    1 INTRODUCTION

    1.1 ThisstatementsetsouthowMiltonKeynesCouncilhasinvolvedstakeholdersandthe

    communityinthepreparationofitsCoreStrategy. Thestatementshowshowtheconsultation

    undertakenhassatisfiedtherequirementsoftheCouncilsStatementofCommunityInvolvement(SCI,

    AdoptedDecember

    2006

    )and

    the

    Regulations

    in

    place

    at

    the

    time

    of

    each

    consultation

    period.

    1.2 DuringthepreparationoftheCoreStrategy,therelevantregulationshavebeenamendedwhich

    meansthefinalconsultationstage(PreSubmissionPublication)willbeundertakenunderamended

    regulationschangedsincethepreviousstages. TheIssuesandOptions,andPreferredOptionsstages

    werecarriedoutinaccordancewiththeTownandCountryPlanning(LocalDevelopment)(England)

    Regulations20042whereasthePreSubmissionPublicationstagewillbecarriedoutundertheamended

    regulation3.

    1.3 ThisstatementhasbeenpreparedtofulfiltherequirementsofRegulation30(1)(d)ofthe2004

    Regulations(asamended). Thissectionstatesthatoneofthedocumentsthatmustbesubmittedtothe

    Secretaryof

    2.1 TheMK2031projectincludesaseriesofdocuments,studiesandotherworkundertakento

    developaGrowthStrategyforMiltonKeynes. TheworktopreparetheMK2031GrowthStrategyshould

    beconsideredaspartoftheevidencegatheringstagewhichleduptotheRegulation25Issuesand

    Optionsconsultation

    stage.

    The

    MK2031

    work

    itself

    did

    not

    have

    to

    meet

    any

    statutory

    requirements,

    butitdoesformamajorpartofthebackgroundevidenceandstatutoryprocessforthepreparationof

    theCoreStrategy,andhelpedtomeettherequirementsoftheMiltonKeynesandSouthMidlandsSub

    RegionalStrategy(2005)tolookatdirectionsofgrowtharoundMiltonKeynesinpartnershipwiththe

    adjacentauthorities. ThescaleofinvolvementthisearlyintheCoreStrategypreparationprocessalso

    helpsfulfiltheGovernmentsaimforfrontloading5.

    2.2 TheMK2031workwasledbytheMiltonKeynesPartnership(MKP,thelocaldeliveryvehicle

    chargedwithoverseeingthegrowthofMiltonKeynes),inpartnershipwiththelocalauthoritiesfor

    MiltonKeynes,AylesburyVale,MidBedfordshire,BuckinghamshireandBedfordshire,plustheSouth

    EastofEnglandRegionalAssemblyandtheGovernmentOfficefortheSouthEast,andtheinvolvement

    ofother

    stakeholders

    throughout.

    2.3 FollowingtheendorsementofaprojectbriefbyallpartnersinDecember2004,thefollowing

    broadstageswereundertaken. ThisinformationistakenfromtheMKPwebsite6wherefurtherdetail

    abouttheMK2031GrowthStrategycanbefound.

    2.4 Stage1:Researchandearlyconsultation BetweenMarchandAugust2005information,

    commentsandopinionswerecollectedonthegrowthofMiltonKeynesthroughmeetings,alarge

    seminar,lettersandemail,newsletters,andatravellingexhibition.Topicstobeincludedintheplan,

    rangingfromthehealthofthelocaleconomytothenatureofgreenspaces,wereidentifiedand

    prioritised. Afeedbackreportdetailingtheconsultationeventsheldandtheoutcomesofthoseevents

    waspublished

    September

    2005

    Directions

    Papers

    covering

    these

    topics

    were

    published

    in

    September2005.Thesepapersraisedquestionstobeansweredthroughtheprocessofdevelopingthe

    newPlan.TheyalsoprovidedthebasisforOptionsforGrowth.

    2.5 Stage2:OptionsforGrowth TheOptionssetouthowMiltonKeynescouldgrow,balancing

    developmentinsidethecurrenturbanareawithextensionstothecityintosurroundingcountryside.The

    OptionswerepublishedforpublicconsultationinNovember2005withcommentsrequestedby12

    January2006. AstakeholderworkshopheldinJanuary2006lookedathowthegrowthoptionsshould

    beassessedintermsofimpactontheexistingcommunityandtoconsiderthesustainabilityofeach.

    2.6 AspecialprojectwasdevisedforschoolsinandaroundMiltonKeynes.Backgroundmaterialwas

    provided

    on

    CD

    ROM

    which

    could

    be

    used

    to

    design

    an

    ideal

    neighbourhood.

    It

    could

    also

    be

    used

    to

    testthesustainabilityofcurrentneighbourhoods.

    2.7 Stage3:Directionsforgrowth TheProjectTeamanalysedtheinformationfromthe

    consultation,evaluatedtheoptions,undertookasustainabilityappraisalandlookedindetailatsomeof

    theolderareasofMiltonKeynestoseehowtheymightchangeinthefuture. Areportproviding

    feedbackfromtheconsultationeventswaspublishedinApril20068.

    2.12 Asummaryoftheresultsofthatconsultationareincludedinareportpreparedbyindependent

    analysts,Ubiqus11. Over1,600residents,stakeholdersandorganisationsrespondedtotheconsultation

    andover3,000peopleattendedexhibitions.

    2.13 TheMK2031GrowthStrategyworkprovidedpartoftheevidencebaseforthefuturestagesof

    theCoreStrategypreparation. TheStrategydevelopedaclearvisionandobjectivesforthefutureof

    MiltonKeynes(whichhasinfluencedthevisionintheCoreStrategy)andexploredindetailtheissues

    andoptionssurroundingthelocation,scale,natureanddeliveryofgrowth. Thecommentsreceived

    throughthevariousmethodsofpublicconsultationandstakeholderinvolvementwereusedalongside

    theresponsestotheCoreStrategy:IssuesandOptionsconsultation(asdiscussedinPart3),toinform

    choicesmadeintheCoreStrategy:PreferredOptionsdocument.

    3.1 TheIssuesandOptionsstagewasthefirststatutoryphaseinthepreparationoftheCore

    Strategy,underRegulation25. ConsultationontheCoreStrategy:IssuesandOptionsdocumentran

    March2007. Theconsultationundertakenaspartofthepreparation

    Strategy

    in

    the

    lead

    up

    to

    the

    Regulation

    stage,

    reflects

    the

    requirementtoundertakecontinuousinvolvementatthisearlystageintheprocess.

    3.2 TheCoreStrategy:IssuesandOptionsdocumentaimedtostimulatedebateonwhatissuesthe

    CoreStrategyshouldcover,setoutsomeoptionsforhowthoseissuescouldbetackledandgavethe

    opportunitytoraisenewissuesandpossibleoptionsforhowtoaddressthem. Whilethepaper

    consideredsomeoftheissuesraisedbytheGrowthStrategywork,itrecognisedtheneedtolookat

    widerissuesandoptionsthathadnotbeenfullyexploredthroughtheMK2031work.

    3.3 ThestatutoryrequirementsattheRegulation25stage(underthe2004Regulations12)state

    beforethelocalplanningauthoritycancomplywithRegulation26(PreferredOptionsstage),theymust

    consult;

    (a) eachofthespecificconsultationbodiestotheextentthatthelocalplanningauthoritythinksthat

    theproposedsubjectmatteroftheDPDaffectsthebody;and

    (b) suchofthegeneralconsultationbodiesasthelocalplanningauthorityconsiderappropriate.

    3.5 Thestatutoryrequirementsweremetbysendinghardcopiesoftheconsultationmaterialtothe

    relevantspecificandgeneralconsulteebodies(seeSCI,page26fordetailsofthosebodies),including

    theIssuesandOptionspaperandacommentsform(seeAppendixA1). Asconsidereddesirableinthe

    tableextractabove,theconsultationperiodranfor12weeksbetweenDecember2006andMarch2007.

    During

    this

    period,

    many

    consultation

    1.0 BoroughProfileAnanalysisofkeydata relating to theboroughofMiltonKeyneswillallowabaselineof the current

    boroughprofiletobecreated.Thiswillenableustoidentifyappropriatemethodsofconsultationbased

    ontheneedsofdifferentgroups.

    1.1Age

    TheboroughofMiltonKeyneshasbothasignificantproportion

    ofyoungandoldresidents.Intotal25.7%ofthepopulationis

    undertheageof18(Census,2001).Therearealso10.3%ofthe

    populationthatareagedover65(Census2001).

    ThecharttotherightshowstheageprofileofMiltonKeynes

    comparedtothatoftheUK.ItisnoticeablethatMiltonKeynes

    appearstohavegreaternumbersofpeopleintheagegroups

    from0to54years. Thismayreflectthenumberoffamilies

    movingtothearea.

    1.2Ethnicity

    ThehighestproportionofethnicminoritiesintheboroughisAsianorAsianBritish(3.7%,Census2001).

    AlthoughthisissignificantforMiltonKeynes,itfallsbelowthenationalaverageof4.6%.

    TherearealsosignificantlevelsofBlackorBlackBritish(2.4%)and

    Mixed(1.8%)residentsintheBorough

    Althoughnotmakingupalargeproportionoftheborough

    population,theChinesepopulationofMiltonKeynesisalmosttwice

    theEnglish

    average

    at

    0.9%.

    Lookingatthestatisticsfurther,itispossibletoseethat14.5%ofall

    under24yearoldsintheborougharefromBMEgroups,making

    themasignificantproportionoftheyoungpopulation.

    Itisalsonotablethatdifferentethnicgroupsarefocusedon

    differentareasoftheborough,suchasthePakistanicommunity

    inWolvertonandtheBangladeshipopulationinBletchleyand

    WaterEaton.

    TheMiltonKeyneshousing stock is changingall the time.At the lastcount, the2001Census,Milton

    Keynes had a high level of terraced homes (30.4%). There are also an above average proportion of

    detachedhomes(29.2%)andasignificantlevelofsemidetached(28.5%).

    In2001 theboroughhada lowproportionof flatsandapartments (11.9%),howeverover the last5

    yearsthisfiguremayhavegoneupasthenumberofnewhomesbeingbuiltincreases.

    1.4Overallconsiderations

    From thisauditof theborough it ispossible todrawout some conclusions thatwillhelp shape the

    consultationarrangements.Firstly,theageprofileseemstosuggestthatthereishighnumberofyoung

    families living intheborough.Thismeansthatthedisseminationof informationthroughschoolscould

    worksuccessfully.

    Intermsoftheethnicpopulation,thelevelisbroadlyinlinewiththenationalfigure.However,inMilton

    KeynesthesignificantlevelofAsian/AsianBritishresidentsshouldbetakenintoaccount.Itshouldalso

    benoted thatdifferentareasof theboroughhavedifferentethnicmakeupsand thereforedifferent

    consultation

    requirements.

    Thetypeofdwellingsisimportantasitmakescertaintypesofconsultationmorepracticalthanothers.

    Thefactthatthereappearstobearelativelylowlevelofflatsintheboroughmeansthatdistributionof

    leaflets or newspapers is more likely to be successful (as delivery to flats can sometimes be

    problematic).

    2.0PreviousConsultation

    The Core Strategy Issues and Options Discussion Paper is the first stage in the production of the

    CouncilsCoreStrategy.Itis,however,worthconsideringthefindingsofanearlierquestionnairesurvey

    andIssuesandOptionsconsultationfortheWasteDPD.

    2.1SCIquestionnairesurvey InJune2005,aquestionnairewasdistributedtosome2,500 individuals

    andorganisationswhohadcontactedtheCouncil inthepastabouttheLocalPlan. Thequestionnaire

    wasalsomadeavailabletofill inonlineontheCouncilswebsite.Thequestionnaireprovideda listof

    theconsultationmethods thathadbeenused in thepast to involvepeople in thepreparationof the

    MiltonKeynesLocalPlanandtoinformpeopleaboutplanningapplicationsintheirarea.

    Respondentswere required to indicatewhichmethodsof involvement theyhad responded to in the

    pastandwouldrespondtointhefuture,andtoprovideanysuggestionsforimprovement.Atotalof183

    responseswerereceived(174viafreepost,9online). Nearlytwothirdsoftherespondents(64%)were

    aged51andover. Thesmallestrespondentgroup(only9responses,or5%)wasthe1830agegroup.

    Intermsofplanningpolicytheresultsshowthat in thepastpeoplehavegenerallyrespondedwell to

    public meetings and exhibitions, direct mail shots, items in parish council newsletter, and

    announcementsinthenewspaper. Thesealsoremainedthemostpopularwaysinwhichpeoplewanted

    tobeconsultedinthefuture.

    2.2WasteDevelopmentPlanDocumentIssuesandOptionsconsultation

    AswiththeSCIquestionnairesurveytherewasanoticeableunderrepresentationoftheunder25age

    groupinthisconsultation.Only4.6%ofthetotalresponseswerefromthisagegroup.

    Ingeneral,

    the

    age

    groups

    over

    46

    years

    of

    age

    were

    over

    represented

    in

    comparison

    to

    the

    level

    of

    population in theborough.Thismaybe linked to the fact thatolder residents,whohave lived in the

    boroughlonger,weremorelikelytorespondthannewerresidentsoftheborough.

    TheresultsfromboththeSCIsurveyandtheWasterDPDconsultationsuggestthatmoreworkneedsto

    bedonetotargettheyoungerpopulationofMiltonKeynes.DuringtheIssuesandOptionsconsultation

    on theWasteDPD,contactwasmadewith6th

    formstudentsatMiltonKeynesCollege, schoolswere

    writtentoandtheYMCAandYouthDevelopmentWorkersforumconsulted.Thisapproachappearedto

    havehadlimitedsuccess,soalternativetechniquestoengagewiththisagegroupshouldbesought.

    as

    highlighted

    in

    the

    SCI.

    Other alternatives suggestedby the SCI includeutilisingCommunityMobilisers,whowork in certain

    schools,andtheCouncilsInformnewsletter.

    3.0SpecificIssuesfortheCoreStrategyIssuesandOptionsconsultation

    In terms of consultation at this stage, theGovernment requirements are for us to consultwith the

    specificandgeneralconsultationbodiesas identified intheSCI.TheSCIsuggeststhatatthisstagewe

    shouldusetheEqualitiesAuditto identifyappropriateconsultationmethodsforhardtoreachgroups.

    Weshouldalsotrytogiveupto12weekstimeforcommentandletrespondentsknowwhereresponses

    canbeseenandwhatthenextstageswillbe.

    Theaimof the IssuesandOptionsstage is to raiseawarenessof theCoreStrategyand toencourage

    peopletostarttogetinvolvedinitspreparation.

    Thedocument isacollectionofthoughtsand ideasofthe issuesthatwillaffecttheboroughoverthe

    comingyears.Therearenopoliciesordetailedsiteallocationstocommentonatthisstageinsteadwe

    aretryingtoascertainwhethertheissuesandoptionsraisedaretherightonesandwhetherthereare

    othersthatshouldbeconsidered.

    The consultation should therefore aim to reach aswide an audience as possible. There are no site

    specificissuesthatwouldrequiretheconsultationstrategytotargetparticulargridsquaresorresidents.

    Theconsultationapproachisusingamixtureof:

    articles in awide range of Council and externalpublications such as theHousing Tenants

    advertising posters andmaterial in all librariesandat INCCA;postersandmaterialon the

    displaysinthecentre:mkandinthehousingareaoffices.

    direct mailing to a wide range of businesses, interested groups and individuals on our

    database and also to all people who responded to the recent MK2026 growth strategy

    4.0Conclusion

    Giventhegeneralandnonsitespecificnatureofthecurrentconsultationaconsultationapproachhas
