business models for some of these infrastructural ventures to guarantees value

to the users and ROI to GoK

Availability, reliability and affordability: Need for implementation of universal access, and effective supply-demand

broadband access model

Need for infrastructure sharing through GOK regulation

 Need for effective performance monitoring

Need for adequate power infrastructure to support ICT infrastructure

Need to enact and enforce the critical infrastructure bill

Public–private partnerships should play a leading role in the

development of a national fibre optic network. This will require

coordination between operators of fixed networks to ensure that

installations are not duplicated while other areas remain

underserved

To have a clear roadmap for implementing various projects with

clearly outlined roles and responsibilities, key performance

indicators and timelines for delivery jointly monitored through

CAUCUSES

For flagship project the PMO office to be well equipped with

skilled project managers (MUST have a evident track record of

successful project implementation)

Use of low taxation and tax breaks appropriately on imported

NATIONAL ICT MASTER PLAN 2014 - 2017

Program to support commercialization of ICT innovationsEnterprise Kenya - The ICT Authority convened a National ICT Innovation Forum where Enterprise Kenya was launched. The government set aside Ksh. 1 billion to establish Enterprise Kenya with a call for matching funds from the private sector and partners.

22

ICT AS A DRIVER OF BUSINESS AND DEVELOPING ICT BUSINESSES

Difficulty in changing partner behavior.

• Private sector tenderpreneural behavior blocking the

progress of projects

• Content developers not keen on going digital

• Some government departments slow in embracing and

properly using the technology

Challenges

11

NATIONAL ICT MASTER PLAN 2014 - 2017

properly using the technology

Need for more partners to be identified to support some of the

projects

Ensuring open participation in some of the project programs

Project dependencies on other projects means that the success

of the initial projects determines the ability to deploy the next

set of projects

22

33

44

As technology evolves the businesses need to evolve, Failure

to evolve will lead to others taking up your market share

Need to open up some of the project to strategic partnerships

with private sector consortiums
