CLU E project
The project Climate Neutral Urban Districts in Europe tackles the challenges sustainable cities are facing on their way of becoming carbon neutral. The starting point of the project is the work of the cities to create climate neutral urban districts by using innovative new technology and building techniques to reduce its carbon footprint. One major goal of the CLUE project is to increase the local and regional capability in policy development regarding the implementation and assessment of new solutions and technologies for a low carbon economy in urban areas.
The consortium brings tagether nine local and regional authorities as weil as three universities from 9 European countries. Lead Partner is the City of Stockholm.
CLUE explores best practices in planning and implementation of systems, solutions and technologies for climate neutral urban districts as weil as methods for measuring, monitoring, reporting, verifying and assessing climate mitigating efforts. The project activities result in best practice guides and policy recommendations on the integration of climate aspects in the urban development process. In addition, CLUE partners develop guidelines for methodology as weil as implementation plans for all participating regions.

Developing methodology
The partners have been engaged in reviewing methods for the development of climate neutral urban districts. The goal is to identify methods developed both in the scientific and technical community and report on their actual implementation in city planning and urban development.
The project has conducted one case study of each municipal and regional partner showing their progression with climate neutral urban districts and which methodology they have used. The project will use this information, along with results from expert seminars, to develop guidelines on how best to develop and implement new methodologies for climate neutral urban districts.
The main methodological questions answered by the CLUE university partners, tagether with the cities and regions, relate to the use of planning tools for evaluating the development of climate neutral urban districts. In this regard, the research undertaken by the university partners shall offer guidance on:
• How to compile a set of climate neutral indicators for urban districts
• How to benchmark climate neutral urban districts
• How to use seenarios for the development of climate neutral urban districts

The selection of good practice
With the main purpose of the CLUE project being to identify good practice on how to achieve climate neutral urban districts, the CLUE project has engaged its partners in collecting local examples on how this could be achieved.
As a first step, 89 good practices have been identified by the city and regional partners. These examples are related to all the five work groups of the project:
1. Legislation and regulations
The second step is the selection of two or three best practice examples in each work group (theme) above. These best practice examples will be studied in detail. The outcome will then be a comprehensive material that shows how cities and regions can proceed when planning for carbon neutral areas. Different Ieveis of engagement and political goals on climate mitigation work will be regarded, i.e. various starting Ieveis of cities and regions throughout Europe will be considered.
The final step regarding good practice is to give policy advice on how the identified good practice examples can be introduced in the cities and regions' planning and decision- making processes. Forthis purpose a Good Practice Guide will be produced.
