Big Launches New Programme to Improve Lives of Older People - Expressions of
Interest by 17 May 2013
The Big Lottery Fund (BIG) has announced a new fund to improve the lives of vulnerable older
people in England. The BIG hopes that the funding, provided through the Fulfilling Lives:
Ageing Better programme, will reduce isolation, help older people deal better with change and
build confidence for the future. BIG are inviting 100 local authorities to submit an expression of
interest to be considered for funding. 30 areas will be shortlisted. The shortlisted areas will
then be required to submit a full 'vision and strategy' for their area. At this stage each area will
form a partnership led by a voluntary and community sector organisation. BIG expect to make
awards to 15 to 20 areas of between £2 and £6 million over three to six years. Development
funding of up to £20,000 will be available to those areas we shortlist.

Let Teachers Shine Opens for Applications - deadline 19 May 2013
Last year, SHINE and the Times Educational Supplement launched Let Teachers SHINE - a
national competition to find some of the country's most innovative literacy, science and
numeracy teachers. This year’s Let Teachers SHINE is now open for entry. Up to 10 winning
projects will be chosen by a panel of judges from SHINE, the TES and Bloomberg. Each
winner will receive funding of up to £15,000 to fund a year-long pilot project of their proposed

hoping that some pilot schemes work so well that they will continue funding those initiatives
well into the future. To this end, they’ve joined forces the educational charity, Esmée Fairbairn
Foundation. Come summer 2014, Shine will review the progress of all 10 winners; the most
successful will be considered for continued funding from SHINE and Esmée Fairbairn to allow
them to expand and develop in the years ahead.

New £125 Million Heritage Enterprise Programme Launched
The Heritage Lottery Fund has launched a £125m grants programme aimed at stimulating
economic growth by using derelict historic buildings and sites for commercial purposes. Under
the programme, known as Heritage Enterprise, grants of between £100,000 and £5 million will
be available over the next five years to not-for-profit organisations to help them work in
partnership with the private sector in the restoration of unused buildings. Projects will be able
to apply for a limited amount of funding for capital works, such as urgent repairs to prevent a
building from further deteriorating, while they are being planned. The launch of the scheme
coincided with the release of HLF research that found historic buildings are particularly
successful in attracting creative industries and new business start-ups. The programme is
designed to address market failure, where historic buildings have failed to attract enough
investment because the cost of their repair has not been commercially viable for private
developers.

Centre for Social Action Innovation Fund - no stated deadline
As part of the Cabinet Office Centre for Social Action, the National Endowment for Science
Technology and the Arts (NESTA), will run a £14 million Innovation Fund to support the
growth of innovations that mobilise people's energy and talents to help each other, working
alongside public services. The programme will run over the next two years and the aim is to;
find innovations that harness different types of social action to make a positive difference;
support the most promising innovations and enable a small number of proven innovations to
achieve impact at significant scale, by reaching and benefiting many more people. The
Innovation Fund will focus on a small number of big social challenges, like helping older
people to age well or supporting young people to get into work, where there is a plausible
account of how social action can make a difference and is under-exploited by the existing
approach of public services. Through the programme, charities, social enterprises, public
services and for-profit businesses can apply for grants of between £50,000 and £500,000.
While applicants can be established in any part of the UK, the benefits of their proposals
should focus primarily or significantly on England. To apply organisations need to submit an
Expression of Interest form.

Preston: Pet cruelty alert as RSPCA shelter crisis grows
Preston’s only rescue centre is on the verge of closure as Britain battles a growing animal
cruelty crisis. The RSPCA branch at Ribbleton is “clinging on with its fingertips” with losses of
around £5,000 a month. “As things stand we have four months left and then that’s it,” said
trustee John Wareing. “If we don’t get any more help from public donations then we will be
forced to close down at a time when cases of cruelty and neglect are shooting up.” For
donations to the shelter in Longridge Road, Ribbleton, make cheques payable to Preston and
District RSPCA Animal Centre or call in person.

Workplace
From school to adulthood, we spend a huge amount of our lives in the workplace. In it, life-
long friendships and romances are formed; it provides the arena in which power games and
gender politics are played out at a macro and micro level; it is the setting for innovation and
life-changing research as well as mind-numbing repetition and boredom. Through film works
made by leading international artists, this exhibition explores the frustrations of life as an
employee across the globe, revealing the often humorous strategies for survival and
expressions of individualism that prevail. Artists featured: Adel Abidin, Emily Jacir, João
Onofre, Pilvi Takala, John Wood and Paul Harrison and a new commission by Superflex.
Workplace is a Mead Gallery touring exhibition organised in association with the Harris

Preston Passion shortlisted - deadline for votes 16 May 2013
The Preston Passion programme, which was broadcast from the city last Easter, has been
shortlisted for an award. The programme which was aired on BBC1 on April 6 last year has
been nominated for the Radio Times Readers’ Award in the annual Sandford St Martin Trust
awards for religious broadcasting. The broadcast is one of six religious screenings to make
the shortlist. To vote for the show email:
At the same time your vote is entered into a prize draw which wins £1,000 and offers a place
at the Awards Ceremony at Lambeth Palace. In the same edition of the Radio Times (Easter
Edition, page 9), Roger Bolton, a trustee of the Sandford St Martin Trust, argues that all votes
for the Award will remind broadcasters of the importance of making programmes that take
faith seriously, make us reflect on who we are, and how we should understand the rest of the
world. The closing date for votes is midnight on May 16 and the winner will be announced on
June 8.

Preston: Work starts on memorial
The restoration of Preston’s main war memorial has started. The memorial, which stands on
the Flag Market, will be revamped in time for this year’s Remembrance Day and as part of
preparations for the centenary of the First World War. It was originally designed by Sir Giles
Gilbert Scott and its restoration will include an inscription commemorating people from
Preston who have died in conflict since 1945 – 114 men in 47 armed conflicts around the
world. The work, which started on Monday, is being funded though an award of £835,000 from
the Heritage Lottery Fund. Coun Peter Rankin, leader of Preston Council, said: “Preston’s war
memorial stands as a moving reminder of the great loss of life during conflicts.

Central Lancashire Bus route given a reprieve
A rural bus route could be spared from the axe. The 115 service which runs from Preston,
through Penwortham, Leyland and Chorley, has been withdrawn on Saturdays by J Fishwick
and Sons. An emergency service was provided by Stagecoach on Saturday, and Lancashire
County Council has now agreed to fund a six-month replacement, a cost of £5,000 a year,
while a review is carried out.

Royal Lancashire Show: Bosses behind it fear it may not be revived
The show, which is organised by the Royal Lancashire Agricultural Society, has been
cancelled in recent years due to a host of problems. Organisers say a lack of commitment and
interest could sound the death knell for the 246 year old show, organised by the Royal
Lancashire Agricultural Society. The show has had a troubled history and has been cancelled
in recent years due to bad weather and problems finding a suitable site. Committee member
David Marriott said: “There will not be a show this year, because we don’t have the support.

Universal credit: Major benefits shake-up begins
A massive shake-up in the UK benefits system has begun, with the first claims made for new
universal credit payments. Universal credit will merge several benefits and tax credits into one
monthly payout. It begins with a very small number of new claimants in Ashton-under-Lyne in
Greater Manchester, but will eventually affect nearly six million people. Iain Duncan Smith, the
work and pensions secretary, said the new system was about "changing people". Three other
pilot projects - in Warrington, Oldham, and Wigan - have been delayed until July. From
October, newly unemployed people will make claims under the new system. Current benefits
and tax credits will gradually be shifted to universal credit from spring 2014, with the whole
process completed by 2017. Benefits and grants charity Turn2us said that 43% of people
whose benefits would be replaced by universal credit were not aware of the change.

Call to improve stability for renting families
Tenancy contracts must be improved to give children more stable homes and avoid disruption
to their education, the housing charity Shelter says. Shelter says one in 10 renting families in
England has had to change their children's school due to a move. Government figures show
3.8 million households in England were living in the private rented sector in 2011-12 - 17% of
the total. The National Landlords Association said it backed the call for stability.

Charities criticise UK for ending South African aid
Charities have criticised the UK after the government announced it would stop direct aid to
South Africa in 2015. UK ministers said their relationship with South Africa should now be
based on trade and not development. But international charity Action Aid said it was the
"wrong decision at the wrong time". South Africa's government warned that ending the aid
programme, currently worth £19m a year, would have "far-reaching implications". It said it had
not been properly consulted or informed about the move.

Preston Information Pack Updates - deadline 14 June 2013
As you may know for the last three years there has been a Preston Information Pack available
on the Preston City Council website which contains useful information for residents and new
arrivals to Preston. It was originally produced by the Preston Strategic Partnership in 2009.
We have recently taken the Preston Information Pack off our website as we are aware that it
has not been updated since last June. This was in part deliberate as we knew there was
going to be a lot of changes early in 2013 so thought we would wait until the ‘dust settled’. We
would now like to ask everyone to help us to get the Information Pack as up to date as
possible. We know that this Pack is used by residents and partners so is a valuable resource.
Please could we now ask you to look at the relevant section in the attached Preston
Information Pack and update as needed. I can send you a word version of the relevant pages
if you prefer – just get back to me. We realise that this resource cannot be kept up to date
without the help of our partners so thank you for your time. As always if you think anything
should be added to the Pack please let me know. Please could you get back to me with any
alterations by Friday 14th June, 2013.

Stroke 'emotional impact often overlooked'
The emotional impact of a stroke is too often overlooked and should be given the same
priority as physical rehabilitation, campaigners say. A survey of more than 2,700 survivors and
their carers in the UK found many had experienced emotional suffering. More than half of the
stroke survivors surveyed said they had felt depressed and two-thirds reported anxiety. But
42% told the Stroke Association they felt they had been abandoned after their physical needs
had been seen to.
