Governor Thomas Johnson Bridge

and MD 4

This project is critical to national homeland security as well assafety, as it serves a large nuclear power generating facility, aregional gas transport facility and a major U.S. Naval base. Thebridge also serves as a major evacuation route for SouthernMaryland. Daily commuters are faced with backups on a regularbasis as well as major gridlock if there is an accident.

MD 231 Corridor Improvements

Calvert County continues to assess the prioritization ofneeded safety improvements at various intersections onMD 231, which is a major thoroughfare for Calvert County.The improvements to this corridor are critical for not onlythe safe movement of daily commuters but will also act asan important emergency evacuation route out of the area.

MD 2/4 - MD 765 Industry Lane to North of Stoakley RoadStatus updates from MDOT revealed there is currently no funding proposed for future phases of the roadwidening currently underway in Prince Frederick on MD 2/4. It must be emphasized that MD 2/4 is themain artery in Calvert. Sixty percent of our workforce commutes out of the county and the majority usethe MD 2/4 corridor. It is extremely important project for both Calvert and the State, in terms of keepingCalvert traffic and the economy moving. We urge the State to continue to support this project through toits completion and enable the final phase of road widening to be completed. Calvert in particular, isseeking funding for Phase 3A and 3B, just north of the present phase, so the bottleneck does not continuethrough our County seat.

MD 231 Corridor – The County will continue to seek State support for design and construction funding to execute the warranted improvements as MD 231 is of high importance to our citizens and a vital emergency evacuation route.

MD 261 North Beach -9th St to Anne Arundel County line - This project is slated to start construction in 2020.

MD 261 at Beach Drive –MD 4 in Anne Arundel County - Site distance improvements. This is a blind corner with a vertical curve that creates a serious safety issue.

MD 4 in Anne Arundel County

Safety enhancements are needed along the corridor just north ofthe Calvert County line, where MD 258 and Talbot Road intersectMD 4.

MD 4 lacks shoulders and has serious safety issues with sightdistance for stopped traffic.

There have been many recent and previous crashes in this area.

With 60% of our workforce traveling this corridor when crashesoccur, commuters with destinations within Prince George’s Countyand Washington DC are met with serious delays. These delayscause traffic gridlocks in our county for miles, affecting many ofour residents.

Transit Priorities

Transit Transfer Station

This project is still a priority and we are continuing tomove forward with the project with the help of theMaryland Transit Administration’s Office of Local TransitSupport as well as our local agencies.

Service ExpansionCalvert will continue to work with ourlocal MTA regional planner to coordinateand prioritize route expansion, as well assecure funding to implement servicechanges.

COMMUNITY SAFETY AND ENHANCEMENT PROGRAM

Richfield Station Intersection

Chesapeake Beach conducted a traffic study which was submitted to SHA to improve upon the safety of this intersection. The Town is asking SHA to consider all options for this intersection.

Safe Routes to SchoolThis project would provide sidewalks on MD 261 from Beach Elementary School toChesapeake Village neighborhood and from Beach Elementary along Old BaysideRoad as well as crosswalks connecting Chesapeake Village across MD 261 toBayfront Park.

Lusby Town Center StreetscapeA portion of this network of streetscape has been completed. We areasking the State to fill in the gaps left after developers have completedtheir projects along these roads.

Thomas Johnson Bridge –The elephant in the room.

This project has been our #1 priority since 2002. It is well understood that a replacement bridge will relieve commuter congestion, improve safety, help position Patuxent River Naval Air Station for future BRAC, improve emergency evacuation in the event of an evacuation and provide bicycle tourism and commuting opportunities between the Three Notch Trail and Solomon’s Island; however,

as we noted in our 2020 Priority Letter, to continue to submit the bridge as our #1 priority seems unrealistic as our efforts have proved futile. Moreover, the MDOT FY2019 program, the project received $750,000, yet we have seen no progress, no consultant hired, and the MDOT budget zeroed the project out for future years funding. We further noted if the entire project cannot be funded, please consider that the intersection of MD 235/MD 4 be advanced ahead of the Thomas Johnson Bridge replacement.

MD Route 5, from MD Route 246 (Great Mills Road) to MD Route 249 (Piney Point Rd)

The existing traffic congestion on MD Route 5 between Flat Iron Road/Indian Bridge Road and MD Route 249 not only creates delays to important destinations along those routes including links between Naval Air Station Patuxent River and Webster Field and access to multiple schools and businesses, in the immediate area of that intersection it creates safety concerns for the schools.

MD Route 5 (Point Lookout Road) from MD Route 243 (Newtowne Neck Rd.) to MD Route 245 (Hollywood Rd)Along with the Town of Leonardtown, we respectfully request fully funding the remainder of the funding so that the project can be completed expeditiously.

OVERLAY PROGRAMPave section of MD 235, south of MD 5 in Mechanicsville, which is showing elevated levels of distress. Jointly evaluate with the County future paving programs for SHA roads.TRAILS AND BIKEWAYS We are requesting that MDOT participate in this effort to produce a comprehensive trail/bikeway network. Improve shoulders to 10’ should be included in the System Preservation Program and special projects. Higher priority State roadways with shoulders in need of targeted improvement include MD 5 from MD243 to southern terminus, MD Route 6 from MD Route 5 to All Faith Church Road, MD Routes 236, MD 238, MD 239, MD 242, MD 243, MD 244, MD Route 245 from MD Route 5 to north/east terminus on Sotterly Rd., MD 246, MD 272, MD 520.

• Provide Bike Route signing on specific routes meshing the State and County bike routes to encourage bicycle tourism and help attract and maintain a talented work force to the area.

MD 249, ST. GEORGE ISLAND SHORE EROSION SHORELINE RESILIENCY PROJECTCitizens living on St. George Island have registered complaints regarding the shore erosion and flooding along MD 249 at Sheaffer Lane. Raise revetment ends that protects the road and only access to the island inhabitants’ homes, the eroding shoreline is only five to seven feet from the MD 249 edge of pavement.

MD Route 245 and Old Three Notch RoadWith the future development of the Hollywood Commercial Center pending as well as the current inadequate geometric alignment, we request a review of this intersection for a roundabout or other appropriate solution. The current unsafe geometric alignment is badly skewed with poor vertical and horizontal sight distance.

• Produce a concept improvement plan for MD 5, from Charles County line to MD 235, and MD 235 from MD 5 to MD 712 (NAS PAX Gate 3)

With continued development of shopping areas in the north county (Charles County line to Airport Road), as well as the proposed Work Facilities Complex at NAS Patuxent River that includes five buildings of 18,000 sq. ft. each and a potential future BRAC, we are requesting that a review be conducted for widening to a consistent pavement section of the referenced roadways to mitigate current and future congestion and air quality problems.

• MD 4 (St. Andrews Church Road), MD 5 to MD 235 (Three Notch Road)SHA should work closely with the Metropolitan Planning Organization (MPO) and St. Mary’s County on the MPO sponsored study of this road. SHA should work with the County and the MPO consultant to integrate the plans that they are developing for MD 4/Wildwood Blvd. intersection into the overall MPO study.

TRTRANSIT Lexington Park Transit Center

STS will work with MTA and county agencies to plan and establish a multi-modal/ mixed use development including a relocated Transit Center for buses in the Lexington park area for connecting passengers and drivers, moving the facility out of the PAX NAS ACUZ to improve safety and spark transit oriented development.

STS Facilities

STS will work with MTA and county agencies to plan and construct a new STS building for management, staff and enhanced bus maintenance.
