SUBJECT: Appointment of Mayor v. M. Bremberg, Roger De Weese, and Clifton Caldwell to the Advisory Council on Historic Preservation

I have reviewed the Personal Data Statements submitted by the above-referenced individuals, who are being considered for appointment to the Advisory Council on Historic Preservation. The President is authorized to make such appointments pursuant to 16 u.s.c. § 470i.

All three individuals have demonstrated interest and expertise in the area of historic preservation. Mayor Bremberg,1Uay be appointed under 16 u.s.c. § 470i (a) (6) ("one mayor appointed by the President"), while Caldwell and De Weese qualify as experts in historic preservation under 16 U.S.C. § 470i(a) (9). Caldwell has served on Texas historic preservation commissions and De Weese is a landscape architect who has been active in several historic preservation projects.

The Personal Data Statements reveal no associations or holdings that would preclude these appointments.

Attached is the personal data statement for Roger Deweese who is being considered for the Advisory Council on Historic Preservation. I have already sent you the personal data statements for two other members of this Committee. The only outstanding personal data statement is for Gov. Treen and I spoke to a member of his staff today who is in the process of filling out the personal data statement and indicated that there is a possibility Gov. Treen will not be able to accept this appointment. We should know about that in the next day or two.

Apparently there is a very important meeting coming up and we should clear the three people for whom we have the information as soon as possible.

Appointment of Nell Kuonen to the Klamath River Compact Commission

H.P. was gracious enough to deposit this item on my desk upon his departure. Mrs. Kuonen is to be appointed to be United States Representative to the Klamath River Compact Commission. The Compact, established by Public Law 85-222, is intended to promote cooperation between California and Oregon in the developme'nt and use of the Klamath River Basin. Among other things, the Compact establishes rules for acquisition of water rights.

Article IX of the Compact created the Commission, consisting of .representatives from California, Oregon, and the federal government. The federal representative has no vote, and action may be taken by the Commission only if the California and Oregon representatives concur. Congress agreed to a federal representative in section 5 of P.L. 85-222.

Mrs. Kuonen has been active in Klamath County, Oregon affairs for some time, and has demonstrated interest in the subject matter of the Commission. I have reviewed her Personal Data Statement and see nothing that would preclude her appointment. Mrs. Kuonen does have economic interests in the Klamath River Basin, but they do not represent an inherent conflict, particularly in light of the non-voting status of the federal representative.

Mrs. Kuonen is currently serving as Commissioner of Klamath County in Klamath Falls, Oregon. She was first elected to serve as Commissioner in 1976. She serves on the legislative committee for the Association of Oregon Counties and represents Klamath County on the Council of State Forest Trust Land Counties. Since 1977, she has been Chairman of the Klamath-Lake County Manpower Commission.

She is married, has two children and resides in Klamath Falls, Oregon. She was born November 10, 1928, in Lubbock, Texas.

Appointments to the Kennedy Center Advisory Committee are authorized by Public Law 85-874 § 2(c). Appointees "shall be persons who are recognized for their knowledge of, or experience or interest in, one or more of the arts in the fields covered by the [Kennedy Center]." Id. Mr. Gallun is very active in the arts in the Milwaukee area, serving as President of the Ballet Foundation of Milwaukee, a director of the Milwaukee Repertory Theatre, and a director of the United Performing Arts Fund. Based on my review of his Personal Data Statement, I see no reason to object to his appointment.

Appointment of Marion Jorgensen to the John F. Kennedy Center for the Performing Arts Board of Trustees

I have reviewed the Personal Data Statement submitted by Marion Jorgensen in connection with her prospective appointment to the JFK Center for the Performing Arts Board of Trustees. The President is authorized to appoint 30 general trustees to this board under 20 U.S.C. § 76h(a). Mrs. Jorgensen was born in Chicago, Illinois, and thus satisfies the only statutory requirement for trustees, i.e., that they be citizens of the United States. The duties of the Board consist of maintaining and administering the Kennedy Center, and I see nothing in Mrs. Jorgensen's PDS that would preclude her conflict-free discharge of this responsibility.

She is a member of the Board of Continental Airlines and the Los Angeles World Affairs Council. She was the first woman to serve as Chairman of the Board of Overseers of the Huntington Library Art Gallery and Botanical Gardens. Additionally, Mrs. Jorgensen serves on the President's Blue Ribbon 400 Music Center and is Director of the Los Angeles Symphony Association.

Mrs. Jorgensen is married, has six children and resides in Santa Monica, California. She was born March 3, 1915 in Chicago, Illinois.

Mr. Blondin is presently serving as Acting Deputy Assistant Administrator for Fisheries Resource Management at the National Oceanic and Atmospheric Administration. He has been employed with the National Marine Fisheries Service since 1973. He was appointed as U.S. Commissioner to the North Pacific Fur Seal Commission in 1975. He is also serving as the senior U.S. member of the Fisheries Claims Board with the u.s.s.R., Poland, and Spain.

He served in the Armed Forces in 1948-1973 with service in the U.S. Coast Guard and the Submarine Service of the U.S. Navy, retiring with the rank of Commander. He graduated from the U.S. Coast Guard Academy (B.S., 1955} and George Washington University Law School (J.D., 1962). He is married, has five children and resides in Ft. Washington, Maryland. He was born May 13, 1930 in Paterson, New Jersey.

Previously, she was legislative assistant to Senator Howard Baker and to Congressman Dick Cheney and an American Political Science Association Congressional Fellow 1979-1980; environmental protection specialist, Environmental Criteria and Assessment Office, EPA Office of Research and Development at Research Triangle Park in North Carolina, in 1978-1979; and as program analyst in the Office of Air Quality Planning and Standards, EPA, at Research Triangle Park in 1971-1978.

Ms. Cooper graduated from Meredith College (B.A., 1967) and Duke University (M.S., 1977). She resides in Alexandria, Virginia and was born August 2, 1945.

The President today announced his intention to appoint,,;:~~~!"~~~~i'~li; ~;:~q~~~~i!,]Jto be a Member of the Advisory Committee on the Arts ···· · ·· ''(.foiln'v}f. Kennedy Center for the Performing Arts). This is an initial appointment.

Since 1978, Mr. Gallun has been serving as Chairman of the Board of Electri-Wire Corporation in Waukesha, Wisconsin. He served as President of Electri-Wire Corporation in 1970-1978. Mr. Gallun serves as President of the Ballet Foundation of Milwaukee, Inc., and of the Zoological Society of Milwaukee.

He graduated from Williams College (B.A., 1957) and Harvard Graduate School of Business Administration (M.B.A., 1964). He is married, has three children and resides in Fox Point, Wisconsin. He was born December 28, 1935 in Milwaukee, Wisconsin.

Thomas J. Curran, of Wisconsin, to be United States District Judge for the Eastern District of Wisconsin, vice Myron L. Gordon, retired.

Diane K. Steed, of the District of Columbia, to be Administrator of the National Highway '.Traffic Safety Administration, vice Raymond A. Peck, Jr., resigned.

A. James Barnes, of the District of Columbia, to be an Assistant Administrator of the Environmental Protection Agency. (New Position -P. L. 98-80 of August 23, 1983)

The President today announced his intention to appoint the following individuals to be Members of the National Highway Safety Advisory Committee.

The following individuals to serve for terms expiring March 15, 1985:

WALTER W. GRAY, JR., of Terre Haute, Indiana, is Professor of Health & Safety and Director of the Indiana State University Driver and Traffic Safety Program. He will succeed Francis H. Goodwin.

HENRY EDWARD HUDSON, of Arlington, Virginia, is the Commonwealth's Attorney for Arlington County, Virginia. He will succeed John C. Landen.

PAUL R. MEYER, JR., of Wilmette, Illinois, is Professor of Orthopedic Surgery and Director of the Spinal Cord Injury Program at Northwestern University Medical School. He will succeed Deborah D. Richards.

The following individuals for terms expiring March 15, 1986:

G. LAWRENCE KELLER, of Wichita, Kansas, is a consultant and former Senior Vice President of The Coleman Company. This is a reappointment.

JOHN w. RUGER, of Katonan, New York, retired in 1977 after 37 years of service to the General Motors Acceptance Corporation. This is a reappointment.

MELVILLE P. WINDLE, of Rancho Palos Verdes, California, is Vice President and General Counsel for the Transamerica Insurance Company. This is a reappointment.

PETER GRISKIVICH, of Washington, D.C., is Vice President of the Motor Truck Manufacturers Division of the Motor Vehicle Manufacturers Association. This is a reappointment.

THOMAS KALLAY, of Santa Monica, California, is Professor of Law at Southwestern University School of Law in Los Angeles, California. He will succeed J.T. Quigg.

JOHN L. MORIARITY, of Calabasas Park, California, is a private trial attorney at the Van Nuys Law Center. He will succeed Henry Edward Hudson.

MARGARET L. NORDYKE, of Santa Barbara, California, was developer/coordinator of the Santa Barbara County "Alternate Behavior for the Drinking Driver" program at Santa Barbara City College. She will succeed Paul R. Meyer, Jr.
