India should seize the opportunity to build ties with Myanmar- Dr. Nehginpao Kipgen

President U Htin Kyaw comes to India as a guestof Indian President Pranab Mukherjee, who will holda banquet for the delegation.

The visit follows External Affairs Minister SushmaSwaraj’s one-day trip to Myanmar on August 22, thefirst high-level official from India to visit since theNational League for Democracy (NLD) came to powerin April.

At the time, Myanmar government officials told MsSwaraj that they would not allow any insurgent groupto use Myanmar’s territory to attack India.

Ms Swaraj’s visit took place just days after the IndianArmy had an encounter with mili tants from theNational Socialist Council of Nagaland-Khaplang(NSCN-K) who were allegedly trying to enter thecountry from Myanmar. There were reports that theIndian army had crossed over to Myanmar to pursuethe militants, but this was officially denied by NewDelhi.

It will be important forIndian leadership tocontinue engagingPresident U Htin Kyaw’sadministration insubstantive talks on cross-border security issues.

The timing of the visit isgood for both New Delhiand Nay Pyi Taw as theNLD government holdstalks with several ethnicarmed groups and preparesfor the pivotal Panglongpeace conference later thisweek.

Though the NSCN-K isnot currently engaged intalks with the Myanmar government, the Mo digovernment could use this visit to discuss the group.

President U Htin Kyaw’s visit also comes within aweek of State Counsellor Daw Aung San Suu Kyi’sown four-day visit to China, a traditional rival of India.

During the China visit, the two countries signedagreements on economic and technologicalcooperation that will result in the building of two newhospi tals and a strategic bridge in Kunlong, 32kilometres (20 miles) from the Chinese border innortheastern Myanmar.

China is a major trading partner with Myanmar, withtotal two-way trade amounting to over US$9.4 billionin the first 10 months of the 2015-16 fiscal year,according to Chinese media.

In an effort to improve bilateral ties, Myanmar hasagreed to review several suspended dam projectsbacked by China in order to determine a mutuallyagreeable solution.

The Chinese leadership also assured the statecounsellor that Beij ing wil l continue to pl ay aconstructive role in promoting peaceful settlement ofthe decades-old armed conflicts in Myanmar.

In light of these developments, India should seizethe opportunity of President U Htin Kyaw’s visit tostrengthen and enhance bilateral relations.

In addition to cross-border security issues, thereare three specific areas where India should seek toboost ties: the education sector, institution buildingand people-to-people relations.

Few students from Myanmar, if any, attend Indianuniversities. The Indian government and educationalinstitutions across India should do more to attract

students from Myanmar, perhaps by offeringscholarships or through exchange programs.Additionally, civil society organisations and the privatesector should offer vocational trainings for short-termresults.

Second, institution building can be accomplishedin a number o f ways. For example, the Indiangovernment should invite Myanmar politicians whoare new to democracy to give them fi rst -handexperience observing how a democracy works in adiverse and pluralistic society.

Myanmar politicians should be allowed to observeparliamentary proceedings, and attend coursesoffered by Indian universities and think tanks on thetheory and practice of democracy and federalism.

The third priority, improving people-to-peoplerelations, should be easily achieved. Not only do Indiaand Myanmar have a shared border, but the twocountries are also home to millions of people from thesame ethnic community, separated during the creationof India and Myanmar in 1947 and 1948 respectively.Examples include the Kachin, the Kuki, the Naga andthe Shan, who live alongside the India-Myanmarborder.

The two countries share a 1624-kilometre (1009-mile) boundary in four northeast Indian states –Arunachal Pradesh, Manipur, Mizoram and Nagaland.Despite this geographical proximity, cross-bordercontacts among ordinary people are relat ivelyinsignificant. During Prime Minister Narendra Modi’svisit to Myanmar in 2014, India agreed to build 71bridges along the roads used by Indian buses.

Bus service between Imphal and Mandalay, adistance of abou t 580kilometres, was originallyplanned to start in 2012-13,but Manipur Chief MinisterOkram Ibobi Singhlaunched it on December 9,2015, as a trial run, whichhas not been resumed.

Similarly, the first flightservice between Myanmarand Manipur was introducedin November 2013 , butnever followed up becauseof immigration concerns.Though weekly direct AirIndia flights on the Delhi-Gaya-Yangon route andGolden Myanma charterfl ights to India were

launched in November 2014, the connectivity betweenthe two countries still remains very poor.

Reliable road links, bus and train services, theintroduction of visa-on-arrival facilities at the border,and regular flights are some of the key areas the Indiangovernment could easily capitalise on in order tobenefit its Act East Policy.

After learning that the plans for the offensive werebeing talked about in Paris, Petain wrote a personalmissive to the American commander in chief, GeneralJohn J. Pershing, suggesting a ploy to misdirect theGermans as to the details of the upcoming attack.Pershing agreed, and with French assistance theAmericans planted the false order in a Belfort hotel,presumably one where the French knew a Germanagent was on the staff.

The Belfort Ruse was designed to trick the German

High Command into believing that the thrust of theAllied offensive, which would begin less than twoweeks later, on September 12, in the St. Mihiel salient,would instead be launched near Belfort toward theGerman town of Mulhausen (Mulhouse), just acrossthe border. The extent to which the ruse provedsuccessful is debatable; some German divisions were

indeed diverted to the Belfort region, but these troopsdid not come from St. Mihiel. The German command,aware of the impending at tack on the sal ient,apparently made the decision not to hold it, and towithdraw from the area. This withdrawal was still inprogress when the U.S. attacked on September 12,and by September 16 the AEF controlled the area.
