RBI/ BANKING/ BUSINESS NEWS THIS MONTH

September 1: State Bank of India (SBI) and Japan Bank for International Cooperation

(JBIC) signed a dual-currency loan agreement to set up an export credit line.

Note: The loan is co-financed with the Bank of Tokyo-Mitsubishi UFJ Ltd (BTMU)

amounting to 13.5 billion Japanese Yen ($135 million) and $21 million approximately.

September 1: Financial sector giant Nippon Life said it will partner Anil Ambani-led

Reliance Group for a proposed Reliance Bank and launched two India-focussed funds

for Japanese investors.

Note: The two funds will direct investments by Japanese retail investors into Indian

equity and bond markets.

September 2: RBI has issued amendments to Basel 3 norms. It has allowed banks to

issue additional Tier 1 capital instruments. The RBI said that banks must have a

provision of Point of Non-Viability (PONV) for every non-equity instrument.

September 2: United Bank of India declared debt-ridden Kingfisher Airlines and its

owner Vijay Mallya as wilful defaulters.

Note:What is a Wilful Default?

A wilful default occurs when either a borrower has not repaid when he can do so, or

when sanctioned funds have been used for other purposes or when the borrower

disposes off the assets assured for availing of the loan without the banks

knowledge.

September 3: Axis Bank which is India's third largest private bank has been

featured in Forbes Asia's FAB 50 list of 2014.

Note:This is the fourth time that Axis Bank has been featured and is amongst the

only two banks in this renowned list.

September 3: The RBI has issued directions to The Choundeshwari Sahakari Bank

Ltd. of Kolhapur, Maharashtra that will require the bank to seek prior approval for its

banking business.

September 9: The Reserve Bank of India will adopt a common recruitment system

from next year to tap talent for its core functions.

September 9: The Reserve Bank of India decided to fix the maximum age for

Managing Directors and Chief Executive Officers in private sector banks at 70.

September 19: The Reserve Bank of India (RBI) proposed to segregate the post of

Chairman and Managing Director (CMD) of Public Sector Undertaking (PSU) banks.

Note:i. At present, the post of CMD in PSU banks is vested with one person only.

ii. The only exception among the PSU banks is State Bank of India where the top

position is commanded by the chairman and there are four managing directors with

clearly defined executive roles.

September 20: With the objective of addressing sanitation related health concerns,

the Urban Development Ministry and the Bill & Milinda Gates Foundation have

agreed on a partnership to promote user friendly toilets to ensure universal

sanitation in the country.

September 21: Coca-Cola India has launched its zero sugar soft drink Coca-Cola

Zero in line with its strategy to make India its fifth largest market by 2020.

September 23: Google India announced to launch a nationwide contest to develop a

collaboration with the citizen engagement platform of the government, MyGoV.

September 24: Private sector bank ICICI Bank launched a savings account for minors

above 10 years of age with the name Smart star.

September 26: Global rating agency Moody 2014 released a report titled Indian

Banks Could Need 26-37 billion US dollar in External Capital for Basel III Compliance.

September 26: RBI released Gopalakrishna Committee report on Capacity Building in

banks and non-banks. The committee has recommended a 360-degree feedback for

a transparent and comprehensive performance assessment exercise, one that

ensures adequate performance differentiation between employees.

September 26: State Bank of India (SBI) and Industrial Credit and Investment

Corporation of India (ICICI) allowed kids to operate bank accounts independently.

SBI had launched new accounts Pehla Kadam and Pehli Udaan for kids. Now, ICICI

Bank has launched Smart Stars account and Federal Bank Limited has Young Champ

Account for minors.

September 27: State Bank of India (SBI), the countrys largest lender announced that

it has signed a Line of Credit (LoC) of 500 million dollar with Export-Import Bank of

Korea (Korea Eximbank).

September 28: Seeking to expand Asian operations, Qatar-based Doha Bank will

acquire the Indian operations of the HSBC Bank Oman.

September 29: RBI announced fourth Bi-Monthly Monetary Policy Statement and

keept key rates unchanged.

September 29: The Reserve Bank of India, RBI, relaxed Know Your Customer, KYC

norms by allowing self-certification of documents for opening bank accounts. RBI

has reduced the liquidity provided under the export credit refinance (ECR) facility

from 32 per cent of eligible export credit outstanding to 15 per cent with effect from

October 10.

September 9: Dr. Kamal Bawa, an Indian Scientist won the MIDORI Prize

writer Chaitanya Tamhane won the Lion of the Future Luigi De

September 10: The World Health Organisation (WHO) honoured

Bangladesh and Timor-Leste with South East Asia Regional Award for

Excellence in Public Health. The newly insti tuted awards were presented

to Saima Hossain of Bangladesh and National Malaria Control Programmeof Timor-Leste in Dhaka.

RECURRING TERMS IN NEWSPAPER THIS MONTH

BIMSTEC: The Bay of Bengal Initiative for Multi-Sectoral Technical and Economic

Cooperation (BIMSTEC) is an international organisation involving a group of

countries in South Asia and South East Asia. These are: Bangladesh, India, Myanmar,

Sri Lanka, Thailand, Bhutan and Nepal.

BASEL III: Basel III (or the Third Basel Accord) is a global, voluntary regulatory

standard on bank capital adequacy, stress testing and market liquidity risk. It was

agreed upon by the members of the Basel Committee on Banking Supervision in

201011, and was scheduled to be introduced from 2013 until 2015; however,

changes from 1st April 2013 extended implementation until 31 March 2018. The

third installment of the Basel Accords (see Basel I, Basel II) was developed in

response to the deficiencies in financial regulation revealed by the late-2000s

financial crisis. Basel III was supposed to strengthen bank capital requirements by

increasing bank liquidity and decreasing bank leverage.

Key principles of BASEL III

Capital requirements: The original Basel III rule from 2010 was supposed to require

banks to hold 4.5% of common equity (up from 2% in Basel II) and 6% of Tier I capital

(up from 4% in Basel II) of "risk-weighted assets" (RWA). Basel III introduced

"additional capital buffers", (i) a "mandatory capital conservation buffer" of 2.5%

and (ii) a "discretionary counter-cyclical buffer", which would allow national

regulators to require up to another 2.5% of capital during periods of high credit

growth.

Leverage Ratio: Basel III introduced a minimum "leverage ratio". The leverage ratio

was calculated by dividing Tier 1 capital by the bank's average total consolidated

assets; The banks were expected to maintain a leverage ratio in excess of 3% under

Basel III. InSeptember 2013, the US Federal Reserve Bank announced that the

minimum Basel III leverage ratio would be 6% for 8 Systemically important financial

institution (SIFI) banks and 5% for their insured bank holding companies.

LIQUIDITY REQUIREMENTS: Basel III introduced two required liquidity ratios.[6] The

"Liquidity Coverage Ratio" was supposed to require a bank to hold sufficient high-

quality liquid assets to cover its total net cash outflows over 30 days; the Net Stable

Funding Ratio was to require the available amount of stable funding to exceed the

required amount of stable funding over a one-year period of extended stress.

Monetary Policy:Monetary policy is the process by which monetary authority of a

country, generally a central bank controls the supply of money in the economy by its

control over interest rates in order to maintain price stability and achieve high

economic growth. In India, the central monetary authority is the Reserve Bank of

India (RBI) is so designed as to maintain the price stability in the economy.

Public Private Partnership : A publicprivate partnership (PPP) is a government

service or private business venture which is funded and operated through a

partnership of government and one or more private sector companies. These

schemes are sometimes referred to as PPP, P3 or P3. PPP involves a contract

BANCASSURANCE: Bancassurance or Bank Insurance Model refers to the distribution

of the insurance and related financial products by the Banks whose main business is

NOT insurance. So, simply Bancassurance, i.e., banc + assurance, refers to banks

selling the insurance products. Bancassurance term first appeared in France in 1980,

to define the sale of insurance products through banks' distribution channels.

Benefits: It helps both the banks and Insurance Companies as follows: This is a

referral business in which the banks tend to leverage the existing clientele. Insurance

companies get the benefit because they can have distribution relationships with

multiple insurers. Business Model: For Bancassurance, the Banks need to obtain a

prior license from the IrDA or Insurance Regulatory and Development Authority, so

that they can work as "Composite Corporate Agent" or may have "Referral

Arrangement" with the Insurance Companies.

GENERAL ANTI AVOIDANCE RULES (GAAR) : GAAR limits avoidance of taxes. It was

proposed by the then finance minister Mr. Pranab Mukherjee ( now president),

introduced to chapter X-A to the income tax Act 1961. It directly targets the tax

evaders. In Indian law, GAAR is an acronym for General Anti-Avoidance Rules which

are framed to minimize tax avoidance, for example by siphoning off profits to tax

havens.

PRADHAN MANTRI JAN DHAN YOJANA

Under the Pradhan Mantri Jan Dhan Yojana, theoverdraft facility initially offered

bybanks will be less than Rs 5,000, the highest under the scheme. Based on credit

history, lenders might extend the amount at a later stage.

Earlier, the finance ministry had clarified a lower amount might be extended under

the overdraft scheme. Under this, on opening a bank account, holders are eligible for

an overdraft facility of Rs 2,000, which can be extended up to Rs 5,000, based on the

consumers credit and transaction history. Account holders will also get

aRuPay debit card with an accident cover of Rs 1,00,000. Also, those opening

accounts by January 26 will be entitled to an additional life insurance cover of Rs

30,000.

The government plans to open 75 million accounts by January 26, 2015. On the day

the Jan Dhan Yojana was launched, 15 million accounts were opened under the

scheme.

The mission mode objective of the PMJDY consists of 6 pillars. During the 1st year of

implementation under Phase I (15th August, 2014-14th August,2015), three Pillars

namely(1)Universal access to banking facilities (2) Financial Literacy Programme and

(3) Providing Basic Banking Accounts with overdraft facility of Rs.5000 after six

months and RuPay Debit card with inbuilt accident insurance cover of Rs 1 lakh and

RuPay Kisan card, will be implemented.

Phase II, beginning from 15th August 2015 upto15th August,2018 will address

(1) Creation of Credit Guarantee Fund for coverage of defaults in overdraft A/Cs

(2) Micro Insurance and (3) Unorganized sector Pension schemes like

Swavlamban. In addition, in this phase coverage of households in hilly, tribal and

difficult areas would be carried out. Moreover, this phase would focus on coverage

of remaining adults in the households and students.

The implementation strategy of the plan is to utilize the existing banking

infrastructure as well as expand the same to cover all households. While the existing

banking network would be fully geared up to open bank accounts of the uncovered

households in both rural and urban areas, the banking sector would also beexpanding itself to set up an additional 50,000 Business correspondents (BCs), more

than 7000 branches and more than 20000 new ATMs in the first phase .A

comprehensive plan is necessary considering the past experience where a large

number of accounts opened remained dormant, resulting in costs incurred for banks

and no benefits to the beneficiaries. The plan, therefore, proposes to channel all

Government benefits (from Centre/State/Local body) to the beneficiaries to such

accounts and pushing the Direct Benefits Transfer (DBT) scheme of the Union

Government including restarting the DBT in LPG scheme. MGNREGS sponsored by

Ministry of Rural Development (MoRD, GoI) is also likely to be included in Direct

Benefit Transfer scheme.

Keeping the stiff targets in mind, in the first phase, the plan would focus on first

three pillars in the first year starting from 15th August, 2014.The target for setting

up additional 50,000 BCs is quite challenging given the constraints of telecomconnectivity. In order to achieve this plan, phase wise and State wise targets for

Banks have been set up for Banks for the period 15th August, 2014 to 14th August,

2015. Roles of various stakeholders like other Departments of the Central

Government, State Governments, RBI, NABARD, NPCI and others have been

indicated. Gram Dak Sewaks in rural areas are proposed as Business Correspondent

of Banks. Department of Telecom has been requested to ensure that problems of

poor and no connectivity are resolved. It is understood that of the 5.93 lakh

inhabited villages in the country (2011 census) only about 50,000 villages are not

covered with Telecom connectivity.

Inclusion scheduled for release at launch, are expected to help in creating

awareness, the account opening kit and the mobile banking facility on the basic

mobile phone (USSD) envisaged on the occasion indicates the concerns of the
