Non Governmental Organisation Status

• May 2012 - Application received by the NGO Branch of the Department of Economic and Social Affairs;

• Nov 2012 – EuroGeographics cannot be considered as an NGO eligible to apply for consultative status ‘because members can interfere with the free expression of views of the organization’;

• Dec 2012 – Executive Director contests November decision;

• March 2013 – UN notes that EuroGeographics is: established by governmental entities and thus does not meet the requirements as a non-governmental organization.

Au contraire, your organization has a very clear intergovernmental character!

12. The Forum noted that the increasing need for the global geodetic system to track changes such as terrestrial adjustments and sea level rise would require significant refinement to the current systems and need for further precision. Expansion in the current geodetic observing infrastructure ……

The Forum agreed that while the science of establishing a sound geodetic reference frame is available, it was essential to have the governments accept the responsibility of establishing and maintaining a sound national geodetic reference frame which could serve as the foundation for a global system. ……

Preparatory Committee on the establishment UN-GGIM Europe

1. Inaugural - four meetings between November 2012 and 2013 involving the UN, several EU Institutions and NMCAs represented by EuroGeographics;

2. Transitional - requiring the direct involvement of the NMCAs in continental Europe, this partly overlaps with the inaugural phase and runs from the July 2013 meeting of the UN-GGIM Committee of Experts until its meeting in 2014;

3. Operational - following the official establishment of the UN-GIMM Europe Committee, NMCAs assume full executive power and organisational ownership of UN-GGIM Europe. The EU institutions will then play an observing but nonetheless strong and important advisory role.

Conclusions

• UN-GGIM is relevant and important for all members;

• EuroGeographics has ‘prepared the ground’;

• Members must attend or ask the Association to represent them at the informal meeting in Cambridge;

• Members must volunteer to be a member of the task force to establish UN-GGIM Europe.
