Many contractors satisfy this requirement by depositing with the Contractors’ State License Board the cash amount required by the Board. Although depositing money with the Contractors’ State License Board is acceptable, the greater majority of contractors obtain a bond from a licensed admitted surety, which will post the bond for you in exchange for a paid premium. The current amount of the license bond is $12,500.00. Senate Bill 467, is a bill that amends Business and Professions Code section 7071.6, and increases the $12,500.00 contractor’s license bond requirement to $15,000.00. Senate Bill 467 is now the law and has been approved. It becomes effective January 1, 2016. As stated, the amount of the bond will increase to $15,000.00. The last time that the bond amount was increased was January of 2008. The increase is long overdue. The increase in the amount allows for someone that makes a claim on the bond to now be able to recover a greater amount. Presently, $7,500.00 of the $12,500.00 bond is available to anyone that qualifies. Pursuant to Business and Professions Code section 7071.5, the additional $5,000.00 is made available to residential owners. Even though the penal sum of the bond amount increases to $15,000.00, the amount of $7,500.00 will remain the amount available to those who qualify. For those who qualify pursuant to Business and Professions Code section 7071.5, the entire $15,000.00 bond amount will be made available in residential situations. As a reminder, Business and Professions Code section 7071.6 still states that the CSLB can require twice the bond amount to be posted if there has been a violation pursuant to Business and Professions Code section 7028, which is regarding non-licensure. For those of you that hold an inactive license, the law remains the same, “No bond shall be required of a holder of a license that has been inactivated on the official records of the board during the period the license is inactive.” However, if reinstatement or reactivation is ever desired, a bond or cash deposit will be required. The Contractors’ State License Board and the bonding companies are currently working together to prepare themselves for the increase in the amount of the bond. The end effect is that all contractors’ license bonds will be increased by the sum of $2,500.00 by January 1, 2016. It is very important that you maintain a proper bond and therefore, very important that you contact your bonding agent or broker to make sure you have the proper bond in place. As all licensed contractors know, in order to operate as a contractor, you must have in place acontractor’s license bond. Senate Bill 467, is a bill that amends Business and Professions Code section 7071.6, andincreases the $12,500.00 contractor’s license bond requirement to $15,000.00. We reported several months ago that the governor had signed legislation that, effective January 1, 2016, will simplify the home improvement salesperson registration process, significantly. Following is a press release from the CSLB:

The Contractors State License Board (CSLB) is moving quickly to implement a new law that will simplify the cur-rent Home Improvement Salesperson (HIS) registration process. The new law takes effect January 1, 2016.

Senate Bill 561 (Monning) simplifies the process to a single registration, while still allowing salespersons to represent multiple employers. The new law removes the current requirement that an HIS register separately with CSLB for each contractor that employs them.

As part of the implementation process, CSLB is notifying by mail the more than 14,000 currently registered HIS in order to update and convert all HIS registration records. Letters are also being sent to licensees who employ regis-tered salespersons.

CSLB encourages all HIS registrants as well as licensees who employ salespersons to review and verify HIS details via CSLB’s online Instant License Check , and take steps immediately to correct any inaccurate or outdated infor-mation by filling out a form and sending it to CSLB.

In addition to the single registration, the new law requires licensees to notify CSLB in writing prior to employing an already registered HIS, and to notify CSLB in writing when employment of a registered HIS ends. These new forms will be available on the CSLB website beginning January 1, 2016.

CSLB Taking Steps to Implement New, Simplified Home Improvement Salespersons Registration

ProcessLicensees should also be aware that a HIS is defined in Business and Professions (B&P) Code section 7152 as a person who is employed by a licensed contractor to solicit, sell, negotiate, or execute contracts for home improvements, for the sale, installation or furnishing of home improvement goods or services, or of swimming pools, spas, or hot tubs.

The HIS registration requirement does not apply to those who only sell goods or negotiate contracts at a licensee’s fixed business establishment, where the goods orservices are exhibited, or persons who contact prospec-tive buyers for the exclusive purpose of scheduling ap-pointments for a registered HIS.

Licensees should also use this as an opportunity to reg-ister any currently unregistered HIS. B&P Code section 7154 states that a home improvement contractor who employs an unregistered salesperson is subject to disci-pline by CSLB.

Licensees or registrants with questions about the new law, or who want to learn more about the HIS process are encouraged to visit the applicant section of the CSLB website, or call CSLB’s Licensing Information Center at 1-800-321-CSLB (2752).

The skin is the single largest organ of the body. The skin, when healthy, pro-tects us from chemical, physical, and biological hazards. Skin weighs about 10% of our total body weight and is approximately one eighth of an inch thick. The skin is made up of two layers, the epidermis (outer layer) and the dermis (inner layer). The outer layer of skin is only 1/250th of an inch thick, and is the part of our skin that forms the protective barrier.

There are many skin irritants that employees may be exposed to in the work-place. One out of every four workers may be exposed to something that will irritate the skin. Many different things may cause skin damage. When some-thing penetrates through the outer layer, the inner layer of skin reacts to it. Strong, or regularly repeated irritations of the skin may lead to skin diseases.

The skin contains oil glands, hair follicles, and sweat glands. These are like tiny holes. So the skin can be like a sponge when it contacts something. Skin also contains blood vessels, and some chemicals can penetrate the outer layer and enter the blood stream.

The type of environment you are in can cause skin problems directly or they can work with other factors to increase skin problems. These factors include:•Heat – causes sweating. Sweating may dissolve chemicals and bring them into closer contact with the skin. Heat increases the blood flow at the skin surface and may increase the absorption of substances into the body.•Cold – dries the skin and causes microscopic cracking. This cracking allows substances to cross the outer layer of the skin, thus entering the body.•Sun – burns and damages the skin. Sun can increase absorption of chemi-cals. Sun reacts with some chemicals to enhance their negative affects on the body.

How to Protect Your Skin•Wear long sleeve shirts and pants, to minimize the amount of skin exposed.•When working outdoors, wear a hat with a brim.•Use a high sun protection factor (SPF) sunscreen.•Wash your hands regularly during and after work.•Wear gloves when handling chemicals.•Where possible, use tools to handle hazardous substances instead of your hands.

When using gloves or clothing to protect yourself and your skin, you should be careful when removing contaminated clothing, so as not to contaminate yourself.

If a worker is exposed, or thinks he/she may have been exposed to a hazard-ous substance, the area should be rinsed for at least 15 minutes. If a worker is accidentally contaminated, he or she should get under a shower immedi-ately and remove the clothing while showering. Certain substances can be absorbed quickly across the skin. Time is critical. Medical help should be obtained immediately.
