A. AUTHORITY: A1. This Airworthiness Notice is issued under the authority vested in DG CAA vide Rule No. 4 and 51 of Civil Aviation Rules, 1994 (CARs,1994).

B. PURPOSE: B1. This Airworthiness notice has been prepared pursuant to paragraph MNL.066.B.305 as a conversion report, in order to describe the requirements of PCAA to perform the conversion/s specified in Para ANO.066.A.70. B2. Purpose of this notice is to describe PCAA requirements for conversion of existing PCAA licenses and qualifications, issued in accordance with ANO-015-XXLC-2.0, AWNOT-034-AWEG, Airworthiness notice no. 35, induction policy letters and in accordance with PCAA approved examination system of M/s PIAC for Class-1 Aircraft Engineer Inspection Authorizations (AEIAs), into ANO-066 Aircraft Maintenance Engineer License (AML).

B3. This notice also describe the procedure and requirements for obtaining Proficiency Certificate (PC) under protected rights. C. SCOPE: C1. Applicable to all PC holder instructors and AMEs/LWTR/Class-1 holders who perform or intend to perform maintenance activity, carryout scheduled/unscheduled inspection, replacement, or modifications on Pak registered aircrafts in a PCAA approved manner. D. DESCRIPTION:

D1. DEFINITIONS: The following terms when used in this AWNOT have the meanings, assigned to them respectively. However, any term used in this AWNOT but not defined herein shall have the same meaning as given in the Civil Aviation Ordinance 1960, Pakistan Civil Aviation Authority Ordinance 1982, Civil Aviation Rules,1994 (CARs,1994) and/ or relevant ICAO Annexes, as the case may be, accordingly. (a) AIRCRAFT MAINTENANCE ENGINEER LICENSE (AML): shall have the same legal

meaning as defined for “Aircraft Maintenance License” in relevant SARI/EASA documents.

(b) PROFICIENCY CERTIFICATE (PC): issued to an instructor, authorizes him/her to teach/conduct approved basic or type courses independently.

(c) RECENT PRACTICAL TYPE EXPERIENCE: means the hands-on floor experience

exclusively gained on particular type performing maintenance checks. Recent type experience is counted from the date of acceptance of application for previous rating to the date of application for current rating.

D2. INTRODUCTION: Civil Aviation Rules, 1994 require that persons performing maintenance on aircraft shall be qualified by reason of their knowledge, experience, competence and skill to act in the capacity authorized by the license. ANO-066 introduced requirements that are generally at a higher or broader level than those that existed previously under PCAA national licensing system. However, to ensure that certifying staff retained their previous entitlement to certify, provision is made for protected rights to be transferred to ANO-066 license.

D4.2. An applicant, who has successfully completed EASA Part-147 or ANO-147 type training course, will only be allowed to apply under ANO-066 terms and conditions. D4.3. However, those applicants, who are currently awaiting oral boards or have completed ANO-008 approved type training course, can still apply for type endorsement on ANO-066 AML after completing “Pre ANO-147” formalities till 31/12/2014. D4.4. Conversion of Pre ANO-066 licenses into ANO-066 AML under “protected rights” will be carried out as a single exercise.

D4.5. However, if the applicant has completed the requirement for issuance/extension of Basic or Type license/PC/AEIA authorization, as defined in Pre ANO-066 regulations, then he/she can still apply to remove the single limitation for the category for which he/she has completed the requirements. Few examples are given below:

*For type endorsement, applicable limitation will be removed D5. BASIC AEROSPACE, BASIC AVIONICS COURSES & PRE ANO-147 MODULAR EXAMINATIONS D5.1. Before the implementation of ANO-147, PCAA has granted approvals to ANO-008 approved training institutes to conduct “Basic Aerospace” and “Basic Avionics” courses based on the guidelines of basic B1.1 and B2 course syllabi respectively. D5.2. Similarly, before implementation of ANO-147 and ANO-066, PCAA has granted approval to ANO-008 approved training institutes to conduct modular examinations on behalf of PCAA as per the requirements mentioned in AWNOT-078-AWEG. D5.3. Therefore, “within the scope of this notice”;

a. All “Module examination certificates”, issued for examinations conducted in

accordance with AWNOT-078-AWEG by ANO-008-AWRG approved training organizations, will be considered equivalent to “ANO-147 approved Module examination certificates”.

b. All “Basic Aerospace and Basic Avionics, course completion certificate will be considered equivalent to “ANO-147 course completion certificate of Basic B1.1 and B2 course” respectively.

D6. ISSUANCE OF ANO-066 AML ON THE BASIS OF BASIC AEROSPACE / BASIC AVIONICS COURSES & MODULAR EXAMINATIONS D6.1. In accordance with the equivalency defined in Para D5 above, following is the criteria for issuance of ANO-066 AML for the candidates who have completed “Basic Aerospace” or “Basic Avionics” courses.

D6.2. Basic modular examinations must be ANO-147 or EASA Part-147 approved or they must have been conducted in accordance with AWNOT-078-AWEG by PCAA approved organization.

D6.3. For each license category, level and number of MCQs and Essay must be in accordance with ANO-066

D6.4. Experience must be the Practical maintenance experience in requested category i.e. B1.1 or B2, on operating large aircrafts in PCAA approved maintenance repair organization (MRO).

D6.5. This maintenance experience shall be exclusive of any OJT, Programmed OJT, workshop activity or any other maintenance activity, which has been performed to fulfill the requirements of Basic course.

D6.6. This experience must be practical, which means being involved with a representative cross section of maintenance tasks on aircraft, an experience logbook must be maintained in this regard. This experience should cover a wide range of appropriate tasks in length, complexity and variety. D6.7. For all applicants, at least one (01) year of the required experience, must be “recent maintenance experience” on aircraft of the category. To be considered as recent experience, at least 50% of the required 12 month recent experience should be gained within the 12-month period, prior to the date of application for the issuance of basic aircraft maintenance licence. The remainder of the recent experience should have been gained within the 7-year period prior to application date. D7. QUALIFICATIONS GIVING PROTECTED RIGHTS Qualifications that may be included in ANO-066 license issued to reflect ‘protected rights’ are as follows: D7.1. LWTRs issued by Personal Licensing Office (PLO) of PCAA in Category “A, C, X, R, Avionics and Aerospace”. D7.2. Type rated “AMELs” issued by Director Airworthiness, PCAA in Category “A, C, X, Avionics and Aerospace” D7.3. Type Ratings for Category ‘R’ (Com/Nav or Radar) issued by Director Airworthiness PCAA as “Personnel Authorization Certificate” on PCAA form CAAF-039-AWXX.

D7.4. Type Ratings in Category “A, C, X & R” issued by CE(QA) of M/s PIAC as “Class-I approvals”.

D7.5. Basic and Type PCs issued by Director Airworthiness, PCAA and Cat ‘R’ PCs issued by Manager Quality of ANO-008 approved training institutes.

D7.6. Type PCs equivalent to Class-I approvals, previously issued by CE(QA) of M/s PIAC under PCAA approved system. D8. LIMITATIONS ON A CONVERTED LICENSE Limitation codes may be applied singly or in combination to basic categories and type ratings to reflect the scope of protected rights transferred to an ANO-066 license. The limitation codes and their translation, are listed in Appendix ‘E’. D9. CONVERSION OF LWTRs TO ANO-066 BASIC LICENCE D9.1. LWTR’s may be converted to a full or restricted ANO-066 AML in the basic categories of B1 and/or B2 reflecting the combination of LWTR’s held. Where the sum of these does not constitute a full ANO-066 category or sub-category, limitations will be added to reflect the extent of the individual’s protected rights. D9.2. Modular, Sub-modular conversion examinations, in accordance with Appendix ‘A’ or ‘B’ as appropriate, will be required to remove basic limitations, which would otherwise apply on converted ANO-066 AML

D10. CONVERSION OF TYPE RATED AMELs TO ANO-066 AML D10.1. Aircraft types on AMEL issued by Director Airworthiness, PCAA may be transferred to ANO-066 license under protected rights. However, restricted/obsolete types in the AMEL list of type rating descriptions will not be transferred. D10.2. Conversion type trainings and examinations, in accordance with Appendix ‘C’ or ‘D’ as appropriate, will be required to remove limitations, which would otherwise apply on converted ANO-066 AML.

D11. PROTECTED RIGHTS TO CATEGORY ‘C’ D11.1. ANO-066 introduced the Category ‘C’ license, Base Maintenance Certifying Engineer, which is primarily a “Maintenance Management License” that permits the holder, to be authorized by ANO-145 approved maintenance organisation, to release an aircraft following base maintenance. D11.2. For the grant of Category ‘C’, ANO-066 requires that an individual must have three (03) years experience as a certifying technician in either Category B1 or B2. Since the Category ‘C’ license focuses upon the overall maintenance management of an aircraft during base maintenance and the subsequent single “Certificate of Release to Service” covering all trade disciplines, PCAA will not grant a Category ‘C’ license to the holder of only a single category license. D11.3. On transfer of protected rights, Category ‘C’ license will only be issued to those who hold, for a minimum of period of three (03) years, “Type ratings” relating to the same aircraft in category “A & C” (full set) OR in Cat ‘X’ “E & I” (full set).

D11.4. Only those AMELs qualifications will be consider for conversion into Category ‘C’ license under protected rights, as mentioned in Para D11.3 above, which have been acquired before 30/12/2014.

D12. REMOVING LIMITATIONS FROM ANO-066 BASIC LICENCE D12.1. To remove limitations from a basic B1 or B2 ANO-066 license, where protected rights do not directly convert to a full ANO-066 Category/sub-category license, the relevant Modular, Sub-modular “conversion examinations” must be passed and any appropriate experience requirements met. D12.2. Applications to remove limitations on a basic Category/sub-category must cover all the limitations, except otherwise as specified in Para D4.5 above. Please refer to Appendix ‘A’ & ‘B’ to this notice for the requirements for removal of limitations from basic license. D12.3. The addition of another category (B1 or B2 etc) to an ANO-066 licence will requires the applicant to remove the limitations applied to their existing license prior to the addition being granted. However, the existing license may be extended with an additional type rating without the need to lift the limitations. Any new type added would have the same limitations added that apply to the basic license categories.

D12.4. Where a limitation is shown against the basic license category, the applicable limitation will also apply to the type rating. D12.5. Where the Appendix table ‘A & B’ does not cover a specific situation, an assessment will be required and applicants should apply in writing to ESIP, HQs Director Airworthiness, PCAA. D12.6. Applicant must pass the relevant module/s or part module/s, applicable to the limitations on the basic category, from ANO-147 or EASA Part-147 approved institute in a PCAA approved manner.

D12.7. Part module conversion exams may include MCQs from more than one sub-module of same or different modules

D12.8. Number and level of MCQs in Part module conversion exams, shall be assessed in accordance with latest issue of “Regulation Appendix-I” to ANO-066-AWRG.

D13. REMOVING LIMITATIONS FROM A TYPE RATING D13.1. Where the limitation applies to the type rating, it can be removed by completing either a PCAA approved “Conversion type training course” covering the differences only or an ANO/EASA-147 approved full B1 or B2 type course, as appropriate. Please refer to Appendix ‘C & D’ for the requirements for removal of limitations from type ratings. D13.2. All conversion type courses or ANO/EASA-147 approved full B1 or B2 type courses must include both “theoretical and practical” element of training. D13.3. The Conversion type training courses and its examination standard shall be in accordance with latest issue of “Regulation Appendix-III” to ANO-066-AWRG.

D13.4. Required “Recent Practical type experience” duration may include the time allocated for “Practical element” of course and PCAA approved type OJT tasks.

D14. CONVERSION OF PROFICIENCY CERTIFICATE (PC) INTO B1/B2 PC D14.1. PCs may be converted to a full or restricted B1/B2 PCs reflecting the combination of previous PCs held. Where the sum of these does not constitute a full B1/B2 PC, limitations will be added to reflect the extent of the individual’s protected rights. D14.2. Modular, Sub-modular conversion examinations or teaching authorization in accordance with Appendix ‘F’ or ‘G’ as appropriate and “Conversion type training” in accordance with Appendix ‘H’ or ‘I’ will be required to remove basic and type limitations respectively, which would otherwise apply on converted PC.

Type endorsements on PC will be made in accordance with column 3, AMC Appendix-I of latest issue of ANO-066-AWRG. D15. COMMON CASES OF EXTENSION TO ANO-066 LICENSE D15.1. ANO-066 often requires different levels of knowledge for the different category and sub-category licenses. In order to extend a license to include another category or sub-category, additional training and/or examinations may be required.

D15.2. The part-module examinations required in order to convert to a different category or sub-category license have been tailored to suit the most common cases and therefore, may only be conducted by EASA Part-147 or ANO-147 institutes duly approved for this purpose.

D15.3. Refer appendices ‘K’, ‘L’, ‘M’ & ‘N’ for applicable conversion modules and part-modules for most common cases for extension of ANO-066 licenses to include other category/sub-category.

D15.4. Applicants for category conversion, that fall outside the common cases detailed in the relevant appendix should apply to “EASA/SARI Implementation Project (ESIP) at Airworthiness Directorate, PCAA for confirmation of which modules and/or part-modules are required E. EXTENSION OF ‘FULL B2 BASIC’ TO INCLUDE MECHANICAL CATEGORY ‘A’

*NOTE: 1. Experience must be practical maintenance experience on operating aircraft, including

detailed evidence of competence in the relevant basic skills, is required in the sub-category relevant to the application.

2. The experience requirement will be reduced by 50% if the applicant has completed an
