ASEAN

• ASEAN Committee on Disaster Management (ACDM)– Heads of national agencies responsible for disaster management– Overall responsibility for coordinating regional activities– Developed ASEAN Regional Programme on Disaster Management (ARPDM)

• Outlines regional strategy

• Identifies priority areas

• Plan activities for disaster reduction

• Priority project: establishment of an ASEAN Regional Disaster Management Framework to include:

– Development of a regional agreement on disaster management and response

– Develop standard operating procedures to operationalize disaster response

– Conduct of simulation exercises

• Medical triage supported by land forces after landslide

• Search and Rescue

• Amphib landing in preparation of area needing relief

• CARAT maintains Maritime Security focus but…

• What HADR capability should we train to within CARAT?– Basic interoperability throughout region to start– Practice established ASEAN procedures– Standardized throughout SE Asia

• Bottom line…– Select 1-2 activities for first year

• Tabletop exercises, symposium

• Practice during sea phase if applicable

– Develop core capability and build each year

• Discuss during summer 2010 phases (33 days away)– Brunei, Thailand, Indonesia, Malaysia, Singapore

• Implement with fall 2010 phases– Philippines, Cambodia, Bangladesh

• Continue in 2011 with remaining CARAT partners
