Current Con Plan Limitations

• Paper submission• Form used by most grantees is redundant and

produces several “plans within a plan”• Data provided by HUD is insufficient and

cumbersome• Limited Grantee capacity

• A lot of grantees hire consultants to prepare their plans• We estimate that only one third of grantees have

mapping capacity• Grantee governments face structural deficits, layoffs

and furloughs

Current Con Plan Limitations:According to Survey of COSCDA Members

• Performance Indicators need to be included in the PER• The CPMP tool was never developed for states• A seamless planning, data input and reporting process

is needed
