(a) Country coverage
The table contains the restrictions notified for the eighteen countriesconsulted by the Joint Working Group as well as, to some extent, the restric-tions of dependent territories of these contracting parties. It covers notonly those restrictions which are operated on a global basis but also discri-minatory restrictions applied to one or a few countries. While every efforthas been made to ensure the accuracy of the data, the table should not be con-sidered as a comprehensive and exhaustive list of all restrictions maintainedby the countries concerned.
(b) Types of restrictions included
Annexes I and V include all of the types of measures considered bysome members of the Group to constitute import restrictions (see paragraphs 8and 10 of report in L/3391/Rev.1), except restrictions maintained on healthand sanitary grounds as well as restrictions on products of a purely militarycharacter. Annex IV contains a list of items subject to import restrictionin which developing countries have expressed specific interest.
(c) Symbols
(i) Restriction typeBQ: Bilateral quota.
GQ: Global quota - where restriction applies to goods of most, ifnot all countries and where the amount of the quota ispublished
P: Denotes that imports are generally prohibited or embargoed,with the possible exception of purchases for government(e.g. defence) use
ST: State trading - an additional symbol indicates the degree ofrestriction involved where attention was given to thisquestion
AL: Automatic licensing
LL: Liberal licensing - where maintaining countries consider theirlicensing regime to be a purely formal requirement involvingno restriction
DL: Discretionary licensing - includes cases where global quotasmay have been established, but not published (see definitionof GQ)

The listcomprises Only notified import restrictions and export restraints; hence,additional restrictions may exiss on some or all importedof listed productsinto the countries shown. These notifications have also been deleted fromthe consolidated table. To the extent that the original notifications in-cluded nona-cotton items, they remin on the linst of restrictions in Anex I.
in general, apart from cases where products are further described incountry boxes, the expression "ex" before the BTN number denotes only thatnon-cotton:rooducts are excluded fllllconsideration here; aU or substan-tially all the products in listed BTN sub-headings are subject to restric-tion in se far as they relate to cotton goods imported from the indicatedsources. For the status of notifications on non-cotton articles of the8ame classes, see Annex I.
The symbol "XR" should be taken as an export restraint applied byJapan in al3 cases. The symbol "Susp(JAP)" denotes suspension of a res-triction against Japan subject to that country operating an expert res-traint at an agreed leva . "DL" followed by sosountry abbreviation alecdenotes a restraint applied to the goods of one country only, but "DL" alonerefers to e restriction applicabll,lin form at least, to ail countries ora group of countries.
