Highlights

• On August 1, 2021, the Government of the Northwest Territories (GNWT) removed the Highway 5 border checkpoint located at the Alberta/ Northwest Territories (NWT) border near Fort Smith. The last full day of operation was July 31, 2021.

• Due to the large numbers of self-isolation plans being submitted at this time, travellers seeking entry into the NWT should submit their self-isolation plan (SIP) at least two weeks before their date of arrival. For more information, visit the GNWT’s self-isolation plan website.

Public Health Orders

• Gatherings Order – Relaxing Indoor Restrictions (effective June 29, 2021) – Eases restrictions for indoor gatherings. Businesses, organizations, restaurants, and bars now have a maximum capacity of 200 persons (per indoor floor). Larger personal gatherings are now permitted provided the number of attendees does not exceed 200. CPHO approval is required for some activities, including funerals and gatherings with over 200 people.

• Mineral and Petroleum Industry Workers (amended June 29, 2021) – The amended order has removed the requirement for anyone employed or contracted at a work camp in the mineral or petroleum resources industry to complete 14 days of social distancing before being permitted to travel to the workplace.

• Removal and Reductions in Self Isolation Periods (effective June 21, 2021) – NWT residents, non-resident essential service workers and other travellers with exemptions who are fully vaccinated, will no longer need to self-isolate upon entry to the NWT. People who are partially vaccinated are still required to self-isolate for a minimum of 8 days with a day 8 negative test. People who are unvaccinated, including children under 12, are required to self-isolate for a minimum of 10 days with a day 10 negative test. Children under 2 will not be required to get a test on day 10 but must isolate until then. See Backgrounder for more information.

• Gatherings Order – Relaxing Outside Restrictions (effective June 9, 2021) – Eases restrictions for outdoor gatherings with up to 200 people. CPHO approval is required for some activities, including funerals and gatherings with over 200 people.

• Remote Tourism (effective April 21, 2021) – Allows for residents and non-residents to stay at remote locations with tourism activities during self-isolation, subject to certain conditions.

• Self-Isolation Fort Simpson and Self-Isolation Norman Wells (effective March 4, 2021) - Allows for residents of Fort Simpson and Norman Wells to self-isolate in their home community with an approved Self-Isolation Plan.

• Travel Restrictions and Self-Isolation Protocol (Amended December 1, 2020) – Restricts travel within the NWT that originates from outside the territory, with detailed exceptions.

ProtectNWT

• All travellers need to submit a Self-Isolation Plan (SIP) regardless of vaccination status.

• No isolation for fully vaccinated travellers and household members (regardless of vaccination status) that did not travel. Fully vaccinated travellers will be able to return directly to small communities, with Day 1 and Day 14 negative tests.

• 8-day isolation for partially vaccinated travellers and household members (regardless of vaccination status) that did not travel, with a negative day 8 COVID-19 test. Household members do not require a test unless symptomatic.

• 10-day isolation for unvaccinated travellers, including children under 12, and household members (regardless of vaccination status) who did not travel. Unvaccinated travellers require a negative Day 10 COVID-19 test. Household members and children under 2 do not require a test unless symptomatic.

• Returning residents who are unvaccinated or partially vaccinated must self-isolate in a hub community (Inuvik, Yellowknife, Hay River or Fort Smith). Residents of Fort Simpson and Norman Wells may self-isolate in their home communities. For more information see Self-Isolation in Small Communities.

• Essential service workers dealing with vulnerable populations or who work in congregate settings or small communities will need a negative Day 1 COVID-19 test.

Designation Definitions NWT Resident: a person who can prove residency through a driver’s license, GIC, or other vetted document.

NWT Worker: this is a resident who has asked to work within the first 14 days upon entry back into the NWT. Examples include supply chain workers and flight crews.

Non-NWT Resident: are non-resident persons entering in the NWT for non-work purposes. Examples include family reunification, compassionate reasons, or other extenuating circumstances.

Non-NWT Worker: are non-residents entering into the NWT for work purposes. Examples include:

A. Non-resident supply chain workers and flight crews who are here for over 36 hours. B. Workers who will isolate for the first 14 days before going to work.

PTW – Essential Service Worker: are both residents and non-residents ESWs (as per the categories listed under the Order) whose employers have applied for Permission to Work. Examples include:

A. ESWs under the order who have travelled back to the NWT and wish to work in the first 14 days upon entry into the NWT.

B. ESWs who share a household with a person who has returned from travel out of the NWT and are choosing to isolate at home.

PTW – Other Worker: are both resident and non-resident workers who do not fall under the official category of ESWs (as per listed under the Order) whose employers have applied for permission to work. Examples include:

A. Infrastructure workers and other workers who are essential to their organization but who are not listed as ESWs under the order, have travelled back to the NWT, and wish to work in the first 14 days upon entry into the NWT.

B. Workers, including infrastructure workers, and other workers (not listed as ESW under the order) who share a household with a person who has returned from travel outside of the NWT and are choosing to isolate at home.

Highway 1 (NWT/Alberta border): Checkpoint continues to be open to private and commercial vehicles.

Highway 5 (Fort Smith): The Highway 5 border is open to private and commercial traffic. The checkpoint at the borderhas been removed as of August 1, 2021.

Highway 7 (Fort Liard): Private vehicles may schedule exits on Tuesdays and Fridays but must re-enter the NWT through Highway 1 or 8. The Highway 7 checkpoint also facilitates the movement of essential services into the NWT.

Highway 8 (Fort McPherson): Checkpoint continues to be open to private and commercial vehicles.

Isolation Centres Start of reporting period: March 21, 2020 Isolation centres are available in Yellowknife, Inuvik, Hay River, and Fort Smith for NWT residents and new residents who are required to self-isolate under the Public Health Order. Effective January 5, 2021 the GNWT no longer covers the cost for isolation centre stays related to discretionary or personal travel. The GNWT continues to cover costs for isolation centre stays related to medical travel, medically-advised self-isolation, compassionate travel, returning students, legally required travel, and exceptional, unique or unforeseen circumstances. 1. Compliance and Enforcement Operations (CEO) have issued;

o 52 summary offence tickets (SOTI) for individuals to date, each with a fine of $1,725.

o 2 SOTI for knowingly provided false information to a Public Health Officer, with a fine of $500.

o One summary offence ticket for a business with a fine of $5,175.

2. In the past week, there were 6 verbal and 1 written warnings issued in the NWT and no new charges were issued.

3. Since mid-April of 2020, Regional leads and CEO Officers have visited all 33 NWT communities, and have a Regional Lead or CEO Officer presence in the following communities: Fort Smith, Hay River, Fort Simpson, Fort Resolution, Fort Liard, Yellowknife, Norman Wells, Fort McPherson, Tulita and Inuvik.

o In the past week, CEO Officers made contact with the following communities for enforcement or to visit with local leadership (or called local leaders); Fort Liard, Fort Resolution, Hay River (SAO), Kakisa, Fort Simpson, Wrigley (Chief out of office), Jean Marie River (phone), various Deh Cho campgrounds, Fort Smith community leaders, Yellowknife, Norman Wells, Tulita, Aklavik (Mayor, SAO), Paulatuk, Tuktoyaktuk, Sachs Harbour, Fort McPherson and Inuvik.
