( i ) t h a t we s h o u l d c o n t i n u e t o c o n f o r m t o t h e e x i s t i n g a r r a n g e m e n t s , . a s p r e s c r i b e d i n t h e "/k i te P a p e r , i n r e s p e c t o f i m m i g r a t i o n ' d u r i n g th e i n t e r v a l b e t w e e n t h e e x h a u s t i o n o f t h e q u o t a t h e r e i n p r e s c r i b e d and t h e p r o m u l g a t i o n o f a l o n g - t e r m p o l i c y , e v e r y e f f o r t b e i n g made t o p e r s u a d e t h e A r a b s t o a g r e e t o a c o n t i n u a t i o n o f i m m i g r a t i o n d u r i n g t h i s i n t e r v a l a t t h e r a t e . a t p r e s e n t p e r m i s s i b l e .

The m a t t e r had s i n c e b e e n d i s c u s s e d in- t h e F o r e i g n S e c r e t a r y ' s M i d d l e E a s t C o n f e r e n c e w h i c h now r e commended t h a t any announcemen t s h o u l d be p o s t p o n e d u n t i l t h e p i l g r i m a g e t o M e c c a t o o k p l a c e i n N o v e m b e r b e c a u s e o f t h e r i s k o f A r a b f e e l i n g b e c o m i n g i n f l a m e d a t t h a t t i m e and o f t h e n e c e s s i t y f o r m a k i n g c e r t a i n m i l i t a r y p r e p a r a t i o n s .

( a ) The v i e w was s t r o n g l y e x p r e s s e d t h a t i t w o u l d be v e r y d i f f i c u l t t o j u s t i f y t h e s u s p e n s i o n o f i m m i g r a t i o n u n t i l a f t e r t h e f o r t h c o m i n g M e c c a P i l g r i m a g e . The p r o p o s a l i n t h i s s e n s e r e p r e s e n t e d a m a t e r i a l m o d i f i c a t i o n o f t h e R e p o r t o f t h e P a l e s t i n e C o m m i t t e e . A c o m p l e t e s u s p e n s i o n m i g h t w e l l be r e p r e s e n t e d a s b e i n g i n c o n s i s t e n t w i t h t h e s p i r i t o f t h e u n d e r t a k i n g s we had g i v e n i n t h e V/hite P a p e r . THE SECRETARY OF STATE FOR THE COLONIES s a i d t h a t he h a d b e e n i n c o n s t a n t t o u c h w i t h t h e J e w i s h A g e n c y , b u t t h a t b o d y , w h i c h w a s now under c o n s i d e r a b l e p r e s s u r e by e x t r e m e e l e m e n t s , had a d o p t e d a q u i t e u n c o m p r o m i s i n g l i n e and w a s , he f e l t , p r i m a r i l y " c o n c e r n e d , t o make i t c l e a r t h a t t h e W h i t e P a p e r was d e a d . THE FOREIGN SECRETARY s a i d t h a t t h e news t h a t t h e J e w i s h A g e n c y had d e c l i n e d t o a c c e p t t h e 3 ,000 i m m i g r a t i o n c e r t i f i c a t e s o f f e r e d t o t h em , and demanded a q u o t a o f 1 00,000,. w h i c h he- had now communica ted , t o t h e A m e r i c a n s , had c l e a r l y mads a m a r k e d i m p r e s s i o n on them.

A f r i c a , ' w h i c h w i t h i t s s m a l l p o p u l a t i o n h a d s i n c e 191k had t o f i g h t i n two -wars a g a i n s t Germany i n b o t h o f w h i c h i - i f r i c a had t o a g r e a t e r o r l e s s e x t e n t b e en d i r e c t l y i n i s s u e , f e l t s t r o n g l y t h a t no r i s k s h o u l d be r u n o f a s i t u a t i o n a r i s i n g a t any f u t u r e d a t e i n w h i c h , b e c a u s e o f t h e e s t a b l i s h m e n t o f a n y f r e s h G r e a t P o w e r i n A f r i c a , c o n t i n g e n t a r r a n g e m e n t s w o u l d a g a i n h a v e t o be made t o p r o t e c t h e r i n t e r e s t s ; and she w o u l d be o p p o s e d a c c o r d i n g l y t o g r a n t i n g a n y s p e c i a l p l a c e t o R u s s i a on t h e A f r i c a n c o n t i n e n t . Austral ia and New Z e a l a n d w h i c h though i n t e r e s t e d i n t h e s a f e t y o f t h e s e a - r o u t e s w e r e g e o g r a p h i c a l l y more r e m o t e , w e r e a t t r a c t e d i n p r i n c i p l e b y t h e i d e a o f c o l l e c t i v e t r u s t e e s h i p .

The U n i t e d S t a t e s , w h o , he t h o u g h t , r e a l i s e d t h e p o s s i b l e t r e n d o f R u s s i a n i n t e r e s t s , f a v o u r e d a s o l u t i o n on the b a s i s o f c o l l e c t i v e t r u s t e e s h i p .

I n t h e s e c i r c u m s t a n c e s , Mr . B y r n e s had p r o p o s e d i n t h e C o u n c i l o f F o r e i g n M i n i s t e r s a r r a n g e m e n t s as r e g a r d s L i b y a u n d e r w h i c h t h a t a r e a wou ld , r e c e i v e a p r o m i s e o f i n d e p e n d e n c e a f t e r a 10 - y e a r p e r i o d o f t r u s t e e s h i p u n d e r an a d m i n i s t r a t o r a p p o i n t e d b y t h e T r u s t e e s h i p C o u n c i l o f t h e U n i t e d N a t i o n s . ' A l l S t a t e s members o f t h e C o u n c i l o f F o r e i g n M i n i s t e r s w o u l d h a v e a v o i c e i n t h e s e l e c t i o n o f t h i s a d m i n i s t r a t o r . He w o u l d be a s s i s t e d by an A d v i s o r y C o m m i t t e e i n e x u d i n g r e p r e s e n t a t i v e s o f a l l S t a t e s m e n b e r s o f t h e C o u n c i l o f F o r e i g n M i n i s t e r s e x c e p t C h i n a , and a l s o r e p r e s e n t ­a t i v e s o f L i b y a and I t a l y , who w o u l d be a b l e t o p r o v i d e i n f o r m a t i o n r e l a t i n g to t h e t e r r i t o r y w h i c h w o u l d be o f v a l u e to t h e C o m m i t t e e . I f t h e a d m i n i s t r a t o r f a i l e d t o d i s c h a r g e h i s r e s p o n s i b i l i t y t o t h e s a t i s f a c t i o n o f any o f t h e S t a t e s r e p r e s e n t e d on t h e C o m m i t t e e , any one o f them w o u l d be e n t i t l e d t o b r i n g t h e m a t t e r b e f o r e t h e T r u s t e e s h i p C o u n c i l .

T h i s a r r a n g e m e n t w o u l d , i t was s u g g e s t e d , g i v e an a s s u r a n c e t o a l l t h a t t h e f o r m e r I t a l i a n C o l o n i e s w o u l d n o t be d e v e l o p e d t o t h e m i l i t a r y a d v a n t a g e o f any one n a t i o n . I t w o u l d be l e f t t o t h e S e c u r i t y C o u n c i l t o d e t e r m i n e w h e r e , i f n e c e s s a r y , a n y s t r a t e g i c b a s e s m i g h t be l o c a t e d .

Mr . B y r n e s had u r g e d t h a t s u c h a p l a n w o u l d g i v e h e a r t t o t h e p e o p l e s o f t h e w o r l d , s i n c e i t w o u l d show t h a t t h e G r e a t P o w e r s s i n c e r e l y i n t e n d e d t o g i v e them a t t h e e a r l i e s t p o s s i b l e o p p o r t u n i t y f r e e d o m t o d e t e r m i n e t h e t y p e o f g o v e r n m e n t u n d e r w h i c h t h e y w i s h e d t o l i v e .

He ( t h e F o r e i g n S e c r e t a r y ) h a d t h e n e n q u i r e d w h e t h e r , i f t h i s m a t t e r w e r e r e m i t t e d f o r e x a m i n a t i o n ­t o t h e D e p u t i e s , ' i t c o u l d be u n d e r s t o o d t h a t t h e D e p u t i e s w e r e e m p o w e r e d t o s t u d y n o t o n l y t h e p r o p o s a l s i n t h e U n i t e d S t a t e s memorandum, b u t a l s o any such o t h e r p r o p o s a l s a s m i g h t be p u t f o r w a r d by o t h e r S t a t e s members o f t h e C o u n c i l o r by o t h e r U n i t e d N a t i o n s a t w a r w i t h I t a l y ? He had j u s t i f i e d t h i s on t h e g r o u n d s , f i r s t , t h a t R u s s i a h a d s u f f e r e d g r e a t l y a t t h e hands o f I t a l i a n t r o o p s f i g h t i n g on t h e s i d e o f t h e G e r m a n s , and s e c o n d l y , t h a t t h e S o v i e t had w i d e e x p e r i e n c e i n e s t a b l i s h i n g f r i e n d l y r e l a t i o n s b e t w e e n d i f f e r e n t n a t i o n a l i t i e s w h i c h t h e y c o u l d t u r n t o a d v a n t a g e i n one o f the I t a l i a n c o l o n i e s , i n w h i c h t h e y w o u l d u n d e r t a k e t o use the a u t h o r i t y g i v e n them by t h e U n i t e d N a t i o n s i n such a way as n o t m e r e l y t o m a i n t a i n b u t t o e n h a n c e the p r e s t i g e o f t h e U n i t e d N a t i o n s .

Mr . B y r n e s h a d ^ t h e r e f o r e i n d i c a t e d t h a t i n h i s v i e w i t was i m p o r t a n t t h a t t h e C o u n c i l b e f o r e r e f e r r i n g t h i s q u e s t i o n t o t h e D e p u t i e s s h o u l d t h e m s e l v e s d i s c u s s i t , s i n c e t h e r e w e r e q u e s t i o n s o f p o l i c y t h a t must be d e t e r m i n e d b e f o r e t h e D e p u t i e s c o u l d c o n s i d e r t h e d e t a i l s . He h a d u r g e d t h a t i n p a r t i c u l a r t h e C o u n c i l s h o u l d t h e m s e l v e s d e c i d e : ­

( i ) w h e t h e r t h e C o l o n i e s w e r e t o be t a k e n f r o m I t a l y ;

( i i ) w h e t h e r t h e y a g r e e d t h a t t h e p r i n c i p l e o f t r u s t e e s h i p s h o u l d be a p p l i e d t o t h e s e t e r r i t o r i e s - on t h i s t h e F r e n c h had e x p r e s s e d some r e s e r v a t i o n s , b u t t h e o t h e r P o w e r s a p p e a r e d t o a g r e e ;

( i i i ) w h e t h e r , i f t h e r e w e r e t o b e a t r u s t e e s h i p a r r a n g e m e n t , i t c o u l d be l i m i t e d t o a t e n - y e a r p e r i o d ' f o r L i b y a and E r i t r e a ;

( i v ) w h e t h e r t h e c o l o n i e s w e r e t o be a d m i n i s t e r e d by p a r t i c u l a r S t a t e s o r b y i n d i v i d u a l s s e l e c t e d b y t h e T r u s t e e s h i p C o u n c i l o f t h e U n i t e d N a t i o n s ;

( v ) i f t h e c o l o n i e s w e r e t o be a d m i n i s t e r e d by i n d i v i d u a l S t a t e s , w h i c h S t a t e s s h o u l d be r e s p o n s i b l e f o r w h i c h c o l o n i e s . -

M r . B y r n e s had p o i n t e d o u t f u r t h e r t h a t t h e r e was no h o p e o f s e c u r i n g r e p a r a t i o n s f r o m t h e s e a r e a s ( i n r e p l y t o w h i c h M. M o l o t o v had s a i d t h a t he had no such i n t e n t i o n ) , and t h a t t h e r e - w e r e s t r o n g a r g u m e n t s a g a i n s t t h e i r b e i n g d e v e l o p e d m i l i t a r i l y ( i n r e p l y t o w h i c h M. M o l o t o v s a i d t h a t n o b o d y h a d s u g g e s t e d u s i n g them f o r m i l i t a r y p u r p o s e s ) .

The F o r e i g n S e c r e t a r y c o n t i n u e d t h a t the d i s c u s s i o n h a d come b a c k t o t h e q u e s t i o n w h e t h e r we w e r e g o i n g t o h a v e i n d i v i d u a l o r c o l l e c t i v e t r u s t e e s h i p . I t had b e e n . a d j o u r n e d u n t i l t h i s a f t e r n o o n a n d , w h i l e he had e m p h a s i s e d t h e i m p o r t a n c e o f ou r i n t e r e s t s , he had r e f r a i n e d f r o m c o m m i t t i n g h i m s e l f i n any way . B u t t h e p o i n t t h a t now h a d t o be s e t t l e d , and on w h i c h he w i s h e d f o r t h e g u i d a n c e o f the C a b i n e t , was what was t h e p o s i t i o n o f t h e B r i t i s h Commonwea l th i f we d e c i d e d t o h a v e c o l l e c t i v e t r u s t e e s h i p on the m o d e l p r o p o s e d by M r . B y r n e s , e x c l u d i n g any i n d i v i d u a l t r u s t e e ­s h i p . I f h e w a s t o t d e f i n i t e l i n e ( a s he f e l t he w o u l d h a v e t o ) he must h a v e a c l e a r l e a d f r o m t h e Cab i i 6 t .

"Whi le t h e a c t u a l t e r m s o f t h e P r o t o c o l s t r i c t l y i n t e r p r e t e d , l e n t some s u p p o r t t o t h e S o v i e t v i e w , he f e l t no d o u b t t h a t t h e i n t e n t i o n had b e e n t h a t a l l members o f t h e C o u n c i l w o u l d t a k e p a r t i n a l l i t s d e l i b e r a t i o n s . B o t h t h e U n i t e d S t a t e s and the U n i t e d K i n g d o m D e l e g a t i o n s w e r e o p p o s e d t o t h e e x c l u s i o n o f F r a n c e and C h i n a . M o r e o v e r , i t was c l e a r t h a t any such e x c l u s i o n w o u l d be e n t i r e l y u n a c c e p t a b l e t o F r a n c e and t h a t i f i t w e r e p e r s i s t e d i n the F r e n c h D e l e g a t i o n w o u l d be w i t h d r a w n . The P r i m e M i n i s t e r had c o m m u n i c a t e d w i t h P r e m i e r S t a l i n b u t t h e r e p l y r e c e i v e d showed t h a t t h e a t t i t u d e t a x e n by t h e S o v i e t D e l e g a t i o n was f u l l y s u p p o r t e d by P r e m i e r S t a l i n . T h i s d i s a g r e e m e n t on p r o c e d u r e w a s , o f c o u r s e , o n l y t h e o u t w a r d m a n i f e s t a t i o n o f t h e f u n d a m e n t a l d i s a g r e e m e n t s on p r i n c i p l e w h i c h had a r i s e n w i t h t h e S o v i e t D e l e g a t i o n , who w e r e o b v i o u s l y d e t e r m i n e d t o o p p o s e any p r o p o s a l s w h i c h m i g h t a f f e c t t h e t e r r i t o r i e s w i t h i n w h a t t h e y r e g a r d e d , a s t h e i r z o n e o f i n f l u e n c e . F o r t h i s r e a s o n i t h a d b e e n f o u n d i m p o s s i b l e t o make any p r o g r e s s w i t h c o n s t r u c t i v e p r o p o s a l s f o r t h e r e h a b i l i t a t i o n o f E u r o p e , s u c h a s t h e p r o v i s i o n o f f o o d s u p p l i e s f o r A u s t r i a o r t h e c o n t r o l o f i n l a n d w a t e r w a y s . M o r e o v e r , we w e r e f a c e d w i t h i n c r e a s i n g h o s t i l i t y and d i s t r u s t b e t w e e n t h e U n i t e d S t a t e s and S o v i e t D e l e g a t i o n s , e a c h o f whom s o u g h t t o s t r e n g t h e n i t s own p o s i t i o n w i t h o u t r e g a r d t o o u r p o i n t o f v i e w . He had a l o n g p r i v a t e t a l k w i t h M. M o l o t o v on Sunday i n t h e h o p e o f b r i n g i n g h i m r o u n d t o a more r e a s o n a b l e f r a m e o f m i n d , b u t h a d come t o the c o n c l u s i o n t h a t t h e r e was l i t t l e o r no h o p e o f m a k i n g f u r t h e r p r o g r e s s a t t h e p r e s e n t C o n f e r e n c e and t h a t t h e r i g h t c o u r s e was t o a d j o u r n .

I n d i s c u s s i o n t h e r e was g e n e r a l a g r e e m e n t t h a t gfdp, we s h o u l d n o t y i e l d t o t h e S o v i e t demand f o r t h e e x c l u s i o n o f P r a n c e and C h i n a , and- t h a t n o t h i n g w o u l d be g a i n e d by p r o l o n g i n g t h e p r e s e n t C o n f e x , e n c e . The s u g g e s t i o n was a l s o made t h a t i t w o u l d be d e s i r a b l e t o t r a n s f e r d i s c u s s i o n o f t h e o u t s t a n d i n g q u e s t i o n s t o a c o n f e r e n c e on a w i d e r b a s i s , i n w h i c h a l l t h e U n i t e d N a t i o n s , i n c l u d i n g t h e D o m i n i o n s , c o u l d t a k e p a r t .
