CSWG: 06/16/14 meeting

• CSWG will continue to meet via remote Web Ex conference calls unless issues warrant a in person meeting.

• CSWG will continue to track the ERCOT settlement impacts of the accelerated timeline; however, at this time there are no known issues or concerns expressed.

• CSWG will begin two initiatives with their July 28 meeting:– Market Notifications- work with ERCOT staff and identify improvements and/or

requirements from ERCOT Market Notices.– Resettlements Review the 2% rule and how reporting of Resettlements can be

improved and/or enhanced.

PWG: 06/30/14 meeting

• May 30:

• Request was accepted by ERCOT staff to extend the Calendar Tab in the profile spreadsheets through 2030.

• Reviewed the ERCOT 2013 UFE Report to satisfy the annual review requirement (reference slide 3 for link to the complete report).

• Key finding that UFE ranged between +/- 1% in 2013 – the smallest range to date for the ERCOT market.

• June 30:

• LPGRR to relieve requirement for weather sensitivity Check on Oil and Gas Flat (OGFLT) in progress.

• Finalized language to remove the requirement for ERCOT staff to analyze OGFLT ESIIDs weather sensitivity when the meter type is IDR.

• Reviewed the Annual Validation task list.

LPGRR LPGRR to relieve requirement for weather sensitivity Check on Oil and to relieve requirement for weather sensitivity Check on Oil and Gas FlatGas Flat

CRs seeking to have the Oil & Gas Flat (OGFLT) Profile Segment assigned to one of their ESI IDs are required to provide ERCOT ([email protected]) with documentation, either electronic (preferred) or hard copy, of the following:

                          

1.Sales Tax Exemption Certificate (on file with the CR for the ESI ID) 

                       

  2.Customer Certification to the CR that the Customer holds an official Railroad Commission of Texas Operator Number and uses electricity at the premises identified by the ESI ID for the purpose of exploring, producing or transporting oil and/or natural gas extracted from the earth. This Customer Certification must be signed by an official company representative and shall list the Railroad Commission of Texas Operator Number, the name of the entity holding the Operator Number, the ESI ID and the service address of the ESI ID.

       In addition, for NIDR ESI IDs to be assigned the Oil & Gas Flat (OGFLT) profile, ERCOT shall validate that they are not weather

sensitive. ESI IDs with a Meter Type = “IDR” are settled using interval data.

                         

ERCOT shall submit validated requests to the TDSPs by the latter of five (5) business days of the receipt of the required documentation from a CR or the implementation date of the new BUSOGFLT Load Profile. ERCOT shall request (via e-mail or other mutually acceptable means) that the TDSP change the Profile Segment to an Oil & Gas Flat segment as specified on the Segment Assignment tab for the specified ESI ID, via the normal Texas SET process.

                         The Oil & Gas Flat segment assignment shall not change simply due to a switch in CRs.

                         

Should a previously approved ESI ID become ineligible to be served under an Oil & Gas Flat segment, then ERCOT shall notify the appropriate TDSP to change the Profile Type to the current appropriate default Profile Type as if the ESI ID represented a new premise. TDSPs shall make reasonable effort to effect the change using the appropriate Texas SET process as soon as possible after notification. ERCOT shall notify the CR of record of any such changes to the Profile Type.

MISUG: 07/15/14 meeting

• 2014 Leadership– Julie Thomas (Luminant), Chair– Kaci Jacobs (TXUE), Vice Chair

• TAC Reporting on ERCOT Manual Efforts & Market Report True-Up– 15 reports have been recommended for discontinuation/decommissioning.

• MISUG supports this recommendation and wants to ensure other Stakeholders are informed and have the opportunity to comment in advance of NPRRs to remove the reports.

– True-Up• Three reports were reviewed and corrections have been recommended.• Recommendation was made to add more information to the User Guides for the

48-hour and 60-day Disclosure reports.

MISUG: 07/15/14 meeting

• NOGRR084– ERCOT Operations has identified additional information that would be helpful to

include in the report.– MISUG will hold a workshop on the data and format of the Daily Grid Operations

Report on August 27, 2014, at 9:30 AM.– Workshop and materials will be socialized through other subcommittees and working

groups.

• Upcoming Project Efforts.

– Planning (POI) website will be decommissioned.• Information will be archived or moved to the MIS, as appropriate.

– SCR 775 (Dashboard display for LZ Indicative LMPs).• MISUG will serve as the forum for the development and feedback for this project.

COPS VOTING ITEMS: 07/16/14 meeting

• NPRR632, Eliminate Manual Calculations When Producing 4-CP Billing Determinant Data.

This Nodal Protocol Revision Request (NPRR) eliminates manual calculation of Transmission and/or Distribution Service Provider (TDSP) 4-Coincident Peak (4-CP) data using lower-level non-aggregate Electric Service Identifier (ESI ID) data and requires instead the use of Settlement system aggregate data. This NPRR also clarifies treatment of Block Load Transfer (BLT) Load.

COPS endorsed this NPRR with one abstention

• NPRR628, Notification of Financial Impact of Settlement Disputes.– NPRR aligns protocols with ERCOT current procedures regarding Dispute Reporting.– NPRR 628 has been formally vetted at PRS on 6/11/2014 with no comments or issues.– NPRR 628 Impact Analysis indicates no impacts to ERCOT systems or staffing and can be implemented

upon ERCOT Board approval.

COPS MAJOR DISCUSSION ITEMS: 07/16/14 meeting

• System Change Request (SCR) 772, New Extract for Five Minute Interval Settlement.

– This project is currently on hold and planned to come off hold in late Q3 or early Q4 of 2014. This project was put on hold due to ERCOT resource constraints. At this time ERCOT plans to have a Release-1 2015 implementation of the 5-min data at which time will have more information available.

• Seasonal Adjustment Factor (SAF) Changes

– Mark Ruane (ERCOT) presented the necessary changes needed.– This was not a voting process, Protocols allow ERCOT to change the SAF.– Only discussed at MCWG, TAC, and F&A.– Impact to the Market in the middle of the summer.– Impact to the end-use consumers.– Future SAF changes.
