The 17th Annual Corrections Day at the Legislature was held Tuesday, February 10, 2015, at the State Capitol in Charleston, WV. On this day, employees had a chance to network with other DOC employees, state agencies and speak with government officials. Below are a few pic- tures taken at this years event. Commissioner’s CommentsWinter brings to mind many things: cold temperatures, ice, sleet and snow, skiing, sledding and ice skating. But it also brings to mind, pot-holes!!!! Pot-holes are one thing that winter leaves behind long after it turns into spring. It reminded me of a pot-hole story I once heard.

It was a Monday morning and a man was walking down the road. All of a sudden, out of nowhere, he found himself at the bottom of a big, dark place. It was scary! After several hours, he figured out that he had fallen into a very large pothole. He wasn’t able to get out on his own–actually it required a lot of help to get out, but eventually he did get out. It was awful.

The very next day–Tuesday, the man was walking down the road and fell into the pothole again. This time he immediately recognized where he was, but he still couldn’t get out. He needed help again.

Wednesday, when the man fell in the pothole for the 3rd time, he remembered how to get out, and–with much hard work–was able to get out on his own. Whew!

On Thursday, the man was walking down the street again. As he approached the pothole, he remembered his previous falls. He even saw the pothole when he got close… but unfortunately he fell in anyway. But he knew the way out pretty well this time, and got out quickly.

On Friday, the man saw the pothole from a good distance away. He felt so proud of himself for spotting it, and while it took a lot of effort, he did manage to walk around it safely, and didn’t fall in for the first time in a long time! Hurrah!

On Saturday, the man took a different road.

I believe there are only a few esssential ingrediants for success at work: (1) Choose a career you love, (2) Give it the best there is in you, (3) Seize opportunities, (4) Be a member of the team, and (5) Learn something from the potholes along the way!

Senior Status Judge Honorable Judge Thomas Steptoe Jr. conducted the Oath of Office swearing in ceremony for Bryant Wallace on Wednesday, March 4, 2015, in the 20th Judicial Circuit Court swearing, Mr. Wallace in as a New Pro-bation / Parole Officer I. Mr. Wallace will be working out of the Elkins Parole Office supervising probation and parolees in Region 6. Mr. Wallace was a prior employee of Huttons-ville Correctional Center as a Correctional Officer.

Elizabeth Reese Bereznak, 65, of Richwood, WV, went home to be with the Lord on Tuesday, February 17, 2015, at CAMC Memorial, Charleston, WV.

She was born on May 09, 1949, in Trenton, New Jersey to the late Jack and Lois Mae Sommerville Culver. She was a loving wife, mother, grandmother and sister; and adored her grandchildren. She loved cat fishing and gardening. She enjoyed visiting the ocean. She worked as a Sergeant Correctional Officer for Mount Olive Correctional Complex. She loved her work family and friends very much.

On July 11, 1994, she was part of the transition team from WVP to MOCC. Some employees are still here that was in-volved in that same transition with her. She was promoted to Sergeant on February 16, 2000.

Elizabeth “Beth” Bereznak was not only a dedicated mem-ber of the MOCC family, but for the Division of Corrections as well.

A “Celebration of Life” was held at Richwood Alumni Hall in Richwood, WV on Sunday, March 08, 2015.

On December 7, 2014, the Special Operations Team from District 1 conducted District Training at the WV Peniten-tiary. District 1 is comprised of Operators from Northern Correctional Center, Salem Cor-rectional Center and St. Marys Correctional Center. Training consisted of Less Lethal weap-ons system re-certification to include classroom and scenario based training along with K-9 interaction.

Jahlil Clements Mental Health CenterOn Wednesday, February 11, 2015, a press conference was held at Mary C. Snow West Side Elementary school in Charleston. United States Attorney Booth Goodwin, West Virginia Division of Corrections Commissioner Jim Rubenstein and West Virginia Children’s Justice Task Force Program Coordinator Andrea Darr, along with school, law enforcement, child advocacy and mental health professionals came together on that evening to unveil the Jahlil Clements Mental Health Center in Charleston. The center, named after an 11-year-old boy who was hit and killed by a car in 2012 on I-77 in Charleston (while trying to get help for his mom as she was being beaten by her boyfriend), offers treatment and counseling for students who are exposed to violence in their schools, homes or communities.

The mental health center was created as a result of West Virginia Defending Child-hood, also known as Handle With Care. The initiative is modeled after the Depart-ment of Justice’s Defending Childhood Initiative, but is tailored to reflect the needs and issues affecting children in West Virginia. The West Virginia Defending Childhood Initiative focuses heavily on improving communication and collaboration between law enforcement and schools. A cornerstone of the initiative is the Handle With Care process. When officers encounter children who’ve been exposed to violence, either as a direct victim of abuse or neglect, or a witness in their home or community, a Handle With Care notice is forwarded to the child’s school to alert teachers and staff. This gives educators a heads up to watch for warning signs and allows them to provide ef-fective interventions and referrals for additional counseling or services if the student exhibits academic, emotional or behavioral problems in the classroom. This allows educators to help students achieve their highest levels despite whatever traumatic circumstances they may have endured outside the classroom.

Research has shown that trauma can undermine children’s ability to learn, form relationships and function appropriately in the classroom. If a child is awakened at 2 a.m. in a home where violence occurs, and where one parent is taken to a hospital, one is arrested and they are forced to go to someone else’s house – how do you think that child is going to do the next day on a spelling test? Exact information is not revealed to school personnel, only that a child has been exposed to a diffi-cult situation and may need extra attention.

The Jahlil Clements Mental Health Center is located in the Family Care Medical Center at Mary C. Snow West Side Elementary school in Charleston. Inmates participating in Arts/Crafts at Mount Olive Correctional Complex (MOCC) made and donated:

All of the custom furniture in the therapy room, a wooden zoo for therapy interac-tion with children, a refrigerator cabinet for the nurses station and a zoo coat rack. A partnership was formed and MOCC was able to donate two chrome net books and wireless internet service for the therapy room. In In addition, Correctional Industries at MOCC provided vanity plates, a plaque, banner and all signs for the center.

Commissioner Rubenstein stated, “As more of these facilities open up throughout our state, our entire agency (WVDOC), to include Juvenile Services will be working with this program, holding fundraisers throughout the year as we partner with “Har-mony”, the mental health non-profit provider for Handle With Care. We as an agency will continue to support this program, which will impact thousands of children’s lives. If we had this type of service years ago, perhaps we wouldn’t have so many offenders in our juvenile system today.”

Contraband Confiscated at Huntington Work Release

On January 20, 2015, Lakin Correctional Center held their fourth an-nual Attendance Awards Presentation. Assistant Commissioner Mike Coleman was present to honor those staff members for their work ethic and attendance. Prior to the awards ceremony the award mem-bers were prepared a breakfast of bacon and scrambled eggs, hash browns, sausage gravy and biscuits. After the breakfast, and during the Warden’s Monthly Meeting, Assistant Commissioner Coleman, Warden Lori A. Nohe and Deputy Warden J.D. Sallaz recognized staff members and presented them with their Attendance Award, aka: “the Emmy”, and thanked them for their service to Lakin Correctional Center and the Division of Corrections. Mr. Coleman spoke briefly about their honorable commitment and dedication to the Division of Corrections and working together as a team to meet the mission at Lakin Correc-tional Center.

The Attendance Awards Program was established in 2011 to honor and recognize staff who had used less than 3 days of sick leave within the year. Staff that used zero sick leave during January through December 2014 received the “Exceptional Attendance Award”. Staff using 3 days or less during that same period of time received the “Excellent Attendance Award”. This past year 13 staff members received the Exceptional Attendance Award and 43 staff members received the Excellent Attendance Award. A special award was presented to Deputy Warden J.D. Sallaz who received the “Superior Attendance Award”. Deputy Warden Sallaz has not used any sick leave in 12 years. A total of 57 staff received the Attendance Award for Year 2014, which is 34.5% of staff at Lakin Correctional Center that received the prestige award, an increase of 5.5% from 2013.

On Friday, January 16, 2015, a K-9 Sweep was conducted at Huntington Work Release Center. Eight cellular devices and 2 DVD Players were confiscated, pictured below.

On December 17, 2014, the Lakin Correctional Center Em-ployee Association held a Christmas Luncheon for staff. The Employee Association provided drinks and fried chicken with rolls and the rest of the meal was potluck brought in by differ-ent staff members which made for a delicious luncheon. The Employee Association also sponsored that same date, “Wear your “Ugly Christmas Sweater” to work day”. A good time was had by all!

“CONGRATULATIONS” and “GOOD LUCK” to all WVDOC Retirees!

Robert Simsa, retired from Northern Correctional Center, on De-cember 31, 2014. Bob began his career with the West Virginia Di-vision of Corrections on February 1, 2007, and retired with over 7 years of service.

Terry Birdsong began working at Lakin Correctional Center on No-vember 16, 2005, as a Correctional Officer II. He later transferred

to programs and became a Correctional Counselor I on April 1, 2007. Prior to his retirement Terry worked in LCC’s Residential Substance Abuse Treatment Program in J-Building. Terry was a very dedicated employee who always performed his duties with great attention and care. Everyone at Lakin Correctional Center will certainly miss him.

Case Manager Charlotte Ervine retired on January 1, 2015. Charlotte had been with the WV Division of Corrections for 16 years. Charlotte worked on several different unit’s while employed at HCC and her work was always exemplary. She always met her deadlines and was always there to offer help to other’s if they needed it. She was the definition of a team player. Charlotte was a very reliable and dependable member of the staff and will be sadly missed.

A retirement celebration was observed during the Programs Christmas Luncheon at St. Mary’s Correctional Center, for OAII Linda Conaway to wish her well on her retirement. Linda had a total of 40 years of service with the State of WV. She had 16.5 years of service with the Division of Corrections and 24.5 years of service with the Department of Health and Human Resources at Colin Anderson Center. We wish her the best on her retirement and future endeavors.

On Friday, January 30, 2015, Huttonsville Correctional Center employees bid their farewells to a co-worker, friend, and a mentor. Grover “Rosie” Rosencrance had dedicated 35 years of service to Huttonsville Correctional Center.

In 1979, Rosie graduated Elkins High School and began his corrections career that December at the age of 19. Rosie began his career as a Correctional Officer I. In 1981, he graduated from the Corrections Basic Training Academy held at the West Virginia State Police Academy in In-stitute, West Virginia. Rosie attended many specialized training schools including the Federal Bureau of Investigations Basic S.W.A.T. Academy. Rosie was also a member of the original

CERT Team.

In 1990, Rosie was promoted to Sergeant, where he spent the next nine years, until February 1999, when he was promoted to Lieutenant. Nine months later, he was promoted to Captain. He remained Captain on day shift until obtaining the position as Associate Warden of Operations in 2005. In 2007, Rosie was promoted to Deputy Warden of Huttonsville Correctional Center, where he spent the remainder of his career. Rosie was a very dedicated employee who took pride in his position within correc-tions and represented the Division of Corrections with much professionalism and dignity, both inside and outside of the facility. He will truly be missed by the many friends that he made over the years in corrections, whether at HCC or another facility. He has touched the lives of many of his fellow coworkers by his dedication and determination to see that the right thing was always done. Since retiring, Rosie has been enjoying it by spending more time with his family and friends.

Facility Updates:

Northern Correctional Center Warden Karen Pszczolkowski and ACA Manager Richard Wendt attended the ACA Win-ter Conference in Long Beach California February 6-11, 2015. Northern Correc-tional Facility received a score of 100% for Non-Mandatory Standards and 100% for Mandatory Standards.

Paws for Prison Update: The Paws 4 Pris-on Program at Salem Correctional Cen-ter has 11 inmates enrolled and the pro-gram is mentored by the Facility Program Director, Lenora Smith and P4P Director, CeCe Miller. After 8 weeks, they were giv-en the opportunity to work with the lo-cal Humane Society and train dogs from their facility. Currently the program has 4 dogs and 2 have already been placed on hold for adoption, while they are looking for homes for the other two.

The Cultural Change Team at the Sa-lem Correctional Center has a goal…they want all staff to know that their voice and feelings do matter! There is a suggestion box setup in the lobby of Building A and all suggestions are welcome. They are trying to make the facility a better place to work by open-ing up the lines of communication and bringing the staff together as a TEAM!! “We” are all brothers and sisters and need to work towards a GOAL….become ONE Team!

The individuals housed on the RSAT Unit at the Beckley Correctional Center (BCC) made wooden hearts and decorated them for the residents at the Jackie Wi-throw Hospital. Also at BCC, Cpl. Michael Bunch and COII Robert Wood represent-ed the WVDOC and BCC at the Job Fair held at Concord College.

The Mt. Olive Correctional Complex re-cently gave Family Counseling Connec-tion/ Rape Education, Advocacy, Coun-seling and Healing, (FCC/REACH) $1000. This money was raised by partnering with REACH and Papa Johns. The mon-ey will be used for their Sexual Assault Awareness Campaign in April.

Denmar Correctional Center is in the process of starting a Residential Sub-stance Abuse Treatment unit on the 4th Floor. There will be 28 inmates in the program.

There are currently 20 RSAT inmates on the unit, with another 8+ to follow the week of March 2, 2015. Schedules are being developed and they hope to have the unit in full operation around mid-March, 2015.

On December 5, 2014, the Lakin Correc-tional Center’s (LCC) Education Depart-ment held its 12th Annual Graduation Ceremony. A total of 78 inmates grad-uated during the current school year. Education graduation programs include GED, Business Education, Culinary Arts and Transitional Skills.

Ms. Denise Bonecutter presented the Commencement Address, which was attended by LCC’s Administrative Team, Department of Education Teachers and Jacob Greene, Special Assistant to the Associate State Superintendent. The Education Department also orchestrates college courses through West Virginia State University to include, Psychology 151 and Computer Science 100, which were both taught in the Fall of 2014.

On January 22, 2015, Lakin Correctional Center held a Blood Drive through the American Red Cross. Twenty staff mem-bers participated in the event where twenty-four units of blood were ob-tained for donation. During the Blood Drive, four staff members participated in the “double red cell donation”. This pro-cedure allows donors to give two doses of red blood cells during one appoint-ment, or the donor can give one red cell dose and one plasma dose in the same donation.

During a double red cell donation, blood is drawn from one arm using a sterile, “single-use” kit. The needed blood com-ponents are separated and the remain-ing blood is returned to the donor along with the saline, thereby replenishing most of the lost fluids. Donors often leave feeling better than a standard whole blood donation because they are better hydrated. This procedure usually takes 10 to 20 additional minutes.

St. Marys Correctional Center recently received some very good press as it ref-erences the Paws4Prisons Program. An interview took place and was aired on 93.9 and 96.9 on Sunday, February 1, 2015. Warden Patrick Mirandy and Unit Manager Amanda Anderson did a great job of promoting the program and the work done at SMCC.

The Huttonsville Correctional Center RSAT Holiday Festivities were a complete success this year, starting with poetry readings, caroling, and skits by current RSAT members and by RSAT Graduates. Afterwards there was a Holiday Dinner served by the RSAT Staff for the RSAT members and graduates. Staff hoped to create a family atmosphere for the men by having a sit down dinner along with events related to the holidays.

Pleasant Valley Hospital recently provid-ed health and wellness exams and pre-ventive medicine assessments on-site at Lakin Correctional Center for employees and dependents.

Anthony Correctional Center celebrated Building Maintenance Supervisor I, Rob-ert Cox, for being selected as their Em-ployee of the 4th Quarter for 2014. Rob-ert is truly a team player for the facility, while demonstrating a positive attitude along with efficiency and proficiency. Congratulations Robert on a job well done!!!

Amanda Northrop, Wes Stewart and Eliz-abeth Gilligan, pictured below, recently represented the Division and St. Marys Correctional Center during National Teen Violence Awareness Month at Tyler Consolidated High School in Sistersville, WV.

Facility Updates Continued:

The Second Annual Shop with Me the DOC was held on December 18, 2014 at the Wal-Mart in Mason, WV and was sponsored by the Lakin Correctional Center’s Crime Victim’s Committee (CVA). The event introduced children, who are in foster care or come from difficult family situations, to meet and shop with staff to witness the positive side of Corrections and Law Enforcement. Each child was paired with either a uniformed officer or non-uniformed staff member and were given a $100 Wal-Mart gift card. The children purchased a multitude of items ranging from clothing, to bicycles, to stuff animals and action figures.

Last year 23 children from Mason Co, WV and Meigs Co., Ohio areas participated in the event, this year 35 children participated in the event with over 30 staff members from uniform to non-uniform were in-volved. The Mason Wal-Mart also gave a $50.00 gift card as a door prize for the event. The event was a great success with a fun time being had by all. We hope to have even more participants next year. It was Lakin Correctional Centers biggest fundrais-er project, where a total of $3,902.00 was spent for kids in the community.

Congratulations Scott Patterson who was se-lected to fill the position of Corrections Program Manager III (Compli-ance Monitor) for the WVDOC. He will be responsible for ACA Accreditation, PREA Compliance and various other compliance matters.

Congratulations Michael “Mike” Martin who was selected to fill the posi-tion of Warden at Antho-ny Correctional Center. Mike previously served as the Deputy Warden at Pruntytown Correctional Center.

Best wishes to Lance Yardley as he was se-lected the new Warden at Pruntytown Correc-tional Center. Lance previously held the position of Associate Warden of Operations at Huttonsville Correction-al Center.

Other new leadership announcements for the WV DOC:

Kathy Hess was selected to fill the position of Director of Human Resources in the Central Office. Kathy previously held the position of Business Manager at Pruntytown Correctional Center.

Diann Skiles was named Director of Inmate Records and Interstate Compact Administra-tor in the Central Office. Diann has worked in the Records Department for several years and has a vast working knowledge of this subject matter.

Anthony “Tony” Carrico was selected to fill the position of Director of Safety, previously held by Chuck Mankins. Mr. Carrico previ-ously served as the State Fire Marshal and prior to that, Deputy State Fire Marshal.

Congratulations to all and best wishes for continued success!

Pruntytown Correctional Center recently said goodbye to Warden Debbi Minnix who left the end of January 2015, to begin the next chapter of her life. Warden Minnix stated that she “truly enjoyed her 25+ years of service at both PCC and the former WV Industrial Home for Youth”. We wish Warden Minnix the best with her new endeavors and she will be missed by her DOC family.
