COSMO Specialty Fibers in

Cosmopolis, Washington (2010-2011)

After meeting with Grays Harbor County

staff for the pre-application conference,

NRC prepared all state, federal and local

permit applications. A wetland delineation

was completed to identify wetlands along

the 42-inch water pipeline alignment.

State Washington Department of Fish and

Wildlife staff provided a hydraulic project

approval, and the State of Washington

Department of Natural Resources

authorized a right-of-entry permit for the

work within the FEMA-designated

floodplain. While the project was

underway, NRC staff did the construction

monitoring for de-watering the site every

time it flooded. Working around the tides

the contractor changed out the existing

broken section and replaced this with a

new 42-inch pipe section.
