The International Maritime Organization (IMO) has decided that the
global fuel sulphur limit of 0.50% will enter into force in 2020. This
requirement is in addition to the 0.10% sulphur limit in the North
American, US Caribbean, North Sea and Baltic Emission Control
Areas. Vessels that have exhaust gas cleaning systems installed will
be allowed to continue using High Sulphur Fuel Oil (HSFO). More
than 70,000 ships will be affected by the regulation.
Owners options in response to IMO 2020
1Switching from high-sulphur fuel oil (HSFO) to marine gas oil (MGO) or distillates
2Using very-low sulphur fuel oil or compliant fuel blends (0.50% sulphur)
3Retrofitting vessels to use alternative fuels such as LNG or other sulphur-free fuels
4Installing exhaust gas cleaning systems (scrubbers), which allows operation on regular HSFO
▪ IMO 2020 is the global implementation standard enforcing a maximum sulphurcap on fuel content from 1 January 2020, lowering the current 3.5% limit.
▪ The IMO Marpol Annex VI “Prevention of Air Pollution from Ships”, firstadopted in 1997 came into force in 2005, has established limits on sulphurcontent in bunker fuel, as well as the creation of Emission Control Area (ECA)in designated sea areas setting stricter sulphur content limits at just 0.1%.
▪ Marpol Annex VI started with a global cap of 4.5% before it was lowered to3.5% in 2012. The steep reduction to a global 0.5% sulphur cap by 2020 wasagreed in October 2016 by the IMO Marine Environment Protection Committee(MEPC).
▪ The use of Exhaust Gas Cleaning Systems (EGCS), also known as scrubbers,is a commercially available mitigation option for the shipping industry.
▪ Ships that have scrubbers modifications can continue to burn high sulphurbunker fuel from 2020 and comply with the 0.5% sulphur limit. Those vesselsunable to retrofit their existing systems or owners preferring an alternativesolution can purchase Low Sulphur Bunker Fuel oil (“LSFO”) specially blendedby the refineries at additional cost to the ship operator. However, there iswidespread concern around the availability and compatibility of these LSFO.
▪ In addition to scrubbers, the IMO adopted the International Convention for theControl and Management of Ships’ Ballast Water and Sediments in 2004 whichcame into force in September 2017. The regulation combats the transfer ofevasive species in a ship’s ballast water by introducing requirements forowners to implement regulated ballast water management procedures.Newport is active in the retrofitting of such ballast water treatment systems.
▪ Both retrofitting of scrubbers and ballast water treatment systems arecomplementary in addition to Newport’s core business offering of dry dockingrepairs and/or specialist survey requirements.
