Women with little or no access to doctors post- surgery can also visit physicians at the clinic for treatment and education on lymphoedema (a type of chronic swelling common aſter breast cancer treatment). is is the fourth year Yvonne Hogenes has at- tended the clinic as a volunteer and business spon- sor. fessional skateboarders from Surrey in Los Angeles is now being seen by Vancouver Ca-nucks fans everywhere.

Cloverdale’s Ollie North team was in L.A. last April skate-boarding at The Berrics, a pri-vately owned indoor training facility.

Since the Canucks were also in town to play the L.A. Kings at the time, they decided to take some photos wearing their Ca-nucks jerseys.

They filtered one of the pho-tos of team riders Shawn Beau-pre and Ryan Barron through Instagram, and it caught the eye of someone with the Canucks’

official Instagram account, who asked them for the image.

To the team’s surprise, the photo is now being used in the Canucks’ “Our Team Our Way” campaign.

Ollie North Skate Shop own-er Shawn Jafarnejad was on the phone with teammate Shawn Beaupre while at Granville Sta-tion in Vancouver. After he hung up the phone, he looked up and there was Beaupre – on a poster plastered on the train.

“[I was] really excited and surprised to see it all over the SkyTrain stations and transit all over Vancouver,” Jafarnejad said.

Attending a recent Canucks game versus the St. Louis Blues, Jafarnejad was surprised again

when the image showed up on the Jumbotron after the second period.

The unexpected profile has been positive for his Cloverdale store, Ollie North Skate Shop.

While his store is not men-tioned on the poster, the rail and ramp in the photo are “iconic pieces” in skateboard-ing and recognizable to those involved the sport, Jafarnejad said.

The Berrics is “the ESPN of skateboarding right now,” he explained. And since those in skateboarding know Ollie North represents B.C. at The Berrics, they’re putting two and two together.

Kaulius is appalled that Warren will be able to apply for day parole in July.

“Sadly, the message being sent out by our so-called legal system is that very little value is placed on a human life,” she said.

So far, Kaulius has collected more than 20,000 signatures from across the country.

On Feb. 12, Langley MP Mark Warawa took the petition to Ottawa and introduced it in the House of Commons, and on Feb. 26, Kaulius met with federal MPs from the B.C./Yukon Conservative caucus.

Border-crossing consumersought to be lured back home

For those of us who live in a com-munity so close to the U.S., cross-bor-der shopping has been, and always will be, an option.

But what used to be a routine wave-through hop across the line to take ad-vantage of a few lower price points – or a nice little change of scenery – has

become almost an imperative in today’s slug-gish economy.

� e fact is that cash-

strapped Canadians are inevitably tempted by lower prices for consumer goods in the U.S., whether or not they factor in the increased hassles of a more security-concerned border and the possibility of line-ups – even with Nexus lanes. In their urge to save, they may not calculate the hidden costs of travel or taxation that may nullify the ‘bargain’ they get south of the border.

U.S. merchants in Blaine and Bellingham, who are, naturally, more than happy to welcome northern shoppers to ease their own economic woes, have actually seen the spike in Canadian business almost cancel out the drop in their own domestic trade. Canadian business owners cry foul, of course, but it would be wrong to demonize cross-border shop-ping in and of itself.

Rather, the attention of Canada’s leaders must be focused on prob-lems north of the border that exacerbate the situation.

One is a system of taxes and tari� s that make it impossible for Canadian retail businesses to compete on a level playing eld with their U.S. counter-parts. A few anomalies will likely always exist either side of a border, but much lower prices across the board are liter-ally driving consumers south.

It is also time for the federal govern-ment – and big business – to look at the real hardship of middle-income Cana-dians struggling to make ends meet in the face of increased gas and food prices and drastically-eroded spending power.

While there is always some ckle-ness on the part of consumers, many of those venturing south to save right now are thinking of survival.

Local government must also address an over-saturation of retail business predicated on earlier economic con-

ditions. And local retailers should always be looking at how well they serve their customers.

� ere are many good reasons to ‘shop local.’ Cross-border shopping, on the scale that is now happening, is a short-sighted approach that tends to undermine our own standard of living.

And pouring Canadian dollars into the U.S. economy is doing noth-ing to help our own, or address problems of Canadian business that, if solved, could see more money on hand to spend with our local busi-nesses.

are often jammed with shoppers heading south may soon get even more congested as the U.S.

government is forced to lay off thousands of bor-der employees.

The U.S. Department of Homeland Secu-rity has begun cutting employee hours and is slated to furlough 5,000 more staff by early April after Congress and Pres-ident Barack Obama failed to reach a compre-hensive deal by March 1 to reduce federal spend-ing, triggering automatic spending cuts.

The initial cuts at Customs and Border Protection (CBP) are already resulting in re-ports of longer process-ing lines at some U.S. airports.

CBP officials predict waits up to 50 per cent longer at major airports – four hours or longer at peak times – and a dou-bling of peak waits to five hours or more at the busiest land crossings.

“Travellers should adjust their trip itin-eraries to account for unexpected delays,” the department warned in a statement.

The longest south-bound lines at Lower Mainland crossings are weekend mornings and they could get much longer because the use of overtime is now banned.

“They hold shifts over longer or call shifts in earlier to keep as many lines open as possible –  that won’t be happen-ing,” said Ken Oplinger, president of the Belling-ham/Whatcom Cham-ber of Commerce.

“We’re thinking it could add an extra 15 to 30 minutes onto the regular lines.”

Nexus card holders should continue to get speedy clearance but new applicants face lon-ger approval times due to an expected surge in demand.

It’s hoped the arbi-trary across-the-board cuts will be unpalatable to both Republicans and Democrats, spurring them to reach a deal be-fore border slowdowns cause serious economic damage.

“If this goes on into the summer that’s when

we’re really going to have an issue,” Oplinger said. “On a summer week-end we can get two- to three-hour lineups and we could be adding 45 minutes to an hour on top of that at those peak times.”

One factor that might slow cross-border shop-ping is the recent slide of the loonie.

The dollar is down to around 97 cents U.S. and a futher drop is expect-ed, Oplinger said.

Surrey Board of Trade CEO Anita Huberman predicts cross-border shoppers won’t be de-terred by either the weaker dollar or the slower crossings.

“I still think people are going to wait in line to get that best deal,” she said, renewing calls for Ottawa to address high-er import duties and tar-iffs affecting Canadian retailers.

Truckers are also be-ing warned they face significant delays at the borders in the weeks ahead if the U.S. budget impasse continues.

B.C. Trucking Asso-ciation vice-president Trace Acres said major impacts aren’t expected for the first 30 days, as affected U.S. border staff are getting one month notice.

“It is definitely a con-cern,” Acres said, esti-mating 300 of the asso-ciation’s 450 members haul cargo across the border.

More truckers could pursue membership in FAST (Free and Secure Trade), the equivalent of Nexus for trusted com-mercial carriers, but Acres added it’s not a so-lution for most firms.

“There has been a lot of work done on both sides of the border to try to improve efficiencies and reduce border wait times,” Acres said.

The fear now, he said, is that all the time invested by truckers, manufacturers, export-ers and authorities on both sides of the border “could just become un-done by factors outside of our control.”

Most improvedLatimer Road Elementary in Cloverdale is one of

20 fastest-improving B.C. elementary schools, ac-cording to the Fraser Institute.

The conservative think tank has released a list of schools where academic performance has improved over the past five years. The performance is mea-sured using data from the contentious Foundation Skills Assessment tests administered by the Edu-cation Ministry each year for children in Grade 4.

Each year, the Fraser Insti-tute releases its annual report card ranking schools in B.C.

Latimer Road was one of six Surrey schools in the top 20 of the institute’s ranking

How do schools and families effectively confront the bullying issue?

Answer: It is no longer acceptable to turn a blind eye to what may have once been considered a rite of passage in attending school. Taunting, exclusion, harassment, intimidation, gossip, cliques- these all too common experiences for children are at the root of bullying. The statistics are shocking. At least 1 in 3 adolescent students in Canada have reported being bullied recently. 47% of Canadian parents report having a child victim of bullying. As educators and parents, we have a responsibility to introduce strategies that will help all students come to understand those involved in the bully triangle; the bully, the bullied and the bystander. This involves helping children understand what bullying is, what different forms of bullying look like and the roles that children play when an act of bullying takes place. At the heart of the matter; bullying is a relationship problem. To � nd relationship solutions parent and educators need to � nd the time and space, in our classrooms and families, to support students in developing empathy, tolerance, care, respect, con� ict resolution, and forgiveness. Working together, listening to our children, and holding up the values and behaviours that confront bullying will help ensure bullying is no longer a rite of passage for any child.

Women with breast cancer in Mexico face a stigma that often results in them being outcast from their family, Hogenes ex-plained.

Part workshop, part clinic, the aim is to provide women with a free range of services, from coun-selling and physical therapy to wigs, scarves, hats, and properly-

fitted bras and prosthetics.They also have a chance to get

their hair styled and make-up done.

She said the clinic has grown to include more than 250 volun-teers – nurses, doctors, transla-tors, sewers, fitters – who work from dawn to dusk over the course of the three-day clinic.

“But you’re so rejuvenated. You come out so fulfilled,” she said.

The demand is so great that this year an additional Cancer de Mama clinic has been added in March in Guadalajara.

Local women have been trained to run the clinic – “as people who live there, they’re go-ing to be able to do even more,” Hogenes said.

Staff Sgt. Major Dave Woods, centre, chats with a well-wisher at his retirement party last week at the Cloverdale Legion. Woods has retired after 43 years with the RCMP. He’s is a familiar face in Cloverdale, where he spent seven years as District Commander of the Surrey RCMP’s Port Kells/Cloverdale office. During his time here he convened regular community consultative meetings, bringing resi-dents and business representatives together to search for positive avenues to increase community safety awareness. Woods and the Surrey RCMP worked alongside a host of other agencies, businesses, groups and churches to create an extreme cold weather shelter in Cloverdale. In 2008 he was named Police Officer of the Year, an honour chosen by the citizens of Surrey. He originally intended to retire in 2010, only to receive a call from former Surrey RCMP Chief Supt. Fraser MacRae proposing a new assignment. Woods spent the next two years working at the Surrey RCMP’s headquarters.

Actor’s (guest) star landsBy Jennifer LangCloverdale’s Spencer Drever is

ready for his close-up.The 9-year-old actor co-stars

in an episode of the comedy Mr. Young that aired Tuesday (March 5) on YTV.

It’s a big step for Spencer, a Grade 4 student at Adams Road Elementary. He got his start in Grade 1 at the suggestion of one of his teachers, who recom-mended he try acting.

His first big role was as Harry Gilbertson in Diary of a Wimpy Kid 2: Rodrick Rules.

“He kind of lucked out because they needed someone in a talent show who could rollerskate,” recalls his dad, Lee Drever.

And the roles have grown from there. He’s appeared in numerous commercials, from pitches for Staples and Apple-bee’s to Simmons and Target.

Spencer’s personality (“He’s a bit of a ham,” explains Lee), relative maturity and ability to memorize lines make him a favourite with local casting directors.

This is a big month for Spen-cer, who’s appearing in several other shows in March, including an episode of the crime thriller Red Widow on March 24, and a role in the two-part miniseries Eve of Destruction airing March 23 and 24 on Showcase Canada (starring Steven Webber and Treat Williams).

He’s also appearing in Stalkers, a made-for-TV movie airing on Lifetime Canada in April. Stalk-ers stars Drea De Matteo, Mena Suvari and Jodi Lyn O’Keefe. Spencer plays Henry, the son of Diane (De Matteo) a hot-head cop with a troubled past.

Mr. Young is a Canadian comedy about a child prodigy named Adam Young who is back in Grade 9 – this time as a teacher who’s the same age as his students: 14.

“Mr. Freshman”, the episode co-starring Spencer, involves a flashback to Adam’s first day of college when he was nine.

Spencer plays the younger ver-sion of the character played by the series’ star Brendan Meyer.

Liberal hopeful may opt to keep council seatBy Kevin DiakiwMarvin Hunt is pre-

pared to sit as MLA and serve as city councillor at the same time should he be elected to the leg-islature in May.

By law, he’s allowed to do both jobs, but said it would be up to council.

The 23-year veteran city councillor said last week he will represent the B.C. Liberal Party in Surrey-Panorama in this May’s general provincial election.

The riding will be without an incumbent as Stephanie Cadieux is moving over to Surrey-Cloverdale, which is be-ing vacated by retiring Kevin Falcon.

Hunt was approached by his longtime friend Sukh Dhaliwal to run in the Surrey-Panorama riding.

Dhaliwal was to run for the Liberals there, but stepped down when it was discovered he was facing charges under the Canada Tax Act for fail-

ing to file taxes for one of his companies.

Dhaliwal’s request to Hunt was followed by an assurance from Christy Clark that the councillor could have the Liberal candidacy for the riding.

Hunt said it was a dif-ficult decision because he felt he is having great success on city council.

This May, Hunt will be squaring off against the NDP’s Amrik Ma-hill, who is president of Black Top and Checker Cabs and Sara Sharma, an entrepreneur and re-altor running with the Green party.

While Hunt is con-sidered a star candidate, bringing with him sub-stantial name recogni-tion, history shows the riding of Surrey-Panora-ma is by no means a sure bet for the Liberals.

The riding was won by the Grits in 2009 by Stephanie Cadieux, who garnered 54 per cent of the vote, compared to NDP’s Debbie Lawrence, who got 40 per cent.

Su r re y - Pan or am a was created in 2001, and was initially won by Dr. Gulzar Cheema for the Liberals. It was subsequently held by

NDP’s Jagrup Brar, who left for Fleetwood when the boundaries were re-drawn in 2008. Panora-ma boundaries then ex-panded south to include both Newton and South Surrey.

Newton has tradition-ally been a safe NDP riding, while South Sur-rey has been a long-time Liberal stronghold.

If he wins the rid-ing of Panorama, Hunt could hold both seats on Surrey council and in the B.C. legislature. If he chooses not to stay on city council, it would force a byelection to fill

his seat in Surrey.Hunt said that deci-

sion would be up to council.

If it was Surrey coun-cil’s will, he would keep his civic duties until Jan. 1, 2014 so as not to force a $600,000 byelection. The municipal election is in November of that year, so his seat could remain vacant after Jan. 1 of that year.

Coun. Linda Hepner said at first blush she would find it hard to support having him do both jobs, noting the task on council is huge. She also pointed out

there could be conflicts for Hunt representing both levels of govern-ment.

Mayor Dianne Watts said Hunt would just have to step aside for those votes.

“I know that he is very vigilant not to cause a byelection,” Watts said. “I fully understand the argument that it is a lot of work. It’s a matter of weighing things out to the cost of a byelection, and I don’t think the taxpayers want to foot the bill for a byelection.”

As to critics who say he’d be triple dipping –

with remuneration com-ing from three levels of government – Hunt said he would would step down from his Metro Vancouver duties and donate his civic salary to local charities.

But can he be both an effective MLA and city councillor?

“That’s a question I believe council will have to decide,” Hunt said.

He says he has not been offered any cabinet positions if he and the Liberals win.

“No, I’ve been offered hard work,” Hunt said.
