Deliver better public services using location information
• We know what data we have and avoid duplicating it
• We use common reference data so we know we are talking about the
same places
• We share location-related information through a common
infrastructure of standards technology and business relationships
• We have appropriate skills, both among geographic professionals
and amongst other professional groups who use location info or
support its use
• We have strong leadership and governance to drive through change
including the implementation of this strategy and INSPIRE

• We brought the groups together and engaged members
• Some basic activities to help groups norm
• Identified circa 350 candidate INSPIRE annex I & II datasets
• Reviewed in the round to confirm 235 INSPIRE datasets
• Key decisions published to help others
• Produced position statements showing progress/decisions/criteria
etc
• Identified leaders for each of the groups

Conclusions: Has the approach worked?
Generally our approach to Theme Administration is working
• We have made significant progress in each theme
• Data Published is more consistent as a result of our work
• The programme is aware of the current and expected situation for
each theme.
• But... Theme Groups are not as dynamic as anticipated
There is a feeling of community
• Participants are committed to Theme Groups attending meetings,
doing research, questioning and offering views
• More experienced organisations help less experience
• There is healthy debate
• A shared desire to succeed.
