BT Sport has announced that its clubsubscription prices will increase by 3.5%from September 1 with the broadcastercontinuing to use the 2010 business rates tocalculate the amount paid by venues.

New for the 17/18 season, BT Sport will begiving clubs the chance to tailor promotionalposters to appeal to their members’ keyinterests by selecting specific fixture postersacross a range of sports including football,rugby and boxing.

e broadcaster will also be making socialmedia assets available for clubs to downloadand use on their Twitter and Facebook pagesin order to publicise the live sport they haveon offer.

Club of the Month:Fleetwood WMC Fleetwood Working Men’s Club inLancashire is our ‘Club of the Month’ forAugust.

During the past 18 months the club hasfought its way back from a devastatingbreak-in which saw thieves ram a carthrough the front doors of the building andransack the premises, costing the club a totalof £47,000.

But with the full support of theirmembers, the club’s Committee hasembarked on a number of fundraisingefforts to ensure that the club is back on afirm financial footing and looking to thefuture with confidence.

It has certainly been a busy time at HeadOffice in recent months. The Union’s ClubSecretary Handbook has now been fullyupdated and revised to include all changes toGovernment legislation.

On page 15, we have information regardingcharges made for live performances andwhether the income is subject to VAT at 20 percent. e CIU has sought advice from IanSpencer who has assisted our clubs with VATissues over the past few years.

Ian advises that VAT legislation sets out thatincome generated from the provision of ‘livecultural entertainment’ by a ‘not for profit’entity is correctly described as being exemptfrom VAT.

Ian has indicated he is willing to assist anyclub in making a retrospective claim foroverstated VAT.

Our ‘Club of the Month’ for August isFleetwood Working Mens Club inLancashire which experienced a majorsetback when it was the victim of adevastating robbery.

Clarice Goodman has completed 25 yearsof service to the club, firstly as a Committeemember, then a Trustee and, since theformation of the club as a limited company,Finance Director.

She joined the club Committee in 1992and has been a very loyal officer to the club.

David Brawn has completed 50 years ofservice - 10 years on the Committee and 40years as Club Secretary.

David joined the club on his 18th birthdayin 1967 and soon joined the Committee.

In March 1977, he took over the role ofClub Secretary in succession to Bill Munnsand still holds the position.

leetwood Working Mens Club,situated in the famous fishing portin Lancashire, suffered a

nightmare scenario in April 2015, when, ona Sunday night aer the club had closed forthe evening, raiders used a car as a batteringram to smash through the front doors andransack the premises, wrecking severalgaming machines in the process.

In total the robbery cost the club £47,000,a situation made worse by the fact that theirinsurance company refused to pay out.

“e club was in a terrible state on themorning aer the break-in so it was anawful situation for the club to find itself in,”says Club President Wilf Cartmell.

“We actually had CCTV installed whichwould have captured the whole incident butthey stole the machine so the police haven’tbeen able to track the culprits down.”

Instead of being disheartened by theincident, the club’s members rallied roundand decided to roll up their sleeves and lookat new sources of income to offset the lossessustained.

“We’d never really concentrated on hiringout our Concert Room for private parties so

we set about letting people know in the localarea that the space – which has a capacity foraround 200 people – was available to hostfunctions,” explains Wilf.

“It has been a great success hiring out theroom on Fridays and Saturdays as theaverage take for each function is around£2,500.

“Having more people coming through thedoors has also resulted in an increase inmembers. We currently have 800 membersbut more and more people are showing aninterest in joining aer attending a party atthe club.

“e club looks back to its best now aswe’ve carried out improvements both insideand outside.”

e club is very busy throughout the weekwith a full programme of regular events.

Bingo is particularly popular with sessionson Wednesday, Friday, Saturday and Sundaydrawing a big turnout.

Darts and dominoes take centre stage onMonday and Friday nights and when theConcert Room is not booked, the club putson live entertainment, normally a solo artist.

Club Secretary Pat Regan is herself thedaughter of a former Secretary of the club,while her grandparents were the Stewardand Stewardess of the club.

INTERVIEW: SEAN KELLY

ans of the TV reality show StorageHunters – in which the contentsof abandoned storage units are

auctioned off, sight unseen – might besurprised to discover that the show'sAmerican host Sean Kelly is not just aprofessional auctioneer, but also a laudedstand-up comedian.

e 47 year old has been performingcomedy for the past two decades,including headlining stints at the MGMGrand in Las Vegas, and is touring Britainin the autumn with his show ‘Sean Kellyand the Stars of Storage Hunters’ alongsidefellow performers T-Money and GreenMile.

“I'm doing my solo show throughout theEdinburgh Festival in August but inSeptember I start a new 27-date touralongside T-Money and Green Mile whoare both in Storage Hunters as well asbeing very experienced stand-upcomedians,” says Sean.

Much of Sean's comedy act stems fromhis varied and unusual life which has seenhim complete a combat tour in Iraqduring Desert Storm, catch shopliers asan undercover store detective in Italy andwork as an auctioneer, the job which ledhim to come up with the concept ofStorage Hunters.

“e format is going to be stand-upcomedy, mainly life stories from all thethings I’ve done, but at the end of eachshow we're going to do an auction for theHelp For Heroes charity whereby we askaudience members to bring in an itemfrom home,” he explains.

“When we've done this in the past,people have brought in some veryinteresting things. One guy even broughtin a painting of his naked wife. She was atthe show and even came on stage to helpme auction it off!

“But the key thing about the auction isthat we raise as much money as possiblefor Help For Heroes. I know CIU clubshave raised many thousands for this greatcause over the years and it’s a charity that’scertainly very close to my heart.

“I’m friends with lots of guys who camehome from combat duties and have

struggled. Help For Heroes is one of thoseorganisations which does so much for ourex-servicemen and ex-servicewomen,building facilities and providing long-termcare.”

So why does Sean think Storage Hunters,which has run on both US and UK TV,has been such a hit with audiences?

“e show is basically a treasure hunt,”he says. “I think it's the suspense of what'sinside the storage unit and whether thebidders are going to make a profit or notthat provides the hook for audiences.

“I love the idea that people just walkaway from their storage units and that forone flat price at an auction you couldpossibly make a lot of money dependingon what's in there. I love the gamble.

“But what really made me want to dothe show was when I was doing an auctionone day and two guys got into a fight whilebidding over a particular lot.

“I just said to myself: 'Wow, this isAntiques Roadshow meets Pro Wrestling!'I just love the aggression of the bidders. IfI wasn't on the show, I'd definitely want towatch it.”

And how does he feel the US versiondiffers with the shows filmed in the UK?

“If you come across antiques in the UK,they're proper antiques whereas the US isa relatively young country so you rarelycome across the real thing,” he says.

“On one UK show, there was a storageunit which contained a collection ofViking jewellery and another with a loadof Roman coins. You wouldn't find stufflike that in the States.”

And, of course, Sean’s engagingpersonality is a key to the show’s appeal ashe presides authoritatively and good-humouredly over the auctions.

“Becoming an auctioneer was just achance thing,” he says. “I was working as acomedian when a friend asked me to fill infor him at an auction because he thought Iwas good at crowd work.

“I didn’t have any idea what I was doingbut I did my best, it went well and I fell inlove with it. I went back to school to learnhow to do it properly and I’ve now doneall sorts of auctions - charity auctions, carauctions, real estate auctions, you name it,I’ve sold it.”

Q: How did you first become involved withclub administration and the CIU? I joined Mountain Ash Hibernian Band Clubin 1960. e reason I joined was because inWales at that time there was no Sundayopening for pubs so if you wanted a pint on aSunday you had to be a member of a club. Isoon became very interested in how the clubwas being run and probably made a nuisanceof myself complaining about everything that Ithought was wrong.

e advice that was given to me was ‘if youthink you can do better, put your name up forCommittee’, so I did. I joined the Committeebefore becoming Assistant Secretary and then,in 1980, Secretary of the club.

During my time as Secretary we knockeddown the club and completely rebuilt it withthe result that, in 1990, I stood down from therole and we took on a full-time Secretary tocope with what had become a very busy club. Ijoined the Branch Committee in 2007 beforetaking on the Branch Secretary job in 2014.

Q: How are clubs in your area generallyfaring at the moment?We have some excellent clubs in South Walesbut the majority of clubs are struggling. eones which are very well managed are copingbut there are some which are lacking themanagement skills to run their clubseffectively. What people must understand isthat we’re amateurs running big business giventhat even a small club can turn over 250k ayear.

Q: If the Prime Minister offered you threewishes on behalf of clubs, what would theybe?Firstly, that all Licensing Authorities aresinging off the same hymn sheet. Licensingofficers are giving clubs trouble all over thecountry because different authorities havecompletely different interpretations of theLicensing Act.

Secondly, to give us a level playing field withsupermarkets when it comes to selling alcoholas clubs can’t compete at the moment.

irdly, I’d like to see a reduction in pricesfor live sports channels. It’s currently done onrateable value but there are some big clubswhich have a high rateable value but cannotafford the expensive subscription costs toreceive live sport.

Q: Are there any particular areas of modernlife which you see as having a knock-oneffect to clubs?e culture of young people has changed andmany of them don’t want to join a club becausethey don’t like the discipline and would ratherhead off into the city for the night. ere alsoseems to be less interest in traditional bargames. For example, Whist used to be verypopular in clubs in South Wales but nowadaysmany people wouldn’t have a clue what it is.

Q: What are the most positive signs you’veseen in the club sector in the past threeyears?ere are plenty of positives about, mostnotably that there are hardworking people whoare prepared to serve on club committees.ere are a lot of clubs with very goodcommittees. It’s also great to see clubscontinuing to do so much for their localcommunities, particularly for older people.

Q: If you could award an OCE (Order of theClub Empire ) who would it be to and why?e late Colin Hughes, former BranchSecretary of South Wales. He was one of mytutors when I was doing my CMD. He was anexcellent tutor and was always a great help andsupport to me.

Q: What clubs do you belong to?Mountain Ash Hibernian, CwmamanWorkmens Club and Lindsay ConstitutionalClub.

Q: Who has been your biggest influence inyour club life? Definitely the aforementioned Colin Hughes,as well as former South Wales BranchTreasurer Ivor Evans.

A REMINDER TO CLUBS ABOUT SUBSCRIPTION CARD RULES

Expert offers further advice on VAT treatment of admission chargesFurther to recent advice regarding charges made for liveperformances and whether the income is subject to VAT at 20% theCIU has sought advice from Ian Spencer who has assisted them withother VAT issues over the past few years.

Ian advises that VAT legislation sets out that income generatedfrom the provision of ‘live cultural entertainment’ by a ‘not for profit’entity is correctly described as being exempt from VAT.

Published HMRC guidance sets out that ‘live culturalentertainment’ covers anything of a musical, theatrical orchoreographed nature, i.e. a singer, duo, band etc, comedian ordancers.

Ian also advises that HMRC will generally accept that clubs are ‘notfor profit’ entities, although a number of criteria must be met. In Ian’s

recent experience, which covers making retrospective claims formore than 70 clubs, most clubs meet the criteria to be considered ‘notfor profit’, however in a few notable exceptions this has proved not tobe the case. Where the criteria are not met those clubs must accountfor VAT on income from live entertainment.

Ian has never known HMRC point out the overpayment of VATon live entertainment income and it seems that they will accept suchincome as Vatable without challenge if clubs do want to pay VAT onthis income.

Ian has indicated he is willing to assist any club in making aretrospective claim for overstated VAT. He can be contacted, by emailat: ianspencer@vatproblemssolved.com or by calling him on 07804864209.

Clubs are being reminded that Subscription Cards must have thename and address of the issuing club clearly marked on them inorder to ensure doormen can implement the rules of the Unionwhen Associate Members are visiting clubs other than their own.

e Associate Card supplied by the Union clearly states: “AnAssociate before being admitted to the Club must produce theirSubscription Card (showing that their current subscription to theirclub has been paid).

Several instances across various branches have been reported of

Associate Members visiting other clubs but being unable to producea subscription card stating exactly what club they belonged to.

It appears that some clubs are simply issuing a Subscription Cardwhich shows that a payment has been made by the holder but notwhich club they are actually a member of.

Ensuring that all members have the correct credentials will helpavoid ill-feeling and embarrassment when Associate Members visitother CIU clubs, as they are perfectly entitled to do under the Unionrules.

e AGM of the All-Party ParliamentaryGroup for Non-Profit Making Members’Clubs took place on Tuesday, June 27 at theHouses of Parliament.

Attending on the behalf of the CIU wereUnion President George Dawson CMD,Union General Secretary Kenneth D GreenCMD, Union Vice-President John Tobin,NEC members Ken Roberts CMD and ChrisO’Neill CMD and Head Office ManagerStephen Goulding.

Also in attendance was new CIUParliamentary Consultant Gerry Sutcliffe,the former MP for Bradford South whoserved as Minister for Sport and Tourismfrom 2007 to 2010.

During the AGM, Lord Smith ofHindhead CBE, the Chief Executive of theAssociation of Conservative Clubs (ACC),was elected as the new Joint Chair of theGroup to serve alongside existing Joint ChairStephen Hepburn MP, the Labour Memberof Parliament for Jarrow.

Ian Mearns MP, the Labour Member ofParliament for Gateshead and AndrewGriffiths MP, the Conservative Member of

Parliament for Burton, were confirmed asthe two Vice-Chairs of the Group. Sir DavidCrausby MP, the Labour Member ofParliament for Bolton North East willcontinue as Secretary of the Group, whileGrahame Morris MP (Labour Member ofParliament for Easington), Lord Palmer,Philip Davies MP (Conservative Member ofParliament for Shipley) and Lord Mackenzieof Framwellgate remain as ExecutiveMembers of the Group.

e position of Treasurer remained vacantand will be on the agenda at the nextmeeting of the Group.

One of the key topics of discussion duringthe meeting was the recruitment of membersto the APPG.

It was agreed that the Group would dra aletter that would be sent to all Members ofParliament automatically enrolling them inthe APPG unless they specifically opt out ofmembership of the Group.

Once the response to the letter has beenquantified, the Group agreed that it will lookinto suitable dates on which to hold aParliamentary Reception.

A discussion also took place on theproposed merger between PRS for Musicand PPL and its implications for Members’Clubs.

It was agreed that a letter would be sentout from the Joint Chairs of the APPG toPRS For Music and PPL to seek clarificationon the matter.
