Key Events and Findings
• In the RGV Sector, DPS Agents in Pharr seized 9,440 lbs of marijuana concealed within cardboard
boxes inside of a 1999 Freightliner tractor trailer leaving a shipping warehouse and headed to a
residence. Each of the marijuana bundles had a marking of a difference color tape (black, red, and light
blue).
• In the RGV Sector, Cameron Co SO SIU investigators seized 211 lbs of marijuana wrapped in 81
bundles inside an air compressor at a shipping warehouse. There have been three similar seizures
since AUG 2010 of marijuana hidden inside an air compressor and/or propane-type tank.
• In the Laredo Sector, USBP at the IH-35 Checkpoint, Laredo, TX, seized 92.6 lbs of Methamphetamine
and 2.6 lbs of Black Tar Heroin concealed within a black suitcase in a blue 2009 Chevrolet Silverado
2500 pickup.
• Uvalde PD conducted a traffic stop on a black Chevrolet Silverado resulting in the seizure of a large
cache of weapons(various assault rifles and pistols) and ammo.
• Aggressive tactics by drug traffickers toward law enforcement in the RGV Sector has been increasing
over the last month, as evident by the increase in caltrop use and physical assaults, in conjunction with
arrests of armed individuals smuggling narcotics.
• On 30 APR 2011 Milton Alvarado Rojas, the police chief of Apodaca, a city in the northern Mexican
state of Nuevo Leon, and 10 of his bodyguards were kidnapped over the weekend by gunmen.
• Three hitmen traveling in a late model white Nissan Sentra attacked and killed Municipal Police
Commander, Francisco Javier Enriquez Montoy, 35, in Guadalajara, Jalisco.
• In Arizona, two Mexican Nationals pleaded guilty for their roles in a conspiracy to trade drugs and cash
for military-grade weapons – including a Stinger anti-aircraft missile – for use by the Sinaloa Cartel.

Southbound Operations
On 28 APR 2011, the El Paso PD Auto
Theft Task Force recovered a stolen 2007
Honda 600 motorcycle while conducting
Southbound Operations at the Bridge of
the Americas (BOTA) POE.

Barrio Azteca Texas Syndicate Crip (suspected)
Six gang-related incidents were reported during this period involving seven arrests of members
from six different gangs. There were three criminal arrests and six fugitive arrests. The incidents
involved: Possession of Marijuana, Possession of a Controlled Substance, Assault, and Theft.
The Texas Syndicate originated in Folsom Prison in the early 70’s, and was started to protect native
Texans from being preyed upon by the Aryan Brotherhood and Mexican Mafia . The TS is mostly
composed of Hispanic members. Their main identifier is the “TS” mark. They will also use a 20 and 19 to
represent the 20th and 19th letters of the alphabet (TS). They are also known as the Syndicato Tejano.
Texas Syndicate members abide by a constitution requiring members to:
• Be a Texan
• Always remain a member
• Place the Texas Syndicate before anything else
• Understand that the Texas Syndicate is always in the right
• Wear the Texas Syndicate tattoo
• Never let a member down
• Respect other members
• Keep all gang information within the group
The El Paso PD’s gang database shows approximately 152 confirmed Texas Syndicate members in the El
Paso area.

On 01 MAY 2011, an El Paso THP Trooper observed
two vehicles traveling at a high rate of speed on IH-
10W in El Paso Co. The Trooper was able to stop one
of the vehicles. As the vehicle was slowing down to
stop, Troopers observed the occupants of the vehicle
throwing objects of the window, and were able to
recover approximately forty pills, two of which were
identified as ecstasy (MDMA). BARNABY CHAVEZ, a
passenger in the vehicle, admitted to being a SURENO
gang member, and was found to be a wanted fugitive
on an outstanding warrant for Robbery issued out of
Chavez, Barnaby

California. The State of California confirmed the warrant and extradition on the Chavez. RUDY CHAVEZ,
the driver and brother of BARNABY CHAVEZ, was arrested for Possession of a Controlled Substance.

Additional informationOn 26 – 28 APR 2011, El Paso DPS CVE units participated in a joint operation with the TSA/US
Air Marshal Visible Intermodal Prevention and Response (VIPR) team at the Guadalupe
Mountains on US-62/180. During the operation, numerous vehicle inspections were conducted
by CVE, and related searches for explosives and contraband were performed by the VIPR team.

On 03 MAY 2011, an El Paso THP Trooper conducted a traffic stop on a 2005 GMC
SUV on I-10 Westbound at milepost 68. The Trooper observed criminal indicators,
and consent to search was obtained. A USBP K-9 was utilized for a search with
negative results. During a physical search of the vehicle, an unloaded Browning
.40 cal handgun was discovered wrapped in a plastic bag hidden in the left rear
quarter panel of the vehicle. The driver admitted to placing the gun in the
concealment location, which was also found to have been reported stolen from
Ashville, AL. The driver, a resident alien, was arrested, and an immigration detainer
was placed on him by the USBP.

On 14 APR 2011, the El Paso PD Bomb Squad responded to assist patrol
officers with two mortar rds which had been discovered on the side of a house
near Woodall St. The occupants were not aware of the items and did not
know where they came from.
On the same date, the El Paso PD Bomb Squad responded to
assist patrol officers with another discovery of military ordnance
in a small ravine at Album Park. The ordnance was located by
two boys walking in the park. The boys took the mortars to Jesus
Chapel School (across the street from Album Park) where the
staff secured the mortars in a room and notified the El Paso
Police Bomb Squad. These two mortars rds were identical to the
two mortar rds discovered earlier near the same location. The Ft.
Bliss 741st Explosive Ordnance Unit assisted with taking custody
of the ordnance.

On 30 APR 2011, an El Paso PD Officer observed a 1994 Forde Econoline Van disabled in traffic at
the intersection of Montwood and Yarbrough. The vehicle was reported stolen out of Apache, AZ, on
20 APR 2011. The officer placed the subject into custody and contacted the EPPD Auto Theft Task
Force (ATTF) who responded to the scene. The offender was subsequently booked into the El Paso
Co Detention Facility for Unauthorized Use of a Motor Vehicle. The vehicle had a duplicated key
and had no damage to the ignition or door locks.
For the week ending 30 APR 2011, the Border Auto Theft Information Center (BATIC) received
3,642 inquiries/callers requesting information on suspicious vehicles. The BATIC Specialists
responded affirmatively to 56 of these calls with stolen vehicle information being forwarded to the
requesting officers. For the week, eight vehicles were returned back to the US with a property value
calculated at $69,975 USD.

On 02 MAY 2011, an El Paso THP Trooper stopped a vehicle towing a Carson trailer on IH-10E with
expired trailer registration. A further investigation revealed that the license plate displayed on the
trailer returned to a different make of trailer, and the VIN sticker had been removed, but was still
visible. A check of the trailer by VIN number revealed that the trailer was reported stolen in
California in MAR 2010. Confirmation was received through California and the trailer was seized.

On 26 APR 2011, El Paso DPS CID Agents recovered a stolen 2005
Volvo S60 valued at $13,875 USD. The vehicle’s information had been
presented by an individual to the Texas Division of Motor Vehicles office
in El Paso, who in turn contacted DPS CID for assistance. The Volvo
S60 was reported stolen through the El Paso PD on 20 APR 2011. An
investigation by El Paso DPS CID continues.
On 26 APR 2011, an El Paso THP Trooper conducted a traffic
stop on a 2002 Ford F-250 pickup. During the contact, the
Trooper alerted to indicators that the vehicle was stolen or
altered. The vehicle had been reported stolen through the El
Paso PD on 17 FEB 2008, and was valued at $16,275 USD.

On 26 APR 2011, an El Paso THP Trooper conducted a traffic stop on FM-258 in El Paso Co on a 2003
Ford F-250 pickup displaying Mexican registration. During the traffic stop the Trooper observed the driver
was using a replacement key for the vehicle instead of the factory original key, that the vehicle was
missing the key insert hole on the driver’s side door, and noted missing VIN digits on the gas cap barcode.
The vehicle also displayed a fictitious Mexican registration sticker. DPS CID was contacted for assistance,
and conducted additional inquiries on the component number on the vehicle airbag through BATIC, which
returned to a VIN number belonging to a 2002 Ford F-250. Further investigation revealed that the Ford
F-250 pickup had been reported stolen in El Paso Co in 2008.

On 26 APR 2011, El Paso CID Agents recovered four stolen vehicles from Mexico. The property
value of the vehicles recovered was set at $77,500 USD dollars.
The El Paso Sector experienced a increase in seizures of marijuana, cocaine, meth, heroin and currency
during this reporting period. There was a increase in stolen vehicles and a decrease in recovered stolen
vehicles. Of the total 1,674 lbs of marijuana seized, 568 lbs was seized at the Bridge of the Americas
(BOTA), 427 lbs at the Ysleta POE, 133 lbs at the Paso Del Norte POE, 62 lbs at the Stanton Street POE,
2 lbs at Fabens POE and 438 lbs in the Lordsburg area. There were 14 reported marijuana seizures
across the POEs and one cocaine seizure at the Ysleta POE of 2.63 kilos during this reporting period.

There has been a continuing trend in the use of colored packaging of marijuana seized in the El
Paso Sector. Concealment methods varied with the use of vehicle roofs, vehicle tires, fuel tanks,
vehicle seats and quarter panels, along with one body carry.
The El Paso PD reported 12 marijuana seizures totaling 38.95 lbs and seven cocaine seizures
totaling 0.0087 kilos. The El Paso Co SO reported four marijuana seizures totaling 2.91 lbs and
three cocaine seizures totaling 0.0105 kilos.
El Paso JOIC’s Sector Assessment (cont)
During this reporting period, 258 IAs were apprehended, which is exactly last week’s
number. The total reported IA apprehensions within the El Paso Sector from 05 JAN
through 03 MAY 2011 is 4,379, with 276 being Other Than Mexican (OTM).

El Paso JOIC’s Sector Assessment
City-wide index crime continues to show a decrease by
8% compared to the same time frame last year. There
is a noted 1,200% increase (12) in murders, a 45%
increase (23) in sexual assaults, a 1% decrease (1) in
robberies, a 2% decrease (90) in assaults, a 5%
decrease (29) in burglary, a 11% decrease (495) in
larceny, a 24% decrease (141) in vehicle theft, and a
1% decrease (12) in vehicle burglary. (Provided by El

DPS Air 119 supported the Texas Forest Service and local fire fighters on the Shirley Ranch fire south of Marfa. The fire was burning in rough terrain ranchland and threatening ranch
headquarters. The DPS Helicopter was flown to Fort Davis to support the Forest Service. The Aircrew then flew to the fire 20 miles south of Marfa and directed and coordinated firefighting ground crews until the fire was safely contained. DPS Air 119 mapped the fire and found that
the fire had burned 3,500 acres of ranchland.

A Pecos Co SO Deputy conducted a traffic stop on IH-10
near Iraan, TX. A single female occupant was traveling
from Arizona to San Antonio. Deputies performed a
search of the vehicle, and the subject stated there was
$20,000 USD in a bag in the back seat. The Deputy also
found approximately $80,000 USD in other luggage in the
vehicle. Total amount seized was reported to be
$107,770.05 USD.

the apprehended subjects.

Marfa Unified Command Sector Assessment
Marijuana seizures are significantly up compared to last week. A total of 2,142.03 lbs of marijuana
was seized by the Unified Command in the Marfa Sector this week. The largest seizure of 1,592.4
lbs seized by Alpine USBP Agents. The second largest seizure was 255.2 lbs of marijuana seized
by Marfa USBP Agents. A single currency seizure of $109,576 USD was made. Weapon seizures
were up this week with ATF seizing four firearms. IA apprehensions were down across the area with
36 apprehended this week. A female minor Mexican citizen attempted to smuggle 2.2 lbs of
methamphetamine through the POE concealed on her person.
Trends this week indicate that light-to-medium duty Chevrolet and Ford pickups were utilized to
carry the bulk of the marijuana seized. Spare tires were also used to carry contraband, repeating
past methods. The first documented synthetic marijuana seizure occurred this week with a seizure
by THP units. The JOIC has published numerous bulletins on this drug over the past months, but
this is the first documented apprehension. Historically, on-person and in-body carry of narcotics
has repeatedly occurred at POEs. This week, OFO personnel made a significant seizure of an on-
body carry.
IA movement is occurring south of US-90 away from the grass fire area. It appears that IAs are
being picked up along US-90 and south of fire activity in Jeff Davis Co. Checkpoint seizures on
US-385, IH-10, and US-67 were very active. Southern Brewster Co was a major center for
trafficking this week.

A Uvalde PD Officer working traffic patrol on the 400 block of W Main St. in
Uvalde, conducted a traffic stop on a black Chevrolet Silverado due to
defective vehicle equipment. The pickup had several boxes in the cargo bed
which were plainly labeled as containing a large amount of rifle magazines.
After a full inspection of the vehicle, it was found to contain (974) AK-47 30 rd
magazines, (2) large 9 mm magazines, (16) AR-15 upper receivers, (16)
AR-15 lower receivers with collapsible stocks, (1) full auto rifle, (5)
assorted assault rifles, (1) drum containing 19 live rounds of 7.62x39 mm,
(1) pouch with 5/20 live rounds, (5) .410 rounds, and 5.45x39 mm
ammunition. Three subjects were detained and the case was turned over to
the ATF for further investigation.

A Uvalde PD Officer performed a traffic stop on a
blue 1989 Ford Mustang in the 1100 Block of US-83
in Uvalde, TX. The Officer observed known gang
tattoos on the driver and questioned him. At first, the
driver denied gang involvement, then admitted to
having spent three years in TDCJ, where he
became a member of TANGO OREJON. The
subject further stated that, prior to incarceration, he
was a member of the MANIAC LATIN DISCIPLES.
The subject was released.
A Kinney Co SO Deputy performed a traffic stop on a 1999 GMC Sierra on US-277. The Deputy interviewed
the driver and observed numerous tattoos which the Deputy photographed. The subject stated that he was
attempting to cover prison tattoos. He further stated that he was originally in the MEXICAN MAFIA in Carrizo
Springs, TX, and that when he was in prison he associated with the TEXAS SYNDICATE. The subject also
stated that while he was in federal prison he joined MS-13 for his own safety. He said that the “Hecho en
Mexico” tattoo, located on his upper back, was a label from the TEXAS SYNDICATE when he associated with
them. The subject stated that he was no longer associated with the organizations.

CBP-OFO Officers at the Eagle Pass POE Bridge #2 referred a 2007 Chevrolet
Cheyenne to secondary inspection. The vehicle was listed as having
transported cocaine. A K-9 alerted to the vehicle, and the ZBV (Backscatter
Van) revealed anomalies in the floorboard area. A non-factory compartment with
a trap door was found in the raised floor under the front seats. Cocaine
weighing 61.1 lbs was found in the compartment. The vehicle and cocaine
were turned over to DPS-CID. The investigation is ongoing.

USBP Agents working at the Del Rio POE with CBP-OFO Officers, inspected a gold 1995 Chevrolet
pickup. The service K-9 alerted to the rear of the vehicle. A search of the vehicle revealed 19
packages of marijuana concealed in the spare tire. A total of 104.59 lbs of marijuana was seized
along with the vehicle; the subject was turned over to ICE.

A Dimmit Co Deputy Constable attempted to stop a
2004 Ford F-250 on SH-85. The vehicle began to
evade, initiating a pursuit. Shortly after, the subjects
bailed out and attempted to abscond. One subject was
apprehended. A registration check was completed on
the vehicle which revealed it to be stolen out of
Houston. The rear LP had been changed so as to avoid
detection. The vehicle was impounded; the IA was
processed. USBP Agents assisted in the recovery of the
IA and the vehicle.

USBP Agents at the Uvalde Checkpoint on US-90 referred a silver 2006 Toyota
Corolla to secondary inspection after the K-9 alerted to the trunk area of the vehicle.
In addition to the driver, there was one passenger in the vehicle; the vehicle was
registered to the passenger. In the center console, Agents found a small amount of
marijuana and paraphernalia. The marijuana totaled 0.02 lbs. In the trunk,
Agents found a .38 Special revolver and ten rds of ammo. The subjects, weapon,
ammo, drugs, and the vehicle were turned over to the Uvalde Co SO.
USBP Agents observed a 2001 Mitsubishi Mirage bearing TX plates traveling
eastbound on RR-337, one mile east of Camp Wood, Real Co. A stop was conducted.
After initial questions, the Agents observed that the driver was nervous and trying to
put his hand into his left pocket. For their safety, the Agents performed a Terry Frisk.
The subject then admitted to having drugs in his left pocket; after arresting the subject
and searching his pockets, Agents discovered 0.004 lbs of methamphetamine in a
glass vial. The subject stated that he was delivering the narcotics to an individual in
Leakey, TX. He also admitted to having a firearm in the car. A 9 mm pistol and 37
rds of ammo were found. The Real Co SO took custody of the subject, narcotics,
vehicle, and weapon.
A USBP Agent on SH-131 in Kinney Co observed a green 1999 Dodge 1500 traveling
on the highway. The Agent pulled in behind the vehicle for a registration check and
observed that the driver was running off the road and stopping/accelerating
abnormally. The Agent stopped the vehicle for an immigration inspection. A K-9 search
of the vehicle alerted to the rear doors. A search of the truck revealed 37 wrapped
packages of marijuana; total weight of the narcotics is 80.3 lbs. The two subjects,
the vehicle, and the marijuana were turned over to the DEA.

Texas wildfires last month resulted in at least $20.4 million in agricultural losses, the Texas AgriLife
Extension Service estimated. But the damage could be even steeper, since the service is still waiting for
more reports. Damage to the ranching industry represents the “largest portion of fire costs.” The damage
includes destruction of fences and agricultural buildings such as barns, livestock holding facilities and
other structures. Fires also have destroyed fences and buildings, burned grazing pastures and killed more

USBP Agents assisted DEA in executing search and arrest warrants at six residences in Crystal
City, TX. The DEA was the lead agency, and participating agencies included ICE, FBI, ATF, US
Marshals, Eagle Pass PD SWAT, DPS, and the Zavala Co SO. In total, 2.76 lbs of cocaine were
seized, along with $150,000, three rifles, two hand guns, ten vehicles, two businesses, and
three residences. Nine subjects were arrested. All subjects and items seized remain in the custody
of the DEA.
Del Rio Sector Unified Command Sector Assessment
There was a decrease in the amount of marijuana seized this reporting period. The total marijuana
seized was 496.38 lbs. There was an increase in the amount of cocaine seized, with 63.86 lbs this
reporting period. Most of the other categories remained the same or had slight increases.
There were two major incidents within the sector. The first incident in the sector occurred in Uvalde,
TX where three subjects and numerous weapons and weapon accessories were held pending an
investigation by the ATF. The investigation continues and additional information will be furnished at
the conclusion of the investigation.
The second incident concerned an ongoing investigation in the Crystal City/Zavala Co area. DEA
secured search and arrest warrants for subjects and locations in the region. A round-up was
conducted on 28 APR and involved numerous State, Local and Federal agencies. It resulted in the
seizure of $150,000, 2.76 lbs of cocaine, ten vehicles, three residences, and two businesses.

Gang activity
On 23 APR 2011, Zapata Co SO Deputies responded to an
attempted robbery call in the 800 block of Villa Ave, Zapata, TX.
A complainant stated he had been threatened by three male
subjects demanding money. The subjects stated that they were
GULF CARTEL members. The complainant called the SO and
the subjects fled and were apprehended a few blocks away.
Deputies located a tactical vest with “CDG” on it. It is believed
these letters stand for CARTEL DEL GOLFO (GULF CARTEL).
All three subjects were arrested and remanded to Zapata Co
Jail.

ANALYST NOTE: Zapata is across Falcon Lake from Nueva Ciudad
Guerrero, Mexico, which is believed to be controlled by LOS ZETAS. In
the David Hartley death on Falcon Lake, it is believed that Los Zetas
suspected the Hartleys were scouts from the CARTEL DEL GOLFO due
to the Mexican license plates and northbound method of travel, and for
this reason it is believed, David Hartley was killed.

On 02 MAY 2011, Webb Co SO Deputies observed a green Ford Expedition with four men traveling
at a high rate of speed headed west on SH-359. The Deputies conducted a traffic stop leading to
the arrest of three men with connection to an aggravated kidnapping. Deputies charged ABRAHAM
LINARES, 21, ROMEO HINOJOSA JR., 47, and CARLOS OSVALDO ZAMBRANO, 25, with
aggravated kidnapping and engaging in organized criminal activity. ZAMBRANO faces an additional
charge of aggravated assault with a deadly weapon. Deputies discovered one of the individuals, a
21-year-old man, with injuries to his forehead. A .380-cal handgun alleged to have been used in the
offense was recovered from the vehicle. Reports state the unidentified man was kidnapped at
gunpoint from his residence in the San Carlos subdivision. The investigation is ongoing.

On 02 May 2011, USBP Laredo North Agents took custody of a male Mexican National, identified
as a MEXICAN MAFIA gang member. The subject was apprehended by the Laredo PD at the
intersection of San Enrique Street and Hidalgo Avenue. The subject’s prior order of deportation will
be reinstated and no criminal charges will be filed.
Southbound operations
On 03 MAY 2011, CBP/OFO Officers, along with USBP Agents working Outbound
"Operation Cooperation" at the Lincoln-Juarez Bridge POE II, initiated a secondary
inspection on a red 2000 Nissan Xterra SUV with CA plates driven by a male
Permanent Resident Alien. The Officers and agents seized a .22 cal Derringer
handgun with 77 rds of ammo. The subject, vehicle, and contraband were turned
over to ICE.

• On 27 APR 2011, on a 1997 blue Chevrolet Silverado, traveling on IH-35N. A search
revealed 11 bundles, totaling 27.5 lbs of cocaine, concealed within an after-market fire
wall. Both the driver and passenger were arrested, but the vehicle was not seized.
• On 28 APR 2011, on a 2011 Pontiac Sunfire. During the interview, several indicators of
criminal activity were observed. The search of the vehicle revealed 34 bundles of
marijuana weighing 41.70 lbs concealed within the quarter panel of the vehicle.
• On 30 APR 2011, on a 2005 Ford F-250, on SH-359E, near Hebbronville, TX. The vehicle
refused to stop and a pursuit ensued. The vehicle was later located abandoned. The
vehicle was reported stolen out of Harris Co, TX.

A THP Trooper initiated a traffic stop:
• On 29 APR 2011, on a 2003 Ford F-250 on SH-44 near Encinal, TX. The driver refused to
stop and a short pursuit ensued until vehicle went through a fence line. The Trooper
contacted USBP to search the ranch and Agents located the abandoned vehicle. The
vehicle was reported stolen out of San Antonio, TX.

large bundles of abandoned
marijuana weighing a total of

• On 03 MAY 2011, working along SH-44 near Encinal, TX, recovered a stolen 1999
GMC Yukon SUV out of Dallas, TX, after its occupants bailed out and absconded
into the brush.

• On 28 APR 2011, initiated a traffic stop on a silver 1998 Chevrolet 2500 pickup on
SH-16N, approximately 20 miles south of Hebbronville, TX. The vehicle veered off
the road and three subjects absconded into the brush. A large black duffle bag
containing eight bundles of marijuana weighing 34.8 lbs. The vehicle was seized,
and the contraband was turned over to DEA. (Hebbronville)
• On 28 APR 2011, tracking a group near Riverhill Drive,
Laredo, TX seized 307 lbs of abandoned marijuana. The
marijuana was turned over to DEA. (Laredo South)

• On 25 APR 2011, working at the IH-35 Checkpoint, initiated a secondary inspection
on a blue 2009 Chevrolet Silverado 2500 pickup driven by a female with two male
passengers. The agents seized 92.6 lbs of methamphetamine and 2.6 lbs of
black tar heroin concealed within a black suitcase. All three subjects, contraband,
and the vehicle were turned over to DEA. (Laredo North)

operating in Texas Waters. As game

traveling on Espejo Molina, in Rio Bravo, TX. Nine occupants of the vehicle were
IAs. The driver was taken into custody and the nine subjects were turned over
to USBP. The vehicle was impounded.
• On 29 APR 2011, located a male subject on SH-359, in Webb Co. This subject had
an active warrant for Fail to Register as a Sex Offender. The subject was
remanded to Webb Co Jail.

the Lincoln-Juarez Bridge (inbound), in Laredo, TX. The narcotics were concealed
within the tree of a horse saddle, located on a commercial bus. No arrests were

• On 02 MAY 2011, recovered an abandoned black Lincoln Mark LT sedan on CR-3429, in
Frio Co. The vehicle was reported stolen out of Austin, TX. The vehicle was turned over
to Frio Co SO.
• On 02 MAY 2011, encountered a tan Ford F-250 and a maroon 2005 Dodge 2500 pickup,
in La Salle Co. As Agents approached the vehicles, and all occupants bailed out. Agents
apprehended three of the subjects. The Ford F-250 was reported stolen out of Iraan,
TX, and the Dodge 2500 was reported stolen out of San Antonio, TX. Both vehicles
were turned over to LaSalle Co SO.

USBP Cotulla Agents:
Reported 27-28 APR 2011: Duval Co LE and fire crews spent much
of the afternoon and evening battling two large brush fires. In Duval
Co, the fire was along FM-339, about five miles east of Realitos, TX,
between Benavides, TX, and Concepcion, TX. The Texas Forest Service reports
at least 200 acres were on fire at one time and several structures have burned.
Witnesses indicate a number of those structures may be houses. After the DPS
Aircrew arrived and surveyed the area, the firefighters were directed to critical
locations to contain the fire. Bulldozers were directed by air as to where fire
breaks needed to be cut. Brush trucks were directed to containment lines. In
Aransas Co, firefighters battled a smaller brush fire near FM-1069 and HWY-188,
which is about halfway between Rockport and Aransas Pass, west of the I-35
bypass.

Laredo Unified Command Sector Assessment
The Laredo Unified Command had a significant increase in Cocaine and Methamphetamine
seizures and a decrease in marijuana seized for this reporting period. For the second week in a
row, no currency was seized in the Laredo Sector. One of the most significant seizures was 92.6 lbs
of methamphetamine and 2.6 lbs of black tar heroin at the IH-35 Checkpoint near Laredo, TX.
Alien apprehensions increased by nearly 400; however, referrals from the Unified Command
dropped drastically, while reported OTMs remained roughly the same. This week’s OTMs included
one subject from Guyana, one Russian subject and three subjects from Sri Lanka.
Stolen vehicles dropped from seven to six, but stolen vehicles recovered increased from six to
eight. Most of the recoveries occurred in Frio Co and LaSalle Co.
The Laredo sector did receive an increase in reports related to gang members, with one incident
reported as a foiled kidnapping, thanks to the effort of Webb Co Deputies. Zapata Co Deputies
were able to apprehend three subjects claiming to be members of the Gulf Cartel.
Significant seizures this reporting period included an 805.5 lb seizure of marijuana by USBP Laredo
West Agents and 415.8 lbs of marijuana seized by USBP Laredo North Agents.

The Hidalgo Co SO Gang Intelligence Unit reported 33 gang member arrests this reporting period.
These arrests were made by 13 different agencies in the RGV sector. The gang members were
arrested for offenses such as, parole violation, theft of property, driving while intoxicated,
possession of marijuana, aggravated assault, unlawful possession of firearm by a felon, intoxication
manslaughter with vehicle, robbery, aggravated sexual assault on child, burglary of vehicle, assault
on family member/impede breathing, terroristic threat, aggravated assault causing serious bodily
injury, burglary of habitation, possession of controlled substance, contempt child support, sexual
assault child, assault causes bodily injury, abandon/endanger child and graffiti. The arrestees have
gang affiliation with:
Two armed men forcibly entered a residence in Edinburg, TX
intending to rob the residents. Upon entering, the two assaulted the
residents. During the home invasion, the homeowner managed
to pull his weapon and shoot the two assailants. When Hidalgo
Co SO Deputies arrived, one assailant was found in the front yard
and another inside the home. The two men died of their wounds and
were later identified as brothers and members of the Vallucos gang.
A judge has ruled the shooting justifiable and the homeowner will
not be charged with the offense.

Additional Information
USBP Agents, assisted by DPS Air 108, pursued a vehicle near La Grulla that was throwing
homemade spikes (aka caltrops) at the pursuit vehicles traveling against traffic on US-83 before
turning south towards the Rio Grande. The vehicle was able to travel to the Rio Grande where
bundles were taken from the vehicle and loaded into a jon boat the returned to Mexico. The Aircrew
arrived at the river and observed a maroon F-250, a white pickup and green SUV parked on the
Mexican side, with a jon boat on the Mexican side on the bank and nearly 40 DTO members. USBP
advised the Government of Mexico and were notified that they were sending the Military to the
area. All vehicles left the Mexican side traveling south when Mexican Military attempted to
engage and reported caltrops thrown from the vehicles disabled some of the Mexican
Military vehicles. The Aircrew returned to the jon boats and observed the boats traveling down
river and met the original maroon Ford F-250 pickup. While DPS Air 108 was observing the jon
boat, another jon boat arrived at the same location. The first boat left traveling up river and met
other suspects. The Mexican Military in helicopter and ground units were guided to the location as
DPS Air 108 advised where the suspects were located. The Mexican Military then engaged the
suspects and a gun battle ensued with several suspects struck by Mexican Military fire. One
suspect was taken into custody. DPS Air 108 was able to make radio contact with the Mexican
Military Helicopter guiding the helicopter and ground units to the last known location of a suspect
hiding in the brush.

repeatedly in this area and associated with
the DTO that throws caltrops. From viewing
previous load incidents, it is believed that the

While on patrol, Starr Co SO Deputy observed several male subjects loading bundles into
a red Chevrolet Blazer. When the subjects spotted the patrol unit, they fled on foot toward
the Rio Grande. A Deputy secured the vehicle until back-up arrived. Inspection of the
vehicle revealed a total of 383.6 lbs of marijuana.
ANALYST NOTE: Note the size and shape
of the bundles are similar to those seen in
the pictures from DPS Aviation with the
Mexican Military seen previously in this
section. The only difference is that these
bundles are roped together. Also, there are
two types of packaging. This is a possible
indication that these drugs were brought
across the river loose and possibly stored at
a stash house in the area and bundled
together once a large enough stash was
accumulated.

• At the Brownsville B&M Bridge inspected an inbound 1996 Chevrolet Suburban occupied
by two Mexican males from Matamoros. A secondary inspection revealed 14.37 lbs of
cocaine concealed in the radiator of the vehicle. The passenger was arrested and the
driver is being held as a witness. The cocaine and the vehicle were seized.
• At the Hidalgo POE inspected an inbound 2008 Toyota RAV driven by a male Mexican
citizen. A secondary inspection revealed 18.56 lbs of heroin concealed in the floor
compartment just above the rear axle. The driver was arrested and the vehicle was
seized.

Cameron Co SO SIU investigators
received information of a
suspicious shipment. A K-9 alerted
to an air compressor that was
being shipped to St. Louis, MO,
and a search warrant was
obtained. Officers found 211 lbs of
marijuana wrapped in 81 bundles
inside the compressor.
CBP Officers detained one male subject and seized 355
ecstasy (MDMA) pills at the Brownsville Gateway Bridge. The
subject and the pills were turned over to Cameron Co SO for
state charges.
CBP Officers at the Hidalgo POE conducted a secondary inspection on a
vehicle entering the US. A female Mexican national who lives in Pharr, TX,
was found to be carrying 4.6 lbs of cocaine beneath a belly band wrapped
under her clothes. The suspect was supposed to get paid $3,500 dollars to
deliver the drugs to someone waiting for her at the El Tigre gas station at
South 10th Street and Dicker Road in Hidalgo. The suspect was arrested.
CBP Officers at the Brownsville B&M Bridge detained one male subject and seized 49 lbs of
marijuana. The subject and the marijuana were turned over to Cameron Co SO on state charges.

• An inbound Ford F-250 pickup with Mexican License
plates. The inspection revealed 24.7 lbs of cocaine
concealed the vehicle’s battery. The Mexican driver
was arrested and the vehicle seized.
• A 2001 Dodge Charger driven with Texas license plates by a female Mexican citizen.
A secondary inspection revealed 60.14 lbs of marijuana concealed inside the door
panels of the vehicle. The vehicle was seized.

DPS Air 108 was flying along the Rio Grande in the Peñitas, TX,
area when the Aircrew spotted approximately 15 subjects on the
Mexican side with large bundles of marijuana. USBP Agents had
just pulled up across the river from the suspects and advised they
had just attempted to cross the contraband but changed plans. The
Aircrew made several orbits around the suspects and noticed the
bundles had "H" written on them. There were no vehicles spotted
near the suspects. The Mexican Military was notified of this traffic.

Starr Co SO Deputies, Investigators and ICE Agents proceeded to a residence in regards
to narcotics being sold out of the residence. Upon arrival, the Deputy smelled a strong
odor of marijuana. After receiving consent to search, an inspection revealed several bags
of marijuana, smaller quantities in baggies and $2,455.05 USD throughout the house. A
search of the vehicle on the premises revealed only marijuana residue. The vehicle was
seized. A male undocumented resident was arrested and 5.7 lbs of marijuana was
recovered.

Starr Co SO Deputies were advised by Roma PD that one of their officers was in pursuit of a red
Chevy 100 pickup. Deputies intercepted the vehicle and continued the pursuit until the truck hit a
USBP vehicle head on. Two subjects were arrested at the scene and 100 lbs of marijuana were
found in the truck and tool box. Deputies and HIDTA Agents then proceeded to a residence and
located an additional 200 lbs of marijuana. No serious injuries were reported regarding the
vehicle accident.
Starr Co SO Deputy responded to a residence in Rio Grande City in reference to a
bailout where a USBP Agent had responded. Upon the Agent’s arrival to the
residence, the Deputy observed a grey Ford Mustang vehicle being loaded with
narcotics, the suspects saw the agent and the passenger bailed out and fled on
foot. As the driver attempted to bail out, he left the vehicle in gear causing it to
strike the Agent’s vehicle. The driver was arrested and an unknown amount of
marijuana was recovered from the Mustang.
ANALYST NOTE: A diversion technique noted by RGV JOIC in the 22 APR 2011 BOSA indicates that suspects
are now leaving the vehicle in “drive” upon bailing out, thus the officer’s attention is turned to the vehicle in an
attempt to avoid a collision or injury to themselves or civilians while the occupants flee.

Hidalgo Co SO, assisted by DPS Air 108, pursued suspect who were reportedly
throwing firearms from a vehicle. The suspects bailed-out near the intersection of
Monte Cristo and FM-681 and fled on foot. The Aircrew arrived and began a search
utilizing the Wes Cam (FLIR) and located three suspects hiding in an orchard.
Hidalgo Co SO Deputies were guided to the location and arrested the three
suspects. A Deputy advised the suspects were believed to have been involved in
Armed Robbery. The guns were recovered.
During routine flight operations, DPS Air 108 aircrew was illuminated by a green
laser in the south Mission area, temporarily blinding the aircrew. The aircrew notified
Mission PD who quickly responded to the area where the laser was spotted. As the
Aircrew attempted to identify the residence, the aircrew was lasered again. The
Aircrew gave officers a description of one suspect who was apprehended. A
second subject was identified and also apprehended. Officers also recovered a green
laser from the residence. Both subjects were arrested and transported to Mission PD.
Hidalgo Co SO, assisted by DPS Air 108, conducted a search near
3 Mile Road and Brush Line Rd for subjects who bailed out of a
vehicle. HCSO units were in pursuit of a white stolen van that was
loaded with 255 lbs of marijuana. The single occupant operator
crashed his vehicle into an irrigation ditch while fleeing from deputies.
The suspect then bailed out and fled on foot northbound into a wooded
area. The Aircrew arrived on scene overhead and assisted in
establishing a perimeter and subsequent search. Aircrew was unable
to locate the suspect and terminated the search after 1.5 hours of flight
time.

had crashed into a utility pole.
Upon approaching the vehicle, the
Deputy noticed the driver side door
opened and the vehicle vacant.

USBP Agents detained one male subject and seized 135.5 lbs of marijuana. The subject and
the marijuana were turned over to Cameron Co SO for state charges.
Mission PD Narcotic Investigators acted on a tip of narcotics being stored in a
parked vehicle at a residence in Mission, TX. Upon arrival, investigators
observed two subjects running from the residence. Both subjects were
detained and questioned. Investigators obtained a written consent to search a
black Chrysler 300. During the search, officers found three bundles of
marijuana in the trunk and three more bundles of marijuana in the rear seat of
the vehicle. The two subjects that were detained outside the residence were
identified. The two subjects and the wife of one of the suspects was also
arrested and charged with possession of marijuana. While booking the female,
officers found a small baggie containing a white powdery substance believed
to be cocaine. The Chrysler 300 was displaying Texas license plates. The total
weight of the marijuana was 125 lbs.

Starr Co SO Deputies assisted Rio Grande City PD Narcotics
Investigators with the execution of a search warrant in Rio Grande
City where narcotics were allegedly being stored. The subsequent
search resulted in the seizure of 433 lbs of marijuana, one 20-
gauge shotgun, one .22 cal rifle, and the arrest of a male subject.

Pharr PD responded to the area of Jenny Lee St. and Elizabeth St. regarding shots fired. Upon
arrival, Officers observed a black 1992 Mercury Mountaineer in the alley way between Jenny Lee
St. and Dolly St. Officers saw two male subjects by the vehicle and when they tried to make
contact, one subject fled on foot. Officers identified one subject and detained him. Officers
searched the vehicle and found two shotguns and a live pineapple grenade in the center
console of the vehicle. Officers immediately created a perimeter and secured the vehicle and
weapons. McAllen PD EOD was called out to assist in recovering the ordinance. McAllen EOD
arrived on scene and took custody of the device.

• Investigated a suspicious male subject on Blue Jay St. The subject was parked at
the rear of an abandoned house. An Officer made contact with the subject, who was
extremely nervous and gave conflicting stories. A K-9 was requested and alerted to
the rear compartment of the vehicle where 23.4 lbs of cocaine wrapped in 10
bundles were located. The subject was taken into custody.
• Assisted USBP Agents in a pursuit of a white 2005 Chevrolet Malibu. The driver of
the vehicle bailed out in Pharr, TX. Pharr PD Officer pursued the subject on foot
and took him into custody. A search of the vehicle revealed 467 lbs of marijuana
wrapped in several bundles.
• Responded to CBP secondary inspection at the Pharr International Bridge due to a
vehicle that was shot at in Mexico just prior to entering the US. The Officer
made contact with the driver who stated that he and his family were returning from
Tampico after visiting relatives. The subject stated that his family was traveling in a
convoy of three vehicles; a red Chevrolet Avalanche, a maroon Chevrolet
Avalanche, and a white Chevrolet Silverado. The subject stated that on a highway
named “Soto La Marina” traveling from Tampico to San Fernando, he observed a
beige Dodge pickup exit from a brushy area and began to follow them on the
highway. The subject described the vehicle as lifted, with off road tires and covered
with mud and dirt. The subject stated that he saw the vehicle occupied by 8 to
10 men dressed in military fatigues and armed with rifles and that the
vehicle followed them for approximately five minutes then he heard a
gunshot fired at them. The Subject stated that he immediately
accelerated trying to elude the vehicle and he was shot at again,
shattering the rear window to his vehicle.

• Responded to a fire at a ranch in Rio Grande City where the residents were being
uncooperative. Upon arrival, the Deputy observed two male subjects trying to pull a trailer
out of burning shed. As the Deputy approached the male and advised him to get away and
allow the firefighters to extinguish the fire, the male subject turned around and struck the
deputy in the face with his fist. During the ensuing struggle, the subject (father) called
for his son to “Take his gun.” The second subject (son) grabbed the Deputy’s hand
and pulled it up behind his back while trying to pull the Deputy’s gun from his
holster. The fire captain saw the struggle and pushed the son off the Deputy. The two
males then got in a black truck and fled the ranch. A second Deputy encountered the two
subjects as they were leaving. The Deputy exited his vehicle and gestured for them to stop.
As he approached, the driver cursed at the deputy and put the vehicle in reverse causing
the deputy to jump out of the way to avoid being hit. As the subjects were backing up,
they hit a pole. The Deputy then approached the vehicle and arrested both subjects.
• Patrolling FM-490 when they observed a Silverado pickup overtake a semi truck,
committing a traffic violation. The Deputy attempted to catch up to the truck. The pickup
then slowed down and made a sudden turn into the Presidio Saltwater Disposal Property.
The truck then rammed the gate to the property and continued through the property at
a high rate of speed. The truck then rammed three more gates and two fences. Deputies
then found the vehicle abandoned and 174.6 lbs of marijuana in the truck. The driver was
not found.

La Joya PD Officer conducted a traffic stop on a 1998 Chrysler Concorde with Illinois
license plates. As vehicle came to a stop, the driver and several male subjects bailed
out of the vehicle. The officer was able to apprehend one subject and discovered three
more male subjects inside the trunk of the vehicle. Other Officers were notified of the
fleeing subjects and were able to apprehend all subjects. A total of eight subjects
were turned over to USBP Agents and the vehicle was seized.
Rio Grande City PD Officers received a tip of possible narcotics and illegal aliens
being picked up on Corpus St. Officers attempted to conduct a traffic stop on a 1995
Chevrolet pickup, but the vehicle refused to stop and a pursuit ensued. The vehicle
then came to a stop and seven male subjects bailed out of the vehicle and
absconded. A search of the vehicle revealed 382 lbs of marijuana wrapped in
several bundles.

• Observed three suspicious male subjects at a local restaurant. Officers made contact with the
subjects and determined they were from India. USBP Agents were called to check the legal
status of the subjects and it was determined they were in the country illegally. All three subjects
were turned over to USBP Agents.
• Assisted HIDTA Agents executed a search warrant at a residence on Turtledove St in Roma.
Officers found a total of 1,625 lbs of marijuana inside the residence. The residence was
abandoned and no arrests were made.
• Were dispatched to US-83 and Richard Peel St. in reference to a large group of people who
were lost and did not speak English or Spanish. Officers made contact with one subject who
stated they were from Romania and were in the country illegally. USBP Agents were contacted
and they took custody of all eight subjects.
Roma PD Officers:
• Responded to a report of marijuana being stashed at a residence in Los Morenos. As Officers
approached the house, a red Chevy pickup was observed coming out of the driveway. Officers
attempted to conduct a traffic stop, driver refused to stop and a pursuit ensued to San Julian Rd.
The vehicle was stopped and two male subjects were arrested. A total of 475 lbs of marijuana
was recovered from the pickup. Officers went back to the residence and found 170 lbs of
marijuana inside. In addition, 31 lbs were found in San Julian after Officers backtracked the
pursuit. A total of 676 lbs of marijuana were recovered and two arrests were made. Case being
investigated by HIDTA.
• Received a tip of a stash house and vehicles loaded with narcotics at a residence in Los
Morenos. Officers observed a gray Cadillac Escalade leave the residence and advised THP of
the vehicle, who were able to detain it in Rio Grande City. A search of the vehicle revealed 646
lbs of marijuana. While Troopers were with the first vehicle, a second vehicle, a white Chevrolet
Malibu, driven by two females was observed leaving the residence. The vehicle was detained
and Officers found 224 lbs of marijuana. A total of 870 lbs of marijuana was seized.

A THP Trooper conducted a traffic stop on a 2008 Chevrolet 1500 near La Gloria, TX, in
Starr Co. The driver and passenger provided the Trooper with conflicting stories
concerning their trip. A search of the vehicle revealed 120 lbs of marijuana wrapped in
71 bundles concealed in the door posts, seats and gas tank.
DPS CID Agents received a tip of suspicious activity at a shipping warehouse in Pharr, TX. Agents
observed a 1999 Freightliner tractor trailer leaving the warehouse and headed to a residence. While
en route, the vehicle was involved in a traffic accident. The Mexican male driver bailed out and fled
on foot, but was quickly apprehended. Agents seized 9,440 lbs of marijuana concealed within
cardboard boxes inside the trailer. ANALYST NOTE: Each of the marijuana bundles had a marking of a
different color tape (black, red, and light blue)

The RGV Unified Command agencies were responsible for the seizure of over 28,000 lbs of
marijuana. This is a 26% decrease from last week. Cocaine seizures increased from last week to
a combined agency total of 75.85 lbs. Methamphetamine seizures increased this week to a total of
64.35 lbs. Two loads were seized at the Falfurrias Border Patrol Checkpoint within 6 hours of each
other. The USBP, CBP OFO, DPS Aviation, DPS THP and CID, Starr Co. SO, HIDTA, Roma PD,
Rio Grande City PD, Hidalgo Co SO, ICE, Pharr PD, Mission PD and La Joya PD all contributed to
recoveries.
Illegal Alien apprehensions decreased for the reporting period, down from 750 to 703 this week.
The OTM count was also down from last week by 8% for a total of 402.
There were several vehicle pursuits undertaken by LEAs again this past week. A smuggler crashed
into an irrigation canal near the river while two others collided with a Border Patrol vehicle. The
smugglers are becoming increasingly frustrated and are utilizing more aggressive and desperate
tactics that continue to endanger the public and law enforcement.
The Mexican Military has responded to numerous calls for assistance from US authorities. They
have arrived on the scene at the river, with increased frequency and effectiveness, to immediately
engage the cartel members that are fleeing from US LEAs.

Jackson Co SO seized 52.0 lbs of marijuana concealed in two backpacks and detained
8 undocumented aliens following a pursuit and bailout from a 2000 Ford F-250 pickup. The
backpacks were recovered separately after being discarded in a river. The suspects were traveling

Jim Wells Co SO seized $25,000 USD concealed in the glove box and the spare tire
compartment of a 2008 Land Rover traveling south bound on US-281 from Houston to
Zapata, TX. The vehicle was occupied by one male and one female.
Corpus Christi PD seized 105.4 lbs of marijuana
concealed inside the overhead luggage rack of a
2000 Oldsmobile Silhouette minivan traveling north
on IH-35 in Corpus Christi. There were children
traveling in the vehicle with two female adults.

On 22 APR 2011, USBP Agents conducted an immigration check on a 1991 Chevrolet pickup at the
Falfurrias USBP Checkpoint. The registered owner of the truck, Pedro GONZALEZ, a resident of
Rio Grande City, TX, was not present. The occupants, residents of Donna, TX, the driver, Cristobal
Martin LOZANO, l/m, a known alien smuggler; and one child, claimed to be en route to Corpus
Christi, TX, from the Rio Grande Valley. A K-9 alerted on the truck and a subsequent search
revealed 149 lbs of marijuana concealed inside a false compartment under the truck. The subjects
were arrested; the marijuana and truck seized; the child turned over to child protection.
BLOC Analyst note: On 26 JAN 2011, Georgia State Police Troopers conducted a traffic stop on a 2003 Ford
pickup with Texas registration southbound on IH-85 in Troup Co, GA. The registered owner of the Ford, Zenaida
VARGAS, l/f, a resident of Hidalgo, TX, was not present. The occupants of the vehicle, the driver, Cristobal Martin
Lozano, l/m, and the passenger, Karla Lizet Villarreal, l/f, a known alien smuggler, claimed to be returning to
Donna from Charlotte, NC. A K-9 alert and consensual search of the Ford revealed a total of $20,000 USD,
packed in two bundles, concealed inside a false compartment in the truck bed. The subjects disclaimed ownership

Marijuana seizures in the Coastal Bend Sector increased over the last reporting period from
602.8 lbs to 724.78 lbs. Cocaine seizures increased significantly from 7.53 lbs to 55.36 lbs.
Approximately 4.048 lbs of heroin was seized during this reporting period in Wharton Co. Three
currency seizures totaling $29,563 USD is an increase from $13,594 USD reported in the Coastal
Bend Sector last week. IA referrals decreased from 62 to 34, while OTM referrals, absconds and
gang-related criminal arrests decreased. US-281N, US-77N, FM-1593W, IH-35N and US-59N were
the locations of large narcotic seizures.
A review of the reports from the Falfurrias Checkpoint on US-281 revealed that between 27 APR
and 03 MAY 2011 there were 2,153.92 lbs of marijuana and 64.7 lbs of methamphetamine seized at
the Falfurrias Checkpoint (US-281N). Two tractor trailers were seized attempting to conceal large
marijuana loads. One commercial bus was used to conceal a small load of marijuana and a Budget
rental truck was seized attempting to smuggle marijuana through the Checkpoint.
Coastal Bend JOIC’s Sector Assessment
A review of the reports from the Sarita Checkpoint on
US-77N indicated 2,339.04 lbs of marijuana was
seized. No cocaine was reported seized. One tractor
trailer was seized attempting to conceal a large load
of marijuana. One commercial bus was used to
transport a currency load of $9,000 USD on US-77N.
A Budget rental truck was seized attempting smuggle
1,086.0 lbs. of marijuana and a NPR commercial box
truck was seized attempting to smuggle 989.0 lbs. of
marijuana through the Sarita Checkpoint.

23 APR 2011: THP Groom conducted a traffic stop on a
rented 2010 Dodge Avenger, bearing CA registration,
and arrested two subjects. After consent to search was
denied, K-9 was deployed and gave positive alert to the
vehicle. A probable cause search revealed 34 lbs of
marijuana in the trunk of the vehicle. The marijuana
originated in Hesperia, CA, and was destined for
Springfield, MO.

2 MAY 2011: A DPS Livingston Trooper received alert of a possible narcotics carrier in the area and
observed a vehicle matching the description. With the assistance of DPS-CID and Polk Co SO, he
conducted a traffic stop on a 1994 Dodge pickup bearing TX plates, and arrested two suspects. A
consent to search revealed 38 bundles of marijuana, totaling 160 lbs, in a hidden compartment of
an auxiliary fuel tank. The marijuana was traveling from Houston, TX, to

CD JUÁREZ – On 29 APR 2011, Mexican Federal Police discovered a basement arsenal containing
grenades, grenade launchers, assault rifles and other high-powered weapons, stored inside a
basement warehouse in the city of Cd. Juárez, Mexico. The arsenal was hidden behind the mirrors
of a home gym. The neatly ordered stockpile found in an upscale neighborhood also contained
several makes of machine guns, rifles, a shotgun and more than 26,000 ammo cartridges. Police
say they discovered the weapons while searching a house near the US-Mexico border. Avila said
the police acted on an anonymous tip that there were kidnapping victims in the house, but none
were found. The mirrors of the gym opened by a switch near the floor, allowing access to the secret
shelter, which also held 53 military uniforms, as well as bulletproof vests and gas masks. Three
money-counting machines were also found. No one was detained in the search. The house
containing the arsenal is located near the intersection of Leyes and Ingenieria streets in colonia
Excelencia.

MIER - Per the US Coast Guard, over the last ten days, numerous firefights have
occurred in the Mier/Guerrero, MX area near Falcon Lake Dam. On 27 APR 2011, the
Mexican military deployed a helicopter to the area near the Mexican Hydro Electric
Facility (MHEF). The helicopter was fired upon from approximately ¾ to 1 mile south of
the MHEF in the direction of Nuevo Guerrero, MX, and then returned fire. At that time, US
International Boundary and Water Commission (IBWC) personnel were clearing brush for fire prevention
near the US-Mexico border, between the US and the MHEF. Also on 27 APR 2011, a firefight involving
suspected DTO members occurred south of the US-Mexico border near Fronton, TX. (ANALYST NOTE:
Between JAN 2011 to MAR 2011, there have been three incidences of abandoned weapons on the US
side recovered in this area.) IBWC personnel and BP Agents working in the area heard grenades, rocket
propelled grenades, and heavy machine guns and saw muzzle flashes. IBWC Personnel living in the area
have reported hearing an increased amount of gunfire from the Mexican side of the border recently.

CD. JUÁREZ – On 02 MAY 2011, a body wrapped in
a white sheet and duct tape was thrown from a
vehicle at the corner of Zenzontle and Gilberto Limón
streets in colonia Revolución Mexicana.CD. JUÁREZ – On 30 APR 2011, the body of a
young woman was thrown from a vehicle at the
intersection of Óscar Flores Avenue and 15 de
Septiembre Street in colonia Tierra y Libertad. The
victim’s head was covered in duct tape and her

assassins attacked a patrol unit of the Municipal
Police Delta Group during the late afternoon. One
attacker was killed by police and another was
arrested. One civilian was wounded by gunfire in

MONTERREY - Mexico's Federal Police reported that four transit police officers were
killed in the area around Monterrey. Gunmen traveling in several vehicles attacked an
officer with AR-15 assault rifles in Guadalupe, a city in the Monterrey metropolitan
area, killing him. The same gunmen killed two other officers minutes later while they
were patrolling in their patrol car in Guadalupe.
Mexico's Ministry of National Defense (SEDENA) reported that soldiers
were patrolling between Nueva Cd Guerrero and Cd Mier when they came
under fire. The gun battle ended with two gunmen killed. Soldiers seized 15

assault rifles, ammo, three vehicles, and military uniforms at the scene. The case remains
under investigation. Residents of Ciudad Mier had to flee the town last NOV following a
series of gun battles between Los Zetas and Gulf Cartel. Mexico's federal government
responded by sending more troops to the area.
HIDALGO - Mexican Police captured 28 Zetas that
had attacked Tula police station, killing an
investigator, a secretary and a civilian filing a
report. Seized were three machine guns, eleven long
guns, a bazooka, eight AK-47, three AR-15’s, 1,527
cartridges, 6 grenades, vehicles, among other things.

TARANDACUAO - Federal and ministerial police arrested 23 municipal police officers and three
government employees for their alleged ties to La Familia Michoacán (LFM). The arrests were
carried out in Tarandacuao, Guanajuato. The officers in police custody have been accused of being
involved in kidnappings, murders, and extortion operations. The individual responsible for handing
out orders as directed by LFM was identified as Jesus Cardenas Gomez, the Director of the
Municipal Police. Cardenas and his two brothers (former municipal police deputies) are still at large.
Cardenas had links to Sergio Moreno Godinez, aka “El Amarillo.” This individual was arrested by
Federal Police in NOV 2010. Moreno Godinez was the mastermind behind the murder of an
undetermined number of individuals whose bodies were found with messages signed by LFM. He
conducted meetings with LFM operators in his office and allowed LFM operators to store weapons
in the municipal police arms room. It was reported that the arrested officers were paid by LFM on a
weekly basis. The Tarandacuao Municipal PD has 29 police officers. At this point, only three of
those officers have not been linked to organized crime activity, but are still being investigated.

MEXICO CITY – On 27 APR 2011, Mexican Federal Police arrested
Miguel Angel Cedillo Gonzalez a major drug-trafficking suspect who
was trying the rebuild the criminal mob of jailed kingpin Edgar Valdez
Villarreal in Mexico City. At the time of his arrest along with two other
suspects, Cedillo was seeking the assistance of other drug cartels to
re-assemble Valdez Villarreal's organization and wage a battle for
control of the drug trade in the states of Guerrero and Morelos. The
Federal Police officers seized an SUV, two pistols, a grenade, five cell
phones and a laptop computer from the three suspects. Authorities say
Cedillo was the leader of Valdez Villarreal's organization in Morelos and
that he was reaching out to other cartels for support against a splinter
faction operating in the Pacific coast resort of Acapulco, Guerrero state.

TEPIC – On 03 MAY 2011, six heavily armed gunmen abducted a
teacher in the colonia Dos de Agosto neighborhood. The incident
occurred outside the Ricardo Flores Magon Elementary School,
located on Calle Genaro Vázquez and Primero de Mayo where
according to witnesses the suspects violently abducted the teacher
after she had parked her white Honda CRV. The teacher, identified
as 35-yr old Martha Aide, was taken in front of dozens of
witnesses, including many children, and driven away in a late
model pick-up. A shoe and the keys to the teacher’s SUV were left
behind on the street. Nayarit, whose total population tops one

APODACA – On 30 APR 2011 Milton Alvarado Rojas, the police chief of
Apodaca, a city in the northern Mexican state of Nuevo Leon, and 10 of his
bodyguards were kidnapped over the weekend by gunmen. Three officers
who served as bodyguards for Alvarado Rojas were kidnapped 28 APR 2011
in Apodaca. One of the officers later called the chief and asked him to
negotiate his release with an organized crime group at an address in the
neighboring city of Juarez. Alvarado Rojas went to the address on 30 APR
with seven other bodyguards to rescue the kidnapped officers and the group
million, has already seen 167 murders linked to organized crime in the first four months of the year.
APR 2011 was the most violent month with 50 murders.

JALISCO - Three hitmen traveling in a late model white Nissan Sentra
attacked and killed Municipal Police Commander, Francisco Javier Enriquez
Montoy, 35, in Guadalajara, Jalisco. At the time of the attack, Commander
Enriquez was riding his Honda CBR motorcycle along Hacienda Cienega de
Mata Street, near the intersection with Hacienda Gordoncillo Street, in the
Tetlan Rio Verde de Guadalajara neighborhood. Police reports indicate that
he was shot at least nine times with a 9mm pistol. Later the same day, the
Nissan Sentra mentioned above was set on fire at the intersection of San
Jorge Street and Guadalajara Avenue in the Jardines de Nuevo Mexico
neighborhood of Zapopan, Jalisco. No arrests have been made.

SALTILLO - On 01 MAY 2011, an armed group traveling in
a 4-door sedan utilized grenades and high caliber
weapons to attack the city hall installations located in
Saltillo, Coahuila. Following this first attack, the same
group utilized explosive devices to attack a municipal
police substation in the area.
On 26 APR 2011, an individual identified as Rubén Ramírez
Radilla, 30, was gunned down in the Presidentes neighborhood of
the Cerro Colorado delegation in Tijuana, Baja California.
According to police, Ramírez Radilla was the brother of Mónica
Ramírez Radilla, a former Cerro Colorado Police Chief who was
relieved from her duties in 2006 after it was discovered that she
had ties to organized crime groups.

Two Mexican Nationals in Conspiracy to Acquire Military-Grade Weapons
MAY 02 – (PHOENIX, Az.) – Two Mexican nationals have pleaded guilty and a
third has been found guilty by a jury in recent days for their roles in a conspiracyto trade drugs and cash for military-grade weapons -- including a Stinger anti-aircraft missile – for
use by Sinaloa Cartel. The defendants were arrested in late 2009 as part of a multi-agency joint
undercover operation known as Operation White Gun. In late 2009, David Diaz-Sosa, a weapons
and narcotics broker, began negotiating the purchase of high-powered, military-grade weapons for
the Sinaloa Cartel. Shortly after the weapons negotiations began, Diaz-Sosa arranged for the
delivery of 4.5 lbs methamphetamine to serve as a down payment for the weapons. Emilia
Palomino-Robles made that initial delivery on behalf of Diaz-Sosa. For the next three months, Diaz-
Sosa and his partners negotiated with undercover federal agents for the purchase of the following
weapons: a Dragon Fire anti-tank weapon; two AT-4s (an 84-mm unguided, portable, single-shot
recoilless smoothbore weapon); a Law Rocket (a Light Anti-Tank Weapon); a Stinger Missile (a
portable infrared homing anti-aircraft surface-to-air missile); two Def Tech grenade launchers and a
dozen 40 mm grenades; one M-60 machine gun; one .30 caliber machine gun; and three cases of
hand grenades. As these negotiations continued, Diaz-Sosa and his associates agreed to
exchange both cash and methamphetamine as a final payment for the weapons. On 17 FEB 2010,
Diaz-Sosa went to an undercover warehouse maintained by ATF, to finalize the weapons exchange
at which time Diaz-Sosa and DeJesus-Castenada were taken into custody by federal agents. At the
time of his arrest, DeJesus-Castenada was responsible for possessing with the intent to deliver
over 11 lbs of methamphetamine. Later that same day, Palomino-Robles was arrested in
possession of $139,900 USD, which was determined to be
additional portion of the weapons payment.

Cocaine seizures increased from last week’s total, from 87.77 lbs last
week to 260.14 lbs this week. During this reporting period, there have
been four seizures over 27 lbs of cocaine in the Laredo, Del Rio, and
Coastal Bend Sectors. In the Del Rio Sector, CBP-OFO Officers at the
Eagle Pass POE Bridge #2 seized 61.1 lbs of cocaine concealed in a non
factory compartment with a trap door under the front seats from 2007
Chevrolet Cheyenne. In the Coastal Bend Sector, DPS Kingsville seized
49.207 lbs of cocaine concealed inside the seats of a 1999 Honda Accord
traveling from Pharr, TX to Houston, TX on US-281N. The total estimated
street value for reported cocaine seizures totaled $8.6 million.

26.42 lbs and 161.93 lbs, respectively. On 02 MAY 2011, CBP/OFO Officers at
the Lincoln-Juarez Bridge, in Laredo, TX seized 2.75 lbs of meth and 1.21 lbs of
heroin concealed within the tree of a western style horse saddle, located on a

Pecos Co SO seized a total of $107,770 USD as a result of a traffic stop of a Mercedes with AZ
license plates on IH-10 near Iraan, TX.
The street value of all contraband seized this week represents a loss to Mexican DTOs
and the criminal networks that support them of approximately $48.3 million.
Illegal alien apprehensions increased from 1,986 last week to 2,297 this week. OTM
apprehensions decreased from 727 last week to 666 this week.

Aggressive Tactics Toward Law Enforcement in RGV Sector
Over the last month, aggressive tactics toward law enforcement in
the RGV Sector has been increasing. In APR, the RGV reported
four incidents of fleeing smugglers deploying caltrops in Hidalgo Co
near Sullivan City. Two incidents involved the DTO members fleeing
south on Guadalupe Flores Rd located only a few hundred yards
from the Starr-Hidalgo County line. Guadalupe Flores Rd is due
north of Cd Gustavo Diaz Ordaz, Tamaulipas, MX.
In the 22 APR 2011 BOSA, a new diversion tactic was observed in
in La Joya, TX in which a drug courier left the vehicle in gear prior to
bailing out of the vehicle forcing the law enforcement officer is
pursue the runaway vehicle on foot in an attempt to stop it before it
entered highway traffic. During this reporting period, a drug courier
in Rio Grande City, TX utilized the same tactic. Upon arrival to a
residence, a BP Agent observed a vehicle being loaded with
narcotics, the suspects saw the Agent and the passenger bailed out
and fled on foot. As the driver attempted to bail out, he left the
vehicle in gear causing it to strike the Agent’s vehicle.

During this reporting period, two separate assaults on Border Patrol Agents during an arrest occurred. On
29 APR 2011, BP Agents assigned to the Rio Grande City, TX Station arrested a Mexican National near
La Grulla, TX. During the arrest, the subject struck an agent with his elbow. No injuries were reported. On
02 MAY 2011, as BP Agents assigned to the McAllen, TX Station approached a vehicle near Hidalgo, TX,
the subjects bailed out and one subject threatened Agents with an unknown object. Agents subdued the
subject with less than lethal munitions without further incident.
