The CIU is urging the Home Office to give guidance to licensing authorities in the UK on how they deal with private members’ clubs. There has been a wave of complaints from Union clubs in some areas about the way they are dealt with by their local licensing authorities with interpretations of the Licensing Act seemingly varying from area to area, making it difficult for clubs to get definitive advice on any problems that may occur. Speaking at the most recent All-Party Parliamentary Group for Non-Profit Making Members’ Clubs at the Houses of Parliament in October, Ken Green CMD, the Union’s General Secretary, said: “The Union has found that a lot of individual licensing authorities have different interpretations of the Licensing Act. “As a result, the Union could be advising on one issue in one area but another licensing authority 30 miles away has a different view on it. “For example, one issue which has come up is regarding guests. The Licensing Act states that guests can be allowed in social clubs and can purchase alcohol. The election for your Presidential andNEC representatives moves ever closer withthe Ballot Papers arriving at clubs byNovember 9. The deadline for their returnto Head Office is December 7 with the ballotcount taking place on December 9 and theofficial announcement coming the followingday.

The list of candidates for the roles ofPresident and Vice-President and the 12NEC seats is printed in the ‘HQ’ section ofthis issue on page 14.

I would urge as many members aspossible to make their vote count and helpto shape the future of the Union and itsclubs.

Meanwhile, many thanks to all those whoattended the Branch Secretary Event held atHead Office in October.

There was a huge amount of informationpacked into the two days with presentationsfrom the Union’s National Account Holdersand opportunities for Branch Secretaries to

hear more about the work going on at HeadOffice, as well as take part in a session on theUnion’s Constitution chaired by the GeneralSecretary Ken Green CMD.

John ThomasStoker CMDIt is with deepregret that theRichmond PlaceClub (Hereford)announces thepassing of JohnThomas ‘Tom’Stoker CMD atHereford County Hospital onSeptember 16, 2015 at the age of 76.

A former Chairman at theHereford Welsh Club, he morerecently held the post of Treasurerat the Richmond Place Club inHereford.

Tom was a valued member of theclub and was responsible for thevery pretty displays of flowers andhanging baskets that can be seenoutside the club’s main buildings.

During his time as Treasurer heinspired the Committee and helpedto push the club forward.

Joe StilgoeThe CumbriaBranch is sad toannounce thatJoe Stilgoepassed awaypeacefully onSeptember 29 atthe age of 56after sufferingfrom a steadily progressive illness.

Joe served on the Cumbria BranchExecutive with distinction for 20years.

He also served on theManagement Committee of theCarlisle Ex-Servicemen’s Club formany years and attained theposition of Vice-President.

Joe’s key strength was organisinggames at both club and Branchlevels.

He was also a passionatesupporter of Liverpool FC. He will besadly missed by his family andfriends.

Rest in Peace Joe, ‘YOU’LL NEVERWALK ALONE’.

Mary signs off after 35 years of dedicatedservice to Cricklewood Trades Hall Club

Mary Johns was recently presented with a Certificate of Achievement for over 35 years ofservice to the Ladies Section of The Cricklewood Trades Hall Club. Mary joined the clubover 40 years ago as a lady card holder and five years later joined the Ladies Section whichwas set up to meet every Monday night for bingo. The Ladies Section also run outings,arrange entertainment, provide food for special nights and organise regular raffles. This accolade means that the Purvis familyhave now served 76 years on the clubCommittee with Leatrice’s 25 years of serviceadding to that of husband Peter Ivor Purvis,the club’s recently retired Chairman who hasserved a total of 33 years and son Peter JohnPurvis, the current Chairman of the club, whohas given 18 years of service.

CHADDERTON CRICKET & BOWLING CLUB

Chadderton Cricket & Bowling Club in Oldham, Lancashire, has utterly transformed itself in the past 15years to become a shining example of a truly 21st Century members club with a very bright future

hadderton Cricket & Bowling Club(CCBC) in Oldham, Lancashire,has come a long way since 1999

when it faced the biggest crisis of its entireexistence.

Having served the local community sinceits foundation at the turn of the 20thCentury, the club found itself at its lowestebb with a ramshackle building, dwindlingmembership and disastrous finances.

Scroll forward some 15 years and the clubis unrecognisable from the one describedabove with state-of-the-art modern facilities,a fully subscribed membership – plus alengthy waiting list of potential eagermembers - and a very healthy bank balance.

Club Secretary Steve Simms explains thetransformation in the club’s fortunes.“When I joined the Committee - which hadpreviously consisted of just two people – in1999, it was obvious that something wasgoing wrong,” he says.

“Along with like-minded people on theCommittee, we decided we weren’t going tolet the club fizzle out and were going to fightfor its future. We came in and took control

of the finances and discovered that the clubhad lost £29,000 that year.

“That was only part of it as some of theother losses came through in the followingyear with PAYE, Business Rates, utilities andVAT not having been paid up to date.

While the reduction in costs helped tosteer the club back into the black, theCommittee also needed to look at theproblem of a rapidly deteriorating buildingthat was increasingly unfit for purpose.

“Around 2001, we started looking at theclub site as it was obvious we couldn’t keepthe site as it was. The building was indisarray,” says Steve.

“The building had last been renovated in1969 and was a bit of a 1960s white elephantwith the Club Room on the second floor, theFunction Room on the first floor and themain entrance at the rear of the club. It wasalso very poorly insulated – too hot insummer and freezing in winter – so in thecolder months we had to run the massiveboiler flat-out.”

With a leaking roof and the centralheating, electric and plumbing systems allneeding total overhauls, the Committeerealised that they would not be able tocontinue keeping the building going anddecided to look at selling part of the landowned by the club in order to finance a newbuilding.

“So there was a big struggle at that time tokeep the club going as we had the utilitycompanies threatening to shut off our waterand electricity and the local Council chasingfor unpaid Council Tax.

“It was a very difficult time so we had topare all our costs right back across the boardand start moving in the right direction.Everything we could economise on, we did.It took until 2004 before the club turned aprofit again.”

“We started talking to developers but atfirst they either wanted the whole site, whichwould have left us without a club, or theywere coming in with low offers which didn’treflect the true value of the site.”

The situation changed for the better whenthe Committee got in touch with a localarchitect and began to work with him tomap out what they wanted.

“He was a top fella,” says Steve. “We satdown with him, told him what we envisagedand he did all the specifications. Then wewent out to tender with a plan for knockingdown the old club, selling the excess landthat the demolition would free up and thenbuilding a new club.

“It went extremely well to the extent thatwe’re now one of the wealthiest clubs in thearea. We have a substantial balance sheet andwe’ve been making a profit since 2004 butan even greater one since the new clubopened in 2006.

“We had about 125 members at ourlowest point but people started joining whenthey heard we were building a newclubhouse with the result that we now have597 members as well as a substantial waitinglist.

“The updated facilities have given the cluba new lease of life. We now have a single-story clubhouse with a Lounge, GamesRoom and a synthetic carpet Crown GreenBowling Green, one of the first in the North-West.”

“We’re a members club, run by membersfor the members,” explains Steve. “We don’thave a function room and we don’t hire thepremises out.”

Prospective new members have to beproposed by an existing member and arethen interviewed by the Committee beforetheir application is accepted.

“Entry is by the fob system and memberslike the fact that they can come through thedoor and enjoy the excellent facilitiesprovided for them amongst fellowmembers,” says Steve.

It’s clear that the hard work and vision ofthe club’s Committee has ensured that aftersome dark days, CCBC is now a shiningexample of a truly 21st Century club.

The synthetic Bowling Green enables theclub to host bowling all year-round. Indeed,the club runs its own Winter League with 40teams from around the area applying to jointhe league, with all games played at CCBC.

Despite the club name, CCBC has not runa cricket side for many years but sportsenthusiasts have plenty to occupy them withdarts, pool and snooker teams in regularaction. The club pays all sport team leaguefees on the agreement that if the teamshould happen to win a prize it is shared50:50 with the club.

There is also a full programme of activitiesand entertainment laid on at regularintervals, including live music and bingo onSaturdays and karaoke on Sundays.

So how do you protect yourself againstlate night revellers and just what does yourinsurance cover?

Here are some of the sensible steps thatyou can take now to try to prevent anyinsurance claims you may need to makebeing refused, causing disruption to clubbusiness.

When accidents happenYou should have a clear statement of your

health and safety policy, risk assessments,alongside an accident reporting andinvestigation system.

This should help you reduce any PublicLiability claims and help defend againstthem.

Had a bit too much? Intoxicated members are far more likely toinjure themselves or others, resulting in aPublic Liability claim.

Remember, just because an individual isintoxicated doesnít necessarily mean theycannot allege negligence against you incourt.

The safe option is to stop serving peoplealcohol before they have that ëone too many.

Theft by employees At this time of year you could be holdingsignificantly more money in the safe thanusual, which may be more of a temptationfor unscrupulous employees.

If a theft occurs, insurers will ask for the

written references of the staff member inquestion. Remember, you will need writtenreferences on record for any authorisedofficial or employee with access to both clubmonies and stock.

Branch Secretaries Event staged at Head OfficeCIU Head Office hosted a second Event for all Branch Secretaries on October 5 and 6 with attendees given the opportunityto meet and hear presentations from the Union’s National Account Holders, including AON, Carlsberg and Dransfields

The CIU event, which was also attended by the Union Officersand National Executive, gave Branch Secretaries the opportunityto meet and hear presentations from the Unions NationalAccount Holders.

Carlsberg, AON and Dransfields were present to outline theservices on offer to CIU Clubs.

CPL Training presented an overview of the proposals for twonew accredited workbooks and courses in Club Management andClub Law.

Sean Ferris of Alchemy Contract Publishing and Steve Bridger,CIU Webmaster, presented alongside Head Office ManagerStephen Goulding on developmental work to date.

The Union Accountant, Steve Connell, outlined the currentstate of the Union’s finances with suggested opinions for changefor the Branches’ consideration.

Topics covered included the current role of Head Office andongoing projects being developed to generate increased revenuestreams for the CIU, improved lobbying and raising awareness ofthe Union with MPs and external companies with aParliamentary Reception in November.

The Union Vice-President, John Tobin, introduced andpresided over the event, as well as chairing an interactive sessionon Education. The General Secretary, Kenneth D Green, CMD,chaired a session on the Union’s Constitution.

The Event was well received with positive feedback on allaspects on the event. We invite any comments you may have onthe event together with suggestions on the Union’s Constitutionand Finances.
