Flexible Delivery ApproachHUDSON-BERGEN LIGHT RAIL TRANSITHudson and Bergen Counties, New Jersey
PB is general design consultant to New Jersey Transit for this 33-kilometer (20.5-mile) light rail line, the largest DBOM(design-build-operate-maintain) light railproject in the U.S. The initial 12-kilometer(7.5-mile) segment, from Bayonne to JerseyCity, opened in April of 2000.
GENERAL MOTORSTECHNICAL CENTERWarren, Michigan
PB is providing program and constructionmanagement services for the renovation ofGeneral Motors Warren Technical Center.The redevelopment includes the constructionof an eight-story, 89,000-square-meter(960,000-square-foot) tower and therenovation of a 115,000-square-meter (1.2-million-square-foot) building designednearly 50 years ago by noted architect Eero Saarinen. The combined building will serve as one of GMs three globalvehicle engineering headquarters.

As design/build contractor for this heart pacemaker manufacturing facility, PB was responsible for management of the construction subcontractor as well as preliminary and detailed design, permitting, mechanical and electricalservices.

I-15/U.S. 95 SPAGHETTIBOWL INTERCHANGELas Vegas, Nevada
PBs recommendation to use contractorincentives and innovative constructionmethods for the reconstruction of the I-15/U.S. 95 interchange resulted in projectcompletion six months ahead of schedule. PB provided both design and construction support services for the $95 million project.
SOUTH CAROLINA ROAD &BRIDGE CONSTRUCTIONColumbia, South Carolina
PB in association with The LPA Group Incorporated serves as program manager to the South Carolina Department of Trans-portation (SCDOT) on this $750 millionprogram to complete more than 40 highwayimprovement projects in seven years. At theprojects inception, the PB/LPA team workedalongside SCDOT staff to learn every aspectof the agencys processes and procedures.The intensive immersion allowed the PB/LPAteam to act as an extension of the clientsstaff and to suggest improvements in existingprocesses and systems.
I-15 RECONSTRUCTIONSalt Lake County, Utah
PB was program manager to the UtahDepartment of Transportation on this $1.59billion design/build project that transformed a27-kilometer (17-mile) stretch of congested,deteriorating six-lane roadway into a modern,efficient 10-lane superhighway. The use ofprocesses such as best-value selection,stipends, performance specifications, ISO9001, contractor QA/QC and award feeshelped to open the reconstructed highway to traffic five months ahead of the contractcompletion date.
AMERICAN AIRLINESARENAMiami, Florida
PB was owners representative for the fast-track construction of the AmericanAirlines Arena, a multi-purpose facility that is home to the Miami Heat. PB provided arange of design and construction services that helped keep the project on budget and on schedule despite numerous design changes and two hurricanes.

FRANKFORD ELEVATEDRECONSTRUCTIONPhiladelphia, Pennsylvania
PB supervised the replacement of 122 meters(400 feet) of elevated rail every weekend over the six-year construction period, neverfailing to reopen for Monday morning service.
PORTLAND INTERNATIONALAIRPORTPortland, Oregon
PB is providing program management support to the Port of Portland for a $500 millioncapital improvement program. The major elementof the programan expanded terminalisbeing executed under a construction manager/general contractor guaranteed maximum price(CM/GC GMP) construction contract. PBdeveloped an incentive program for the CM/GCGMP contract that focuses on cost and schedulecontrol and helps ensure that the airportcontinues normal operations. The capitalprogram also includes a widened Airport Wayand an 8.9-kilometer (5.5-mile) extension ofPortlands MAX light rail that will link theairport to downtown Portland.
RONALD REAGAN NATIONALAND DULLES INTERNATIONALAIRPORTSWashington, D.C.
PB in joint venture is providing programmanagement for the Metropolitan WashingtonAirports Authority's long-term capital develop-ment program at Reagan National and DullesInternational airports. More than $1.8 billion ofimprovements have been completed while theairports remained in continuous use by morethan 50,000 passengers daily.
ANCHORAGE INTERNATIONALAIRPORT TERMINALREDEVELOPMENTAnchorage, Alaska
PB serves as construction manager to the AlaskaDepartment of Transportation and Public Facilitiesfor $230 million of airside and landsideimprovements being undertaken while theairportwhich handles more cargo than anyother airport in the worldcontinues normaloperations. To meet a tight schedule dictated by the short Alaskan construction season, PBproposed splitting work on a new domesticterminal into two phases, with constructionbeginning while design was still under way.

Building in Constricted,Historic and Environmentally Sensitive Sites
INTERSTATE ROUTE H-3Oahu, Hawaii
As one of the first U.S. projects required toundergo an environmental study mandated bythe National Environmental Policy Act (NEPA),PB developed alignments and constructionmethodologies to protect environmentallysensitive and historically important areasalong the 26-kilometer (16-mile) route.
JOHN JOSEPH MOAKLEYFEDERAL COURTHOUSEBoston, Massachusetts
Boston has added a modern masterpiece to its 150-year-old Fan Pier: the 10-story,71,000-square-meter (765,000-square-foot)courthouse building includes 27 courtrooms,42 judges chambers, jury rooms and a lawlibrary. PB was quality construction managerfor the $220 million project.
AUSTIN-BERGSTROMINTERNATIONAL AIRPORTAustin, Texas
PBs program management expertise helpedthe City of Austin, Texas, accomplish theconversion of a U.S. Air Force Base to an international airport. Environmentalremediation was a key component of the$650 million conversion.
GREAT AMERICAN BALL PARKCincinnati, Ohio
PB is providing project management servicesto the Hamilton County Board of CountyCommissioners for the design and constructionof the Great American Ball Park, the newhome of the Cincinnati Reds and a key part ofthe citys redeveloped waterfront. The42,000-seat stadium and adjacent plaza andparking garage are being built on the site ofthe existing Cinergy Field, which will bedemolished after the new ballpark opens inApril 2003. As owners representative, PB iscoordinating and overseeing all aspects of theproject to ensure that it is delivered on timeand within budget.
Owners rarely have the luxury ofbuilding on open stretches of land
unhampered by neighboring structures
or the presence of historic and
archaeological sites. And most
projects are also affected by
environmental constraints and
community concerns. Difficult
building sites present challenges,
but with the right construction
manager, these challenges need
not become insurmountable

Construction moved ahead of schedule in part because of PBs open-door policy duringbiweekly meetings when client, consultant, and contractor tackled challenges ranging from a high water table to determining how toconstruct a distinctive stucco-finish curtain wall.

Partneringa primary factor in completing thisbridge widening project ahead of schedule,within budget, and without claimsled to a resolution of a contractor dispute after justone meeting.
FORT WASHINGTON WAYCincinnati, Ohio
PB provided planning, design and constructionmanagement services and coordinated theefforts of 10 client agencies involved in the$330 million reconstruction of this major roadway through downtown Cincinnati. Thedesign and construction, which under normalcircumstances would have taken six to eightyears, was completed in only 34 months with the use of PB-developed schedules andcontinuous constructibility review.
I-95 GOLDEN GLADESINTERCHANGEMiami, Florida
Under a partnering approach with the FloridaDepartment of Transportation, PBs personnelworked closely with the contractor to resolveissues in the field. On-site resolution wasreached 95 percent of the time.

construction project, litigation and
arbitration can be greatly minimized,
if not altogether averted. PB works
diligently to avoid losses by minimizing
the conditions that cause disputes. We
also employ a variety of cooperative
alternatives to litigation, including
mediation, disputes resolution boards,

VALUE ENGINEERINGPB is committed to the principles and practice of value engineering (VE). Webelieve that VE is a powerful problem-solvingtool that can help clients achieve theirfunctional objectives at the lowest life-cyclecost, without compromising reliability, qualityor safety. Our VE services include valueengineering studies, constructibility reviews,risk & reliability studies, and partneringfacilitation, and can be specifically designedfor project and product studies at variousstages of development, or for processimprovement studies. We also offer trainingin VE methodology.
TRAININGPB uses a variety of techniquesincludingmanuals, classroom instruction, and interactiveCD-ROMto train a clients personnel inconstruction-related procedures and skills. Forthe Federal Emergency Management Agencys(FEMA) Disaster Housing Inspection Program,PB assembled and trained teams of managers,inspectors, and computer operations personnelfor deployment within 24 hours of a mobiliza-tion notice. Under a separate contract, thefirm developed an interactive CD-ROM thatFEMA used to train its inspectors instandardized assessment methods.
SINGAPORE DEEP TUNNELSEWERAGE SYSTEMSingapore
As program manager in joint venture for the design and construction of 48 kilometers (30 miles) of wastewater tunnels, PB is using its Web-based management tool,ProjectSolve, to track the activities ofdesigners, contractors, and manufacturersfrom eight countries.
SAFETY MONITORINGEmployee safety is the responsibility of every employer on a construction project.Unsafe practices can have significant costimplications. Once a project is under way, PB staff use progress meetings to ensure that the contractor is implementing safetyplanning into the work. The focus is onplanning for safety, rather than reacting to incidents.
