About the Conferences
The 2003 series is designed to assist 2001 & 2002 COPS MORE Grantees in achieving the technology goals outlined in their grant applications.
During the training conference faculty will teach your agency representatives how to properly plan for, implement and manage new automated and integrated information and identification systems, as well as troubleshoot problems in existing systems and/or implementation processes.
The conferences will assist agencies in effective procurement practices and analyzing emerging technologies that have application to law enforcement. COPS Staff will also conduct sessions on grant compliance and redeployment issues.

An advance copy of the Law Enforcement Information Technology Guide (Tech Guide), a comprehensive book authored by SEARCH and published by the COPS Office that details technology planning, purchase, implementation and management strategies.A conference workbook with tools, such as RFP (request for proposal) checklists, vendor evaluation tips and much more.The conferences will provide a valuable opportunity for you to network with other agencies implementing similar technologies and facing similar challenges.
About SEARCHSEARCH is a private, non-profit organization that provides no-cost, expert technical assistance to address the information management needs of local criminal justice agencies through the use of advanced information and identification technologies. SEARCH is not a branch of the U.S. Department of Justice.
SEARCH’s rich experience in law enforcement information technology planning, implementation and management, combined with a staff of in-house and contract expert consultants will assist local agencies taking part in these conferences.

Information Technology and Community Policing This session provides an introduction to technology and its role in community-oriented policing. How it Should Work: Tech Overview and Definitions A presentation and video will show attendees a fully integrated suite of law enforcement information technology (IT) applications and how they should work together. The presentation will demonstrate technologies that are available today that support law enforcement functions beginning with a 911 call, to dispatch, to the officer using mobile technologies in the field to query systems, prepare and submit a report, to crime analysts and command staff using the information for strategic and tactical responses, as well as examples of the use of these technologies in community and neighborhood outreach. Technology Challenges and 10 Critical Success Factors This session discusses the factors that make technology planning, procurement and implementation unique and explores some of the difficulties commonly encountered by agencies, drawing on real case studies. This session will explore the 10 critical success factors for IT initiatives, including developing effective strategies for dealing with project governance, human resources, scope, time, quality, cost, communications, risk, procurement and integration.

Who Should Attend?
The 2003 COPS Technical Assistance Conferences: Planning, Purchasing and Managing Your Technology Initiative are designed to provide specific training and instruction for those involved in managing, overseeing, and making decisions about all facets of technology planning, purchase and implementation.
While the benefits to automation and integration are numerous, planning and implementing technology is a major undertaking, and one that is not always met with success. These conferences will present proven strategies and best practices for law enforcement information technology planning and procurement. For technology planning and implementation to be successful, agency leaders at the highest levels, and managers dedicated specifically to the technology project, must be integrally involved in all aspects of the project.
Recognizing the critical roles of these key players in successful information technology planning and implementation, the representatives from your agency who will benefit the most from this conference series are:
1. Chief/Sheriff or a designated member of the Command Staff. Because technology has the ability to radically enhance and change the way a law enforcement agency does business, these conferences are primarily geared to agency leaders/decision-makers who are experts in the business of policing. Chief, Sheriff and Command staff will learn how to establish a planning and decision-making structure within their agencies that will complete the technology project plan and successfully implement the technology. They will also learn:
● How to select a project manager and other key project personnel● The critical elements of strong project charters and effective project plans● How to create timelines and budgets● Conduct risk assessments● Craft solid procurement documents and tight vendor contracts
2. The Project Manager for the COPS MORE Technology ProjectThe individual directly responsible for overseeing daily activities regarding the technology project, the Project Manager, will be a key beneficiary of the principles covered in these conferences. From crafting a comprehensive project plan, to working with users, technology staff, vendors and consultants, the Project Manager will benefit from the strategies and ideas presented at the conference series.
Each technology breakout session will be taught in non-technical terms, giving attendees a full understanding of how each technology can enhance the agency’s business practices and facilitate community-oriented policing goals. Sessions will also cover:

Ms. Kelly J. HarrisMs. Kelly J. Harris is Director of Justice Information Technology (IT) Services for SEARCH, where she develops and directs activities and manages staff under three programs: the National Technical Assistance Program, the National Clearinghouse for Criminal Justice Information Systems, and the Community Oriented Policing Services Making Officer Redeployment Effective (COPS MORE) Technical Assistance Program, all funded by bureaus and agencies of the U.S. Department of Justice (DOJ).
Ms. Harris has organized numerous national symposia on justice integration, conferences on justice, e-government and the Internet, and workshops on justice IT issues, and was responsible for organizing this 2002 COPS Technical Assistance Conference series. She has also written many articles, technical bulletins and reports for publication by SEARCH or the U.S. DOJ on justice system automation and integration.
Ms. Harris has a bachelor’s degree in Political Science and Communications from the University of California, Davis.
Mr. William RomesburgMr. William Romesburg is a SEARCH Consultant, as well as a Public Safety Consultant for Cit Com, Inc., where he provides assistance to law enforcement agencies with successful implementations of public safety technology. Mr. Romesburg has served as consultant to dozens of law enforcement agencies throughout the U.S. on public safety and automation projects. He also has held several law enforcement positions, including police and fire dispatcher for 3 years and sworn police officer for 6 years.
Mr. Romesburg has a master’s degree in Public Administration from California State University, Fullerton, and earned a Level 2 certification from the Project Management Institute.
During 2001, Ms. Harris and Mr. Romesburg presented a series of five national technical assistance workshops on “Law Enforcement IT Planning and Implementation” to the COPS MORE top 100 grantees (those grantees with the largest dollar amount in grants and, therefore, the most full-time officers to redeploy). The regional workshops, funded by a COPS Office grant, provided tools and resources to help those agencies overcome obstacles to technology implementation.
Ms. Harris and Mr. Romesburg have provided technical assistance regarding IT planning and implementation to dozens of state, local and regional law enforcement agencies throughout the nation. This assistance includes technology planning, development, improvement, acquisition, management and integration of justice information systems, including computer-aided dispatch/records management systems (CAD/RMS), mobile computing, field reporting, jail management and crime analysis technologies. Their background in IT project management, combined with the on-site work they have conducted nationwide and the valuable lessons learned from the COPS MORE workshops, means they have seen what works and what doesn’t. Their experience has shown that employing tools to improve information management — such as decisionmaking structures, strategic plans, project management best practices, and policies and standards — are critical to the success of law enforcement IT acquisition.
Ms. Harris and Mr. Romesburg have compiled best practices and strategies for successfully undertaking complex law enforcement IT initiatives, and co-authored Law Enforcement Tech Guide: How to plan, purchase and manage technology — successfully!, a guide for executives, managers and technologists that will be published by the COPS Office in Fall 2002.
Ms. Nancy LeachMs. Nancy Leach is a Social Science Analyst in the Program/Policy Support and Evaluation (PPSE) Division of the COPS Office. In addition to the oversight of this 2002 COPS Technical Assistance Conference series, her other responsibilities at the COPS Office include management of several research and technical assistance initiatives related to such issues as domestic violence, call management strategies and problem solving.
For 2 years prior to coming to PPSE, Ms. Leach served as the Making Officer Redeployment Effective (MORE) Team Leader with the COPS Grants Administration Division. During this time, she was responsible for the implementation of the MORE 98 and MORE 00 programs. She also assisted in the development and presentation of the MORE Redeployment Workshops and IT Conferences in 2000.
Prior to joining the COPS Office in 1997, Ms. Leach was a Program Analyst for the U.S. Department of Defense. She holds a master’s degree in Justice, Law and Society from The American University and a bachelor’s degree in Political Science from Susquehanna University.
Mr. Michael DameMr. Michael Dame is the MORE Team Leader in the Grants Administration Division of the COPS Office. He is responsible for the overall management of the MORE program, which has funded law enforcement agencies across the country with much-needed technology and civilian personnel to redeploy sworn officers into enhanced community policing activities.
In 2001, Mr. Dame assisted with the development and presentation of a series of MORE Redeployment Workshops for COPS grantees. In addition, Mr. Dame periodically represents the COPS Office at state-level law enforcement conferences and occasionally presents information about funding possibilities to those organizations. Before joining the COPS Office in 1997, he was a Compliance Analyst with the Federal Election Commission.
Mr. Dame holds a Master of Public Administration degree from American University in Washington D.C. and a bachelor’s degree in Government and Politics from the University of Maryland at College Park.
Major Piper CharlesMajor Piper Charles is a 25-year veteran of the Charlotte-Mecklenburg Police Department (CMPD), North Carolina, where she has served for 6 years as the Information Services Manager. Maj. Charles has been extensively involved in strategic planning, software development and management of several major IT projects totaling over $25 million. She is currently managing the development and integration of several software projects for the CMPD, as well as providing consulting services to other criminal
justice agencies.
She has conducted training on IT Project Management and Contracting for the COPS Office, U.S. DOJ, and teaches in the Master of Public Administration program at the University of North Carolina at Charlotte. She is also a consultant to SEARCH and provides technical assistance to operational state and local law enforcement agencies nationwide that are in the process of acquiring, developing, upgrading or integrating their computer systems.
Maj. Charles has a Master of Public Administration degree with a concentration in Information and Technology Management, as well as a Master of Criminal Justice degree. Maj. Charles serves on the review committee overseeing SEARCH’s development of Law Enforcement Tech Guide: How to plan, purchase and manage technology — successfully!, which the COPS Office will publish in Fall 2002.
Deputy Chief Ronald W. GlensorDeputy Chief Ronald W. Glensor, Ph.D., is a Deputy Chief of the Reno Police Department, Nevada. He has more than 24 years of policing experience and has commanded the Department’s Patrol, Administration and Detective divisions.
Dep. Chief Glensor is recognized internationally for his work in community policing and has provided assistance to more than 500 agencies throughout the U.S., Canada, Australia and Great Britain. He is a featured speaker at conferences on the implementation of community-oriented policing, strategic planning, customer service, crime prevention, supervision and survey research. In 1994, he was awarded a Research Fellowship at the Police Executive Research Forum (PERF) in Washington, D.C., where he was responsible for the development of community policing training. In 1996, he was selected as one of only 10 U.S. public policy experts to receive an Atlantic Fellowship, and traveled overseas to examine repeat victimization with the Home Office in London, England. His awards include the University of Nevada Alumni Association’s Outstanding Achievement Award in 1996, and PERF’s Gary P. Hayes Leadership Award in 1997.
Dep. Chief Glensor is widely published and has co-authored these books: Community Policing and Problem Solving: Strategies and Practices (3rd ed.), Police Supervision and Policing Communities: Understanding Crime and Solving Problems. He has earned a master’s degree in Public Administration and Policy and a Ph.D. in Political Science from the University of Nevada. Dep. Chief Glensor serves on the review committee overseeing SEARCH’s development of Law Enforcement Tech Guide: How to plan, purchase and manage technology — successfully!, which the COPS Office will publish in Fall 2002.
Lieutenant Jonathan H. LewinLieutenant Jonathan H. Lewin is Commanding Officer of the In-Service and Continuing Education Section of the Chicago Police Department's Education and Training Division, which is responsible for providing continuing education and pre-service promotional
training to almost 16,000 sworn and civilian personnel. Prior to this position, Lt. Lewin served as Field Operations Lieutenant and Acting Watch Commander in the Austin community on Chicago's West side, coordinating activities of sworn personnel in one of the busiest districts in the city.
Prior to his promotion to lieutenant in March 2001, then-Sergeant Lewin served as Coordinator of the Technology Unit within the Department's Research and Development Division. The Technology Unit was responsible for exploring new technology, evaluating mobile data platforms, technical development of an automated case reporting application, and developing the Information Collection for Automated Mapping (ICAM) and Citizen ICAM crime mapping and management accountability system.
Lt. Lewin joined the Chicago Police Department in 1991, and coordinated development of a real-time incident command and control system used for decision support during the 1996 Democratic National Convention, as well as during three Chicago Bulls championship celebration events and the City's Year 2000 operation. As a sergeant, he received the Superintendent's Award of Merit twice, the Cook County Sheriff's Law Enforcement Award of Merit and the Chicagoland Chamber of Commerce Forensic Service Award. He was the Department’s representative on the PERF’s Futures Group, and he served as the technical advisory representative to the U.S. DOJ’s DC Forum in 1996, and as a training development consultant to the National Institute of Justice Crime Mapping Research Center.
Lt. Lewin has traveled throughout the country, and written several published articles outlining details of the Department's automation and crime analysis effort. He earned a bachelor’s degree in Administration of Justice from Southern Illinois University at Carbondale (SIU-C) in 1989, and received an Alumni Achievement Award from SIU in 1999.
Mr. Joseph Noce Jr.
Mr. Joseph Noce Jr. is Public Safety Communications Project Manager for the Mesa Police Department, Arizona, where he is responsible for maintaining state-of-the-art public safety communication systems for the City of Mesa . In this position, which he has held since 1992, his responsibilities include strategic planning and operational aspects of emergency management, CAD, and public safety telephony and radio capability. He is involved in planning and implementing mitigation alternatives to ensure emergency communications capabilities at all times.
Mr. Noce’s previous experience includes work with the Sedgwick County ( Kansas ) Sheriff’s Department (1971-76), Mesa Police Department (1976-83), Sun Refining & Marketing (1983-88), and the Mesa Fire Department (1988-92). These positions provided him with
experience in criminal investigations, intelligence gathering and risk assessment, and laid the foundation for his current responsibilities.
He is a member of the Association of Public Safety Communications Officials – International and the National Emergency Number Association. In addition, he is certified as an Arizona Peace Officer, an Emergency Management Professional, an Emergency Number Professional, and in Explosives Ordnance Disposal.
Mr. Noce has a bachelor’s degree in Criminal Justice from Arizona State University , Tempe , and a master’s degree in Organizational Management from the University of Phoenix.
Lieutenant Woody SandyLieutenant Woody Sandy is Executive Officer of the Information Management Unit of the North Carolina State Highway Patrol, as well as Project Manager of the Patrol’s Criminal Justice Information Network – Mobile Data Network. Lt. Sandy is one of the founding members of North Carolina’s statewide Mobile Data Network.
A Sampson County native, Lt. Sandy left the emergency medical services field to become a State Trooper in 1979. His service with the Patrol began in Duplin County, and he later transferred to Raleigh to serve on the Governor’s Security Detail. He has been assigned to the Patrol’s Information Management Unit since 1989.
Lt. Sandy is past Chairman of the Mobile Data Users Group and served on the Texas A&M/Texas Transportation Institute and Federal Highway Administration’s Technical Working Group for the Advanced Law Enforcement Response Technology (ALERT) project.
Commander Bill TelkampCommander Bill Telkamp is Commander of the Information Services Division of the Altamonte Springs Police Department, Florida. His oversight includes Communications, Records and Information Systems. Cmdr. Telkamp is a graduate of two command colleges: the Administrative Officers Course at the Southern Police Institute and the Senior Leadership Program at the Florida Department of Law Enforcement (FDLE). He is also a graduate of the FDLE Chief Executive Seminar offered to command staff-level criminal justice personnel.
Cmdr. Telkamp has managed his Department’s acquisition and implementation of an integrated RMS, CAD and mobile computer solution from VisonAIR. From 1998-2000, Cmdr. Telkamp served on the software advisory board for VisionAIR and is the main facilitator for meetings of Florida-based customers who use the product. He is a trained facilitator for the City of Altamonte Springs’ quality management practices. Cmdr. Telkamp serves on the review committee overseeing SEARCH’s development of Law

Reimbursement Guidelines:The $1,000 Reimbursement, for travel expenses to the conferences, is available ONLY to 2001 & 2002 COPS MORE Grantees.
*PLEASE NOTE - The $1,000 Reimbursement is PER AGENCY. If a representative from your agency attended a 2002 COPS Technical Assistance Conference in the Fall of 2002, your agency may have already spent the $1,000 reimbursement funds. If this is the case, you are still welcome to attend, however, your agency will have to pay for your own travel. Please contact [email protected] to see if your agency has already sent a representative to this conference series.
To help offset expenses to travel to the 2002 COPS Technical Assistance Conferences, the COPS Office (through SEARCH) will reimburse each agency that received 2001 or 2002 COPS MORE grant funding up to $1,000 for actual expenses incurred to attend the Conference. Simply calculate your staff’s expenses to attend the Conference, submit expenses to SEARCH and we’ll send you a check. This sheet will tell you how.
Please note:Reimbursement is for actual approved travel expenses, up to $1,000. If your agency’s actual expenses are less than $1,000, reimbursement will be made for that amount. Expenses exceeding $1,000 will not be reimbursed.Reimbursement checks from SEARCH will be made payable to the law enforcement agency, not to specific individuals. As such, you may use the $1,000 to cover travel expenses for as many attendees from your agency as you see fit. Since SEARCH will not be reimbursing individuals directly, we assume any out-of-pocket expenses incurred by your staff will be reimbursed by your agency.You are encouraged to send at least two representatives from your agency to attend the Conference.
How It Works…
Step 1: Please carefully review the enclosed Travel Reimbursement and Business Expense Policy Document to understand what travel expenses are authorized for reimbursement. For example, hotel rooms are reimbursed at the single room rate, airfare is reimbursed for coach class, and meals are reimbursed at actual cost and cannot exceed specific totals per meal.
Step 2: You or your agency will make and pay for your travel arrangements, including air travel and hotel.
Step 3: When you or your staff arrives at the Conference, each attendee will receive a travel claim kit including the appropriate forms to claim actual travel expenses up to $1,000.
Step 4: Within 30 days after the Conference, please submit your agency’s actual travel expenses, including airfare, hotel, mileage, and meal expenses to SEARCH.
Step 5: SEARCH will issue a check to your agency for attendee travel expenses up to $1,000.

Airline Websites - Your area airport usually has a Website that lists flight schedules to cities the airport services. From this Website you can note which airline services the conference site you selected. Then call or visit the airlines’ Website to receive a quote on airfare. Ground Transportation
The conference hotels offer the following recommendations when traveling from the airport to the conference site.
San Diego – The Westin recommends either a taxi which will cost approx $10.00 for two people, one way. Or go to the Ground Transportation area, outside of baggage claim and look for Cloud 9 Shuttle. They offer transportation to the downtown hotels for $6.50 per person one way. (You can also save money by purchasing a round trip ticket). They operate 24 hours a day and reservations are not required.

Frequently Asked Questions
Is there a registration deadline? Registration for the conferences are accepted on a first-come, first-served basis. We have maximum seating for 200 people at each conference. When a conference becomes full, we will indicate this on our Website. Please note that each hotel, however, has a specific “reservation deadline” as indicated in the section Dates, Locations, Hotels.
Is there a conference registration fee?There is no fee to attend this conference.
Who makes my hotel reservation?You are responsible for making your own hotel reservation at the conference hotel. Hotel phone numbers, rates and deadlines are provided in the section Dates, Locations, Hotels.
Where will the meetings be held?There is one designated hotel for each conference in each city. Once you receive a conference confirmation notice, you will be sent the time and location in the hotel to register onsite and pick up your conference materials.
I would like to extend my stay before/after the conference - will the hotel give me the same rate?You need to check with the hotel. These rates were only negotiated for the timeframe of the conference. However, if the hotel has available space, they will usually extend the rate.
Can vendors attend a conference?No, these conferences are designed to be interactive among law enforcement agencies only. Vendors will not be permitted to register or attend a conference.
About the Reimbursement…
My Agency is not a 2001 or 2002 COPS MORE Grantee. Can I still request reimbursement for up to $1,000?No. Only agencies that are 2001 or 2002 COPS MORE Grantees are eligible for any reimbursement. However, you are still welcome to attend a conference. To register online, click here.
What happens if two people from my agency attend the conference and our combined travel expenses exceed $1,000?Your agency will receive a check for $1,000 for authorized expenses after your expenses
are submitted to SEARCH. This will contribute to your combined incurred costs. Your agency will be responsible for reimbursing the balance of the individual costs directly. Please refer to the $1,000 Reimbursement guidelines for details.
How much will my agency be reimbursed if total travel expenses are less than $1,000, say $650?Your agency will be reimbursed for the exact amount of authorized expenses, in this example, $650.
Is there a limit on the number of individuals from our agency that may attend the conference?No, but remember, regardless of the number of attendees from your agency, the maximum reimbursement amount for expenses is $1,000.

Travel & Business Expense Reimbursement PolicyNOTE: The $1000 Reimbursement, for travel expenses to the conferences, is available ONLY to 2001 & 2002 COPS MORE Grantees.
Travel and expense reimbursement policies for these participants at the conference will follow SEARCH’s travel policy, which provides reimbursement for hotel (single room rate), coach class airfare, and specific business expenses. Please take the time to carefully read these policies. Travel claim and supporting documentation must be submitted within 30 days of the conference. If you have any questions, please contact Mr. George Buck, Deputy Executive Director, Administration and Finance, (916) 392-2550.
Airline Travel / Hotel InformationPlease refer to the corresponding Travel Tips and Dates and Locations sections for airline travel and hotel information. Under the Dates and Locations section, note the deadline dates in which to make hotel reservations.
MileageIf you will be driving a private car to the conference, you will be reimbursed the total miles driven at the current rate of 36.5 cents per mile. Reimbursement for automobile mileage, however, may not exceed the roundtrip coach airfare that could otherwise have been obtained. For air travelers, mileage will be reimbursed between your home and the airport at the same rate.
Per DiemSEARCH provides a per diem allowance for meals and business expenses, as follows:
• MealsSEARCH reimburses the actual costs of meals, up to $46.00 maximum per day (receipts are not required).Breakfast $ 10.00 - maximumLunch $ 11.00 - maximumDinner $ 25.00 - maximum
Breakfast shall not be claimed if departure is after 8 a.m. Lunch shall not be claimed if departure is after, or return is prior to 12 noon. Dinner shall not be claimed if departure is after, or return is prior to 7 p.m.
• Transportation ExpensesTransportation expenses directly related to attendance at the conference will be reimbursed by SEARCH, including taxis and airport shuttles to and from the airport, hotel and conference site. In addition, airport parking will be reimbursed upon presentation of a receipt. Car rentals are not authorized, nor will they be reimbursed unless prior, written
approval is provided by the SEARCH Executive Director. You must submit a receipt for any individual transportation expense in excess of $10.00.
• Business ExpensesIncidental business expenses under $10 and directly related to your work at the conference will be reimbursed (e.g., local telephone calls and telephone access charges, copies of brief documents) when supported by a receipt for the expense. Any expense over $10 must be discussed with the SEARCH project director and must receive prior written approval. Rental and/or purchase of business equipment is generally not authorized, however, if an exception is made, it must be approved by the SEARCH project director in writing prior to the expenditure.
• Long Distance Phone CallsSEARCH will not reimburse the costs of long distance telephone calls; these are the sole responsibility of the participant and his/her agency.
