1 DELIVERIES AND DISTRIBUTION OF COUNCILLOR INFORMATION BULLETIN OVER THE CHRISTMAS BREAK 2013/2014

Councillors are advised that the last Councillor Information Bulletin for 2013 will be distributed on 12 December 2013. The Bulletin will recommence on 9 January 2014.

Any information to be circulated to Councillors during that period will be placed on BoardVantage.

Mail deliveries will occur on 19 December 2013 and 2 January 2014, with no delivery on 26 December 2013.

If Councillors are away over the Christmas break and would prefer no delivery, please advise the Councillor HelpDesk and staff will hold deliveries as requested.

2 NSW ELECTORAL COMMISSION'S REPORT ON THE LOCAL GOVERNMENT ELECTIONS 2012

The NSW Electoral Commission has presented to the NSW Parliament and the NSW Government a report on the conduct of the 2012 Local Government Elections. A copy of the report can be viewed at http://elections.nsw.gov.au/__data/assets/pdf_file/0006/132684/LGE2012_Report_-_PROOFED_FINAL.pdf ATTACHED is a general summary of the performance, target and results of the election.

Below are key points of the report summarising aspects of the election relating to the City of Ryde:

74 candidates had registered for the election.

The total number of electors for the City of Ryde was 68,581 with a participation rate of 83.7%. The rate of failure to vote was 11.9% and 8,149 penalty notices were issued.

The total cost of the election for City of Ryde Council was $443,973.00 which

equates to $6.49 per elector.

The names of all candidates are listed on page 589 to 591 of the report.

4 WORKSHOP TRAINING - POLICIES ON 'GIFTS AND BENEFITS' AND 'INTERACTION BETWEEN COUNCILLORS AND STAFF'

On Tuesday, 3 December 2013 at 7.30pm to 8.30pm, there is a Councillor workshop on the following policies:

Gifts and Benefits – adopted 24 September 2013, and

Guideline on Interaction between Councillors and Staff – adopted 8 October 2013.

These policies were reviewed as part of Council’s resolution on 13 August 2013 that set down an action interim plan - How Council Can Address Risks Raised in the ICAC Hearing. Councillors will recall that the provision of training for Councillors was addressed in both the Council reports regarding these policies - for example in the report on the Gifts and Benefits policy it was identified that mandatory Information Sessions would be provided for all staff in October and November 2013, including one session for Councillors. These compulsory sessions have now been completed for all staff. As Councillors would understand, the time spent on discussion of the implications of these policies, including day-to-day examples from City of Ryde and other government organisations, is invaluable and essential if these policies are to be implemented effectively. This workshop will be facilitated by Jeff Williams from Fraud Prevention Services.

Minutes – The minutes of the meeting of 3rd October 2013 were confirmed Request for Feedback – Bernie Cox re Bennelong meeting with John Alexander OAM MP

Bernie Cox tabled the minutes from the inaugural meeting of the Centenary of ANZAC and commemoration of WW1 Committee formed by Mr Alexander. Two funding applications have been received by the committee – one from this committee and the other from a school in Epping. The minutes show that the committee is keen to target projects within schools. The minutes also show Mr Alexander’s committee is concerned about the submission from Council’s committee with regards to the reliance on a touch screen kiosk. Council’s committee would like to write and offer clarification of the submission made: explaining the funding sought for the website and kiosk components of the project separately. Derek and Kim will attend the next meeting of Mr Alexander’s committee on 22nd November to clarify the grant application lodged. Derek is to provide a revised submission. It was noted funding for the kiosk can be sought from independently from the grant application. Derek is to prepare but not submit the grant application re street signs. Derek is to advise Mr Alexander’s committee that he has a contact at DET.

It was noted the Smalls Road section of DET may be able to provide the appropriate contact person if Derek does not have one yet. Street Signs: Kim and Betty have prepared a list of streets which reference WW1, WWII or Vietnam. There are 35 streets of which 22 relate to WW1. One of these streets is named after a Mayor of Eastwood who served at Gallipoli. Approximately 118 signs would be required to replace those currently provided. The list of streets and coded map were tabled. Derek to research cost of providing street signage or footpath plaques for these streets. Botanical Gardens Library: Angela advised she had visited this library which has a register of recipients of poppy seeds which were received and despatched after WW1. Children in the Somme Valley collected the seeds which were sent to Australia and distributed. Twenty one names of people from Ryde and or Hunters Hill are listed in the book. This is a great reference tool and will be provided to the Historical Society. Other Business Kim suggested that a decision needs to be made by the committee as to the dates it wishes to commemorate and what will be done on those dates, so that planning and advertising can commence.

The suggestion of placing daily information on Council’s website was mentioned. Necessity to fit in with school curriculum was noted. Could visit a different school for each major date commemorated. It was suggested there is a need for a common name and banner to cover everything that is done to commemorate the centenary. Private sponsorship should be sought to cover the cost of some projects. Information should be forwarded to the media regarding this committee and its purpose after the next meeting when more information will be available about specific projects. Publicity should be provided in Council’s column and on the website. Weekly column would build momentum. At the next meeting committee members are asked to provide:

7 REVIEW AND PROMOTION: Community Hubs Model and Community Buildings Licensing Policy

Community and Culture strives to create innovative initiatives recognised as best practice by our peers.

The Community Hubs Model and the Community Buildings Licensing Policy are two projects that have generated significant interest within our community and the local government sector. In response, Community and Culture have undertaken process reviews so that others can replicate and build on our work.

The Reviews, combined with a letter and editorial, will be distributed to media outlets, peak organisations, government departments and the relevant Ministers this week. Council has also presented on the projects to a Local Government Management Association workshop on community facilities and provided case study information to the Community Relations Commission, Office of Communities and others.

8 EASTWOOD YOUTH HUB - 'OUR SPACE' - INFORMATION SESSION FOR STAKEHOLDERS - 11 DECEMBER 2013

On Wednesday, 11 December, stakeholders from schools, youth organisations and other interested parties are being invited to join us for an information session regarding the new Integrated Youth Services Hub named ‘Our Space’, opening in Eastwood in the New Year. The session will include:

Background on the hub (how it came about, the model, MOU and opportunities to get involved)

Referral pathways to and from ‘Our Space’

9 FINDING BENNELONG - LAUNCH OF THE BENNELONG ONLINE EDUCATION RESOURCE - 10 DECEMBER 2013

All Councillors are invited to attend the launch of ‘Finding Bennelong’, the online education resource developed by the City of Ryde to honour the man and the 200 years since his death in 1813. Finding Bennelong is based on research by Dr Keith Vincent Smith, and tells the most up to date and comprehensive story of the man that played such a significant role in the nation’s history. The Governor of NSW, Her Excellency Professor Marie Bashir, local members, representatives from local schools, Aboriginal groups and other representatives have been invited to attend the launch. 11 GO4FUN SCHOOL HOLIDAY SESSIONS FOR KIDS AT EASTWOOD PARK AND MEADOWBANK PARK

As part of the Active In Ryde initiative, the City of Ryde, in conjunction with NSW Health, will conduct another round of Go4Fun School Holiday sessions during the upcoming school holiday period. Registrations will open in December for up to 80 local children per session (160 children in total) to participate in two free ‘Come and Try’ Go4Fun School Holiday sessions at Eastwood

Park on Thursday, 16 January 2014 and Meadowbank Park on Thursday, 23 January 2014. Go4Fun is a fun and exciting program for kids to become fitter, healthier and happier. The two free sessions will include cricket, netball, football and fun exercise games with Cricket NSW and Netball NSW supporting this initiative. These sports have been selected for inclusion with a view of establishing participation pathways and developing connections with local sporting clubs and associations. While the children participate in the different activities, parents/carers will be given an informative presentation providing useful strategies and tips for healthy eating and active living for their families. These Go4Fun School Holiday sessions continue the successful partnership between the City of Ryde and NSW Health with the support of the Community Migrant Resource Centre and NSW Department of Education. The January sessions will also welcome Relationships Australia as a new supporting partner. These ‘Come and Try’ sessions are a great way for families to get a taste of a free 10-weeks

program which commences at the start of the first school term in 2014. The City of Ryde is, once again, working in partnership with NSW Health to support this 10 week Go4Fun program to be conducted in North Ryde.

12 SECOND AVENUE, EASTWOOD (former Hawks on Second land) - COUNCILLOR WORKSHOP

A Councillor Workshop has been arranged for Ryde-Eastwood Leagues Club to address Council regarding land owned by the Club (former Hawks on Second Bowling Club land) at Second Avenue, Eastwood. Mr Chris McCarthy, General Manager of Ryde-Eastwood Leagues Club, has made this request, as follows:

“I write in relation to the Draft development Control Plan for the Hawks on Second Avenue site This draft plan has been on public exhibition and that finished on Friday 25th October. Council’s planning department is now finalising its review of the submissions received for resubmission to Council.

The draft DCP is supported by the various council disciplines and the only contentious point in fact the only point that doesn’t comply with the LEP is the proposed increased density on the site. However offsetting this is the proposal for underground parking which largely offsets the allowance for on grade parking and driveways, and is a unique opportunity given the R2 Zoning and the size of the site (6500m²).

Prior to the matter being referred back to Council we would like the opportunity to address councillors and point out the merits of the underground parking that is part of this draft DCP.”

The workshop will comprise a presentation by representatives of the Ryde-Eastwood Leagues Club Inc., as owner and potential developer of the former Hawks on Second Avenue Bowling Club land. The details are:

As Councillors may recall, Council considered a report 27 August 2013 to prepare and exhibit a site specific Draft DCP for the subject land. A request by the Club for a variation on the density for its proposed concept master plan was identified in that report together with approaches available to Council to consider such variations. Council resolved to place the draft DCP on exhibition. Eleven submissions were received. A report on the outcomes of consultation on the site specific Draft DCP (exhibited 25 September to 25 October 2013) is anticipated to be presented to Council at its meeting on 10 December 2013.

13 COUNCILLOR WORKSHOP ON COMMUNICATIONS PLAN POSTPONED

Councillors are advised that the workshop scheduled for Tuesday, 26 November 2013 to discuss the Communications Plan was cancelled. The workshop has now been rescheduled for Tuesday, 18 February 2014.

The workshop on Financial Futures replaced the Communication Plan workshop due to its importance and timing for Council to confirm its position.

The Workshop in February will discuss future strategies to encourage open conversations and interaction on local issues with our community to improve our delivery of service and empower our citizens.

14 SCHOOL HOLIDAY SKATE CLINICS IN JANUARY AND POTENTIAL PARTNERSHIP WITH SKATEBOARDING AUSTRALIA

As part of the Active In Ryde project, the City of Ryde will conduct two skateboarding clinics during the upcoming school holidays on Tuesday, 21 January 2014. The morning session will be a ‘Learn to Skate’ clinic and is specifically aimed at primary

school aged children with beginner and/or intermediate skill levels. The afternoon session is a ‘Game of Skate’ clinic and is specifically targeted at high school aged skaters with

intermediate and/or advanced skill levels. The car park at Meadowbank Park (adjacent to the netball courts) will be partially closed to provide a safe skating venue for these clinics. The City of Ryde has secured the services of Skateboarding Australia (SbA) to deliver these sessions. SbA is recognised as being the national peak body for the sport of skateboarding. It receives funding from both the Australian Sports Commission (ASC) and the commercial sector. These clinics will be offered free of charge and as a result, are likely to attract greater

participation (previously, Council has charged $10 and $15 per participant). The clinics are offered free of charge as a result of the condition of the funding agreement between SbA and the ASC that requires that any clinics are provided at no cost to participants. Compared to previous sessions, the direct cost to Council in utilising this service provider has been reduced by 65% per clinic. Council will use the skate clinics in January as a trial of SbA’s capability to support the delivery of a skate program with structured skill, safety and education components. If the delivery of the clinics in January is deemed to be successful and to a suitable professional standard, the City of Ryde will further investigate developing an agreement with SbA for ongoing skate program delivery in 2014. This potential partnership between City of Ryde and Skateboarding Australia is an exciting prospect for both parties. Following the conduct of the skate clinics being held in January, an evaluation report of the program will be submitted for the Works and Community Committee for their consideration.

15 TRAFFIC & PARKING MATTERS PRIORITY LISTING

The number of traffic and parking issues across the City of Ryde have steadily increased over the years. With the increasing demand for parking and congestion on roads generally, issues

have become more complex and time consuming to find acceptable resolution of matters in a suitable timeframe.

Council staff are not able to respond to all matters as they are received due to the large number and varied complexity of the matters, particularly when major issues such as large development applications involving significant traffic implications, are a priority for traffic staff to work on that

basis. A priority listing has been developed which registers all the current requests and will be

updated as new requests are received and matters are dealt with.

This listing will allow Council and the community to track the status and progress of matters, and will be reported in conjunction with the Traffic Committee report to the Works and Community

Committee.

Background

The majority of traffic and parking matters raised by the community normally come through correspondence, with Council’s service standards being to provide a response within 10 working days. In this time frame, what can be provided is acknowledgement of the matter and some advice on how the matter will be handled. This advice includes a preliminary assessment of Council’s understanding of the issue as presented, which may include its relationship to current or other previously raised matters. As investigation and resolution of matters can involve site inspections, consultation, regulatory approvals, and physical works, the matters can take some time to resolve. Also, it is not possible to be actively pursuing all the matters at hand concurrently, and priority inevitably is given to some matters while others with less priority will take longer to complete. A priority listing that is publicly reported allows transparency and understanding of how matters are managed, as well as consistency of the use of Council’s staff resources. Such a listing also allows better advice in the first instance when replying to requests as to likely timing of future actions. The following table explains the priority ranking and meanings, using a four tier ranking, rated on a seven point scale.

The Ryde Traffic Committee was advised of the introduction and use of this listing at its September meeting. The current listing has 151 items which comprise of:

- 65 x traffic concerns/requests - 5 x Resident Parking Scheme (RPS) request - 19 x Development Applications - 2 x Forward Planning Programs - 40 x Parking/No Stopping Requests - 20 x Other issues under investigation

There are several significant projects at the present time affecting the progress and priority of all the other issues due to the staff resources to attend to these significant projects. The most notable are the Bunnings development traffic study, Morrison Road study, and issues relating to the West Ryde development. Additionally, priority is being given to finalising already active matters such as resolutions of the Ryde Traffic Committee. Resources in the traffic section were assessed earlier in the year, and due to the size of the current backlog, a further review and allocation of resources is being completed to assist in clearing the backlog.
