The site’s current underground storage tank (UST) system configuration includes three fuel USTs and four dispenser islands. BASELINE SITE ASSESSMENT

Field Activities

On January 9, 2008, ATC personnel gauged and collected groundwater samples from existing on-site monitor wells MW-1, MW-4, MW-5, MW-6, MW-7, TW-1 and TW-3 shown on the attached Figure 1, Site Plan. Depth to groundwater in the wells ranged from 7.58 feet (MW-7) to 8.43 feet (MW-1 and MW-4) below the top of the well casing. One to three volumes of groundwater were purged from each monitoring well using a battery-operated pump during which time temperature, pH, and electrical conductivity were monitored to verify that groundwater conditions had stabilized prior to sample collection. Groundwater samples were then collected using disposable polyethylene bailers and transferred from the bailers into sample containers provided by the analytical laboratory. Groundwater sampling observations were recorded and are included as Appendix B, attached.

Laboratory Analytical Procedures

Groundwater samples collected during field activities were shipped under chain-of-custody (COC) protocol to Lancaster Laboratories, Inc. (Lancaster) in Lancaster, Pennsylvania. Lancaster is certified through the State of Washington Department of Ecology. Groundwater samples collected from monitor wells MW-1, MW-4, MW-5, MW-6, MW-7, TW-1 and TW-3 were analyzed for fuel oxygenates and halogenated volatile organic compounds (HVOC; including benzene, toluene, ethylbenzene and total xylenes [BTEX]) using Environmental Protection Agency (EPA) Method 8260B. Each sample selected was also analyzed for gasoline-, diesel- and heavy range organic-petroleum hydrocarbons using Northwest Total Petroleum Hydrocarbons (NWTPH) Modified method (NWTPH-Gx [C8 to C12], NWTPH-Dx DRO [C12 to C24] and NWTPH-Dx HRO [C>24 to C40], respectively). Additionally, the groundwater samples were analyzed for lead using EPA Method 6020. Laboratory analytical data for groundwater samples analyzed as part of this assessment are summarized in attached Table 1, Summary of Groundwater Analytical Data. The laboratory analytical report and COC document are provided as Appendix C, attached.

Waste Disposal

Investigation derived waste (IDW) generated during the field operations has been temporarily stored onsite pending characterization and disposal. A copy of the waste manifest(s) will be provided under separate cover once the IDW has been profiled and transported to an appropriate disposal facility.

FINDINGS

As shown in Table 1, laboratory analytical results for the groundwater samples selected for analysis indicate the following:

• Benzene was detected at a concentration of 150 micrograms per liter (μg/L) in the groundwater sample collected from monitor well TW-1.

• Toluene was detected at a concentration of 17 μg/L in the groundwater sample collected from monitor well TW-1.

• Ethylbenzene was detected at a concentration of 87 μg/L in the groundwater sample collected from monitor well TW-1.

• Total xylenes were detected at a concentration of 195 μg/L in the groundwater sample collected from monitor well TW-1.

• Chlorobenzene was detected at a concentration of 1 J μg/L in the groundwater sample collected from monitor well TW-1.

• 1,2 – Dichlorobenzene was detected at a concentration of 2 J μg/L in the groundwater sample collected from monitor well TW-1.

• t-Butyl alcohol was detected at a concentration of 13 J μg/L in the groundwater sample collected from monitor well MW-4.

• NWTPH-Gx was detected at concentrations of 69 J μg/L, 88 J μg/L and 2,200 μg/L in the groundwater samples collected from monitor wells MW-1, MW-4 and TW-1, respectively.

• NWTPH-Dx DRO was detected at concentrations of 230 J μg/L and 370 J μg/L in the groundwater samples collected from monitor wells MW-4 and TW-1, respectively.

• Lead was detected at concentrations of 0.29 J μg/L, 1.5 μg/L and 1.7 μg/L in the groundwater samples collected from monitor wells MW-4, TW-1 and TW-3, respectively.

• No other analytes were detected in excess of their respective laboratory method detection limit (MDL) in any of the groundwater samples submitted for analysis.

It should be noted that the “J” notation after the analyte value indicates an estimated concentration between the laboratory MDL and the limit of quantitation.

LIMITATIONS

This report was prepared in general accordance with the Shaw SOW dated November 2, 2007, and with generally accepted professional environmental consulting practices existing at the time this report was prepared and applicable to the location of the site. It was prepared for the exclusive use of ConocoPhillips for the express purpose of generating a baseline assessment of property conditions. Any re-use of this report for a different purpose shall be at the user’s sole risk without liability to ATC. To the extent that this report is based on information provided to ATC by third parties, ATC may have made efforts to verify this third party information; however, ATC cannot guarantee the completeness or accuracy of this information. The data collected during this investigation and summarized in this report represents site conditions at the time field activities were conducted. No other warranties, expressed or implied, are made by ATC.
