editor Lois Colley for her dedicated contributions over the past 5 plus years. Her pithy and spot on messages from the Editor were often the highlight of The Councilor and she will be missed. Fortunately, the editorial nut doesn’t fall far from the tree, and Lois’s daughter and

new member Lauren Sowers will be taking Lois’s place.
