Workers Zakithi Nxumalo and Zwelibanzi Masuku were killed and 29 others were injured when the third floor of the construction site collapsed in November last year due to alleged structural inadequacies, which led to an enquiry being launched. Cope councillor Steven Naidoo said that since the last TCA public meeting in late November last year, there have been no follow ups on this issue. “At that meeting it was decided that we would form a sub-committee to ensure we closely follow up on this matter and provide the commu- nity with feedback. However, no one from the TCA has contacted us or pro- vided an update since.” A clearly irate TCA chairperson, Jeeva Pillay, hit back, saying it was not the responsibility of the associa- tion to take on the matter. “The suggestion to form the com- mittee came from the floor not from the members of the TCA.” Naidoo reacted after he allegedly received queries regarding building commencement at the site. “I have furnished a number of re- ports from concerned residents who say they witnessed low-key building commencing. This is of great con- cern to us and we need to take up the matter as soon as possible. “There was talk about account- ability when the incident occurred, yet we do not have any form of com- munication from the [TCA] regard- ing follow up meetings or forming the committee. It was the TCA who agreed to the committee formation to oversee the mall issue. “We require this body to take the initiative and have a sense of urgency on the matter.” The Weekly visited the site earlier this week and there was no construc- tion work being done. Reports of ‘low-key’ construc-tion having started at the ill-fated Tongaat Mall site have

sparked contention between a localcouncillor and the Tongaat CivicAssociation (TCA) president.

Workers Zakithi Nxumalo andZwelibanzi Masuku were killed and29 others were injured when thethird floor of the construction site

collapsed in November last year dueto alleged structural inadequacies,which led to an enquiry beinglaunched.

Cope councillor Steven Naidoosaid that since the last TCA publicmeeting in late November last year,there have been no followups on thisissue.

“At that meeting it was decidedthat wewould form a sub-committeeto ensure we closely follow up on

TONGAAT SAPS members and thecoastal sector community in Ton-gaat joined forces to successfullyarrest suspects in a housebreak-ing case reported in Westbrook.

According to Tongaat SAPScommunications’ officer, Lieuten-ant Mandy Govender, minutes af-ter the break-in took place, thecommunity alerted the police withdetails of the suspect’s vehicle.

“Police responded immediately

and gave chase.“Officers stopped the vehicle

and when the driver got out hehad a firearm in his hand.

“He was ordered to drop hisfirearm and lie on the ground, af-ter which he was arrested to-gether with the three other occu-pants.”

Govender said the break-in tookplace between 3pm and 5.30pmon Wednesday, 22 January. Asilver Audi with ND registrationwas involved in the crime.

Sifiso Wunase Masinga (40) wascharged for being in possession ofa firearm without a licence andlive ammunition.

“Tongaat detectives are busywith investigations in an attemptto link the suspects to other casesin the area,”she said.

The recovered firearm will besent for ballistic tests to establishif it was used in any other crimesin the province.

KwaZulu-Natal provincial com-missioner Lieutenant General

Mmamonnye Ngobeni commendedthe members for the swift arrestand the recovery of a firearm.

She also praised the membersof the community for valuable in-formation that led to the arrest ofthe suspects, who might be linkedto a number of house robberiesthat were reported in the pro-vince.

“This is an indication of a goodpartnership between the policeand the community in the fightagainst crime,” she said.

tional Airport (KSIA) by police andcustoms officials on Thursday lastweek.

According to provincial policespokesperson, Thulani Zwane, po-lice wereworking jointly on profilingand processing international pas-sengers in a flight from Dubai.

“While profiling passengers’passports, they cameacross a femalewho was coming from Brazil to

South Africa via Dubai.“The passenger’s luggage and her

person was searched. Upon search-ing the takkies she was wearing,members discovered that the innersole of the shoe was removable andcovered with black duct tape.

“Preliminary police investigationrevealed that the drugs were meantto go to a 41-year-old man, who wasarrested at a hotel in Durban."

LONG serving principal of Girls and BoysTown, JakesRaman,has retired after servingthe organisation for nearly 36 years.

Raman joined the then 'Boys Town' as abookkeeperandadministratorwhen thefacil-ity opened its doors in January 1978.

Ramanwas born in BrakeVillage, Tongaatandbeganhis schooling career at theTongaatHindu Sabha in Railway Street. Thereafter hematriculated at thewell lauded Tongaat Indi-an High School.

After matrichestudiedcommerceandwasemployed in his first job at Boys Town.

Throughdetermination and self-study, Ra-man added to his qualifications in the fieldsof child and youth care and human resourcemanagement.

Since thenhehasworkedtirelesslywithin-digent, andotherwise disenfranchised, youthalways striving to empower and emancipatethem.

He forged ahead on this salutary missionbyremainingfaithful tohiscorebeliefthat“ev-ery child is my child”.

Raman served as the vice principal for anumber of years and reached the pinnacle ofhis careerwhenhewasappointedas theprin-cipal of Girls andBoysTown in2004.Over theyears Raman developed strong bonds of ca-maraderie with various community and civicorganisations.

Of these many affiliations, Raman gavegreat priority to developing and maintainsamicable relationships with all the schools intheTongaat area.Hepaid a special thank youto all the principals, management teams andeducators who worked with youth.

He alsothankedDrLeslieSwartz theprevi-ous senior education manager (SEM) for thearea and also to the current serving SEM ofthe newly renamed the Billy Nair EducationCircuit Selvan Chetty.

At the recent farewell function, Pat Pillay,chairman of the KwaZulu-Natal RegionalBoardofGirlsandBoysTownSA,commendedRaman for his ability, excellent spokesman-ship and for fostering positive working rela-tionships with welfare groups and govern-ment departments.“Hewastheperfectpublicrelations officer for Girls and Boys Town.”

Derrick Groep, national manager of Resi-dential Care added that Raman has grownthrough the ranks and apart from serving asprincipal is also an excellent trainer and anevaluator.

USE an allocated book that’s accessibleto the whole family. Drawing up a bud­get on a piece of paper that will be lostwithin a day is not going to help youmuch.

When drawing up a budget, writedown your biggest and most essentialexpenses in the left column, such asaccommodation (mortgage or rent, aswell as cost for building maintenance)and your transport (car repayments,

car insurance, car maintenance, travel­ling expenses). Then add things likeutilities (water, lights and landline),communication (cellphone, internet),insurance (short and long term), debt(credit cards, loans and store cards),savings, school fees, groceries (includ­ing quick runs to the shop for milk andbread), clothes and shoes, pocketmoney and wages for domestic work­er and gardener.

Only after this do you add luxuriessuch as entertainment, books, movies,eating out, holiday and treats. Nowwrite your salary and any other incomein the right hand column.

If your expenses are more thanyour income, you need to draw up anew budget. Cut out non­essentialsand make sure that you stick to it.

Debt repayments take a huge biteout of your budget and will prevent youfrom getting ahead. Become aggres­sive about tackling your debts. Pay allthe minimum monthly payments, butbudget for an extra amount to pay to­wards the debt with the highest inter­est rate. When you’ve paid off thatdebt, use the monthly repayment onthat debt plus extra amounts to tacklethe debt with the next highest interestrate. When that’s settled, move on to

the next debt and so on.If you are impatient and need a psy­

chological push – consider the “snow­ball” method of paying off debt. In­stead of focusing on the debt withthe highest interest rate, deal with thesmallest debt first. It will take muchless time to settle and will give you aconfidence boost to attack the rest.

Remember – don’t incur more debt.Leave credit and store cards at homewhen you go shopping to avoid thetemptation of using credit. Decline ex­tra credit when offered.

Cut up your plastic money if youcannot resist using credit.

How to budget

WE always seem to want those things we don’t have.Things, if we think long and hard, that don’t reallyseem important or necessary.

Moreover, we are often convinced that if we hadthose ‘things’, we would finally be happy.

For example, singletons who want to be in a rela­tionship often believe once they are in one they willfinally be happy. Those in shaky relationships hopetheir relationship will work out because havingworked it out will finally make them happy.

“I will be happy when I am in love.” “I will be happywhen he or she does really love me.” “I will be happywhen I know he or she is committed to me.”

“I will be happy when my husband or wife is moreconsiderate.”

Do these sound familiar?The truth is that happiness is an attitude. It’s not

something created by outside circumstances, but in­stead is completely within our control. This meansthat you and I can be happy regardless of whetherwe are in a relationship or not. We can be happy re­gardless of whether our relationships are workingout or not. If fact, if we cultivate happiness, then ourrelationships will improve.

We will not get that deep sense of satisfactionand happiness we crave just by improving a relation­ship. Nothing will give us that sense of happiness,unless we cultivate it consciously.

No matter how many wonderful things we do tocreate a positive, happy, satisfied life, we could stillend up unhappy. Ultimately, happiness, gratitudeand a feeling of satisfaction is a choice. People oftendo not choose happiness. Many feel refusing to behappy will somehow get them what they want ­ likea child holding his breath. Holding your breath willnot get your what you want. It is happiness that at­tracts...

ILEMBE education officials and principals are all ecstaticabout circuit manager Roy Naicker who took his circuit,Ozwathini in Ndwedwe, to the top of the pile in the iLem­

be District in the 2013 matric examinations.Colleagues and principals heaped praise on him for

his unique style and hard work that he puts into improvingthe running of schools.

Results released by the provincial examinations sectionreveal that the education stalwart achieved the highestpercentage pass of the 14 circuits in the iLembe District.

His circuit, which achieved a whopping 84.56% pass,was higher than both the district pass rate of 72.46%, theprovincial pass of 77.4% as well as the national pass rateof 78.2 %.Naicker’s circuit was the only one in the district to cross the80 per cent threshold. Returning from a successful stintin Scottburgh where he served as circuit manager, Naickertook over the reins of the poorly performing Ozwathini Cir­cuit in the Ndwedwe area in the latter part of 2011 andinstituted a turnaround that saw the results improve tre­mendously.

Naicker gained international recognition for the miracu­lous transformation he achieved as principal of NonhlevuSecondary, whereheturned around a dysfunctional schoolwith a four per cent pass rate into a high flyer, achieving80 per cent in just three years.

His achievements led to him being the first educatorin KwaZulu­Natal to win the coveted National TeachingAward for Lifetime Achievement, beatingoffstiffcompeti­tion from the other eight provinces. It also led to him beinginterviewed by the BBC, which broadcast live from hisschool.

The school was also visited by numerous ministers in­cluding Kader Asmal and was researched by FullbrightScholars from Harvard University from the United Statesand head teachers from Britain.

He continued his work as acting circuit manager of Um­hlali where he achieved the best pass rate amongst the thenNdwedwe circuits and thereafter in Scottburgh where hemoved the circuit he inherited from a lowly 30 per centto over 66 per cent in three years.

Asked how this turnaround was achieved in an under­re­sourced, deep rural disadvantaged circuit in the heart ofNdwedwe, Naicker said: “It’s about teamwork and mutualrespect.”

“Leadership demands that you build a team first andonce the trust is built, that becomes a building block foreverything else you aspire towards. I believe in tough love,I am always firm but fair and my principals believe that Ican help them. We have a singular vision to improve our­selves continuously and we plan and work hard at that. Ihave a wonderful team of principals whom I have the plea­sure to work with.”

Ndwedwe circuit manager OT Skhosana said they werefortunate to have Naicker on their team.

“He displays an exceptional flair for empowering anddeveloping principals’ leadership qualities.”

Freddy Shezi, principal of Qinisani High School, said hisschool made history when they scored a 97 per cent matricpass. Naicker played a major role in our pass rate. He notonly motivated me as a principal, but the educators andthe pupils.”

Commenting on the warm and positive response fromhis principals and colleagues, Naicker said: “I am merelydoing my job, which is to coach, mentor and develop leader­ship, not just in my principals but in my schools.”

THE Dolphin Coast Hospice As­sociation will host their annualfund raising Valentine’s Dinnerand Dance on Friday, 14 Febru­ary at the Stanger Siva SungamHall at 6.30pm.

Hospice board member DrUmesh Naidoo said the hospicecurrently takes care of 164 pa­tients and also provides freetransport for patients who needto go to Durban for chemother­apy, radiation, oncology andsurgery, free supply of oxygenand medical beds for bed boundpatients and diapers wherenecessary.

“We also provide free wheelchairs. The hospice recentlypartnered with the local ChildWelfare SA KwaDukuza whowill provide the social and otherneeds for our patients,” said DrNaidoo.

“Our services are providedabsolutely free and it is for thisreason that fund raising is para­mount to our successful run­ning. We appeal to the commu­nity to support this initiative.”

AGROUP of 24 Protec Ton-gaat 2013 matriculantshad the exciting opportu-

nity to attend a four-day univer-sity preparedness camp at Ver-bara Lodge from 9 to 13 Janu-ary.

Although these studentsachieved outstandingmatric re-sults, 97% university pass ratewith 86 distinctions and threepupils with full distinctions, thereality is that only 15% of stu-dents at university completetheir degrees.

“The main aim of the campwastoprovideourstudentswiththe insights, skills and valuesthat will help them adjust to thechallenges of tertiary life,” saidProtec manager Marion Takis.

She added that it was an in-tense programme, jam-packedwith workshops, presentationsand activities.

“Meaningful bondswerealsoformed amongst the studentsandmentors,whichwillprovidevaluable support for these stu-dents.”

Presenters from UKZN, SIT-FE, Unilever, GIBBS and AlanGray volunteered their time andexpertisetofacilitateworkshopsandmotivateandinspirethestu-dents, covering amongst otherstopicssuchasuniversitysupportservices, what is means to be aman/woman, what bursary do-nors look for, communication,academic writing, managingstress, diversity, and budgetingskills.

The highlight was a creativewritingworkshopwherethestu-dents wrote personal messagesto themselves on t-shirts.

“The camp was an awesomeexperience, which made meaware of how to tackle the chal-lenges I might face this year atuniversity.

“It also made me smart as tohow to achieve my goals andhowtobudget.IalsofeelsomuchclosertomyPROTECclassmatesnowandknowthatevenifwearestudyingat different institutionswewill always be there for eachother,” said YenziweNdimande,who is embarking on a career inmedicine.

tionately known as “Child” died aftera long illness at the age of 67 onMon-day, 27 January.

Dubbedthe“speedmerchant”and“themean, leanbowlingmachine”bythe national press,Govenderwasanoutstandingsports-man excelling in cricket and football.Healsoparticipated inathletics, bad-minton, table tennis and karate.

“Child”, nicknamed by his oldersiblings, bowled off a 25metrerunupandhadtheability to move the ballboth ways as well as offthe seam. He led the Na-talattack formorethanadecade.

His interest in crickettookoffduringhisschooldays at Stanger HighSchool. He was support-edbyHaroldSamuelandthe late SK Naidoo.

His brothers Jugooand Gopal - also re-nownedsportsmen whowereplaying forRoyals -were also instrumentalat that time. With Jugoo also playingfor Natal A andGopal playing for Na-tal B, a healthy rivalry developed be-tween them.

Govender’searlycareermilestonewas in1966whenhebecamethe firstplayer from KwaDukuza to score adouble century.

According to close friend JayceSingh, Govender was an all-rounderin those days, and scored 208 runs inan inning for “Schools” (nicknamedfor the Stanger High team) againstRoyals.

“The year 1967 turned out to be aredletteryearforhimashegotthede-served recognition for his abilities,which helped to propel his career.

“Child represented theNatal HighSchool's team as vice-captain, whichresultedhisselectionfortheSouthAf-rican School's team. The pinnacle of
