1. Background

Located on Highway 95 in the Town of Golden, the Kicking Horse River Bridges 1 & 2 provide a key regional link

between Highway 1 and several communities along Highway 95 between Cranbrook and Golden. Highway 95

links Highway 1 with Highway 3 and two border crossings to the United States, as well as with Highway 93 to

Kootenay National Park and Alberta.

Built in 1952, both Highway 95 Kicking Horse River Bridges 1 & 2 are nearing the end of their service life.

According to bridge inspections completed for the Ministry of Transportation and Infrastructure, the structures

are safe for users but it is time to begin planning for their replacement. With average traffic volumes of

approximately 13,000 vehicles per day, the bridges cross the Kicking Horse River to link the north and south sides

of the Town of Golden, including a small stretch of road on Gould’s Island.

As the only vehicle link between the north and south sides of town, the bridges provide an essential connection

for residents and tourists to businesses and services in Golden. They connect commercial and industrial

developments, employers and tourism attractions on the north side of the river, and emergency services, schools

and residential areas on the south side of the river.

Two alignment options have been selected for further technical analysis and community feedback. The options

considered are for a two-lane bridge, based on future traffic analysis and a 25-year planning horizon.

2. Engagement with Local Government, First Nations and Stakeholders

The Ministry has conducted extensive technical consultation with the Town of Golden on this project and has

also been engaging First Nations and other stakeholders, such as CP Rail, regarding project development.

The Ministry will be consulting with local businesses as planning for the future replacement of the bridges

proceeds.

On October 5, 2016, the Ministry of Transportation and Infrastructure held an open house to provide First

Nations, local governments, the public, and stakeholders with the opportunity to learn more and provide

feedback on the two proposed alignment options for the Highway 95 Kicking Horse River Bridges 1 & 2

Replacement Project. Ministry staff were available to answer questions regarding the project.

HOW FEEDBACK WILL BE CONSIDERED

Community feedback will be considered, along with technical, environmental and financial information,

in selecting an option for the replacement of the Highway 95 Kicking Horse River Bridges 1 & 2. The

Ministry of Transportation and Infrastructure anticipates holding a second round of community

engagement regarding the project in 2017.

3. Community Engagement: October 5 – 21, 2016

3.1. PURPOSE

Community engagement was conducted by the Ministry of Transportation and Infrastructure from

October 5 to 21, 2016 to seek feedback from the public regarding the two proposed alignment options

for the Highway 95 Kicking Horse River Bridges 1 & 2 Replacement Project.

Engagement materials, including an online feedback form and materials for the public open house were

posted online at gov.bc.ca/highway95goldenbridges.

3.2. ENGAGEMENT PARTICIPATION

There were a total of 215 participant interactions during the community engagement period:

• 157 people attended a public open house on October 5, 2016

• 52 completed feedback forms were received

• 6 written open-ended submissions were received by phone or email

3.3. ENGAGEMENT TOPICS

The community engagement period focused on providing information and collecting feedback

regarding the two proposed alignment options for the Highway 95 Kicking Horse River Bridges 1 & 2

Replacement Project. The display boards and feedback form provided a background on the bridge

replacement objectives and the alignment options. Design information and renderings were presented

to explain and compare alignment Options 1 and 2.

The public was encouraged to engage and provide their opinions regarding the alignment options for the

replacement of Highway 95 Kicking Horse River Bridges 1 & 2, specifically relating to their levels of agreement

to each of the two alignment options, and any additional comments.

3.4. NOTIFICATION

Notification of opportunities to participate in engagement included:

• News Release/Information Bulletin: A news release, inviting the public and media to the October

5 open house was distributed to a media source by Government Communications and Public

Engagement on behalf of the Ministry of Transportation and Infrastructure.

• Newspaper Advertising: A print advertisement regarding the public open house was featured in the

Golden Star on September 21 and 28, 2016 and on October 5, 2016.

• Social Media: One tweet was sent from each of @BCGovNews, @toddstonebc, and

@govTogetherBC, and two tweets were sent from @TranBC to notify of the open house.

• Engagement Website: All engagement materials were available on the project website on

October 5, 2016 (gov.bc.ca/highway95goldenbridges).

• Golden Civic Centre Marquee: An advertisement was posted on the Marquee at the open house

venue from September 29 – October 5, 2016 to notify passersby to attend the October 5 open house.

3.5. ENGAGEMENT METHODS

3.5.1. Display Boards and Feedback Form

The open house presentation display boards provided information regarding current conditions of

the Highway 95 Kicking Horse River Bridges 1 & 2, replacement objectives, past and present public

engagement activities, as well as technical information relating to the two proposed alignment

options. The feedback form included an overview of the proposed alignment options and provided an

opportunity for participants to provide their feedback regarding the two proposed alignment options.

A copy of the open house presentation/display boards and feedback form can be found in Appendix 2.

3.5.2. Online Engagement

All community engagement materials were available at gov.bc.ca/highway95goldenbridges, including

electronic copies of the open house display boards and a feedback form that could be submitted

electronically. Of the 52 feedback forms received, 27 were submitted online.

3.5.3. Open House

157 participants attended a public open house on October 5, 2016. The display boards were provided

to attendees in print form and were displayed around the room. Project team members were available

to answer questions, and attendees were encouraged to fill out the feedback form in hardcopy during

the open house or online.

ABOUT THE HIGHWAY 95 KICKING HORSE RIVER BRIDGES 1 & 2

The Highway 95 Kicking Horse River Bridges provide a key regional link between Highway 1 and several communities along Highway 95 between Cranbrook and Golden. Highway 95 links Highway 1 with Highway 3 and two border crossings to the United States, as well as with Highway 93 to Kootenay National Park and Alberta.

As the only vehicle link between the north and south sides of town, the bridges provide an essential connection for residents and tourists to businesses and services in Golden.

Built in 1952, both Highway 95 Kicking Horse River Bridges 1 & 2 are nearing the end of their service life. According to bridge inspections completed for the Ministry of Transportation and Infrastructure, the structures are safe for users but it is time to begin planning for their replacement due to:

• Bridge foundation and structural components: The bridges are founded on old untreated wood piles that need replacing. Many metal components

WHY DO THE BRIDGES NEED TO BE REPLACED?

An evaluation process is being used to assess and recommend an option for replacing the Highway 95 Kicking Horse River Bridges 1 & 2.

Options were assessed based on safety, mobility and reliability objectives, as well as key corridor issues and limitations:

• Reliability

• Mobility/safety

• Bridge structures/design

• Vehicle access to local roads and businesses

• First Nations and archeological considerations (i.e. potential effects on the traditional territories of local First Nations)

• Geotechnical conditions and hazards (e.g. slope instability; ground conditions)

• Utilities (i.e. effects on utilities such as water, power and sewers)

• Multi-modal considerations (pedestrians, cyclists)

• Community vision

• Environmental effects

• River hydraulics (e.g. flooding risks)

• Road drainage

• management during construction

• Effects on property/business

• Meeting Ministry Design Guidelines (e.g. design speed and grades)

• Cost

Two alignment options have been selected for further technical analysis and community
